Well, right about now, “BLACK LEADERS” all across America are supposed to be outraged at how former HISD School Board Trustee Rhonda Skillern Jones and her cohorts conspired together to steal all of that money from predominantly Black and Brown schools within the Houston Independent School District. I’ve obtained a copy of the “SUPERSEDING INDICTMENT” that was filed on April 7, 2022, in the United States Courts for the Southern District of Texas. CRIMINAL NO. H-21-CR-588 in the case of the UNITED STATES OF AMERICA versus Anthony Hutchinson and Brian Busby is a complete mess. While the “SUPERSEDING INDICTMENT” focuses much of its attention on Anthony Hutchinson and Brian Busby, as it rightly should, I would like to focus more attention on former HISD Trustee Rhonda Skillern-Jones, and her breach of the public’s trust. That being said, Rhonda Skillern-Jones is the “BIG FISH” that was swimming around in the “CESSPOOL” over at (HISD) the Houston Independent School District. But just for the record, she has been charged separately in this matter.

Under “COUNT ONE” in the “SUPERSEDING INDICTMENT,” according to the U.S. Government, beginning in or around 2011 and continuing through in or around 2020, in the Southern District of Texas and elsewhere, the Defendants, Anthony Hutchinson, and Brian Busby did knowingly combine, conspire, confederate, and agree with each other, with Derrick Sanders, Alfred Hoskins, Gerron Hall, Luis Tovar, Rhonda Skillern-Jones, and with others “KNOWN AND UNKNOWN” by the Grand Jury, to commit offenses against the United States. Did you notice the part about others, known and unknown?

According to the government, these folks and others conspired together by entering into agreements that involved contracts and kickbacks. Doesn’t that sound familiar? And throughout their conspiracy, that Anthony Hutchinson guy systematically overbilled HISD for mowing services and for much, causing millions of dollars in loss to the school district.

What Anthony Hutchinson was doing would not have been possible with Rhonda Skillern-Jones, who was an elected board member at the time. Their scheme involved Anthony Hutchinson inflating his mowing bills to HISD by invoicing for more cuts than he would perform.

Inside the “SUPERSEDING INDICTMENT” the government sheds light on how Hutchinson obtained these contracts by paying kickbacks to people like former board president Rhonda Skillern-Jones and others. But what’s getting lost in the local reporting of this story, is that these folks were stealing much-needed money from poor and underprivileged schools. And the saddest part about all of this is that nobody Black elected officials has even come forward to condemn former HISD Board Trustee Rhonda Skillern-Jones for her involvement in this conspiracy.

According to the “SUPERSEDING INDICTMENT,” on or about June 30, 2011, Anthony Hutchinson, operating as Southwest Wholesale, signed an annual Grounds Services Agreement with HISD.

In or about 2017, Brian Busby delivered approximately $12,000 from Anthony Hutchinson to Rhonda Skillern-Jones related to projects at Holland Middle School and Pleasantville Elementary School.

On or about September 16, 2017, Anthony Hutchinson paid Brian Busby approximately $38,000 in Las Vegas, Nevada related to projects at Elrod Elementary School, T.H. Rogers Schools, and The Rice School.

On or about October 4, 2017, Anthony Hutchinson paid Derrick Sanders approximately $12,000 in Las Vegas, Nevada, related to projects at Garden Oaks Montessori School.

On or about October 4, 2017, Anthony Hutchinson paid Brian Busby approximately $10,000 at Chatman Elementary School related to projects at Kashmere Gardens Elementary School, Ashford Elementary Schools, and Holland Middle School.

On or about October 24, 2017, Anthony Hutchinson paid Derrick Sanders approximately $10,000 at a barbeque restaurant related to a project at Codwell Elementary.

On or about October 25, 2017, Anthony Hutchinson paid Alfred Hoskins approximately $25,000 at Cullen Boulevard related to projects at Fonwood Elementary School.

On or about October 25, 2017, Anthony Hutchinson paid Brian Busby approximately $21,000 at Cedar Street related to projects at Marshall Middle School, Ashford Elementary School, Jane Long Academy, Piney Point Elementary School, and Atherton Elementary School.

On or about November 4, 2017, Anthony Hutchinson paid Brian Busby approximately $20,250 at a seafood restaurant related to projects at Browning Elementary School, Noth Forest High School, Barbara Jordan High School, and Mark Twain Elementary School.

On or about November 7, 2017, Anthony Hutchinson paid Gerron Hall approximately $10,000 at Mandarin Immersion Magnet School related to projects at Bonner Elementary School, Franklin Elementary School, and De Zavala Elementary School.

On or about November 16, 2017, Anthony Hutchinson paid Brian Busby approximately $22,500 at a restaurant related to projects at Booker T. Washington High School, Francis Scott Key Middle School, Durham Elementary School, and Pleasantville Elementary School.

On or about November 16, 2017, Anthony Hutchinson paid Alfred Hoskins approximately $20,000 at Lamar High School related to projects at the HISD McCarthy Building, Fonwood Elementary School, Terrell Middle School, and Chatman Elementary School.

On or about November 16, 2017, Anthony Hutchinson paid Derrick Sanders approximately $20,000 at a restaurant related to projects at Kashmere Gardens Elementary School and Kashmere High School.

In or about 2017, Anthony Hutchinson paid Derrick Sanders approximately $15,000 related to projects at Waltrip High School.

On or about November 27, 2017, Anthony Hutchinson paid Gerron Hall approximately $7,500 at The Rice School related to projects at Cage Elementary School, Poe Elementary School, and Davila Elementary School.

On or about December 12, 2017, Anthony Hutchinson paid Gerron Hall approximately $20,000 at 4241 Purdue Street related to projects at J.P. Cornelius Elementary School and Las Americas Newcomer School.

On or about December 13, 2017, Anthony Hutchinson paid Brian Busby approximately $50,000 at a gas station related to projects at forty different HISD schools.

In or about 2017, Anthony Hutchinson made his first payment to Luis Tovar of approximately $10,000 related to projects at HISD schools.

In or about 2017, Anthony Hutchinson made a second payment to Luis Tovar of approximately $10,000 related to projects at HISD Schools.

On or about January 11, 2018, Anthony Hutchinson paid Gerron Hall approximately $20,000 at Lamar High School related to projects at Gross Elementary School and The Rice School.

In or about 2019, Anthony Hutchinson, individually or through his business entities, paid approximately $293,000 in total to various contractors for the remodeling of Brian Busby’s home in Houston.

BLACK COMMUNITY LEADERS SHOULD BE OUTRAGED

Right about now, is the time that “BLACK ELECTED OFFICIALS” should be outraged at how former HISD School Board Trustee Rhonda Skillern Jones and her cohorts conspired together to steal all of that money from predominantly Black and Brown schools within the Houston Independent School District. However, to date, not one “BLACK ELECTED OFFICIAL” has come forward to condemn the corruption that’s taken over Harris County, The City of Houston, The Houston Independent School District, or The Houston Community College System.

At the end of the day, the judicial races are the most important races on the ballot. That said, who we allow to put on that black robe and occupy judicial benches (especially in Harris County, Texas) matters a great deal. Over the years, through straight-ticket voting, and folks going into the polls playing "Eeny, Meeny, Miny, Moe" we've allowed a few bad folks to slip through the cracks. Now, I'm not trying to play party politics in any way, shape, or form, with my words. All I'm trying to say is that nobody is perfect, but if we make it our goal to elevate people who fear God and have a backbone into positions of authority, every one of us will be afforded the opportunity to live our best life.
