Black Politicians Used the Shield of the 18th Congressional District to Launder Money for Decades Under Sheila

Gerry Wayne Monroe, the Five-Star General, loved Yates High School and cared deeply about education and local politics. He will always be remembered as the "5-STAR GENERAL," a true community activist who cared about children and the future of the 18th Congressional District of Texas. There's no doubt about it, there will never be another Gerry Wayne Monroe. 

Gerry Wayne Monroe, better known as the "FIVE-STAR GENERAL," is one of the people who played a crucial role in helping the Aubrey R. Taylor Communications "BALLOT INTEGRITY UNIT," discover how the "MONEY LAUNDERING RING," that was being run by the Texas Coalition of Black Democrats, operated. It was the hard work of Gerry Wayne Monroe that undergirded our investigations and complaints, which led the Texas Ethics Commission to label the Texas Coalition of Black Democrats (Harris County Chapter) a money-laundering operation and to fine Terrence Shanks $27,500.00 and Dr. Darnella Wilkerson $17,500.00 for their roles in the scheme.

Terrence Shanks stepped down as president of the Texas Coalition of Black Democrats (Harris County Chapter) after being hit with a $27,500 fine by the Texas Ethics Commission. Terrence Shanks, Carroll G. Robinson, and Antron D. Johnson are as dirty as they come. For the record, Terrance Shanks and Darnella Wilkerson, according to the Texas Ethics Commission, were "LAUNDERING MONEY" and running an "ENDORSEMENT SELLING SCHEME" that local officials were playing a role in supporting. "SELLING ENDORSEMENTS."

TCBD-HC’s activity presents a particular cause for public concern because it appears from TCBD-HC’s 2020 endorsement slate and banking records that TCBD-HC may be “selling” its endorsements in exchange for financial contributions. TCBD-HC has avoided a potentially unpleasant public inquiry on this unsavory topic by evading its reporting obligations. Further, Commission staff uncovered TCBD-HC candidate endorsement slates for the 2018 and 2022 primary elections, which suggests that TCBD-HC’s involvement in the March 2020 primary election was not an isolated event. 

Darnella Wilkerson is active in the "MONEY LAUNDERING SCHEME" uncovered in Harris County, Texas. According to the Texas Ethics Commission, "Only three deposits were ever made to the 39 accounts, the personal savings account held in Wilkerson’s name. Three contribution checks from candidates were made out to TCBD-HC or “Texas Coalition of Black Democrats – Hou[ston].” A $1,250 check was also drawn on TCBD-HC’s main account, and a $25 cash deposit that matched a $25 cash withdrawal from TCBD-HC’s main account made the same day. All of these deposits were made on February 20 and 21, 2020. The following day, February 22, 2020, Wilkerson withdrew the entire contents of the account, $2,775, and closed the account. Also, on February 22, 2020, Wilkerson deposited an identical amount of cash, $2,775, in the 98 account. A duplicate copy of the withdrawal slip removing the cash from the 39 account can be found in the records for the 98 account, attached to a deposit slip for the same amount, $2,775.

"CRIMINAL ACTIVITY."

No document in the record explains why Wilkerson deposited several thousand dollars into the 39 personal savings account, immediately withdrew the entire amount in cash, and then deposited the funds into the 98 main AAC account. However, the fact that the 39 account is in Wilkerson’s name as a personal account formally unattached to the other two accounts and that Shanks and Wilkerson opted to withdraw the funds from the 39 account in cash rather than effecting the transfer by more convenient means suggests that Shanks and Wilkerson wished to conceal the source of the funds. The memo lines on the checks, which read “[e]ndorsed candidate GOTV,” “slate card,” and “[p]oll working for [e]lection,” suggest that the payments were in nature political contributions to TCBD-HC. Public knowledge that TCBD-HC had accepted political contributions from AAC might have compelled TCBD-HC to file a campaign treasurer appointment, as Section 253.031 of the Election Code prohibits political committees from accepting political contributions or making political expenditures exceeding a certain threshold without having a campaign treasurer appointment on file, a threshold that these contributions exceeded. 

