Did Vote Manipulation Take Place Inside Early Voting Locations In Harris County During the 2018 and 2020 Cycles?


Cindy Siegel, the chairman of the Harris County Republican Party, could be the last line of defense to keep the State of Texas from flipping to "BLUE IN 2022" when "EARLY VOTING" begins tomorrow. While she and her "BALLOT SECURITY TEAM" must endeavor to make sure that "DEAD PEOPLE" are not casting mail ballots, she must also make sure that votes aren't being manufactured from inside of "EARLY VOTING LOCATIONS" like they potentially were back during the 2018 Midterm Election, and the 2020 Presidential Election, prior to her taking over the helm of the HCRP. As for Odus Evbagharu and his sidekick Clifford Tatum, the new Harris County Elections Administrator, they had better understand that "THE EYES OF TEXAS" are watching over their activities.

eSCAN MANIPULATION MAY HAVE BEEN USED DURING THE 2018 MIDTERMS AND 2020 PRESIDENTIAL ELECTION IN HARRIS COUNTY, TEXAS

The State of Texas has certified voting systems from two different vendors: Election Systems & Software (ES&S) and Hart InterCivic. According to a published report, “Systemic Issues in the Hart InterCivic and Premier Systems” (eSLATE VOTING MACHINES) possess several vulnerabilities that could possibly open them up to the possibility of having votes manipulated by ELECTION WORKERS from inside of polling locations in a few short minutes. When "THIS REPORT WAS PUBLISHED" a simple attack on this system could give a single poll worker with a few minutes of unobserved access to the eScan the ability to undermine all votes cast at a precinct (EVEREST 20.3.1).



In case you don’t know, “eSLATE MACHINES” were used in Harris County, Texas for several decades. While Harris County voters won't be using "eSLATE MACHINES" several other Texas counties are using these machines during the upcoming Tuesday, November 8, 2022, Midterm Election. Now, what you might not know is that, according to a published report, “Systemic Issues in the Hart InterCivic and Premier Systems” these (eSLATE VOTING MACHINES) possessed several vulnerabilities that could possibly open them up to the possibility of having votes manipulated by ELECTION WORKERS from inside of polling locations in a few short minutes.

3.2 Insider Defenses

Attack Class 6: eScan Manipulation – We were able to exploit a number of vulnerabilities in the eScan that could give election insiders the ability to compromise election results and voter privacy. Some of these were a result of a lack of physical security. We were able to replace the eScan’s internal flash memory card containing the eScan executable and configuration file with only a screwdriver in about 2 minutes. After replacing the card, we were able to boot the eScan into the Linux operating system. This simple attack gives a single poll worker with a few minutes of unobserved access to the eScan the ability to undermine all votes cast at a precinct (EVEREST 20.3.1). (Read this report for yourself) - "While opening the eScan to replace the memory card, we broke three tamper evident seals. While such seals may prove that a machine was opened, a preventative measure is preferable. A poll worker may intentionally break these seals in order to cast doubt on election results. It has also been shown that tamper evident seals do not always correctly show that tampering occurred [14]. You can “CLICK HERE” to view their full report.

(Read this report for yourself) - Insiders may also wish to use their access to ballots to determine voter choice. This can be done with the eScan due to the design of its ballot box (EVEREST 20.3.4). The eScan’s scanner sits on top of its ballot box, which is essentially a plastic tub. When a ballot is scanned, it is subsequently dropped into the box. No measures are taken to disturb the order in which ballots fall, allowing a malicious poll worker to note the position in which certain votes are cast and then relay these positions to an election official with access to the ballots. We observed ten numbered ballots as they were cast with the eScan, and verified that the vote order was preserved. You can “CLICK HERE” to view their full report.

Attack Class 7: JBC Manipulation – Normally, the voter access codes needed to vote using an eSlate are generated by the JBC and printed. It was previously shown that these voter codes could be rapidly generated from the JBC’s serial port during the early voting phase of an election (Issue 4, CA TTBR). This was accomplished by disabling the JBC’s printer through the menus. Rapid generation of voter codes allows a poll worker to collude with voters to vote multiple times. In our investigation of this vulnerability, we found that contrary to initial findings indicating that the maximum number of outstanding access codes was 150, we were able to generate over 10,000 access codes within an expiration period (set to 30 minutes by default, but configurable to as high as 16 hours) [15] This ballot stuffing attack is limited, however, in that a large number of votes during early voting would likely be conspicuous and easily identified as fraudulent. For this reason, we investigated ways to rapidly generate voter codes during the normal voting period.  You can “CLICK HERE” to view their full report.

