According to multiple sources, Commissioner Rodney Ellis is expected to pull off a maneuver that will replace Harris County Judge Lina Hidalgo with Harris County Sheriff Ed Gonzalez before the December 2025 filing deadline to appear on the March 3, 2026, Democratic Party Primary ballot. Former Police Chief Troy Finner is the person, according to sources, that Commissioner Rodney Ellis is expected to place in the position of Harris County Sheriff.


l. My name is Fredrick Portis. I am a 45-year-old Black male and reside at XXXX I file this declaration under the pains and penalties of perjury, and the Court and parties, in this case, may rely on the following information as being factually true.
2. Between 2014 and 2017, I was hired by and served as a licensed police officer for Houston Community College. In 2017, I was promoted to the rank of Corporal in the HCC Police Department. As an HCC police officer, I was charged with enforcing the laws of the State of Texas on HCC property. I had the power to detain, arrest and take offenders of the law to jail. While I was hired by HCC as a licensed peace officer, I reported directly to the HCC Chief of Police and his ranking officers. I left HCC in 2020 and continued to work as a police officer with other agencies and governmental entities. I am still a licensed police officer in the State of Texas.
3. While working at HCC, another police officer and I were called to investigate an alleged domestic dispute between a female vice-chancellor of the college named Melissa Gonzalez. The call came in from Chancellor Cesar Maldonado's office and concerned Mrs. Gonzalez having a domestic complaint about her husband's actions toward her. Her husband was the Harris County Sheriff, Ed Gonzalez.
4. I and the other HCC officer went to Chancellor Maldonado's office to investigate the complaint. Upon arriving, I noticed Mrs. Gonzalez sitting in a chair (verify), with Chancellor Maldonado sitting/standing (verify) near her. The Chancellor spoke up and said that Mrs. Gonzalez wanted to file a complaint against her husband, Sheriff Gonzalez, because of suggested violence she had experienced at her home at the hands of the sheriff. With that introduction, I asked Chancellor Maldonado to leave the room while we interviewed the complainant. The Chancellor refused to leave the room and said he insisted on staying in the room. Citing to police policy and protocol, I insisted the Chancellor leave the interrogation and he again refused. After this back and forth trying to get Maldonado to leave the room, I felt the Chancellor threatened the other officer and me with our job when he said something to the following effect: You know I am your boss!" He did this to try to intimidate me.
5. I remember having my bodycam on and operating at the time we arrived to interview Mrs. Gonzalez, and that bodycam footage was uploaded in HCC's computer system to go along with the investigative report on Mrs. Gonzalez's domestic complaint against her husband, Sheriff Ed Gonzalez. It is my understanding that video is presently still in the possession of HCC but that an administrative block or password is needed to access the report and video.
6. Because of the Chancellor's demand that he remain in the interrogation room, Mrs. Gonzalez was interviewed with Chancellor Maldonado being present. During the interrogation of Mrs. Gonzalez, Chancellor Maldonado coached her on how to answer the questions and what to say. The jest of the investigation concerned the Sheriff allegedly becoming physical or violent with Mrs. Gonzalez because of her romantic relationship with the Chancellor. The interrogation of Mrs. Gonzalez, while Chancellor Maldonado was present, was also captured on bodycam and should also be in the investigative file dealing with Mrs. Gonzalez's complaint against her husband.
7. Because of the people involved in the complaint—the Sheriff, his wife, and the Chancellor—the investigative report was provided to the Chief of HCC Police, Greg Cunningham. After the report was turned in, I had no further involvement in investigating the matter and am not aware of any criminal charges being filed against Sheriff Ed. Gonzalez.
8. If called as a witness in this case I would truthfully repeat the above facts to a jury and the court under oath.
9. I declare under penalty of perjury that the foregoing is true and correct.

