The Bid-Rigging Case that Was Dismissed by DA Sean Teare is Still Open According to Major Wolfe With the Texas Rangers


State Senator Borris Miles (bottom second from right) has proven to be a "STRONG LEGISLATOR" by all measurable standards. Senator Miles is bold, knowledgeable, courageous, and possesses the intestinal fortitude to lead from the front when it comes time for him to speak truth to power. Longtime Democrat R.C. Jones (bottom far right) believes that the FBI and Texas Rangers should investigate the local bid-rigging in Harris County, Texas. As a refresher, former Harris County District Attorney Kim Ogg has boldly stepped forward to implore the Texas Rangers and the United States Attorney for the Southern District of Texas to investigate an alleged "QUID PRO QUO" between Commissioner Rodney Ellis and Harris County District Attorney Sean Teare. INVESTIGATION STILL OPEN... According to State Senator Paul Bettencourt, the Texas Senate is "CRACKING DOWN ON BID-RIGGING" by approving HB 2001, by a 30 to 1 vote, and has it headed to Governor Greg Abbott's desk for his signature. "Like my identical companion bill, SB 3041, HB 2001 creates tiered felony charges based on financial gain from misuse of official information by a public servant, up to a 1st-degree felony if the gain is $300 K+!! In addition to extending the statute of limitations to 5 years so prosecutors can fully investigate," explained State Senator Paul Bettencourt.

According to State Senator Paul Bettencourt, Major Wolfe of the Texas Rangers told him at a recent committee meeting that the "BID-RIGGING" case involving Barbie Robinson, the former Harris County Public Health Director, which Harris County District Attorney Sean Teare dropped, remains open. This new development could pose a significant problem for Harris County Commissioner Rodney Ellis and Harris County District Attorney Sean Teare, as longtime Democrat Ray "R.C." Charles Jones, Sr., is calling for the FBI and U.S. Attorney to intervene and stop the corruption and "BID-RIGGING" in Harris County, Texas.



Ray “RC” Charles has dedicated a half-century of his life to the Harris County Democratic Party as a committeeman and precinct chair. This “DEMOCRATIC PARTY VETERAN” currently serves as the North Side Political Action Group president and a political advisor to Investigative Reporter Aubrey R. Let's Closely Monitor What The FBI is Going to Do With this Harris County Mess

To My Fellow Citizens,

Commissioner Rodney Ellis recently sent a message celebrating a supposed minimum wage increase to $21.65. But let us be real: This is not about helping the everyday worker. It is a political stunt aimed at getting votes for Christian Menefee, who is running for Texas’s 18th Congressional District.

I have spent over 50 years involved in Houston and Harris County politics. I know how this game is played. This $21.65 wage talk will not benefit the general public; it is for a select few hand-picked by Ellis. Contractors do not get paid the minimum wage; they get paid based on the total value of a contract over time. So, this number is being used as bait to buy political favor, not to bring real change.

And now the FBI is involved. The Northside Political Action Group stands with Kim Ogg. For those who have doubted it before, it is time to pay attention. The FBI does not investigate without cause. You may not have experienced what I have in this arena, but I have seen enough corruption and retaliation to last a lifetime.

Let me tell you something about several of us. When Gene Locke was in office, serving as the county commissioner, we were lined up for millions of dollars in contracts. But when Rodney Ellis came to power, he canceled them immediately. When he wrongfully took out William McLeod as judge, then appointed Judge Lesley Briones, I was hit with a half-million-dollar judgment and a receivership. That was not random. That was Rodney Ellis trying to get back at little old me.

They did not expect me to speak up. But I will.

I am also proud to share my wisdom, knowledge, and experience with Mr. Fred Woods, President of the Northwood Manor Civic Club. He is a rising leader in our community who takes this work seriously. Even if you do not see him at every meeting, rest assured, we talk. He is learning what is really going on behind the scenes.

Rodney Ellis wants to look like a champion of the people, but it is all a setup to boost Christian Menefee and maintain control of the 18th Congressional District. If you stand with that team, you show exactly what kind of politics you support.

This is not about tearing anyone down without reason. It is about telling the truth and protecting our community from being misled.

Stay informed, stay alert, and vote with your eyes wide open. Be sure to pay attention to how the FBI plays this out.