It is not possible during the regular voting period to disable the JBC’s printer through its menus. We discovered that requesting an “Access Code Report,” over the serial interface while there was no paper in the printer re-enabled the menu option to disable the printer. Once this option is available, the printer can be disabled and voter codes can once again be generated rapidly (EVEREST 20.4.1). This is an example of bad exception handling, which is seen elsewhere in the Hart system, such as in the case when a user database is empty allowing the creation of administrator accounts. Do you see the problem? We're supposed to believe that 1,227 in-person votes were cast at the Juergens Hall Community Center on Thursday, October 22, 2020, and then on the following day, Friday, October 23, 2020, a total of 1,327 in-person votes were cast at the Juergens Hall Community Center. What you have to notice is that the only difference between the two numbers is the number "2" and the number "3" behind the comma. What you have to notice is that the only difference between the two numbers is the number "5" and the number "2" behind the comma. If you take a moment to carefully look over the "EARLY VOTING REPORTS" that were provided to the general public between Tuesday, October 13, 2020, and Friday, October 30, 2020, what you are going to find is that "EARLY VOTING REPORTS" that were provided to the general public by Chris Hollis contained too many "MATHEMATICAL IMPROBABILITIES" to be accurate. And then on the next day, (662) votes would be cast at the same "EARLY VOTING LOCATION" during the same "EARLY VOTING PERIOD" in the same county? Vote Manipulation from Inside Early Voting Location Is More Dangerous than Using Mail Ballots to Vote for Dead Blacks

The Harris County Democratic Party Chairman Odus Evbagharu has a decided advantage over Harris County Republican Party Chairman Cindy Siegel now that Clifford Tatum has taken over the position of County Elections Administrator for the Tuesday, November 8, 2022, Midterm Election.

Before I get started, I have to tell you that I am ashamed to call myself a member of the news media. So, just so you know, local news outlets appear to be systematically helping the Harris County Democratic Party to keep local voters (especially Black voters) in the dark when it comes to the subject of “ELECTION FRAUD” and “ELECTION INTEGRITY” by spreading what appears to be nothing but propaganda.


WHAT’S PROPAGANDA?

What I need you to understand is that 90% of the major news organizations are now owned by six corporations. So, the information that we’re receiving in many cases on a daily basis is slanted (or biased), and in some cases downright misleading in nature. Thus, what we’re allowing into our homes from some of these so-called news networks is what’s known as “PROPAGANDA” and “NOT REAL INVESTIGATIVE REPORTING” because the information we’re getting is nothing more than “OPINIONATED REPORTS” promoting and publicizing the political causes and point of view of the owners of the major networks.


TURNING A BLIND EYE

Almost every local media organization (including the Black-owned newspapers) is complicit in covering up and burying news in some fashion from what I can see. For instance, right now, Congresswoman Sheila Jackson Lee’s Campaign is under a “CRIMINAL INVESTIGATION” by the local ‘Democrat’ Harris County District Attorney (Kim Ogg), and not one local news organization has even reported the facts surrounding this story.


KEPT IN THE DARK

The key way “BLACK PEOPLE” are being kept in the dark and brainwashed has been through highly organized efforts of dirty politicians working in concert with the media to act as gatekeepers.

In Harris County, Texas, for instance, local news stations are the ones who are supposed to be telling “THE BLACK COMMUNITY” that “DEMOCRATIC OPERATIVES” on assignment for Congresswoman Sheila Jackson Lee stole the identities of deceased Black voters and requested “ABSENTEE MAIL BALLOT APPLICATIONS” using their stolen identities – not me.

Now, please understand that “ABSENTEE MAIL BALLOT FRAUD” isn’t the only way elections are potentially being compromised in Harris County, Texas.

Back during the 2018 Midterm Election, and 2020 Presidential Election it’s highly likely that we had some serious breaches happening inside early “EARLY VOTING LOCATIONS” all across Harris County, Texas that may have possibly compromised the final result tallies.

