Reynolds, Rodney Ellis, Letitia Plummer, Eric Carr, Richard Johnson, III, are all capable of winning the 18th Congressional seat if they chose to pursue it when Governor Greg Abbott sets a date for the "SPECIAL ELECTION" to be held. More Potential 18th Congressional District Candidates Are Emerging, Says KCOH’s Hall of Fame Broadcaster Ralph Cooper

Out of respect for the family and friends of former State Representative, Houston Mayor, and two-month Congressman Sylvester Turner, I will refrain from discussing Turner’s failures until he gets placed in the ground this coming Saturday. But what about the people who don’t have political machines to flip the narrative on their successes and failures?
What about all Houstonians who filed complaints in the 260,000 cases improperly suspended with “SLY” was the president and CEO of Houston, Texas?
Remember the 260,000 cases suspended by the Houston Police Department (HPD) by labeling them “Suspended - Lack of Personnel” in their coding system. Who was the Mayor of Houston when that fiasco played out? Huh?
As a reminder, over 4,000 of those suspended cases were for sexual assault. What about the sexual assault victims who were waiting for justice and whose complaints got suspended without their knowledge? What about them?
Like I said, I will give the family some space, but it’s “GAME ON” after the grieving process. And don’t forget that it was Turner who placed himself in this position. And while I’m at it, many people weighing in on the unfolding fiasco about to go down in the upcoming “SPECIAL ELECTION” to fill the void in the heart of the 18th Congressional District don’t even understand the significance of what’s happening.
Listen. The upcoming “SPECIAL ELECTION” won’t be won by the candidates trying to run their campaign as if they’re running in a Democratic Party Primary. And only catering to “BLACK FOLKS” could prove disastrous when the “RUNOFF ELECTION” rolls around.
When you have 10, 15, or possibly 20 potential candidates fighting over Democratic votes, this opens the way for someone like State Rep. Shawn Thierry, Dr. Richard Johnson, III, or someone from outside the 18th Congressional District like State Rep. Ron Reynolds to split the field, and emerge victorious in a “RUNOFF ELECTION” if they have the support of specific local “KING-MAKERS” like Commissioner Ellis, if he decides not to run.

STATE REP. RON REYNOLDS IS VIABLE…
Commissioner Rodney Ellis and State Rep. Ron Reynolds have almost been inseparable since the late Congressman Sylvester Turner died on Wednesday, March 5, 2025.
Over the weekend, State Rep. Ron Reynolds was rubbing elbows with the likes of Democratic House Minority Leader Hakeem Jeffries, United States Representative Maxine Waters, Civil Rights Leaders like the Reverend Al Sharpton and the Reverend Jesse Jackson Sr., in Selma, Alabama, in recognition of “BLOODY SUNDAY.”
The Edmund Pettus Bridge in Selma, Alabama, is an unforgettable place that Americans from all walks of life must never forget. And while remembering the past is essential, embracing our future is imperative as “YOUNG TRAILBLAZERS” like State Rep. Ron Reynolds are stepping up to guide our nation forward.
With the number of phone calls I’m receiving from “COMMUNITY STAKEHOLDERS” interested in recruiting State Rep. Ron Reynolds to pursue the vacant 18th Congressional District of Texas seat, It’s difficult to believe that Claude Cummings, Sr., the president of the powerful Communications Workers of America, isn’t salivating at the chance to influence who succeeds Congressman Turner, as the next U.S. Representative for the 18th Congressional District of Texas.
Over the weekend, State Rep. Ron Reynolds made special appearances with leaders like Commissioner Rodney Ellis and Claude Cummings, Sr., at the Legacy Museum: From Enslavement to Mass Incarceration.
When people enter the political arena, they must understand that their lives become open to public discussion. I’ve seen all these career politicians and community stakeholders doing everything they could to make the late Congressman Sylvester Turner out to be someone he wasn’t – which is troubling.

A BREATH OF FRESH AIR IS NEEDED…
As was the case with the passing of Congresswoman Sheila Jackson Lee, the same thing happened, but many Black folks know the truth. However, after receiving numerous calls after my “TOP TEN” list of contenders, I will withhold my feelings about “SLY,” who was slick as hell, until after Congressman Sylvester Turner gets laid to rest on Saturday, March 15, 2025, at the Church Without Walls, located at 5725 Quenston Boulevard, Houston, Texas 77084.
Congressman Sylvester Turner’s funeral will occur from 1:00 p.m. to 2:30 p.m. next Saturday after he gets laid to rest; it’s GAME ON!!!
