Black Democratic Modern-Day Trailblazers Like Judge Maria T. Jackson and Many Others Could Be Very Hard to Beat in 2020 Primaries

A lot of folks believe that money rules the world. And while this happens to be true in a lot of cases, when it comes to politics, the person with the most money in their campaign coffers don’t always emerge victoriously. Now, don’t get me wrong, spending money in the right places can help candidates do well in most cases. But when you have movements like what we’ve seen in Harris County, Texas over the last few election cycles, being a woman in general, and a Black woman, in particular, has trumped money over and over again. And nope, I’m not off my rockers! Take the 2018 Midterm Democratic primary in Harris County for instance. If my memory serves me right, Black women did not lose one single countywide race in Harris County, Texas, until two of the Black women who were running countywide ended up both facing off against white women back on Tuesday, May 22, 2018, in the Democratic primary runoff election. Both African American women were defeated by their white female Democratic rivals by wide margins. Hum...what’s up with that Harris County? Even still, that’s an astonishing track record of success for Black women in the third-largest county in these United States of America!

COMMISSIONER EL FRANCO LEE WAS A LEADER ALL PEOPLE COULD BE PROUD OF IN HARRIS COUNTY, TEXAS

So, we already know, Commissioner Rodney Ellis, is in no way as beloved in Precinct 1 as the late Commissioner El Franco Lee was back before his untimely death. God rest his soul. Look, a glance at the top fifteen voting precincts (based on the number of registered voters back in 2016) for Precinct 1, shows that only four of the top fifteen voter precincts fell within the boundaries of Senate District 13, the senate district Commissioner Rodney Ellis controlled for most of his political career. However, since Judge Maria T. Jackson was running for re-election unopposed countywide back in 2016, this report can be used to measure the strength of her candidacy heading into her 2020 showdown against Commissioner Ellis. So, to measure the strength of Judge Maria T. Jackson’s candidacy, I’ll show you a comparison of how she ran in the top fifteen voter precincts for Precinct 1, compared to how Commissioner El Franco Lee ran in his uncontested Democratic primary during the same election cycle. However, as it relates to Commissioner Rodney Ellis, only four of the top fifteen Precinct 1 voter precincts used for this analysis fell within the boundaries of Senate District 13 during the period studied -- 0336, 0541, 0630, and 0757 are the precincts I’m referencing. So, according to the official canvass report published by the Harris County Clerk’s Office back in 2016, there were 17,944 registered voters living inside 0336, 0541, 0630, and 0757 as a combined total. However, only 2,932 of these Precinct 1 voters cast ballots in favor of Rodney Ellis at the polls.

Jackson over Commissioner Rodney Ellis according to her campaign the upcoming Democratic primary showdown in the race for Harris County Commissioner for Precinct 1. Also, please be advised that there wasn't enough data on Commissioner Rodney Ellis in the fifteen key 2016 voter precincts studied to provide a large enough sample size to gauge how he would have performed in a measurable way against either Judge Maria T. Jackson or Commissioner El Franco Lee during the aforementioned period.

And by contrast, Judge Maria T. Jackson received 557 votes in her unopposed Democratic Primary re-election bid in the race for Judge, 339th Criminal District Court.


0283 -- Back in 2016 there was a total of 5,795 registered voters living in this voter precinct. Commissioner El Franco Lee received 415 votes in his unopposed Democratic Primary re-election bid in race for Commissioner for Precinct 1. And by contrast, Judge Maria T. Jackson received 416 votes in her unopposed Democratic Primary re-election bid in the race for Judge, 339th Criminal District Court.


0336 -- Back in 2016 there was a total of 4,396 registered voters living in this voter precinct. Commissioner El Franco Lee received 687 votes in his unopposed Democratic Primary re-election bid in race for Commissioner for Precinct 1. And by contrast, Judge Maria T. Jackson received 666 votes in her unopposed Democratic Primary re-election bid in the race for Judge, 339th Criminal District Court.


0380 -- Back in 2016 there was a total of 4,143 registered voters living in this voter precinct. Commissioner El Franco Lee received 353 votes in his unopposed Democratic Primary re-election bid in race for Commissioner for Precinct 1. REPORT SUMMARY

Since Rodney Ellis was first elected to public office way back in 1983, at the age of 29 years old he has not faced a serious challenger – not one. That being said, it isn’t a stretch at all to say that Judge Maria T. Jackson could potentially represent the toughest challenger he’s ever faced in his entire political career. Sure, he has over $3.8 million or so in his campaign coffers, but given the way women have run in the last two election cycles against their male counterparts, I’m not sure he’s got enough. Anyways, when you look at Judge Maria T. Jackson’s numbers in the fifteen voter precincts analyzed for this report, it isn’t difficult to see how with the right strategy and endorsements, she could run up some huge numbers against Commissioner Rodney Ellis. And when you couple that with the number of female candidates running countywide, she’s going to be a handful for Commissioner Rodney Ellis to handle. But don’t take my word for it, just wait and see.