Democratic Election Judge April Elmore Gibson was the head woman in charge of the Northeast Multi-Services Center where a whole stack of Texas Driver's Licenses was discovered on the check-in table by a 30-plus year Texas Peace Officer by the name of Raymond T. Stewart back on Tuesday, October 13, 2020, during the Presidential Election. Now, remember, this predominately "BLACK EARLY VOTING LOCATION" is located at 9720 Spaulding Street in Houston, Texas. 

A Stack of Texas IDs Was Being Scanned and Used at a Black Early Voting Location According to 30-year Texas Peace Officer

Back on Thursday, October 15, 2020, the Harris County District Attorney's Office was presented with a "SWORN AFFIDAVIT" and supporting evidence of 'alleged wrongdoing' that occurred at a predominantly Black "EARLY VOTING LOCATION" in Harris County, Texas. Which location? I'm about to tell you if you hold your horses. But before I do, please understand that I'm just reporting the facts to show you how downright corrupt Harris County, Texas has become over the last few years.

Anyways, the location I'm speaking about is the Northeast Multi-Services, PRCT ID SRD141C location, which is located at 9720 Spaulding Street in Houston, Texas 77016. 

In case you don't recognize this location -- it's right in the heart of Houston City Council District B -- which happens to be an area of Houston that's about 47% African American. That being said, most of the tips I've received over the course of the last two major election cycles have been related to illegal activities taking place inside predominantly African American "EARLY VOTING" locations.

According to Raymond T. Steward, a 30-year Texas Peace Officer at the time, "I observed several oddities but the most concerning was a table in-between the sign-in tables One and Three. At the table was a large stack of Texas Driver's Licenses. Staff would come inside from the drive-through voting booth and scan a driver's license from someone outside and get a ticket and return outside." Nope, you can't make this stuff up!!! I was provided with a copy of an "AFFIDAVIT" and supportive photos that were presented to the Harris County District Attorney's Office back on Thursday, October 15, 2020, by former FBI Agent Charles Marler, and other private investigators. 

"The Harris County District Attorney's Office is on some bull$H1T," says former FBI Agent Charles Marler. "They didn't even give the evidence of a crime that could possibly include several felonies the time of day," he says.

"My name is Raymond T. Stewart. I am above the age of eighteen years and am fully competent to make this affidavit. The facts stated in this affidavit are within my personal knowledge and are true and correct.

"I am a 30+year veteran Texas Peace Officer. I am a volunteer poll watcher for Candidate Andre Hines. On 10/13/2020, at 8:40am, I arrived at polling location, Northeast Multi-Services Center, PRCT ID SRD141C, 9720 Spaulding Street, Houston, Texas 77016."

"I informed the staff that I was a poll watcher for a candidate and had my paperwork. I asked for the precinct judge to sign my required paperwork so I could start work. The precinct judge is identified as April Elmore (Gibson) and she was there but refused to sign my paperwork and she instead directed me to someone inside named Madonna. Madonna signed the paperwork but not in the designated signature line. I then began my work as a poll watcher."

"I observed several oddities but the most concerning was a table in-between the sign-in tables One and Three. At the table was a large stack of Texas Driver's Licenses. Staff would come inside from the drive-through voting booth and scan a driver's license from someone outside and get a ticket and return outside. But sometimes a staff member would search through the stack of driver's licenses on the table, then scan it, receive a ticket and also go outside to the drive-through booth. As a Police Officer, I quickly became suspicious that they were committing a crime by having the unattended D.L's just sitting on the table and that possible voting crimes were being committed using these forms of ID. Also during this time-frame, an employee of the Harris County Attorney's Office came by and he conversed with April but nothing changed and he departed. Since I was there as a poll and not there as a Police Officer, I just continued to observe and considered how to deal with this situation. About that time a Precinct 1 Constable (Deputy W. Schultz) arrived at the polling location and he happened to be someone I knew professionally. I spoke with the Deputy outside and informed him of what I had observed. He was amazed and asked for evidence that I provided to him."

"Unfortunately our conversation was overheard by a staff member in the parking lot. The Deputy went inside the polling location but at this time the driver's licenses were removed and hidden from the table. The Deputy departed the area apparently to consult with the election task force and supervisors. I spoke with him several times that day via phone and in-person regarding my observations. At 1:00pm April commanded me to leave the polling location because I had observed and collected evidence and she informed me that "I couldn't."