Carmen Maria Montiel is the only candidate in the race for the 18th Congressional District who has proven she can gain more than 40,000 votes in a political contest within the current 18th Congressional District of Texas. Comparatively speaking, when Carmen Maria Montiel ran against Congresswoman Sheila Jackson Lee in 2022, she spent only $126k on her campaign and, despite lacking many resources and endorsements, received 40,941 votes. By contrast, when Amanda Edwards, the Democratic primary front-runner, ran against Congresswoman Sheila Jackson Lee in 2024, she spent $1.6 million. Still, she received only 14,668 votes out of a possible 417,000 registered voters living in the 18th Congressional District at the time. 

- VIEW TOTALS -

According to Harris County Clerk Teneshia Hudspeth, 128,225 votes have been cast "IN-PERSON" through Wednesday, October 29, 2025, in Harris County, Texas, for the Tuesday, November 4, 2025, General Election. Only 6,267 absentee mail ballots have been received so far. The total number of "EARLY VOTES" cast so far is 134,492, according to Teneshia Hudspeth. Christian Menefee and Amanda Edwards are both puppets of Commissioner Rodney Ellis, known as the "PUPPET MASTER" in Harris County, Texas politics. Commissioner Rodney Ellis appears to have switched up his strategy to seize control of the 18th Congressional District of Texas on Tuesday, November 4, 2025. Since most Harris County Attorney Christian Menefee is not likely to make the runoff, Christian Menefee and Amanda Edwards are working in tandem, in an effort to get one of them into the runoff. If only one of "ELLIS'S PUPPETS" makes the runoff, the other puppet will join forces with them by endorsing their candidacy. 

"ELLIS'S PLAYBOOK."

After County Attorney Christian Menefee and former Councilwoman Amanda Edwards both left the recent "AFRO VIBES DEBATE" after the question about "THE CANCER CLUSTERS" in Fifth Ward was raised, it's clear that Amanda and Christian are working together to stop State Rep. Jolanda Jones (Democrat), and Carmen Maria Montiel, the Republican (GOP) "Greater Opportunity Party," front-runner. However, Ellis' plot to hedge his bet has been uncovered. 

"ELLIS'S PUPPETS."

What you have to remember about the "CD-18 SPECIAL ELECTION" is that Harris County Commissioner Rodney Ellis is controlling the Houston Chronicle and several locally owned Black media outlets. Thus, none of the local media outlets are informing the Black community that Harris County Commissioner Rodney Ellis was/is a stockholder in the Union Pacific Railroad.

"ON THE TAKE."

Other local Black elected officials, like former Mayor Sylvester Turner, were taking money in the form of campaign donations directly from the Union Pacific Railroad PAC, while pretending to be fighting alongside the families of the Black men, women, and children who have been dying of cancer in the Fifth Ward area for decades.

A few weeks before the late Mayor/Congressman Sylvester Turner died, he appeared at a press conference on February 10, 2025, visibly sick and feeble. Harris County Attorney Christian D. Menefee, Commissioner Rodney Ellis, and Congressman Sylvester Turner held a press conference to address toxic chemicals found at Julia C. Hester House in Houston’s Fifth Ward.

"THE SHAREHOLDER."

The Julia C. Hester House serves over 1,500 residents, including children and seniors. However, what Rodney, Sylvester, and Christian did not reveal to the people of the 18th Congressional District at the time of their press conference is that Commissioner Rodney Ellis owns a piece of Union Pacific Railroad, as a shareholder, and former Mayor/Congressman Sylvester Turner was a beneficiary of campaign donations from the Union Pacific Railroad PAC.

Rodney (Larry), Christian (Curly), and Jeremy (Moe) are the "THREE BLACK STOOGES" who believe that the people of the 18th Congressional District of Texas are fools. Commissioner Rodney Ellis, Harris County Attorney Christian Menefee, and former Judge Jeremy Brown are all in bed together. Commissioner Rodney Ellis was one of the biggest donors to County Attorney Christian Menefee's 2024 re-election campaign. And Jeremy Brown, who currently serves as the board chairman for the Julia C. Hester House, served as Harris County Commissioner Rodney Ellis's political consultant when Ellis pursued the (PRECINCT ONE) seat after the untimely death of the late Commissioner El Franco Lee back on January 3, 2016, in Houston, Texas.

