Now, do you see that dude pictured above on the far left? Well, that's another disgraced former HISD Board President by the name of Larry Marshall. And that cat at one time, just like Rhonda Skillern-Jones could not resist the urge to take bribes. And just like former HISD Board, President Rhonda Skillern-Jones's career ended because she got greedy, former HISD School Board President Larry Marshall was found guilty of "TAKING KICKBACKS" of between 65% to 75% from a woman named Joyce Moss Clay, who was the consultant for several HISD vendors."

TAYLOR: "Just so you know, on Friday, December 10, 2021, at 11:15am, one day prior to Election Day for the HISD Runoffs, Harris County Commissioner Rodney Ellis posted this photo to his Facebook page. Now, do you see Harris County Commissioner Rodney Ellis sitting in the middle of all of those elected officials? Was this a staged photo aimed at influencing voters to cast their ballots for Holly Flynn Vilaseca, even though she had been "PUBLICLY BRANDED" as a racist by Black leaders? Now, isn't that a slap in the face to the Black Community? (CLICK HERE) to see what I'm talking about. Now, what you have to understand about this photo is that Rhonda Skillern-Jones, the woman you see standing in the back, on the far right, was under a "SEALED INDICTMENT" on the day that this photo was taken. How do I know? Well, I know, because "RHONDA'S INDICTMENT" was filed back on Tuesday, October 19, 2021, and placed under seal in the United States Courts for the Southern District of Texas."

What’s unfolding in Harris County, Texas right now has been bound to happen for many years. Everybody knows…what we heard about with the unsealing of the indictment against former HISD Board President Rhonda Skillern-Jones should not have come as a surprise. Why? Well, it was only a few short years ago that another former HISD Board President named Larry Marshall was caught with his hand in the cookie jar. In case you don’t know him, Larry Marshall was elected as the HISD Board President way back on January 15, 2009. But eventually was found by a jury to have participated in a bribery scheme, just like Rhonda Skillern-Jones, the woman at the center of the current shameful acts.

THOSE TEMPTING KICKBACKS

Have you ever wondered why so many people fight so hard to win elected positions that don’t pay any money? Well, in the case of the HISD Board, some people do it because they love kids. But on the other hand, some folks run for these positions with others in mind. You see, the bribery schemes and the HISD School Board almost go hand-in-hand if you ask me. So, in the case of Larry Marshall, a jury ended up saying that he, a woman named Joyce Moss-Clay, and several HISD construction contractors were involved in racketeering of sorts. What the jury found was that Larry Marshall and the others had violated the civil racketeering law when they awarded a company called the Gil Ramirez Group somewhere in the neighborhood of about $451,500 dollars in contracts. Now, according to published reports when racketeering is involved, the amount of the ill-gotten gains ($451,500), are tripled to $1.4 million under the law. But that wasn’t all, the jury also found that Marshall and his cohorts interfered in contracts and awarded some $3.4 million in punitive damages, plus, the jury also awarded the amount of $676,667 in actual damages.

MARSHALL WAS GETTING PAID

According to public records, Joyce Moss Clay was a woman who served as a consultant to several vendors who received contracts from the Houston Independent School District. Those same court records show that Joyce Moss-Clay served as a consultant to several school district vendors and that she paid Larry Marshall, the HISD School Board President at the time, between 65% and 75% percent of the fees she received from the contractors. Why did she pay him such hefty percentages of the money she was taking in from her vendor clients? Well, according to her sworn deposition, Joyce Moss-Clay testified that she paid Larry Marshall the money because he was her mentor and “familial brother.”

FORT BEND CONNECTIONS

Sometimes the line between what goes down in Harris County and Fort Bend County can get a little blurred. But that’s a story for another day. Anyways, the two aforementioned clients of Joyce Moss Clay were David “Pete” Medford of Fort Bend Mechanical and Eva Jackson of RHJ-JOC. Now, in their defense, at trial, David “Pete” Medford and Eva Jackson denied even knowing that Joyce Moss Clay was paying Larry Marshall a cut of the money they were paying to her as their consultant.

According to the FBI, Anthony Hutchison maintained a "BRIBE LEDGER" that he used to track his bribe payments. His ledger detailed the "BRIBE PAYMENTS" he made in exchange for assistance with securing particular purchase orders, according to the FBI. Inside his "BRIBE LEDGER," he would actually list the HISD Schools where his companies did construction, repair, grounds maintenance, and landscaping work. Anthony Hutchison would also detail the type of work he performed; the amount of the invoice paid by HISD for the work, and the amount of "THE BRIBE" that he paid. But he didn't stop there, Anthony Hutchison would also list the identity of "THE BRIBE RECIPIENT" by using their initials or first name, according to the FBI. But he didn't stop there. He would also write down the date that the bribe was paid; and at times, he would also write down the location at which the bribe was paid, such as at local restaurants or schools or while on trips to Las Vegas with bribe recipients. Do you see her flanked between Mayor Sylvester Turner and Harris County Sheriff Ed Gonzales that was taken way back on Monday, June 10, 2013, at a ribbon-cutting at the Garden City Apartments? Well, one can only imagine how much squealing she's done about local elected officials she's worked closely with over the years."

WHAT’S REALLY GOING ON?