Harris County Commissioner Rodney Ellis lost his protection at the federal level when Congresswoman Sheila Jackson Lee died on July 19, 2025. After the death of Congresswoman Sheila Jackson Lee, his scheme called for placing Sylvester Turner as a placeholder to use the shield of the 18th Congressional District to provide protection for his criminal enterprise. However, Sylvester Turner died on March 5, 2025, after only serving two months in the United States Congress.
Former City of Houston Police Chief Art Acevedo was forced to leave town after the deadly Harding Street Raid, which occurred over 6 years ago, on January 28, 2019, when a fake 911 call resulted in a fatal encounter, where "NO-KNOCK" warrant signed by a local judges resulted in the deaths of Dennis Tuttle, Rhogena Nicholas, and their dog.
According to courtroom testimony, at the trial of Gerald Goines, prosecutors showed jurors "BODYCAM VIDEO," which revealed that an HPD Officer (Valeriano Rios) was ordered to turn off his bodycam.
As for Sheriff Ed Gonzalez, he should have been removed from the position of Harris County Sheriff after he allegedly assaulted his wife, after he discovered that she was having an affair with her boss, (Dr. Cesar Maldonado), who was the chancellor of Houston Community College (HCC), when the alleged assault occurred.
While Sheriff Ed Gonzalez was never arrested for allegedly assaulting his wife, Melissa N. Gonzalez, a "SWORN AFFIDAVIT" from a former HCC Police Officer (Fredrick Portis), derailed Sheriff Gonzalez's hopes of becoming the director for Immigration and Customs Enforcement (ICE), after the alleged assault made its way to Republican United States Senators.
Unfortunately, a short time after Deputy Constable Fredrick Portis signed his "SWORN AFFIDAVIT," which dashed Sheriff Ed Gonzalez's dream of becoming the ICE director, Sgt. Fredrick Portis was found dead in the passenger seat of his unmarked patrol car.
According to Sgt. Fredrick Portis's boss, Waller County Precinct 3 Constable Herschel Smith, who saw the crime scene at the 12400 block of West Little York, looked suspicious. Sgt. Portis was discovered sitting in the passenger seat in the middle of the road with his glasses still on his face.
The Harris County Sheriff's Office (Ed Gonzalez) was responsible for conducting an investigation into the suspicious death of Sgt. Fredrick Portis.
Many highly respect and like Former City of Houston Police Chief Troy Finner. However, shortly before Fimmer was promoted to chief of police by former Mayor Sylvester Turner, criminal cases began being logged in as a "Suspended—Lack of Personnel" code.
In total, there were over 264,000 cases logged with the "Suspended--Lack of Personnel" code, with over 4,000 of the cases being sexual assault cases. We are unsure if the instances were ignored under the watch of former Mayor Sylvester Turner to keep the "CRIME RATE" statistics down, but it sure looks that way from my vantage point.

"SUSPICIOUS DISMISSAL."
"I think what we're seeing is real quid pro quo status," stated former Harris County District Attorney Kim Ogg, after Sean Teare dismissed the charges against Barbie Robinson, the former high-ranking official with Harris County, last week.
"It's an absolute cover-up," Ogg told ABC13, according to a report they published. "The former Harris County Public Health Director, who was once facing four felony indictments related to an alleged contract bidding scheme, is now off the hook, and Ogg said it is just payback."
In the ABC13 report, Ogg stated, "This is a cover-up by Sean Teare in return for support he received from certain public officials who could be implicated in these investigations."
Ogg did not mention Commissioner Rodney Ellis by name in the ABC report. Still, she talked about Commissioner Rodney Ellis, who helped District Attorney Sean Teare defeat Ogg during the March 5, 2024, Democratic Party Primary race for Harris County District Attorney.
Interestingly, as long as Harris County District Attorney Kim Ogg shielded the "BLACK MAIL BALLOT HARVESTERS" from prosecution, nobody really had a problem with how she ran the Office.
But, make no mistake, Harris County District Attorney Kim Ogg is familiar with the type of "ELECTION FRAUD" that's playing out, and the type of "QUID PRO QUO" she referred to in her ABC13 interview last week.
In 2016, 2020, and 2024, former Harris County District Attorney Kim Ogg used the same "BLACKMAIL BALLOT HARVESTERS" other members of Commissioner Rodney Ellis's political regime allegedly used to do their dirty work. Only in her last reelection bid, in March 2024, did Ogg not have the support of Commissioner Ellis's alleged political regime members and performed unbelievably poorly, which may have been due to nefarious reasons.
On March 5, 2024, Kim Ogg only received 3,702 absentee mail ballots after receiving 17,718 in the March 3, 2020, Democratic Party Primary, and 7,274 running against Morris Overstreet and Lloyd Wayne Oliver during the March 1, 2016, Democratic Party Primary.

"OGG ALREADY VOTED."
I've talked to many African American voters over the years who informed me they were told they'd already voted when they arrived at the polls to cast their vote.
"Kim Ogg, the Democratic district attorney in Harris County, Texas, is raising the alarms about voting procedures there after she was turned away from the polls early Tuesday, morning because her ballot had already been cast," read the first paragraph in a CNN report published on Tuesday, March 5, 2024.
According to the second paragraph of the CNN report, "In a statement posted on X, Harris County Clerk Teneshia Hudspeth said that Ogg's life partner—with whom the district attorney shares an address—had inadvertently cast a ballot in Ogg's name during early voting last week."
Kim Ogg was able to vote later in the day, but she told CNN that the entire incident raised questions about how her life partner could vote in her name in the first place.
Ogg also asked whether similar mistakes had affected voters in the same household and whether local election officials have a system to track such errors.
"I'm the top law enforcement official in the third-largest jurisdiction in the nation," is quoted as saying in the CNN report. "If it can happen to the district attorney, it can happen to anyone."
My concern in this report isn't much focused on what happened in Harris County, Texas, in 2024, as it is on what occurred in the Democratic Party Primary race for the Precinct One Commissioner on March 3, 2020, between Harris County Commissioner Rodney Ellis and former Felony Court Judge Maria T. Jackson.