On January 11, 2024, Harris County Commissioner Rodney Ellis donated $5,000.00 to Harris County Attorney Christian Menefee for his re-election bid, heading into his March 5, 2024, Democratic Party Primary showdown with Umeka Lewis, a local attorney. Harris County Attorney Christian Menefee is in the middle of the $3.4 million deal to donate the Julia C. Hester House to Harris County Commissioner Rodney Ellis's Precinct One.

On September 21, 2023, Harris County Commissioner Rodney Ellis donated $5,000.00 to Harris County Attorney Christian Menefee for his re-election bid, a few months before the filing deadline, to appear on the March 2024 Democratic Party Primary ballot. Harris County Attorney Christian Menefee is in the middle of the $3.4 million deal to donate the Julia C. Hester House to Harris County Commissioner Rodney Ellis's Precinct One.

On June 23, 2016, Harris County Commissioner Rodney Ellis gave $2,500.00 to Jeremy Brown and categorized it as a “CONSULTING EXPENSE” when Ellis was seeking to win the “PRECINCT ONE” Commissioner’s seat after the untimely death of Commissioner El Franco Lee. Jeremy Brown is serving as the board chairman of the Julia C. Hester House, pushing to approve a $3.4 million donation to Commissioner Rodney Ellis's Precinct One.

Harris County Clerk Teneshia Hudspeth has done a commendable job since assuming management of Harris County Elections. However, every candidate running in the upcoming Tuesday, November 4, 2025, "SPECIAL ELECTION," race for the vacant 18th Congressional District of Texas, must do their part to keep everyone honest.

- STEP ONE -

Every major candidate running against Harris County Attorney Christian Menefee in the race for the 18th Congressional District of Texas, should invest in a "VOTE COUNTING DEVICE" and have someone from their campaign, placed outside counting the number of people going in, and coming out of every "EARLY VOTING LOCATION" from the time the polls open until the time the polls close.

- STEP TWO -

When the polls close, Harris County Clerk Teneshia Hudspeth will release a "DAILY VOTE TOTAL REPORT" every day between 7:15 pm and 8:00 pm to the general public. When the County Clerk, Tenesha Hudspeth, releases her numbers for the day, each campaign should compare its totals to those released by the County Clerk.

- STEP THREE -

If there's a difference of 100 votes between the number of voters on County Clerk Tenesha Hudspeth's report and what each campaign has on its "VOTE COUNTING DEVICE," this could indicate that there is a problem at the "EARLY VOTING LOCATION" where the discrepancy occurred.

- STEP FOUR -

If the discrepancy continues to occur, your campaign should contact the Harris County Clerk’s Office Elections Department, located at 15600 Morales Road, Houston, TX 77032, by calling (713)755-6965. And make sure to have documentation, and a "SWORN AFFIDAVIT" from your team member who discovered the discrepancy.

- STEP FIVE -

If the Harris County Clerk's Office does not respond or address the concern, you should notify the Texas Secretary of State of the discrepancies your team is finding. The Elections Division for the Texas Secretary of State's Office can be reached at 1.800.252.VOTE (8683) or 512.463.5650.

This strategy just played out over in New Orleans, in the race for Mayor, where a Latina named Helena Moreno won the "MAYORAL ELECTION" outright in a field of twelve (12) candidates.

Carmen Maria Montiel has just as good a chance to win the upcoming "SPECIAL ELECTION" for the vacant 18th Congressional District of Texas as any other candidate running for the seat. Based on “OFFICIAL ETHNICITY DATA” in the Cook Partisan Voting Index, the 18th Congressional District of Texas is 43.4% Hispanic, 32.2% Black, 16.7% White, 4.9% Asian, and 2.2% Two or more races—which means that we could see something very special unfold in the upcoming “SPECIAL EDITION” for the coveted 18th Congressional District of Texas.

That success led to a respected career as a television journalist and news anchor in Houston’s Hispanic media market, where she gave voice to underserved communities and championed common-sense conservative values.

