Don't Forget to Remind All Your Friends in the "Show Me City" to Vote in This Very Important Election!

Please be reminded that there's a very important election about to take place in Missouri City, Texas. The 2015 General Election is not a Mayoral Election. So no, Mayor Allen Owen is not on the ballot. He will not be running for re-election until May of 2016. However, in accordance with the Texas Election Code, the City of Missouri City, Texas will be holding a General Election on Saturday, May 9, 2015 for certain council seats. The races for the General Election are for the Missouri City Council: District A, District B, District C, and District D seats.

District A City Council Member

The Missouri City, Texas (City Council) District A council seat is currently being held by Council Member Yolanda Ford. Council Member Ford was elected as the District A City Council Member on June 15, 2013.

District B City Council Member

The Missouri City, Texas (City Council) District B council seat is currently being held by Council Member Don Smith. Councilman Don Smith was first elected as the District B City Council Member on May 5, 2001 and continued to serve in this capacity until June 16, 2007. Then, on May 17, 2010, Don Smith was appointed to fill a vacancy in District B, and he has continued to be the candidate of choice for District B voters.

District C City Council Member

The Missouri City, Texas (City Council) District C council seat is currently being held by Council Member Robin Elackatt. Councilman Robin Elackatt was elected as the District C City Councilmember on May 9, 2009. On May 19, 2014, he was appointed as mayor pro tem.

District D City Council Member

The Missouri City, Texas (City Council) District D Council seat is currently being held by Council Member Floyd Emery. Support from Council Member Floyd Emery has made it possible for the publishing of this announcement to inspire Missouri City, Texas registered voters in the city of Missouri City to actively participate in the Saturday, May 9, 2015 City of Missouri City General Election.

In May 2011, I was elected to this position by a substantial majority of District D voters. I was re-elected in May 2013 without opposition. I appreciate your support and confidence.

In the election of 2011, I ran on a platform of "Ensuring Public Safety", "Protecting Property Values" and "Attracting New Business". I'm proud of the awards, recognition and business success Missouri City has experienced during my tenure. Our City being recognized as one of the safest cities in the US, most diverse city in the Houston area, best place to live and most affordable for homebuyers gives me satisfaction, knowing I have worked hard to keep those campaign pledges. The completion of the City Centre at Quail Valley, Recreation and Tennis Center at Cypress Point and the $50 million Water Treatment Plant at Steep Bank exemplifies our success. Missouri City has worked hard to develop and foster a business-friendly environment. As a result, our commercial tax base reflects a substantial increase as a percent of City revenue and our retail sales tax revenue reflects steady growth. I'm pleased to state that Missouri City is viewed by many as the best place to live, work, shop and play.

With the experience I have gained, I am positioned to continue the work with my colleagues on City Council and our City Staff to move Missouri City forward. We must maintain our current path of growth and look for new opportunities to build our business base. Funding of our Public Safety sectors and addressing our infrastructure and water needs while continuing to improve our alliances with our HOAs must be our priorities as we build an environment that meets the expectations of our residents.

Personal History

Councilmember Floyd Emery has been married 52 years to his wife, Linda. They have been homeowners in Quail Valley for more than 35 years, where they raised their two sons, Brian and Dennis.

Councilmember Emery retired from Halliburton in 1999 and was employed by Baroid/Dresser/Halliburton for 47 years of service prior to his early retirement. During his tenure, he achieved a successful business career excelling in the management and directorship of Information Technology, Finance and Human Resources.

Community Involvement

Councilmember Emery continues to have extensive involvement in various Missouri City and Quail Valley community service organizations. This includes QV Proud as its current president, Citizens for Missouri City’s Future as its president, an active member of the QV Exchange Club, and as chair of the Missouri City Police Officers Association annual benefit golf tournament.

Floyd Emery was elected as the District D City Councilmember on May 14, 2011.

Council Member Floyd Emery currently serves as the Long Range Planning Committee (chair); on the International & Domestic Economic Development Committee; and on the Budget & Finance Committee as well.

The term of office for these positions are for two years from May 2015 to May 2017. Notice is hereby given that applications for a place on the City of Missouri City, Texas General Election may be filed during the following time to the City Secretary.