On Tuesday, March 3, 2020, Commissioner Rodney Ellis is going to have his hands full trying to hold off Judge Maria T. Jackson in the Democratic primary race for County Commissioner for Precinct 1. Why? I’m glad you asked. You have to do a little research and have at least some knowledge of past election cycles to see what I’m talking about. However, I’m going to do my best to try and give you a glimpse into what I’m seeing as these two “DEMOCRATIC TITANS” prepare to do battle. Look, based on what I saw in the Tuesday, March 1, 2016, Official Canvass Report, which detailed the Democratic primary turnout numbers, Judge Maria T. Jackson, Commissioner El Franco Lee, who was still alive at that time, and Rodney Ellis, who was the state senator for District 13 at the time, were all running for re-election unopposed. Yet, while all three were running for re-election in separate Democratic primary races unopposed, some of the precincts where votes were cast for each of the aforementioned lifelong Democrats, overlapped with the top fifteen Precinct 1 voter precincts, whereas registered voters are concerned.

DULY QUALIFIED 2018 MIDTERM CANDIDATES LIKE THE LATE JUDGE CASSANDRA Y. HOLLEMON CAMPAIGNED HARD TO WIN THEIR DEMOCRATIC PRIMARY RACES

While money is important, so is a strong work ethic! Look, Black women didn’t just win back in the 2018 Midterm Election because they were lucky! So, don’t get it twisted, these women worked very hard and made tremendous sacrifices to achieve the victories they enjoyed. And yes, unfortunately, even one, the late Honorable Judge Cassandra Y. Hollemon gave of her time, treasure, and life in her quest to become a judge. And God, because of His mercy and grace allowed His daughter to realize her dream before calling her home to be with Him. God rest her soul! Now, back to these hardworking aforementioned sisters! Hey, Joi Chevalier worked hard to beat Tim Mahoney and earn the Democratic nomination in the race for State Comptroller; Latosha Lewis Payne worked hard to beat Paul Simon and earn the Democratic nomination in the race for Judge, 55th Judicial District Court; Angela Graves-Harrington worked hard and defeated Charles Collins to earn the Democratic nomination in the race for Judge, 247th Family District Court, Linda Marie Dunson worked hard and defeated Kathy Vossler to earn the Democratic nomination in the race for Judge, 309th Family District Court; Ronnisha Bowman worked hard and defeated Harold J. Landreneau to earn the Democratic nomination in the race for Judge, Harris County Criminal Court at Law No. 2; Cassandra Y. Hollemon worked hard and defeated Juan J. Aguirre to earn the Democratic nomination in the race for Harris County Criminal Court at Law No. 11, and Tonya Jones worked hard and defeated Kris Ougrah to earn the Democratic nomination in the race for Harris County Criminal Court at Law No. 15. And even though Roslyn “Rozzy” Shorter went on to lose her runoff showdown to Marilyn Burgess in the race for Harris County District Clerk, the strength of her candidacy was made evident in her ability to finish second and force the runoff against Burgess in the first place. And in case you don’t remember, Gayle Young Mitchell also forced a runoff against Diane Trautman in the race for Harris County Clerk which ended in Trautman emerging as the victor in the runoff.

SEDRICK T. WALKER, NOW A SITTING JUDGE WAS THE ONLY BLACK MALE RUNNING IN A CONTESTED COUNTYWIDE DEMOCRATIC PRIMARY RACE IN HARRIS COUNTY BACK IN 2018 WHO MANAGED TO WIN A DEMOCRATIC NOMINATION

Just in case you don’t remember, back in the 2018 Midterm Election, only one Black male running countywide in Harris County, Texas was able to win a competitive race involving two or more Democrats. I’m not joking! Hey, the facts are the facts, and the Black male I’m referencing is my client Judge Sedrick T. Walkerand he barely earned the Democratic nomination in the race for Harris County Criminal Court at Law No. 11. Get this, while all the other Black men running for countywide positions in Harris County, Texas back in the 2018 Midterm Election lost, Sedrick T. Walker II, by the grace of God won by the slimmest of margins. His opponent Gus Saper finished with 67,195 votes for 49.35% of the vote, and Sedrick T. Walker II finished with 68,972 votes for 50.65% of the vote. However, other “DULY-QUALIFIED” Black males running for countywide offices all came up short. Nope! I’m not making this up! Get this, Black men hoping to gain Democratic nominations running countywide like, Grady Yarbrough in the race for Governor lost; Michael Cooper in the race for Lieutenant Governor lost; Chris Spellman in the race for Railroad Commissioner lost; Joseph R. Willie II, in the race for Justice, 14th Court of Appeals District lost; Brennen Dunn, in the race for Judge, 185th Criminal District Court lost; Charles Collins in the race for Judge, 246th Family District Court lost; Tracy D. Good in the race for Judge, 313th Family District Court lost; Danval Scarbrough in the race for Judge, Harris County Criminal Court at Law No. 7 lost; Mike Renfro in the race for Judge, County Criminal Court at Law No. 13 lost; Kris Ougrah in the race for Judge, County Criminal Court at Law No. 15 lost; Kevin Howard in the race for Harris County District Clerk lost; Nat West in the race for Harris County Clerk lost; and Elvonte Patton, who was seeking the Democratic nomination in the race for Harris County School Trustee, Position No. 3 At-Large also lost.