It also sparked a passion for helping others. Carmen has hosted workshops and programs that empower women, offering self-defense training, crisis support, and tools to escape and recover from domestic violence.

Most recently, Carmen has testified numerous times before the Texas Legislature to help craft laws protecting survivors of abuse and to support bills that combat human trafficking, an issue that has surged due to the open border crisis under the Biden Administration.

Over the course of the last 53 years, all the people of the 18th Congressional District have really gotten after the tenures of the late Congresswoman Barbara Jordan, the late Congressman Mickey Leland, and Congressman Craig Washington, have been "LIP-SERVICE," and symbolic gestures.

Tuesday, November 4, 2025, is a day of reckoning for the people of the 18th Congressional District. That said, it is time to give someone from outside of the "ELLIS POLITICAL REGIME" an opportunity to go to Washington, D.C., and bring home the goods for our people.

Carmen Maria Montiel, the Republican (GOP) "Greater Opportunity Party" front-runner, has secured the endorsements of two of the "BIG THREE KINGMAKERS" on the Republican side of the aisle in Harris County, Texas. Dr. Steven Hotze, the founder of the Conservative Republicans of Texas, and Attorney Gary Polland, have both proudly endorsed Carmen Maria Montiel in the Tuesday, November 4, 2025, CD-18 Special Election race. Earlier today, powerful State Senator Mayes Middleton (Senate District 11) proudly endorsed Carmen Maria Montiel. It is unclear at this time if Hall of Fame KCOH Broadcaster Ralph Cooper will join Joe Danna and throw his coveted endorsement behind Carmen Maria Montiel in the CD-18 race.

Listen. It is vitally important that all Americans remind their family and friends that the last day to register to vote is Monday, October 6, 2025, for those planning to vote in the upcoming Tuesday, November 3, 2025, General Election.

Early voting will begin on Monday, October 20, 2025, and will end on Friday, October 31, 2025, for those who plan to vote in person at a polling location.


“DEMOGRAPHICS.”

As the battle for the heart and soul of Texas heats up, we must endeavor to allow information to flow freely through “BLACK AND BROWN” communities. With this in mind, Texans must wake up and realize that all three of the Houston-area Congressional Districts facing redistricting fights are majority Hispanic districts, not African American.


“THE 18TH DISTRICT.”

The 18th Congressional District of Texas is 43.4% Hispanic, 32.2% Black, 16.7% White, 4.9% Asian, 2.2% Two or more races, and 0.7% Other, according to the most recent Cook Partisan Voting Index, which is deeply concerning, because most African Americans don’t even realize that the 18th Congressional District is no longer a majority Black district.


“IMPORTANT NOTICE.”

Back on Wednesday, June 25, 2025, Texas Secretary of State Jane Nelson selected “THE BALLOT ORDER” for the Constitutional Amendments, which will appear on the Tuesday, November 4, 2025, General Election ballot.

In total, there are 17 proposed amendments to the Texas Constitution. All registered Texas voters must vote on these amendments as a part of the Tuesday, November 4, 2025, General Election, which will heavily favor a candidate like Carmen Maria Montiel, who will be on the ballot running as a Republican, in the “SPECIAL ELECTION” race for the 18th Congressional District of Texas.

“Texas lawmakers have proposed 17 amendments to the state constitution, and now Texans will have the opportunity to weigh in on each amendment,” said Secretary Nelson. “This is an opportunity to make your voice heard about the governing document of our state.”

To be placed on the Tuesday, November 4, 2025, General Election ballot, a “PROPOSED AMENDMENT” must be a joint resolution approved by at least two-thirds of the Texas House and Senate.

Below is the ballot order as drawn.


Proposition 1

(SJR 59) "The constitutional amendment providing for the creation of the permanent technical institution infrastructure fund and the available workforce education fund to support the capital needs of educational programs offered by the Texas State Technical College System."


Proposition 2

(SJR 18)"The constitutional amendment prohibiting the imposition of a tax on the realized or unrealized capital gains of an individual, family, estate, or trust."


Proposition 3

(SJR 5) "The constitutional amendment requiring the denial of bail under certain circumstances to persons accused of certain offenses punishable as a felony."