"I have not received any call from any Federal, County nor State official investigating these serious crimes."

Harris County District Attorney Kim Ogg received a lot of support from "BLACK POWER-BROKERS" back on Tuesday, March 3, 2020, in her Democratic Party showdown with Audia Jones (African American female), Carvana Cloud (African American female), and Todd Overstreet (White male).

Black Power Brokers Like Keith Downey and Democratic Election Judge Deborah Adams Can Make Or Break a Democratic Party Primary Campaign

Deborah Adams the Democratic Precinct Chair for Precinct 259, is pictured above with Keith Downey (above left), and Harris County District Attorney Kim Ogg (above middle) back in January 2020. Keith Downey, in case you don’t know, is the President of the Kashmere Garden Super Neighborhood. District Attorney Kim Ogg, pulled off the remarkable; but almost unbelievable feat of making it out of the Tuesday, March 3, 2020, Democratic Party primary with 54.54% of the vote against a stellar field of viable Democratic challengers.

Kim Ogg put on a dominant show – I must say! So, just for the record, Kim Ogg received 148,571 votes for 54.54% of the vote to finish first.

 Audia Jones (Democrat) received 65,950 votes for 24.21% of the vote to finish second. Todd Overstreet (Democrat) received 30,744 votes for 11.29% of the vote. And Carvana Cloud, the woman who entered the race at the last minute finished last with 27,132 votes for 9.96% of the vote. 

DID KIM REALLY WIN?

At first, appears that the incumbent (Democrat) Harris County District Attorney Kim Ogg defeated her Democratic challengers fair and square back on Tuesday, March 3, 2020, in the Democratic Party Primary; but did she really? If you ask me, the federal authorities should go back and take a serious look at the "ABSENTEE BALLOTS" that were recorded in this race.

Harris County District Attorney Kim Ogg, Congresswoman Sheila Jackson Lee, and Harris County Commissioner Rodney Ellis, all have close ties to "DEMOCRATIC OPERATIVES" who are 'allegedly" involved in the "ABSENTEE MAIL BALLOT HARVESTING RING" that has ruled Harris County, Texas politics for decades. What you see above is the actual envelope that carried "FRAUDULENT MAIL BALLOT APPLICATIONS" through the United States Postal Service in connection with Congresswoman Sheila Jackson Lee's Campaign back during the Tuesday, March 3, 2020, Democratic Party Primary. Gloria Palmer, a Democratic operative (alleged ballot harvester) was working for Congresswoman Sheila Jackson Lee's Campaign when she sent this envelope that contained "FRAUDULENT ABSENTEE MAIL BALLOT APPLICATIONS" including those of dead Black people to the Harris County Clerk's Office back on February 10, 2020, at 2:12 pm. Now, inside this one packet alone, Gloria Palmer submitted over 100 "VOTE BY MAIL APPLICATIONS" that she had collected for Congresswoman Sheila Jackson Lee after she was hired by local businessman Gerald Womack to help "QUEEN SHEILA" win the Democratic nomination in the race for the 18th Congressional District back on Tuesday, March 3, 2020, in the Democratic Party Primary.



Congresswoman Sheila Jackson Lee and Harris County District Attorney Kim Ogg used members of the same "ABSENTEE BALLOT HARVESTING" family to work for their reelection bids back during the Tuesday, March 3, 2020, Democratic Party Primary. These 'alleged' harvesters went out and stole the identities of deceased Black voters and then used the identities of these dead Black people to request "ABSENTEE MAIL BALLOT APPLICATIONS" in connection with Congresswoman Sheila Jackson Lee's Campaign. As you can see above, Sheila Jackson Lee received an astonishing 6,202, "ABSENTEE BALLOTS" by mail. Now, what you must understand is that it's a violation of "FEDERAL LAW" for anyone to knowingly send a "FRAUDULENT DOCUMENT" through the United States Postal Service.