"As we continue to run through the numerous checks and balances of the tallying process, we identified approximately 10,000 mail-in ballots (6,000 Democratic and 4,000 Republican) that were not added into the original Election Night count. The oversight occurred between the hours of 1 and 4 a.m. as the political parties that make up the Central Count Committee were reviewing ballots. While the votes were scanned into our tabulation computer, they were not transferred and counted as a part of the unofficial final results, as they should have been. These votes will be added to the final count when the Central Count Committee next convenes on Tuesday.
We have reached out to and are working in coordination with the Secretary of State's Office as we investigate the missteps that took place in this process. We are committed to full transparency and will continue to provide updates as they are available.
While we understand the seriousness of this error, the ability to identify and correct this issue is a result of a lengthy, rigorous process and is a positive example of the process ultimately working as it should."

Tyler James then transferred to the election staff for the newly created Elections Administrator, Isabel Longoria. After screwing up Harris County Elections, Isabel Longoria was fired as the administrator because numerous ballot and election issues occurred in every election she administered.



Tyler James is Commissioner Rodney Ellis's former employee who, according to witnesses, was running around Harris County bragging about guaranteeing 700,000 illegal mail ballots during the 2020 Presidential Election cycle. After word began circulating through political circles that private investigators had surveillance on Tyler James, Commissioner Rodney Ellis discontinued disbursing checks to Tyler James and has not made any more disbursements to Tyler James since.

So, it's hard to uncover how Dallas Jones, the owner of Elite Change, makes his money. However, Dallas Jones was selected to serve as the Texas Political Director for the "BIDEN/HARRIS CAMPAIGN" because of his connections to Commissioner Rodney Ellis, and he's very familiar with the process of running mass illegal mail ballot harvesting campaigns. Dallas Jones was supposed to implement his "BALLOT HARVESTING PROGRAM" statewide. However, after he was allegedly picked up from his home by the FBI, he was dropped by the "BIDEN/HARRIS CAMPAIGN" and hasn't shown up on Harris County Commissioner Rodney Ellis's campaign finance reports since.





Dallas Jones, the owner of Elite Change, appears to be the man hired to implement Commissioner Rodney Ellis's "ILLEGAL BALLOT OPERATION" that his employee, Tyler James, allegedly bragged about related to guaranteeing the illegal harvesting of 700,000 mail ballots. Jackson stepped down from her 339th Criminal Court bench to unseat Harris County Commissioner Rodney Ellis.

More likely than not, Vivian King tried to conceal Gloria Palmer’s true identity by listing her as “GLORIA BLAKE” on her campaign finance reports to create distance between herself and Gerald Womack, her realtor and very close friend.

Former FBI Investigative Specialist Charles "Chuck" Marler identified Gerald Womack and Dallas Jones as two businessmen who doubled as chief lieutenants for Commissioner Ellis's regime and worked directly under Ellis and others to implement their illegal mail ballot harvesting operation in Harris County, Texas, in 2020. "ABOUT CHUCK."
Charles "Chuck" Marler worked for the FBI for 16 years, learning all facets of the Bureau’s complex operations from evidence collection, radio communications, aviation surveillance, and Forward Looking Infra-Red (FLIR). Chuck was an Investigative Specialist for 12 years as a member of the Special Surveillance Group and conducted, organized, and completed thousands of surveillances on Drug (as FLIR operator), Intelligence, and Terrorism targets. Chuck participated in joint training operations with the DIA, DEA, JCTA, and CIA. He was an instructor and evaluator numerous times for the FBI’s surveillance training programs.
Chuck managed several FLIR System Operators while coordinating one of the FBI’s prominent FLIR programs. He provided case guidance, became an expert in the operation and maintenance of FLIR equipment, and personally trained or provided training for his operators. Under Chuck's leadership and guidance, the FLIR program conducted numerous successful operations against espionage subjects, suspected terrorism subjects, drug shipments, violent crime, and kidnapping searches.
Since 2008, Chuck has been a co-owner of a private investigative firm based in Houston and has worked as a Private Investigator in Texas for the past four years, specializing in covert physical surveillance operations. As a P.I., he has performed criminal investigations and conducted surveillance operations involving workman’s compensation, child custody, drug use, theft, and the elusive but frequent cheating spouse.

