Black Congregations Have Been Exploited for Decades by Dirty Black Pastors Inside Max Miller's Baptist Ministers' Group

This particular church belongs to Pastor Max Miller’s Church, (Mount Hebron Missionary Baptist Church) that’s located at 7817 Calhoun Street, in Houston, Texas 77033. The Baptist Ministers' Association of Houston & Vicinity and many of their members have been running a pay-to-play scheme out of this church and many other local Black churches for decades. You can "CLICK HERE" to see several of Dr. Max Miller's violations of the Election Code. 



In case you don't know, Pastor Max A. Miller, Jr., and Mayor Sylvester Turner are thick as thieves. Now, it's common knowledge in political circles that Mayor Sylvester Turner takes really good care of folks who are loyal to him. Pastor Max Miller was found guilty of several Election Code violations related to Section 254.031 of the Texas Election Code by the Texas Ethics Commission. A review of recently filed campaign finance reports reveals that Dr. Max Miller's pay-to-pay scheme has hit a snag since our investigation was launched against him last year. So, hard work does pay off in the end. However, I'm kind of disappointed that the Texas Ethics Commission didn't fine Pastor Max Miller a lot more money, but a win is a win. 

What's next for Pastor Max Miller now that he has been found guilty of violating Section 254.031 of the Texas Election Code? Well, we are still exploring whether or not, to push the issue into the criminal phase against "MAD MAX" and his Baptist Misters' Association of Houston & Vicinity. Why? Well, after reading over the "ORDER AND AGREED RESOLUTIONS" I've discovered that Pastor Max Miller may have misrepresented the facts and lied to the Texas Ethics Commission in several of his responses to complaint SC-32105135 that was filed against him.

The complaint that was filed against Pastor Max Miller alleged that he, in his capacity as campaign treasurer of the political committee Baptist Ministers' Association of Houston & Vicinity PAC, failed to properly report political expenditures, political contributions, and/or total political contributions maintained on campaign finance reports filed between October 19, 2019, and January 15, 2021, in violation of Section 254.031 of the Election Code. However, my investigative team has now discovered much bigger problems than the problems we found and included in the initial complaint that we filed against Pastor Max Miller and the Baptist Ministers' Association of Houston & Vicinity.

OUR FINDINGS

On any given Sunday, during election seasons, Pastor Max Miller, and his Baptist Ministers' Association of Houston & Vicinity PAC, would grant access to the pulpit to political candidates from both political parties for a fee. So, in essence, the Baptist Ministers' Association of Houston & Vicinity PAC, in my opinion, has been selling access to "GOD HOUSE" for money that they would then take and pocket with no accounting for how the money was being divvied up (possibly between member pastors) and other community stakeholders.

Judge Jessica Padilla (Republican), newly elected Judge, for County Criminal Court at Law No. 14, and former disgraced Constable Perry Wooten. As you can see, former disgraced constable Perry Wooten, one of the key players inside the ranks of The Baptist Misters' Association of Houston and Vicinity, along with Pastor Max Miller, isn't afraid to publicly "ENDORSE" Republican "JUDICIAL CANDIDATES" over Democrats. For the record, their pay-pay-to-play scheme, more often than not, allows the highest bidder to win their endorsement. For those of you who don't remember, former disgraced Precinct 7 Constable Perry Wooten was convicted and thrown out of office for allowing his some of his "CRONIES" to steal thousands of dollars from Harris County back when he was the Precinct 7 Constable. Now, he and his "CRONIES" are trying to position another one of the "CRONIES" by the name of James "Smokie" Philips, a Sr. Captain with Precinct 7, to run for the Precinct 7 Constable's position in the 2024 Democratic Party Primary.


At the time this photo of former disgraced Constable Perry Wooten, and Judge Alicia Franklin (now Former Republican Judge), was taken, she was running for re-election back during the November 6, 2018, Midterm Election. I really like former Judge Alicia Franklin, and supported her as well. However, Perry Wooten, Max Miller, and The Baptist Minsters' Association of Houston & Vicinity were hard at work running their little pay-to-play scheme, on "REPUBLICAN JUDICIAL CANDIDATES" like Alica Frankin, and "DEMOCRATIC JUDICIAL CANDIDATES" as well. You can "CLICK HERE" to see several of Dr. Max Miller's violations. For those of you who don't remember, former disgraced Precinct 7 Constable Perry Wooten was convicted and thrown out of office for allowing his some of his "CRONIES" to steal thousands of dollars from Harris County back when he was the Precinct 7 Constable. Now, he and his "CRONIES" are trying to position another one of the "CRONIES" by the name of James "Smokie" Philips, a Sr. Captain with Precinct 7, to run for the Precinct 7 Constable's position in the 2024 Democratic Party Primary.


At the time this particular Facebook was posted back on October 29, 2019, former Judge Alicia Frankin (Republican), was the incumbent judge running for reelection and trying to hold off Germaine Tanner (Democrat), who happened to be an African American in the race for Family District Judge, 311th Judicial District Court. As you can see above, the Baptist Ministers' Association of Houston & Vicinty reported received $8,500.00 in contributions during this particular reporting period. For the record, R. Jack Cagle (Republican), gave them $2,500.00 back on 10/25/2022. Dawn Buckingham (Republican) gave them $2,500.00 back on 10/20/2022. Congressman Al Green (Democrat), gave them $1,500.00 back on 10/21/2022. County Judge Lina Hidalgo (Democrat), gave them $2,000.00 back on 10/21/2022. So why would any Republican candidate be supporting this group?"

Gibbs, on behalf of the Baptist Ministers Association of Houston & Vicinity, you should recognize the names of Chris Bell (Democrat), Diane Trautman (Democrat), Adrian Garcia (Democrat), and Vince Ryan (Democrat). Now, what's key here, is the fact, that while Rev. L.E.
