At 4PM Today, A New HCDP Chair Will Be Elected; Mintz, Doyle, Anderson King, and Mosely-Clayton Are Key Candidates Running

Doyle, Silvia Mintz, and Mary Mosley-Clayton are the (4) four candidates who are already signed up to run for Harris County Democratic Party Chairman at the meeting that's scheduled for 4PM today. Cindy Siegel, the chairman of the Harris County Republican Party just proved to everyone in Harris County, Texas that she's the real deal. In case you haven't heard, The 2023 Harris County GOP Lincoln Reagan Dinner that featured Florida Governor Ron DeSantis was attended by a record crowd of more than 1,4000 Harris County conservatives. And on top of that, with the help of State Senators Brandon Creighton, Mayes Middleton, and Paul Bettencourt, Cindy Siegel was able to shatter previous fundraising efforts by raising over $1 million dollars for the local Harris County GOP, by the end of the night.


Odus Evbagharu is no longer the chairman of the Harris County Democratic Party, but his lack of experience and mismanagement has placed the HCDP at a serious disadvantage heading into the upcoming 2024 Presidential Election cycle. As you already know, Odus Evbagharu is no longer the chairman of the Harris County Democratic Party. Evbagharu officially left his post on February 28, 2023, after a dismal showing as chairman, and leaving the Harris County Democratic Party nearly bankrupt. That being said, the challenges that lie ahead, are many, and Democrats Precinct Chairs must nominate the best person for the job, not for symbolic reasons; but rather, a person with the experience, to guide the HCDP forward into the 2024 Presidential Election season, and beyond.

As it stands right now, only (4) four candidates signed up to run for the position. 

Siliva Mintz, a local lawyer, who is pretty well known, in local political circles has thrown her hat into the ring. According to her resume, her firm represents and advises national and international clients in a wide variety of areas including, but not limited to real estate, family, immigration, civil, and property matters. Mintz is currently a sustaining member of the Harris County Democratic Party and could make a great chairman if elected.

Michael Doyle is a very familiar name in local Democratic circles as well. Doyle is also a trial lawyer. According to his resume, his firm represents plaintiffs in complex maritime cases, including but not limited to medical negligence, insurance bad faith, DTPA, toxic torts., and product liability matters. Doyle, in my opinion, could be the front-runner and would make an awesome chairman, could be a galvanizing force for the HCDP during the upcoming 2024 Presidential Election season. Doyle is noted as a sustaining member in ‘good standing’ with the party.

Dr. Charoletta Anderson King has a unique skill set, as it relates to running campaigns. Her marketing ability could come in handy during the upcoming 2024 Presidential Election season. According to her resume, she’s a skilled manager, with more than 13 years of successful experience in online advertising. However, I don’t really know much about her, and she’s currently not a sustaining member of the party.

Mary Mosley-Clayton is a sustaining member of the Harris County Democratic Party, who has stepped up to the plate to run for the chairman’s position. According to her resume, she’s worked well with unions, which would be a real asset to the HCDP if she were to be elected. From April 2013 through February 2019, she worked with the Teas State Employees Union, CWA Local 6186, as a Union Organizer, empowered state employees to become activists, and organized efforts to hold local officials accountable.

“MEETING INFORMATION.”

According to the HCDP website, a meeting of the Harris County Democratic Party County Executive Committee is to be held on Sunday, March 19, 2023, commencing at 4:00 p.m., to be conducted virtually, via Zoom, as authorized by Arts. III, §§ 7 and 8 and Art. XIII of the Harris County Democratic Party Rules and Bylaws, for the purposes of

(1) electing a Chair of the Harris County Democratic Party and of the Harris County Democratic Party County Executive Committee to succeed Odus Evbagharu in those positions,

(2) approving various Resolutions incident to the election of a new Party Chair, and

(3) considering and acting upon such other business as may properly come before the meeting.

In accordance with Texas Election Code § 171.025 and Texas Democratic Party Rules Art. III(E)(5)(a), we hereby designate Rose Salas, Democratic chair of Harris County Election Precinct 575, to serve as Temporary Chair to call the meeting to order and to preside until the permanent Chair of the Harris County Democratic Party is elected by the Committee.

Precinct chairs without access to technology may participate in this meeting by appearing and being present at the Harris County Democratic Party headquarters located at 4619 Lyons Ave, Houston, Texas 77020.

Who is eligible to nominate and elect the next Chair at the CEC meeting?

Only current Precinct Chairs may nominate and elect a Chair of the Harris County Democratic Party at the March 19, 2023, CEC meeting. The Texas Election Code requires 50% of precinct chairs to be present at the meeting to elect a new chair, so persons seeking the nomination should do everything possible to encourage all precinct chairs to participate in the meeting.

What are the nomination and election processes?

Persons seeking to be selected as the chair cannot “self-nominate” themselves (unless they happen to be a precinct chair). Candidates can be voted on only if nominated by a precinct chair at the March 19 meeting. Nominations to be the Chair must be made by precinct chairs during the meeting.

The HCDP Steering Committee will meet to set procedures for the conduct of the election (such as length and order of nominating speeches and speeches in support of candidates).

To become the next Chair of the Harris County Democratic Party, an individual must receive a vote of a majority of the CEC members (eligible precinct chairs) voting in the election. If no candidate receives a majority vote, a runoff election will be held immediately between the two nominees receiving the largest number of votes in the first round of voting.