“FBI INTERVENTION.”
It’s true; Dallas Jones, the owner of Elite Change, was snatched from his home by the FBI and held for nearly a week, according to the investigators who were conducting surveillance of Dallas Jones for weeks during the 2020 Presidential Election cycle.
From what I’ve gathered after investigating what unfolded in 2020, local and national media organizations appear to have worked feverishly behind the scenes with the “BIDEN/HARRIS CAMPAIGN” to suppress the story about Joe Biden’s (Texas Political Director) Dallas Jones and his little run-in with the FBI right before the start of Early Voting.

In hindsight, we now know the “BIDEN/HARRIS CAMPAIGN” was working behind the scenes, pressuring social media networks and media outlets to protect their underling, Dallas Jones, serving as their Texas Political Director for their campaign.
Multiple sources report that the practice of putting pressure on media outlets and social networks is still ongoing. “In 2021, senior officials from the Biden Administration, including the White House, repeatedly pressured our teams for months to censor certain COVID-19 content, including humor and satire, and expressed a lot of frustration with our teams when we didn’t agree,” stated Mark Zuckerberg, founder Chairman & CEO of Meta Platforms, Inc., in a letter he recently sent to Jim Jordan, Chairman on the Committee on Judiciary – United States House of Representatives.
Zuckerberg further stated, “I believe the government pressure was wrong, and I regret that we were not more outspoken about it. I also think we made some choices that, with the benefit of hindsight and new information, we would make today."
The stories about Russian disinformation were false. “In a separate situation, the FBI warned us about a potential Russian disinformation operation about the Biden family and Burisma in the lead-up to the 2020 election. That fall, when we saw a New York Post story reporting on corruption allegations involving then-Democratic presidential nominee Joe Bidens’ family, we sent that story to fact-checkers for review and temporarily demoted it while waiting for a reply,” stated Zuckerberg in his letter to the Committee on the Judiciary for the United States House of Representatives.
“It’s since been made clear that the reporting was not Russian disinformation, and in retrospect, we shouldn’t have demoted the story,” proclaimed Zuckerberg.
He stated, “We’ve changed our policies and processes to ensure this doesn’t happen again – for instance, we no longer temporarily demote things in the U.S. while waiting for fact-checkers."

“FIGHTING THE FRAUD.”
The fact that Dallas Jones, the Texas Political Director for the “BIDEN/HARRIS CAMPAIGN” and chief consultant for Commissioner Rodney Ellis, was snatched from his home on Saturday, October 17, 2020, begs the question of what other stories are being suppressed.
Harris County Commissioner Rodney Ellis and members of his regime are behind the “ELECTION FRAUD” and not the local “BLACK JUDGES” my investigative team has uncovered.
Commissioner Ellis is the culprit.
For decades, Rodney Ellis, Sylvester Turner, Sheila Jackson Lee, and several other local career politicians who belong to their “CRIMINAL ENTERPRISE” have bullied, intimidated, and threatened their rivals from both sides of the political aisle.
Their threats and intimidation tactics have dissuaded many “GOOD BLACKS” from pursuing public office out of fear of having to face off against one of Commissioner Ellis’s minions.
Ellis and his minions, for some reason, believe in their minds that they’re better than everyday Black folks. In a sense, they think they’re superior and are so prideful that they’re not any earthly good.
“Black supremacy is as dangerous as white supremacy, and God is not interested merely in the freedom of black men and brown men and yellow men,” stated civil rights leader Rev. Martin Luther King, Jr., in a speech he delivered on the in Greencastle, Indiana on the campus of DePauw University on Monday, September 5, 1960, to thunderous applause.
Dr. King states, “God is interested in the freedom of the whole human race and the creation of a society where all men will live together as brothers, and all men will respect the dignity and worth of all human personality."
What Harris County Commissioner Rodney Ellis and members of his regime are doing in Harris County, Texas, is flat-out wrong and must be uprooted from local politics.
Before 2016, when Rodney Ellis took over the reins of “COUNTY GOVERNMENT” and Sylvester Turner took over the reins of “CITY GOVERNMENT,” the illegal criminal ballot harvesting schemes they’ve grown accustomed to relying upon were, for the most part, relegated to helping them dominate election contests in Black areas of Harris County, Texas.
Once Commissioner Rodney Ellis seized control of “PRECINCT ONE” after the untimely death of the late Commissioner El Franco Lee, he and members of his “CRIMINAL ENTERPRISE” immediately set their sights on bigger and better things – turning the state of Texas red. However, there was one “GOP” Megadonor (Steven Hotze) who decided that he was not going to allow Commissioner Rodney Ellis and his regime to seize Texas by running up “ABSENTEE MAIL BALLOT TOTALS” in Harris County, Texas.