Proposition 4

(HJR 7) "The constitutional amendment to dedicate a portion of the revenue derived from state sales and use taxes to the Texas water fund and to provide for the allocation and use of that revenue."


Proposition 5

(HJR 99) "The constitutional amendment authorizing the legislature to exempt from ad valorem taxation tangible personal property consisting of animal feed held by the owner of the property for sale at retail."


Proposition 6

(HJR 4) "The constitutional amendment prohibiting the legislature from enacting a law imposing an occupation tax on certain entities that enter into transactions conveying securities or imposing a tax on certain securities transactions."


Proposition 7

(HJR 133) "The constitutional amendment authorizing the legislature to provide for an exemption from ad valorem taxation of all or part of the market value of the residence homestead of the surviving spouse of a veteran who died as a result of a condition or disease that is presumed under federal law to have been service-connected."


Proposition 8

(HJR 2) "The constitutional amendment to prohibit the legislature from imposing death taxes applicable to a decedent's property or the transfer of an estate, inheritance, legacy, succession, or gift."


Proposition 9

(HJR 1) "The constitutional amendment to authorize the legislature to exempt from ad valorem taxation a portion of the market value of tangible personal property a person owns that is held or used for the production of income."


Proposition 10

(SJR 84) "The constitutional amendment to authorize the legislature to provide for a temporary exemption from ad valorem taxation of the appraised value of an improvement to a residence homestead that is completely destroyed by a fire."


Proposition 11

(SJR 85) "The constitutional amendment authorizing the legislature to increase the amount of the exemption from ad valorem taxation by a school district of the market value of the residence homestead of a person who is elderly or disabled."


Proposition 12

(SJR 27) "The constitutional amendment regarding the membership of the State Commission on Judicial Conduct, the membership of the tribunal to review the commission's recommendations, and the authority of the commission, the tribunal, and the Texas Supreme Court to more effectively sanction judges and justices for judicial misconduct."


Proposition 13

(SJR 2) "The constitutional amendment to increase the amount of the exemption of residence homesteads from ad valorem taxation by a school district from $100,000 to $140,000."


Proposition 14

(SJR 3) "The constitutional amendment providing for the establishment of the Dementia Prevention and Research Institute of Texas, establishing the Dementia Prevention and Research Fund to provide money for research on and prevention and treatment of dementia, Alzheimer's disease, Parkinson's disease, and related disorders in this state, and transferring to that fund $3 billion from state general revenue."


Proposition 15

(SJR 34) "The constitutional amendment affirming that parents are the primary decision makers for their children."


Proposition 16

(SJR 37) "The constitutional amendment clarifying that a voter must be a United States citizen."


Proposition 17

(HJR 34) "The constitutional amendment to authorize the legislature to provide for an exemption from ad valorem taxation of the amount of the market value of real property located in a county that borders the United Mexican States that arises from the installation or construction on the property of border security infrastructure and related improvements."

The last day to register for the November 4 Election is October 6. Early in-person voting will take place from October 20 to 31.

African American male judges, such as soon-to-be former Judge DaSean Jones, Judge Robert Johnson, and Judge Darrell Jordan, will soon be forgotten, as nobody seems to even care about their legacy or achievements, but let the record reflect that I care. As for African American female judges, like Judge Dedra Davis, Judge LaShawn Williams, Judge Angela Graves Harrington, Judge Shannon Baldwin, Judge Tonya Jones, and Judge Tori J. Finch, it's heartbreaking to sit back and watch them fall victim to what appears to be a purging of "BLACK JUDGES" from local Harris County Judicial benches. My prayer for these honorable women of the judiciary is that they will open their eyes and use spiritual discernment before it's too late for them to defend themselves against challenges from within their own political party.

Black judges are under siege by political operatives from both sides of the political aisle. The political operatives on the right are called "RINOs," which means "Republican in Name Only," And the political operatives on the left, whom "BLACK JUDGES" must watch out for, are called "DINOs," which means "Democrat in Name Only." 

Don't forget to vote on all of the propositions that will appear on the ballot in the upcoming Tuesday, November 4, 2025, General Election, in Texas.