It’s imperative that “THE BLACK COMMUNITY” has a good understanding of how the “ELLIS/TURNER/LEE” regime laid claim to the 18th Congressional District and ruled it with an iron thumb after snatching it away from Congressman Craig Washington after Congresswoman Sheila Jackson Lee was recruited white men as their “TOKEN NEGRO” to do so.
Playtime is over! Congresswoman Sheila Jackson Lee is gone, and now “SLY” is gone. And it’s time to get down to the business of wrestling control of Harris County, Texas, away from the “BLACK POLITICAL TYRANTS” who have destroyed our communities and disgraced us.
Nothing should be off limits, from the folding of the North Forest School District to all of the lives lost in the 5th Ward Cancer clusters.
I’ve seen reports surface in “BLACK NEWSPAPERS” claiming that “SLY” was about providing affordable housing, but what these reports don’t explain is that “SLY,” as Sylvester Turner’s nickname, was given because of slick, cunning, and manipulative was, also allegedly used public funds to enrich his former law partner and other allies.
But, like I said, I will play nice until after “SLY” is placed in the ground next Saturday.

INDEPTH DISCUSSION ON KCOH RADIO…
On Wednesday, March 12, 2025, at 1:15 p.m., I will make a “SPECIAL APPEARANCE” on KCOH Radio, along beside Hall of Fame Broadcaster Ralph Cooper, to discuss the 18th Congressional District, and lay how I formulated my list of “TOP CONTENDERS” for the seat.
I don’t trust people in the mainstream media very much. However, I have known Ralph Cooper all my adult life and know him to be a fair journalist and straight-shooter.
Most people know Ralph Cooper as a longtime “ON-AIR PERSONALITY” and sports radio legend. However, Ralph Cooper began his career as a Houston Forward Times newspaper journalist. During his early days, “COOP,” as many of his beloved fans call him, spent time covering Harris County Courtrooms, local jails, and community issues.
It was “COOP’s” covering of politics that sprung him into covering junior high school sports and then the NFL “National Football League” and NBA “National Basketball League,” and he evolved into the Hall of Fame Sports Broadcaster we know today.

RALPH COOPER AND “SLY” WERE CLOSE…
I don’t believe that Ralph Cooper participated in any of those orgies Sylvester Turner used to host back during the 1990s. Still, the two men were close friends and comrades based on a FACEBOOK post I ran across on Sunday, March 9, 2025, while cruising the internet.
“Prayers for Family Friends Comrades of Congressman SYLVESTER TURNER! The impact of a Man who loved Houston Acres Homes “the 4 4”,” read the FACEBOOK post.
According to Ralph Cooper, in his FACEBOOK post, Sylvester Turner started serving others while in his youth as a graduate of Klein Forest HS, University of Houston, and Harvard University!
Let “COOP” tell it: Sylvester Turner impacted countless lives as a Texas State Representative and Mayor of Houston. “He has been relentless in making Houston better,” Cooper explained.
“As we share memories of his great deeds and celebrate his life, who heads Congressional District 18 is being discussed at a high level locally and nationally,” explained Cooper in his FACEBOOK post.
Ralph Cooper continued, “I’m known for my communication efforts in athletics! But I’m no stranger to the political arena!”
“I’ve volunteered for political candidates since 1968. Texas Governor Dolph Briscoe and Senator Robert Kennedy for President were my first endeavors with politicians! Later I am proud to recall volunteering for Judson Robinson for Houston City Council, Mickey Leland for Congress, Al Edwards Texas State Representative, Bill Hobby for Lt. Governor plus countless others Anthony Hall, Jolanda Jones, Borris Miles, Jarvis Johnson, Harold Dutton, Sheila Jackson Lee, Erica Lee Carter, Senfronia Thompson, Edward Pollard, Craig Washington, Bill Clements, Ovide Duncantell, Gerald Womack, El Franco, Al Green, Lee, Adrian Garcia, Rodney Ellis, Gene Locke, Ben Hall, Rev. Jesse Jackson, Barack Obama and numerous others!”
Cooper continued, “I mention my background supporting politicians because I have a few thoughts on the present state of Congressional District 18! I have no favorites or one I will endorse! But I will share some thoughts here and on KCOH 1380 Radio and Facebook Live later this week with Aubrey Taylor of Houston Business Connections!”