My longtime colleague Sen. @BorrisLMiles stated: “This is a great bill that is much needed.” According to Bettencourt, "The Texas House already passed HB 2001 with a sweeping 145–0 vote, taking a major step to stop public corruption that's costing taxpayers millions and now with our 30-1 vote!.. onward to Governor Abbott’s desk!"



At one point, State Rep. Ron Reynolds appeared to be a rising star in the Texas Democratic Party. However, his years of legal troubles have caused him to take the "COWARDLY ROUTE" on matters that may call him to take a leadership role. I know firsthand that State Rep. Ron Reynolds and the embattled Fort Bend Democratic Party Chairman Fred Taylor are boys. However, when Fred Taylor came under attack from within the Fort Bend County Democratic Party, his "GOOD FRIEND," State Rep. Ron Reynolds, proved to the entire state of Texas that he is spineless and cowardly. Now, a local judge in Fort Bend County has dismissed "THE LAWSUIT" filed by Fred Taylor against the Fort Bend Democratic Party and Texas Democratic Party. What good is a friend who does not stand with you during controversy and upheaval? 



Harris County Commissioner Rodney Ellis and Harris County Judge Lina Hidalgo were dealt a blow earlier this week when Commissioner Lesley Briones (Democrat), Commissioner Adrian Garcia (Democrat), and Commissioner Tom Ramsey (Republican), banded together in a bipartisan vote of (3 to 2), to stop Harris County Judge Lina Hidalgo from using taxpayer dollars to fund a trip to Paris. IN OTHER LOCAL NEWS... "GOP" Megadonor Dr. Steven Hotze (second from left), attorney Terry Yates (far left), attorney Jared Woodfill, and I, accomplished a "HUGE WIN" when Harris County District Attorney Sean Teare, dropped the "BOGUS CRIMINAL CHARGES" against me back on Thursday, February 13, 2025, and then dismissed the "BOGUS CRIMINAL CHARGES" Kim Ogg's Administration brought against Dr. Steven Hotze earlier this week on Tuesday, May 20, 2025. 



Was the Houston Chronicle report, showing that two-time elected official Ann Harris Bennett, the Harris County Tax Assessor-Collector/Voter Registrar, had not shown up for work for years, accurate? Should Ann Harris Bennett be arrested for bilking the taxpayers of Harris County, Texas? According to KTRK Channel 13, "The Chronicle reports Bennett swiped her badge 92 times in 2019, seven times in 2020, and not once since then. Bennett has not been active online, sending a total of 18 emails since January. The lack of activity raises concerns about a lack of leadership and oversight in an office with around 500 employees, according to the county auditor's office."

- PROTECTING TAXPAYERS -

Did you know that Dr. Steven Hotze recently filed a lawsuit requiring the Harris County Tax Assessor-Collector to clean up the voter registration list, which has over 400,000 names of individuals who live out of county, out of state? Did you know that 205,000 of those names were shown to have voted in the 2024 Presidential Election, in Harris County, Texas?  Did you know that he was indicted by Kim Ogg to silence him and stop him from working to ensure voter integrity in Harris County, Texas?

Dr. Hotze filed his lawsuit after his IT specialist cross-referenced the Harris County, Texas voter registration list with the national change of address (NCOA) of the United States Postal Service. 

According to Dr. Hotze's lawsuit, over 600,000 illegal addresses were registered among the 2.6 million registered voters in Harris County. 

The Harris County Tax Assessor-Collector's office serves as the county's voter registrar. Texas law requires them to pass the voter registration list monthly against the National Change of Address (NCOA) and remove the names of individuals who have moved out of the county or out of state. This has not been done since the Democrats took the tax assessor-collector office in 2016.

Right now, it is nearly impossible to prosecute large-scale corruption when it comes to the misuse of official information, even in multimillion-dollar rigged contracts, it is only a Class C misdemeanor in some cases, a $500 fine. No jail time and only a 2-year statute of limitations.

The Serious Corruption and Voter Fraud Started in 2016 When Bennett, Ellis, Ogg, and Gonzalez Seized Power

The interesting thing about 2016 is that the sudden death of Commissioner El Franco Lee on Sunday, January 3, 2016, provided a golden opportunity for both Sylvester Turner, who had just been sworn in as Mayor of Houston the day before, and Commissioner Rodney Ellis, who had been looking for a way out of the Texas Senate after $500,000.00 in campaign donations had vanished from his bank account.