“This afternoon, I learned that I tested positive for the virus that causes #COVID19,” said Mayor Sylvester Turner via his Twitter account. He went on to say, “I was not feeling well overnight and thought I was suffering from allergies or a sinus infection, so, I decided to get tested before starting my daily schedule.” Now, like I said, it was a mighty convenient contraction of the coronavirus – wouldn’t you say? Now, I’m not calling Mayor Sylvester a liar, or anything like that – I’m merely asking a question. Why didn’t Mayor Sylvester Turner catch the coronavirus in December of 2019, January of 2020, February of 2020, March of 2020, April of 2020, May of 2020, June of 2020, July of 2020, August of 2020, September of 2020, October of 2020, November of 2020, December of 2020, January of 2021, February of 2021, March of 2021, April of 2021, May of 2021, June of 2021, July of 2021, August of 2021, September of 2021, October of 2021, or November of 2021??? Nope!!! Mayor Sylvester Turner conveniently caught the coronavirus on the very same day that the United States Government unsealed its indictment against his very good friend Rhonda Skillern-Jones – right?

RHONDA ISN'T THE ONLY ONE

Let me tell you something, THERE are A LOT OF PEOPLE SHAKING IN THEIR BOOTS RIGHT ABOUT NOW!!! Why? Well, what happened with Rhonda Skillern-Jones isn’t an isolated incident. Do you actually believe that Rhonda Skillern-Jones is the only local official who is taking kickbacks? Do you actually believe that Rhonda Skillern-Jones learned this scheme all by herself? If you believe that, you’re crazy as a “BESSIE BUG” and should go and seek a psychological evaluation today! Anyways, ‘what had happened was’ Rhonda Skillern-Jones wanted to get a little something…

GETTING A LITTLE SOMETHING

According to the United States Government, from 2011 to 2020, Brian Busby, identified as ADMINISTRATOR 1 in the criminal Information, served as the HISD Chief Operating Officer, among other positions. SKILLERN-JONES was elected to the HISD Board of Education as a Trustee and served two terms from 2012 to 2019. She was the President of the Board in 2015 and 2018. Anthony Hutchinson, operating as Southwest Wholesale LLC (Southwest Wholesale) and Just Partners Construction LLC (Just Construction) and identified as BUSINESSMAN 1 in the Criminal Information, obtained contracts and purchase orders from HISD to provide grounds maintenance, landscaping, construction, and repair services to HISD schools and other properties.

In 2017 while serving on the HISD Board, SKILLERN-JONES wanted to spend funds on landscaping projects at schools in her district. She discussed the project with Busby, who said they should get Hutchison to do the work because then “they can get a little something from it.” They agreed to arrange for Hutchinson to do the landscaping work on the proposed HISD project. At the August 10, 2017, Board of Trustees meeting, SKILLERN-JONES requested a budget allocation of $231,645 to schools in her district for landscaping additions. SKILLERN-JONES voted in favor of this agenda item, which was approved by the Board on that date.

According to Hutchison’s bribe ledger recovered by the Federal Bureau of Investigation during a search of Hutchison’s residence, Hutchison made two bribe payments to SKILLERN-JONES in 2017, each for approximately $10,000. Busby met SKILLERN-JONES at a Walmart parking lot in Houston and delivered to SKILLERN-JONES cash from Hutchison. SKILLERN-JONES recalls receiving approximately $12,000 from Busby.

MONEY. MONEY. MONEY.

What a lot of folks don’t realize is that there was some big money involved with this scheme. From what I understand, way back in March of 2018, Southwest Wholesale didn’t even complete the job they’d been awarded related to Sharpstown Middle School’s playing fields. That particular contract entailed, Sharpstown Middle School receiving $984 million in renovations. And get this, the $984 million was paid in full according to court records – even though the work had not been completed. Now, according to court documents, the sports director for HISD expressed concerns about the “HIGH PRICE” tag of the project, but Brian Busby, according to court documents went through with awarding the contract to Southwest Wholesale anyway.

What we're about to see on Tuesday, November 8, 2022, in Harris County, Texas is a very close election between the "2022 DEMOCRATIC NOMINEES" and the "2022 REPUBLICAN NOMINEES," if you ask me. How can I say this? Well, because there's not going to be any straight-ticket voting in the 2022 Midterm Election. Secondly, the Harris County Elections Administrator won't be able to flood the mailboxes of registered voters with unsolicited mail-ballot applications. Thirdly, there won't be any 24-hour voting. Fourthly, there won't be any drive-thru voting. And finally, the skyrocketing crime and alleged corruption in Harris County, Texas is going to be a huge motivating factor for registered voters to get off the couch and skedaddle to the polls.

Nominating the Wrong Candidates on "SUPER TUESDAY" Could Have Disastrous Consequences in the November 2022 General Election in Harris County

Make no mistake about it, who the people of Harris County, Texas choose to give another term to in 2022 must be about substance, job performance, judicial temperament, competence, and whether or not our members of the judiciary are following the law with their rulings. And that being said, in the upcoming 2022 Midterms, it is incumbent upon the voters of Harris County to evaluate the job performance of each and every sitting "ELECTED OFFICIAL" on a case-by-case basis and not as a group based on their political party affiliation, ethnicity, or gender.