“I had a conversation with Congressman Turner the Monday before he passed! And he was preparing to leave for the State of the Union! He shared how he was enjoying his efforts to adjust to Congress and work for District 18.”
Cooper explained, “He admitted he was moving at a great pace at a high level. We talked about health and rest! He always discussed helping others while showing concern for me and my family.”
Then Cooper endeavored to ask a serious question. “How many will step up and seek to replace him? I have no idea! But never say never to one with political juices flowing!”
“Some are indicating they will not seek the position! Names are popping up,” Ralph Cooper explained to his FACEBOOK followers. And proceed to list some of the same names I have on my “TOP TEN” list of contenders.

Wait a minute? Commissioner Rodney Ellis? I started making phone calls after I saw Ralph Cooper throw Commissioner Rodney Ellis’s name in the mix.
Yes, on a Sunday.
I spoke to several local political “STAKEHOLDERS” who believe Harris County Commissioner Rodney Ellis could win the seat hands-down if he pursued it. And truth be told, with $6,414,367.00 in his campaign war chest, Commissioner Ellis would be hard to beat.
Cooper has former Councilman Dwight Boykins on his list, but Dwight has assured me he won’t pursue the seat.
“Again, some are indicating they aren’t interested, but “POLITICS” is in their veins,” explained Cooper, and he’s correct.
“What do I think of the list,” asked Cooper.
“It could result in the betterment of District 18,” he asked.
Cooper states, “A Better District 18 should be at the top of the list for all. In my last conversation with Congressman Turner, he talked about improving Congressional District 18!”
“Someone asked me to GRADE my list of those I’ve listed concerning Congressional District 18! I will not, but some are intriguing,” said Ralph Cooper.
“Jarvis Johnson was born with politics in his veins,” explained Ralph Cooper in his Facebook post. Cooper refers to former Councilman Jarvis Johnson’s mother, a local political titan and community icon named Cleo Glenn Johnson-McLaughlin.
For the record, I love “CLEO” but have a few issues with her son Jarvis. Even still, former State Rep. Jarvis Johnson is a viable and formidable force with a puncher’s shot in a crowded field of contenders if he seeks the 18th Congressional seat.
“Richard Johnson ran for the position,” proclaimed Ralph Cooper in his FACEBOOK post. In my opinion, Dr. Richard Johnson III, who currently serves as one of the members of the Board of Regents at Texas Southern University, is viable.
Dr. Richard Johnson, the Director of the Texas Public Policy Foundation’s Booker T. Washington Initiative, has the experience and name “ID,” which could allow him to assemble a diverse coalition from the right and left sides of the political aisle.
“Amanda Edwards is no stranger to politics,” said Ralph Cooper in his FACEBOOK post. However, I’ve never seen Amanda Edwards finish anything she’s started. If you remember, she abandoned the City of Houston as the At-Large Position 3 Councilwoman to pursue a long-shot bid for the United States Senate – when the field was loaded already.
Remember, State Senator Royce West, Michael Cooper, and several other Democrats were already in the Tuesday, March 3, 2020, U.S. Senate field when Amanda Edwards started smelling herself and felt slightly more ambitious than she should have.
Then, when the 2023 City of Houston Mayoral Election rolled around, Amanda Edwards allowed herself to get played for a fool by the “ELLIS/TURNER/LEE” regime. That girl abandoned her aspirations to become Mayor and endorsed Congresswoman Sheila Jackson Lee.
After Congresswoman Sheila Jackson Lee was defeated by Sen. John Whitmire on Saturday, December 9, 2023, in the runoff election, by a count of 129,809, by John Whitmire for 64.4%, to Sheila Jackson Lee’s 71,719, for 35.6%, “SHE-JACK” bolted over to the Harris County Democratic Party Headquarters on Monday, December 11, 2023, and signed up to run for re-election.
So, as I said, the “ELLIS/TURNER/LEE” regime played Amanda Edwards for a complete idiot and got her to drop out of the 2023 race for Mayor of Houston and endorse Congresswoman Sheila Jackson Lee over John Whitmire.
When the Tuesday, March 5, 2024, race for the 18th Congressional District seat rolled around in the Democratic Party Primary, Congresswoman Sheila Jackson Lee made running against Amanda Edwards look like child’s play.
Congresswoman Sheila Jackson Lee received 23,629 votes, for 60.0%, and Amanda Edwards only received 14,668 votes, for 37.3%, which is a clear indication that Amanda Edwards is ill-prepared to deal with “THE SWAMP” in Washington, D.C., if she can’t handle the political games played in the Bayou City.