As you can see in the photo above, Harris County Commissioner Rodney Ellis (Democrat), and Harris County District Attorney Kim Ogg (Democrat), are joined at the hip in some respects. In the photo above they were pictured at the "MAKE IT RIGHT EVENT" that was held at Lakewood Church. Now, for the record, Harris County Commissioner Rodney Ellis is the County Commissioner for the area of Harris County where “DEAD BLACK PEOPLE” had their identities stolen back during the March 3, 2020, Democratic Party Primary. And once the identities of the “DEAD BLACK PEOPLE” were stolen, the dead people then supposedly requested absentee ballot applications from their graves. As you can see above, Commissioner Rodney Ellis received an astonishing 9,104, "ABSENTEE BALLOTS" by mail. Now, what you have to remember is that it violates "FEDERAL LAW" for anyone to knowingly send a FRAUDULENT DOCUMENT" through the United States Postal Service.


Gloria Palmer was named in an investigation concerning "ABSENTEE MAIL BALLOT HARVESTING" in Harris County, Texas from 2016 to 2018, and the 2020 Democratic Party Primaries. Gloria Palmer has 'openly' admitted on tape that she works to get elderly voters to submit ballots by mail supporting candidates like Congresswoman Sheila Jackson Lee and local Democratic judges. She also revealed on tape that she works as a nurse which gives her access to elderly voters through the nursing homes where they live. According to Gloria Palmer, the elderly voters she approaches are on a list that's supplied to her. She submitted over 100 applications for ballot by mail in just ONE package she submitted to the Harris County Clerk (Diane Trautman) back on February 10, 2020.


PART 1: GLORIA PALMER DISCUSSES HOW SHE WORKS HARD GOING OUT AND GETTING THOSE ABSENTEE BALLOTS


According to Colleen M. Vera, after the 2016 Democratic Primary, a candidate for Harris County Constable (Pct 3), Jasen Rabalais, filed a lawsuit claiming that a campaign worker for another candidate, Michel Pappillion, “deliberately falsified, illegally completed or unlawfully influenced the ballots and early voting applications of elderly residents in Harris County.” The lawsuit was dismissed. But the audiotape above had been made by the Rabalais campaign after he found out that an “alleged harvester” was working for an opponent’s campaign.


PART 2: GLORIA PALMER SHARES EXACTLY HOW THE ABSENTEE BALLOT GAME WORKS IN HARRIS COUNTY

In case you don't know, providing unlawful assistance to a voter in connection with “ABSENTEE BALLOT” is a state jail felony from what I understand. However, having “ABSENTEE VOTERS” select one name on their “ABSENTEE BALLOT" and sign their signature, and then taking the ballot with you is something else altogether. In case you don't know, it is also illegal to receive compensation for depositing the carrier envelope in the mail or with a common or contract carrier folks. Gloria Palmer is presumed innocent unless proven guilty in a court of law. For the record, the audiotape above had been made by the Rabalais campaign after he found out that an “alleged harvester” was working for an opponent’s campaign.


Tomar Joann LaBlanc Bishop is also a convicted felon. Recently, Tomar Bishop filed a lawsuit concerning injuries she claimed to have sustained from a motor vehicle accident. In those documents she claims to work for a home health agency named Springwell. Within those documents are samples of her signature. Tomar Bishop served as a witnessed/assisted on 14 of the 100 applications for ballot applications that were submitted by Gloria Palmer in one of the packages she submitted.

CHARLES "CHUCK" MARLER

Charles worked for the FBI for 16 years learning all facets of the Bureau’s complex operations from evidence collection, radio communications, aviation surveillance, and Forward Looking Infra-Red (FLIR). Charles was an Investigative Specialist for 12 years as a member of the Special Surveillance Group and conducted, organized, and completed thousands of surveillances on Drug (as FLIR operator), Intelligence, and Terrorism targets. He participated in joint training operations with the DIA, DEA, JCTA, and CIA. Charles was an instructor and evaluator numerous times for the FBI’s surveillance training programs.

Charles managed a number of FLIR System Operators while coordinating one of the FBI’s prominent FLIR programs. He provided case guidance, became an expert in the operation and maintenance of FLIR equipment, and personally trained or provided training for his operators. Under Charles's leadership and guidance, the FLIR program conducted numerous successful operations against espionage subjects, suspected terrorism subjects, drug shipments, violent crimes, and kidnap searches.

Since 2008, Charles has been a co-owner of a private investigative firm based in Houston and has worked as a Private Investigator in Texas for the past four years which specializes in covert physical surveillance operations. As a P.I. he has performed criminal investigations and conducted surveillance operations involving workman’s compensation, child custody, drug use, theft, and the elusive but frequent cheating spouse.
