Lina’s COVID-19 Outreach Contract Could Have Pumped Millions of Dollars into Organizations like (TOP) Texas Organizing Project


AUBREY R. TAYLOR: “Do you see Harris County Judge Lina Hidalgo standing up there in the center of the field unit for (TOP) Texas Organizing Project? Well, do you even know what the Texas Organizing Project has adopted as their mission? So, just for the record, TOP was among the group of 12 or so subcontractors who stood to make a whole bunch of loot had County Judge Lina Hidalgo’s $11 million dollar COVID-19 contract that was awarded to Elevate Strategies (a one-woman organization) actually gone through. So, please understand that, a portion of the $11 million dollars in government funds was more likely than not, going to get handed out to “DEMOCRATIC OPERATIVES” with partisan agendas. How do I know? Well, according to their own website, TOP’s plan is to, further push the state of Texas toward a progressive future that will deliver substantive change and shift more power into the hands of Black and Latino Texans’ in future elections. And pumping money into TOP would have been nothing more than using government money to fund a political organization that's currently  one of the strongest allies for Harris County Judge Lina Hidalgo, Harris County Commissioner Rodney Ellis, Harris County Commissioner Adrian Garcia, and many of their cohorts.”


AUBREY R. TAYLOR: "Yes, that's Harris County District Attorney Kim Ogg back there smiling from ear to ear. And yes, that's Houston City Councilwoman Tarsha Jackson who is still occupying the Houston City Council District B seat illegally as far as I'm concerned. Where am I going with this? Well, if you look behind the scenes of the recent attempt by Harris County Judge Lina Hidalgo to get $11 million dollars into the hands of her "DEMOCRATIC OPERATIVE FRIENDS" it shouldn't be that difficult for you to see that the $11 million dollar COVID-19 "OUTREACH CONTRACT" in Harris County, and the potential $1.35 million dollar "COVID-19 "OUTREACH CONTRACT" in Fort Bend were both more about getting boots on the ground in the upcoming 2022 Midterm Election, and the 2024 Presidential Election than they were about saving people from the coronavirus."

Listen up!!! Back in 2016, (TOP) The Texas Organizing Project endorsed Kim Ogg and played a major role in helping her win the 2016 race for Harris County District Attorney. Back then, Tarsha Jackson was the Harris County director of TOP. And not only that, Tarsha Jackson, according to her own admission served on the transition team for Harris County District Attorney Kim Ogg, and Mayor Sylvester as well. Furthermore, for those of you who are unfamiliar with The Texas Organizing Project PAC (TOP PAC), it is the political arm of the Texas Organizing Project (TOP). And back during the 2020 Presidential Election, according to their website, TOP PAC ran the largest voter turnout program in the state during the 2020 general election that specifically targeted infrequent and low-income voters of color -- which could explain why TOP was standing in line to receive some of Harris County Judge Lina Hidalgo's $11 million dollar handout. 

PUTTING BOOTS ON THE GROUND IN TEXAS?

TOP PAC, according to their website, back during the runoff election for District B, between Cynthia Bailey and Tarsha Jackson, for 24 days, these canvassed, texted, and phoned District B voters to talk to them about their priorities for their district, and the commitment and experience Tarsha Jackson would bring to Houston City Council. And get this, heading into Election Day, their program made more than 25,000 knocks on doors, 93,000 phone calls, and 82,000 text messages, according to their own admission.

EVER HEARD OF THE BYRD ANTI-LOBBYING AMENDEMENT?

Contractors who apply or bid for an award of $100,000 or more are required to file a certification that states, "Each tier certifies to the tier above that it will not and has not used Federal appropriated funds to pay any person or organization for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, officer or employee of Congress or an employee of a Member of Congress in connection with obtaining any Federal contract, grant, or any other award…” This section goes on to talk about how, “Each tier shall also disclose any lobbying with non-Federal funds that takes place in connection with obtaining any federal award." And for all of you who don't know, “Contractors are prohibited from using federal funds directly or indirectly for political purposes, including polling, lobbying or advocating for legislative programs or changes; campaigning for, endorsing, contributing to, or otherwise supporting political candidates or parties; and voter registration or get-out-the-vote campaigns.”

TAYLOR: "I'm telling you, Harris County Commissioner Rodney Ellis is the person who is behind the scenes pulling the strings on a lot of the crap we're seeing play out in Harris County, Texas right now! Did you even know that Commissioner Ellis donated more than $250,000.00 to (TOP) Texas Organizing Project. So, please know that Commissioner Rodney Ellis made a $150,000 dollar donation to TOP, and then they turned right around and gave Commissioner Rodney Ellis an in-kind contribution of $4,264.58 a few days later on 1/22/2020. Then on 2/22/2020, the good ole' folks at TOP donated $121,329.04 to Commissioner Rodney Ellis in the form of canvassing and phone banking services. Do you get where I'm going with this? If not, listen up!!! Even a blind man could have seen that Harris County Commissioner Rodney Ellis was behind the scenes somewhere on that $11 million dollar COVID-19 "OUTREACH CONTRACT" debacle."

This COVID-19 “OUTREACH CONTRACT” crap should not end with the pulling of the contract by Harris County Judge Lina Hidalgo. Nope!!! There’s a lot more to this crap that the public needs to be aware of right now – especially in these turbulent political times. Look, if you were upset when you learned that Harris County Judge Lina Hidalgo tried to basically hand over $11 million dollars to a potential Democratic ally, I’m sure you are going to be even more upset that the initial bid from Elevate Strategies started at $19 million dollars – not $11 million dollars. But that’s not what I’m here to talk about today. What you need to be aware of today, is that this supposed COVID-19 “OUTREACH CONTRACT” appears to have been part of a broader strategy when you delve inside where a lot of the money was going to eventually end up going. Now look, before you come down too hard on County Judge Lina Hidalgo, you have to understand, that more than likely, poor Lina, could have been simply following orders. Listen!!! County Judge Lina Hidalgo is too young, and she's way to naïve to have hatched this plan all by herself – I’m telling you this right now.

TAYLOR: “Harris County Commissioner Rodney Ellis is like a mad-scientist in his lab cooking up a portion of whip-ass for Republicans in the upcoming 2022 Midterm Elections, and 2024 Presidential Election in Texas. Yes, Harris County Judge Lina Hidalgo is taking a lot of heat right now, but she’s not the person who has funded (TOP) Texas Organizing Project over the years – that job has been carried out by none other than Harris County Commissioner Rodney Ellis – if you ask me.”

Make no mistake about it, who the people of Harris County, Texas choose to give another term to in 2022 must be about substance, job performance, judicial temperament, competence, and whether or not our members of the judiciary are following the law with their rulings. And that being said, in 2022, it is incumbent upon the voters of Harris County to evaluate the job performance of each and every sitting "ELECTED OFFICIAL" on a case-by-case basis and not as a group based on their political party affiliation, ethnicity, or gender.