“Travis McGee has grassroots ties,” explained Ralph Cooper in his FACEBOOK post. Travis McGee has much more influence in the Black community than people realize.
McGee is a strong community advocate, known throughout the City of Houston for his advocacy for the Sunnyside residents. And what folks counting Travis McGee out must remember is that he recently pushed a mighty City of Houston Councilwoman (Dr. Carolyn Evans-Shabazz) into a runoff, gaining 6,276 votes.
You must remember that Travis McGee has a base of people who will vote for him no matter who he’s running against, making him credible in a crowded field of candidates like what we’re about to see formulated.
“Christina Morales has community ties,” stated Ralph Cooper in his FACEBOOK post. And once again, “COOP” is correct. And State Rep. Christina Morales is hungry. If you remember, when Congresswoman Sheila Jackson Lee died, State Rep. Morales immediately threw her name in the mix of potential replacements but came up short when the Democratic Precinct Chairs selected Sylvester Turner over Amanda Edwards in a 41 to 37 vote.
The changing demographics in the 18th Congressional District favored someone like State Rep. Christina Morales, who eventually took over the seat, making Morales a strong contender in a “SPECIAL ELECTION” filled with many African American candidates.
Most African American “STAKEHOLDERS” who count out Morales don’t even realize that 43.3% of the households in Congressional District 18 reported speaking a non-English language at home as their primary shared language in the 2022 Census.
“Dwight Boykins says no but love challenges,” proclaimed Ralph Cooper in his FACEBOOK post. And yes, I agree with “COOP” former Councilman Dwight Boykins loves a challenge. And I know that Dwight waited patiently and may have pursued the 18th Congressional seat but could have his eyes set on an “ELECTED POSITION” here in Harris County, Texas, in either the 2026 Midterm Election or the 2028 Presidential Election.
The reasoning I received from former Councilman Dwight Boykins, as it relates to him not running for the 18th Congressional seat, was honorable.
On Thursday, March 6, 2025, it broke my heart when I received a call from former Councilman Dwight Boykins, informing me that he would not contest the seat. You may not know this, but I respect, admire, and look up to Dwight Boykins, and believe that he could have gone to Washington, D.C., and made the people of the 18th Congressional District proud, in part because he knows how to work with Conservatives, and Liberals to accomplish an objective.
The message I received from Boykins read, “AT, just a FYI, I won’t be running for the 18th due to my commitment to my family. Being a member of Congress means being away from your family four days per week. I value my wife more than being elected.”
“Bishop James Dixon is political with athletic mindset,” explained Ralph Cooper in his FACEBOOK post. Dixon currently serves as the president of the local branch of the National Association for the Advancement of Colored People (NAACP) and has a northside base that could make him very competitive in the upcoming “SPECIAL ELECTION” for the 18th Congressional District of Texas should he decide to enter the race.
After the untimely death of Congresswoman Sheila Jackson Lee on July 19, 2024, Dixon immediately stepped forward and stated, “I will run for the 18th congressional seat to complete the remainder of Congresswoman Sheila Jackson Lee’s existing term. However, if her precious daughter Erica S. Lee decides to run, I will immediately give her 100% support.”
Erica S. Lee-Carter ran for the 18th Congressional District seat and won the right to serve the remainder of her mother’s term. However, as “COOP” has stated, “Bishop James Dixon is political with an athletic mindset.” Thus, out of deference to Congressman Turner’s family, Dixon is relatively quiet, but you can bet he’s strongly considering his options.
“Turner always supports Deric Muhammad, and like Turner, Muhammad is relentless and people-oriented,” explained Ralph Cooper in his Facebook post. Deric Muhammad has strong ties to many potential candidates expected to run for the 18th Congressional District of Texas in the upcoming “SPECIAL ELECTION” once Governor Greg Abbott calls it.
Deric’s commitment to the “BLACK COMMUNITY” and dedication as a public servant is unquestioned. He is a powerhouse Houston-based Activist/Organizer widely known for addressing serious issues related to Social Justice, Black Male Development, Police Brutality, Racial Inequality, and other critical issues of our day.
According to his website, Deric Muhammad prides himself on being an “on the ground watchman in the fight for Freedom, Justice and Equality, which makes him a viable choice for the 18th Congressional District which has been aptly represented by fighters such as the late Congresswoman Barbara Jordan, the late Congressman Mickey Leland, Congressman Craig Washington, the late Congresswoman Sheila Jackson Lee, and the late Congressman Sylvester Turner if you want to consider him a fighter – which I don’t.
