Death of Officer Fredrick Portis Must Be Thoroughly Investigated; Constable Smith Believes Scene May Have Been Staged


Waller County Precinct 3 Constable Herschel Smith (right), believes that the scene where his deputy, Sgt. Fredrick Portis was found dead in Harris County may have been staged. Sergeant Fredrick Portis was found dead sitting in the passenger seat of his unmarked patrol vehicle (in uniform), with his glasses still on his face, on the evening of Thursday, May 25, 2023, in Harris County, Texas. Former HCC Officer Fredrick Portis whose "SWORN AFFIDAVIT" alluded to Sheriff Ed Gonzalez "allegedly" assaulting his wife (Dr. Melissa Gonzalez) after Sheriff Gonzalez discovered that his wife was "allegedly" having an affair with her boss (Dr. Cesar Maldonado), the disgraced HCC Chancellor, was found dead in his police vehicle in uniform unresponsive on Thursday, May 25, 2023, in Harris County, Texas. Now, if you remember, it was Officer Fredrick Portis's "SWORN AFFIDAVIT" that was provided to members of the United States Senate that ultimately prevented Sheriff Ed Gonzalez from becoming director of (ICE) Immigration and Customs Enforcement. After unrelenting pressure, Sheriff Ed Gonzalez withdrew his nomination from consideration on June 27, 2022, after the "alleged" domestic violence dispute between him, and his wife, had swept through the United States Senate, and the rest of the nation.

Death of Officer Fredrick Portis Must Be Thoroughly Investigated; Constable Smith Believes Scene May Have Been Staged

On Thursday, May 11, 2023, at 4:00 p.m., which was two weeks before former HCC Police Officer Fredrick Portis was found dead in his (Waller County Constable Patrol Vehicle) in the passenger side seat, with his siren blaring, Aubrey R. Taylor Communications received a phone call from current HCC Police Officer Marcus McNeil. In his phone call, to Aubrey R. Taylor Communications, Officer McNeil, informed me that he and several other HCC Police Officers were about to come forward, with complaints, related to ongoing corruption, and illegal activities from within the HCC Police Department.

After receiving the very troubling message from Officer McNeil, I placed a phone call to him, during which, he told me that he would be filing a complaint against the HCC Police Department, the following morning.

On Friday, May 12, 2023, at 11:08 p.m., as promised in our phone conversation, the previous day, HCC Police Officer Marcus McNeil sent me proof that he had indeed filed complaints against the HCC Police Department with (TCOLE) Texas Commission on Law Enforcement and General Counsel for (HCC) Houston Community College.

Now, current HCC Police Officer Marcus McNeil, and former HCC Police Officer Fredrick Portis, along with several other HCC Police Officers had already broken ranks with the HCC Police Department and provided “SWORN AFFIDAVITS” related to corruption from within the HCC Police Department in regards to a $100 million racial discrimination lawsuit filed by attorney Benjamin Hall, III, on behalf of current and former HCC employees.

All of this being said, the untimely death of former HCC Police Officer Fredrick Portis, on Thursday, May 25, 2023, while in uniform, and sitting in the passenger seat of his patrol vehicle, with his siren blaring should be raising all sorts of red flags.

According to Harris County Sheriff Deputies, the body of Fredrick Portis was found on the evening of Thursday, May 25, 2023, on Enclave Vista Lane and West Little York Road, in Houston, Texas. “Investigators say witnesses reported seeing Portis’ patrol vehicle, which still had its sirens turned on, parked on the side of the street,” said a Channel 2 News report.

After discovering Officer Portis deceased sitting in the passenger side seat of his vehicle, according to news reports, the witnesses immediately called for help.

“I believe that foul play was involved with the death of my officer,” said Waller County Precinct 3 Constable Herschel Smith, in a phone conversation with Aubrey R. Taylor Communications. Constable Smith when on to say, “Someone outside of Harris County should be looking into the death of Officer Fredrick Portis, and the suspicious circumstances around it.”

According to Constable Herschel Smith, he’s already very concerned with the way that the investigation into his officer’s death is being handled by the Harris County Sheriff’s Department. “They aren’t even giving the family of Officer Portis any answers,” says Constable Smith.

“I don’t even know what’s going on, right now,” he explained. “The family should have been allowed to order an independent toxicology report and autopsy, and I’m not sure that’s even happened yet,” he says.

Constable Smith went on to proclaim, “I’m going to die on this hill.”

“I’m not sure about what happened to my officer, but I’m not going to rest until get satisfactory answers,” he said. “They’re going to have to kill me too!!!”

Constable Herschel Smith said, “He was all “fired up” at our meeting the day before he was found dead, on the side of the road in Harris County, Texas.”

“He was in great shape and good spirits,” said Smith. “And I feel in my spirit that foul play is involved with the death of my officer.”

Current HCC Officer McNeil, a close friend of former HCC Officer Fredrick Portis explained, “I talked to him a few days before he passed, and he was in good spirits.”

According to Officer Marcus McNeil, he and Officer Portis were both very excited about all the stuff that was coming out concerning the corruption at HCC and within the HCC Police Department. “I’ve read the articles you wrote and am keeping alert on everything around me,” explained Officer McNeil.

“PAUSE FOR CONCERN.”

It is unclear whether or not, the death of former HCC Officer Fredrick Portis, under the suspicious circumstances surrounding his death, was meant to send a message to other HCC Officers who are planning to come forward. However, according to Waller County Constable Herschel Smith, a veteran law enforcement officer, he believes that the scene where his officer’s body was found was staged. “I believe that the scene was staged,” said Constable Smith. But what’s even more concerning, is the fact that former HCC Police Officer Fredrick Portis was found dead, on Thursday, May 25, 2023, which was exactly two weeks after current HCC Officer Marcus McNeil filed several complaints against the HCC Police Department with the (TCOLE) Texas Commission on Law Enforcement and General Counsel for (HCC) Houston Community College.