State Rep. Shawn Thierry and a whole host of other African American women are seeking to become Democratic nominees in Harris County, Texas on Tuesday, March 3, 2020. State Rep. Shawn Thierry will have to defeat Ashton P. Woods in the race for House District 146 to continue representing the people of Texas.

2020 BLACK HISTORY MONTH TRAILBLAZERS

In the spirit of excellence exemplified by former First Lady Michelle Obama, Harriet Tubman, Rosa Parks, and the late Barbara Jordan, the first African American congresswoman to come from the Deep South. Houston business Connections Newspaper© believes that the “DULY-QUALIFIED” of potential Harris County Democratic party nominees featured below are worthy of recognition as “2020 BLACK FEMALE MODERN DAY TRAILBLAZERS” as they seek Democratic nominations on Tuesday, March 3, 2020, in Harris County, Texas. “Black women are the backbone of the Democratic Party, and we can’t take that for granted,” Democratic National Committee Chairman Tom Perez said via his Twitter account not so long ago. So, let’s hope 2020 Democratic primary voters in Harris County, Texas are fully aware of the power wielded by African American women, and give full consideration to these women in their respective races on Tuesday, March 3, 2020, when they face off against their fellow Democratic rivals.


WITH STRAIGHT-TICKET VOTING ABOLISHED DEMOCRATIC SELECTING THE RIGHT DEMOCRATIC NOMINEES IN HARRIS COUNTY WILL BE CRUCIAL

As Harris County Democratic and Republican voters prepare to select their nominees, they must keep several key things in mind going forward. First, primary voters must make it their business to nominate candidates who have the ability to run active campaigns against their opponents in the general election. Why? There won’t be any getting lucky on Tuesday, November 3, 2020, when the general election takes place in Harris County, Texas. Look, back in 2016, Democrats running countywide received 36,121 straight-ticket votes by way of “ABSENTEE BALLOTS” while their Republican counterparts only received 32,592 straight-ticket votes by way of “ABSENTEE BALLOTS” in Harris County, Texas. And in case you don’t remember, Democratic candidates also got the better of their Republican counterparts by way of straight-ticket voting during the “EARLY VOTING PERIOD” as 307,356 straight-ticket votes were cast for Democratic candidates who were running countywide. Comparatively speaking, Republican candidates running countywide back in 2016 only received 275,435 straight-ticket votes during the “EARLY VOTING PERIOD” in Harris County, Texas. And the sheer dominance displayed by Harris County Democratic voters by way of the straight-ticket voting process was astounding on “ELECTION DAY” as well. In case you don’t remember, 128,553 straight-ticket votes were cast by Democratic voters in Harris County, Texas back on Tuesday, November 8, 2016, in the general election. All total, 472,030 straight-ticket votes were cast by Democratic voters in Harris County, Texas back in 2016. And after only receiving 401,663 total straight-ticket votes when you combine their "ELECTION DAY" voting with their “ABSENTEE VOTING” and “EARLY VOTING” it’s no wonder the straight-ticket voting option has been abolished by the Republican-controlled Texas legislature -- things were starting to get out of hand in Texas.


A PROBLEM HARRIS COUNTY DEMOCRATS MAY FACE ON TUESDAY, NOVEMBER 3, 2020 IF THE RIGHT NOMINEES ARE NOT SELECTED

Make no mistake about it not having straight-ticket voting is going to hurt Democratic candidates a lot more than it’s going to hurt Republican candidates in the 2020 general election. You must remember, Republican candidates, tend to do much better with independents and non-straight-ticket voters in Harris County, Texas. So, many Harris County voters who didn't vote a straight-ticket anyway, are already accustomed to going down the ballot and selecting the names of all the candidates they like. The challenge Democrats will face in 2020, is getting their base to go into the voting booth after working all day and then scrolling down the ballot and selecting all of the Democratic candidates. Especially when they are used to simply walking into the voting booth and pressing the straight-ticket voting option and capturing all of the Democratic candidates with the push of one button. However, Republican candidates will also face the same challenge in my opinion, but to a lesser degree. 


UNDER VOTES WILL BE A PROBLEM IN TUESDAY, NOVEMBER 3, 2020 GENERAL ELECTION IN HARRIS COUNTY, TEXAS

Getting Democratic and Republican voters to select candidates in every race will be a big problem in Harris County, Texas in 2020 without a straight-ticket voting option. Why? Look, even with straight-ticket voting as an option, voters for one reason or another would skip over some races. Sometimes it’s because they don’t like one, or both of the candidates running. At other times, some voters simply only care about one race on the ballot – which tends to cause the number of undervotes to increase as voters scroll down the ballot. For instance, back in the last general election, there were only 26,622 undervotes in the race for President of the United States in Harris County, Texas. However, the number of voters skipping over down-ballot judicial races ranged from 63,000 to 69,000 in Harris County, Texas back in 2016. That being said, I am estimating the number of voters skipping over countywide judicial races in 2020 is going to fall anywhere between a range of 100,000 to 250,000 in Harris County, Texas on Tuesday, November 3, 2020, in Harris County, Texas.