“Congressman Mickey Leland mentored Rodney Ellis and never saw a political race he couldn’t win,” stated Ralph Cooper in his FACEBOOK post. And “COOP” is correct about Commissioner Rodney Ellis and his confidence.
With $6,414,367.00 inside his campaign war chest and “NAME ID” unmatched in local politics, Commissioner Rodney Ellis is a “BIG DAWG” in local politics. He is unquestionably “THE MAN” in Harris County, Texas. However, Commissioner Ellis’s influence is decreasing daily with the loss of two members of the “ELLIS/TURNER/LEE” regime.
County Judge Lina Hidalgo (Latina), Commissioner Adrian Garcia (Latino), and Commissioner Lesley Briones have firm control of Harris County Commissioner’s Court, which has nullified Ellis’s power and could have him searching for a new challenge.
Will Ellis run for the vacant 18th Congressional seat? My guess is “NO,” but Ellis, in his mind, is more than likely sure he could win the seat. I’ve learned never to say never and not to count anyone out in politics.
“Shawn Thierry is another I wouldn’t count out,” said Ralph Cooper in his FACEBOOK post. According to “COOP,” former State Rep. Shawn Thierry has a strong voter base, although she came up short in her last effort.
What “COOP” is talking about regarding former State Rep. Shawn Thierry is the loss she suffered last year in a hotly contested “RUNOFF ELECTION” to Lauren Ashley Simmons, the “DARLING OF THE LGBTQ+ COMMUNITY,” which prompted Thierry to flee the Democratic Party and join “THE GOP,” which has embraced her.
These days, Shawn Thierry is breathing a lot easier since she does not have to put up with allegedly being sexually harassed, intimidated, and bullied by the likes of a toxic Harris County Precinct Chair named Kay Shepard, who represents Precinct 30.
When I say that Kay Shepard is toxic, I mean it. On top of her toxicity, she’s also ‘cuckoo for cocoa puffs’ in every sense of the phrase. Kay Shepard made life a living hell for Thierry, and she’s doing the same to other people when ordered.
If Thierry throws her hat in the ring to pursue the vacant 18th Congressional District, she would undoubtedly be a candidate who could clear the field and make the runoff.
Thierry would undoubtedly have the blessings of President Donald J. Trump, Governor Greg Abbott, Lieutenant Governor Dan Patrick, Attorney General Ken Paxton, and MAGA “Make America Great Again” patriots who live inside the boundaries of the 18th Congressional District of Texas.
When you marry support from MAGA “Make America Great Again” voters with the groves of African American voters and “COMMUNITY STAKEHOLDERS” who still support Thierry, she’d be a heavy favorite if she decides to pursue the vacant 18th Congressional District seat in the “SPECIAL ELECTION” once Governor Abbott (her buddy) sets a date.
In a shortened campaign cycle, someone like former prizefighter turned businessman Eric Carr, who is extremely popular on the north side of town, could make things very interesting.
“Businessman Eric Carr provided security and insight to Congresswoman Lee,” stated Ralph Cooper in his FACEBOOK post. And “COOP” is correct. Eric Carr loved Congresswoman Sheila Jackson Lee and had her back until she died.
“For years, Carr stepped up with Lee for various causes and individuals who were victims of racism or crimes in District 18 and across the nation,” states Ralph Cooper.
According to “COOP,” Eric Carr knows the importance of electing the right person for Congressional District 18, which is true. “A group of influential people have approached him to seek the District 18 seat,” revealed Cooper in his FACEBOOK post.
Will Carr throw his hat in the ring? I’m unsure because Carr’s company is thriving right now, and I think running for office isn’t in the cards. However, Carr has the personal wealth, means, and political relationships to make things very interesting should he decide to test the waters and measure his influence.
“Others not listed may enter this race, but until then, I’ve shared some thoughts,” stated Ralph Cooper. In closing, he asked his followers what role “CAMPAIGN BUDGETS” would play in the campaign. Someone with the pedigree of an Eric Carr or Commissioner Rodney Ellis would come into the race with “THE MONEY” question already answered.
Remember, anybody living inside the boundaries of Texas can run for the 18th Congressional District of Texas when Governor Greg Abbott calls the “SPECIAL ELECTION” to fill the vacancy caused by the untimely death of the late Congressman Sylvester Turner, who will get laid to rest on Saturday, March 15, 2025, at the Church Without Walls, in Houston, Texas.
