A Peace Bond Could Be Placed on Candice Matthews on Tuesday, June 17, 2025, by Judge Joseph L. Guillory


Judge Joseph L. Guillory (center) has ordered a "PEACE BOND HEARING" to be held on Tuesday, June 17, 2025, at 2:00 P.M., in the matter involving Ricky Jason versus Candice Matthews. CAUSE NO: 25JP2CV0488 stemming from the incident when Candice Matthews and several members of Quanell X's New Black Panther Nation traveled from North Houston over to Port Arthur, Texas, to deliver a message to Community Activist Ricky Jason, which he says devolved into a "BOMB THREAT," and other threats to do him bodily harm and serious injury. VULGAR LANGUAGE... The video of Candice Matthews parading through the streets of Port Arthur ranting, raving, cussing, and threatening Ricky Jason is posted below in this report.

Texas Penal Code - PENAL § 22.07. Terroristic Threat

(a) A person commits an offense if he threatens to commit any offense involving violence to any person or property with intent to:

(1) cause a reaction of any type to his threat by an official or volunteer agency organized to deal with emergencies;

(2) place any person in fear of imminent serious bodily injury;



In this video, Candice Matthews, the National Minister of Politics for Quanell X's New Black Panther Nation traveled from North Houston in Harris County, Texas, over to Port Arthur, Texas, to threaten and harass a rival community activist named Ricky Jason. During the alleged incident, Ricky Jason claims that Candice Matthews threatened to blow up his car and do bodily harm to him if he continued to talk about her on the internet from his computer. Texas Penal Code - PENAL § 22.07 says that a person commits a "TERRORISTIC THREAT" if they place any person in fear of imminent serious bodily injury, which Candice Matthews clearly did in this video.





Judge Joseph Guillory, II, has ordered Candice Matthews to appear in his courtroom for a "PEACE BOND HEARING," scheduled to take place on Tuesday, June 17, 2025, at 2:00 PM. The courtroom where the hearing will take place is located at 525 Lakeshore Drive, Port Arthur, Texas 77640.

According to Candice Matthews, she has filed a complaint against the Jefferson County Judge (Joseph Gullory II), for allegedly violating an open court law by targeting a process server. However, Judge Guillory is unfazed and has order Candice Matthews to come back to his courtroom on Tuesday, June 17, 2025, for a "PEACE BOND HEARING," in the matter between Candice Matthews, and Ricky Jason, a well-known community activist, and pro·té·gé of the late Dick Gregory.

The feud between well-known Community Activist Eligah Ricky Jason and Candice Matthew has spilled over into the streets of Port Arthur, Texas. Unlike some Harris County Judges, the strong African American male judge, Judge Joseph L. Guillory, the presiding Justice of the Peace for Precinct 2, is growing increasingly tired of Candice Matthews and her antics.

Last week, one of Constable Mark Herman's Deputies delivered a summons to Candice Matthews to appear in Judge Guillory's courtroom on June 11, 2025, which didn't go well. 

"An anonymous tip has confirmed that during proceedings at Jefferson County Precinct 2, a licensed process server was unjustly removed from the courtroom by Judge Joseph Guillory while lawfully serving in their official capacity," claims Candice Matthews, the National Minister of Politics for Quanell X's New Black Panther Nation.

According to Matthews, "This alarming report was made directly to Brother Quanell X, who was made aware of the incident."

"We will not tolerate abuses of power or courtroom intimidation tactics. Judicial misconduct will be challenged, exposed, and held accountable -- no exceptions," claimed Mathews.

In the closing of the "PUBLIC STATEMENT" issued by Candice Matthews, she stated, "We see he's up for reelection too," about Judge Joseph Guillory.

On Wednesday, June 18, 2025, the State of Texas versus Candice Matthews trial is scheduled to take place at 9:00 a.m. at the Municipal Courthouse of the City of Port Arthur, Jefferson County, Texas.

Based on “OFFICIAL ETHNICITY DATA” in the Cook Partisan Voting Index, the 18th Congressional District of Texas is 43.4% Hispanic, 32.2% Black, 16.7% White, 4.9% Asian, and 2.2% Two or more races—which means that we could see something very special unfold in the upcoming “SPECIAL EDITION” for the coveted 18th Congressional District of Texas.
