I am Lori C. Gray, a mother, wife, and lawyer with 25 years of experience helping people in our community when they needed and asked for help. I am running for Judge of the 113th Civil District Court. I need your vote in the March 04, 2014 Democratic Primary.

Why I Choose To Serve

My life has been dedicated to my faith, my family, and service to my community. I grew up in a faith based family in Northwest Houston. My friends, teachers, and heroes were working class folks from Acres Homes, Garden Oaks, and the Heights. Although I was fortunate to have the opportunity to achieve a college degree from the University of North Texas and to learn the law at South Texas College of Law, I have never forgotten my friends, family, and church family from my childhood community. This is why I want to serve the citizens of Houston as Judge of the 113th Civil District Court. 

My upbringing led me to certain strongly held convictions. I believe in justice. And, I believe in the power of ordinary people to make a real and positive difference in their communities. I am Lori C. Gray, a mother, wife, and lawyer with 25 years of experience helping people in our community when they needed and asked for help. I want to be “The People’s Judge” and I have a plan for bringing more access to justice for the people of Harris County.

My Plan for Justice

My plan is to provide guidance to the parties throughout the process by giving them more access to me and dispensing with undue delay and prolonged periods of inactivity simply because the parties cannot obtain a hearing or cannot obtain a ruling. The goal is to bring the Court’s enlightened participation to the process.

I want to give the parties as much justice as they rightfully deserve by expediting discovery dispute resolution; shortening briefs and cutting out unnecessary briefing thereby reducing the damage that cut and paste word processing has inflicted on the practice of law; providing the parties with a fast, economical and fair opportunity to be before the Court on matters that arise in their cases through the intelligent use of modern technology and clear procedures; not requiring parties to spend money on predictably unsuccessful alternative dispute resolution; and providing all litigants with the knowledge that this Judge is fully engaged and ready to do what is right, fair and just. This is why I choose to serve and my plan to be “The People’s Judge.”

I will provide clarity to litigants by conducting an initial hearing within 60 days after a new case is filed. This will encourage communication between the parties and the Court and most importantly give the parties an opportunity to identify particular issues in their case.

At the initial hearing the parties will be required to submit a proposed Docket Control Order identifying the areas of agreement on scheduling and areas of disagreement so that a final Docket Control Order can be entered. This process will do away with automated Docket Control Orders that are not tailored to the particular needs of the parties.

Because I want to reduce wasted time and expense for everyone, all litigants and all counsel (both local and out of town) can attend hearings in person or via telephone or via video conference.

# # # #

By far the most protracted aspect of litigation today is the discovery process. I believe that the discovery process should meet the needs of the parties without being oppressive, dilatory, or excessively expensive. Therefore, I will not leave the parties to fight among themselves on discovery issues. Rather, I will advise litigants to bring their disputes to the Court. I will institute a discovery dispute docket. Litigants will be able to fill available slots each week by simply setting the matter with the Court coordinator, submitting the discovery at issue – identifying exactly which items are at issue – and sending a notice of hearing to their opponent. I will not require written motions to compel in order to rule on discovery objections. These discovery dispute hearings will be conducted through telephonic conference calls, and I promise to be efficient, direct and fair.

Litigants will not be forced into alternative dispute resolution because I will not require litigants to incur expense when they deem the process likely to be unproductive. If the lawyers and parties don’t want it then I am not going to require it.

Motion practice will be shortened. Written motions will not exceed 10 pages exclusive of the caption, signature block and certificate of service without requesting leave of Court. Requests for leave will be limited to 2 pages and considered by submission.

Final pretrial hearings will be conducted 10 days before a case is set for trial. At the hearing counsel will be required to discuss all scheduling matters, motions in limine, and motions to exclude evidence or witnesses. Counsel must submit their client’s initial proposed jury charges at the Final pretrial hearing.

Jury trials will be conducted in an efficient and fair manner. I believe that jurors are to be respected and that their time is valuable. Thus for example, bench conferences will be strongly discouraged.