Was it a coincidence that a man as healthy and robust as Commissioner El Franco Lee, 66, just dropped dead at his home of a fatal heart attack, the morning after Sylvester Turner was sworn in as Mayor?

Listen. At the time of Commissioner El Franco Lee's death, he was reportedly in excellent physical condition and an avid swimmer who went to the pool at least four times a week.

Many people don't realize that before Commissioner Rodney Ellis became the "PRECINCT ONE" County Commissioner, Republicans dominated Democrats in countywide races.

Another interesting thing about 2016 is that Kim Ogg (Democrat) won the race for District Attorney over Devon Anderson (Republican), by gaining more "ABSENTEE MAIL BALLOT VOTES" than every other Democrat running countywide except Hilarry Clinton (Democrat), who was running for president that year. How did Kim Ogg achieve that level of success?

Ann Harris Bennett also had a breakthrough election after multiple failures in the race for Harris County Tax-Assessor Collector/Voter Registrar. Ed Gonzalez also emerged victorious in the race for Harris County Sheriff.

That said, in 2016, Commissioner Rodney Ellis donated $250,000.00 to the Texas Organizing Project (TOP), and his network of dirty political operatives began to make headway. But was it all a coincidence? Why couldn't Democrats beat Republicans in the "ABSENTEE MAIL BALLOT CATEGORY" before Commissioner Rodney Ellis left the State Senate and crafted his plan to seize control of the Harris County Commissioners Court and other local governmental entities?

"ENTER DR. HOTZE."

After his criminal case was dropped on Tuesday, May 20, 2025, Dr. Hotze pledged to continue fighting vote fraud in Harris County. If you remember, back on October 22, 2024, Dr. Hotze filed a lawsuit, Hotze v. Bennett, against former Harris County Tax Assessor Collector, Ann Bennett, who served as the voter registrar, requiring her to eliminate over 400,000 illegal names on the voter file of individuals who live outside of Harris County and out of state. 

The Texas Election Code requires the Tax Assessor-Collector in every county to update the list and remove any illegal names monthly. However, since the Democrats took over the Harris Tax Assessor-Collector's office in 2016, they have not been updating the voter registration file. 

"This is one of the ways that the Democrats have been able to steal elections and turn Harris County into a blue county, by casting illegal votes," according to Dr. Hotze's lawyers. 

According to the lawsuit filed by Dr. Hotze, over 205,000 illegal votes were cast in the 2024 General Elections in Harris County by individuals who lived outside the county or out of state.

"Kim Ogg benefited from vote fraud by illegally hiring vote harvesters in her campaigns. When Dr. Hotze’s election integrity team brought incidences of vote fraud in Harris County to Kim Ogg, her office refused to investigate them. Ogg declined to have Texas Attorney General Ken Paxton investigate vote fraud in Harris County," stated Attorney Jared Woodfill, who is the lead attorney for Dr. Steven Hotze, and has been for years.

Commissioner Rodney Ellis and his Democratic allies appear to have gotten a lot of crap since Commissioner Rodney Ellis rose to power after the untimely death of Commissioner El Franco Lee. But how has Ellis and his cohorts escaped the scrutiny of the mainstream media?

Who controls the Harris County Auditor's Office? The position of County Auditor was first established by the Texas Legislature in 1905, and is filled by appointment by the State District Judges for a term of two years. The District Judges in Harris County also approve the County Auditor's annual budget. This reporting relationship provides the County Auditor's Office with the independence and objectivity necessary to fulfill both its accounting and auditing duties and responsibilities. The County Auditor maintains the financial records of Harris County, the Harris County Toll Road Authority, the Harris County Flood Control District, Community Supervision and Corrections, and Juvenile Probation Board. The County Auditor also serves, by agreement, as the internal auditor for Harris Health. 



We must commit ourselves to restoring law and order in Harris County, Texas, by voting for God-fearing people who are duly qualified and have the courage and intestinal fortitude to stand up to these so-called political party bosses. The newly-drawn 18th Congressional District of Texas is now 43.4% Hispanic, 32.2% Black, 16.7% White, 4.9% Asian, 2.2% Two or more races, and 0.7% Other, according to the (CPVI) Cook Partisan Voting Index. Can the 18th Congressional District of Texas get flipped from "BLUE" to "RED" on Tuesday, November 4, 2025? The answer is YES. However, it will take the correct type of candidates who can draw support from the right and the left side of the political aisle.