“INVESTIGATION NEEDED.”

“This is Officer Marcus McNeil with the HCC Houston Community College Police Department. I’m calling to give you some information,” he explained in a voicemail left with Aubrey R. Taylor Communications at 4:00 p.m., back on Thursday, May 11, 2023. “I have first-hand knowledge of some major corruption they’ve got going on within the police department at 3100 Main,” he said.

According to Officer McNeil’s voicemail, “I have information of supervisors, captains, and chiefs signing off on fraudulent paperwork when it comes to (TCOLE) Training/Skill Training,” he explained.

“I have a couple of coworkers who are ready to come forward, on so major SB 212 VIOLATIONS, sexual harassment, botched investigations, and violations of Texas Public Information Act, also, with the database, and them not listing all of the internal affairs investigations and complaints against officers that are supposed to be listed, and I’m just calling to give my information on what going on,” said Officer McNeil.

Officer Marcus McNeil, also informed me that he was going to report the HCC Police Department to (TCOLE) Texas Commission on Law Enforcement, which he did the very next morning. For the record, UNDEWR SB 212, an employee who fails to report an incident of sexual harassment, sexual assault, dating violence, or stalking may be subject to criminal offense (misdemeanor) and, by a University’s disciplinary procedure in a policy violation of failing to report, the University is required to terminate the employee’s employment.

AUBREY R. TAYLOR: "From the time she was 7-years old, Judge Jeralynn Manor dreamed of becoming a judge. She achieved her dream back on Tuesday, November 3, 2020, in the Presidential Election. She was born and raised in New Orleans, Louisiana. Her mother was a nurse, and her father was a career officer with the New Orleans Police Department. There he set the bar high for his daughter. Her father attained numerous awards and accommodations, including various achievements, such as becoming the first African American counter-sniper for the SWAT department and the first African American diver on the dive team. Judge Manor’s hard work and high goal standards are certainly founded in her bloodline. And just for the record, her “service to all mankind” mantra and dedication to her craft is evidenced in her career achievements."

As we pause to "CELEBRATE BLACK HISTORY MONTH" let's not forget to show appreciation to people who are making history right now. Over the course of the next few weeks, we're going to be highlighting successful people who are "MODERN-DAY TRAILBLAZERS" in their own right. That being said, today we're featuring Judge Jeralynn Manor, Judge Lucia Bates, Judge Sedrick T. Walker, II, Judge Dedra Davis, Constable Herschel Smith, Attorney Glenda Duru, Judge DaSean Jones, and Attorney Ieshia Champs.

WHAT DOES IT MEAN TO BE A MODERN-DAY TRAILBLAZER?

When I was growing up, all I heard about in school during "BLACK HISTORY MONTH" were people who were dead and gone. But don't get me wrong, I enjoyed learning about people like Dr. Martin Luther King, Jr., Malcolm X, Madame C.J. Walker, Ida B. Wells-Barrett, Harriet Tubman, Sojourner Truth, Rosa Parks, and Carter G. Woodson. Now, while I was inspired by learning about the history of my people, I become empowered when I began to hear stories of people who were still alive, doing great things, and "BLAZING A TRAIL" that I could see, and long to follow. Yep, people like Oprah Winfrey, General Collin Powell, Maya Angelou, Muhammad Ali, Mike Tyson, Shirley Chisholm, Dorothy Height, Jesse Owens, Robert L. Johnson, and Johnson, Earl Graves. 

WE MUST FOCUS OUR ATTENTION ON LEAVING OUR WORLD A BETTER PLACE

As a child growing up, I always wanted to make my mark on the world, leave a legacy, and make a difference in the lives of others. I was always told that I was going to grow up and do great things. However, life for me as a child wasn't easy. But everything changed for me when I was sent to live with my grandparents in Prairie View, Texas. Once there, my grandfather, who was a Baptist minister, and "WORLD WAR II VETERAN" gave me the stability that I needed, and forced me to get up in the morning, work hard during the day, and learn about successful people.

AUBREY R. TAYLOR: "This is what freedom looks like, in my opinion. Believe it or not, we're all going to one day be remembered for what we're doing right now. So, just like I gained inspiration from learning about Robert Sengstacke Abbott's creativity and vision, someone out there is watching us, and wanting to be like us when they grow up. That being said, I owe a debt of gratitude to people like Robert Sengstacke Abbott, who founded the Chicago Defender weekly newspaper way back in 1905. In case you don't know him, Abbott played a very important role when it came to encouraging African Americans to migrate from the deep South and pursue better economic opportunities up north. So, just like Robert Sengstacke Abbott encouraged my people to pursue greater economic opportunities, during his lifetime, my mission has, and always will be, to encourage my readers to "PUT PEOPLE OVER POLITICS" as we strive to put duly-qualified "PUBLIC SERVANTS" into positions of authority."

Make no mistake about it, who the people of Harris County, Texas choose to give another term to in 2022 must be about substance, job performance, judicial temperament, competence, and whether or not our members of the judiciary are following the law with their rulings. And that being said, in the upcoming 2022 Midterms, it is incumbent upon the voters of Harris County to evaluate the job performance of each and every sitting "ELECTED OFFICIAL" on a case-by-case basis and not as a group based on their political party affiliation, ethnicity, or gender.
