Jacquie Baly, President, of BalyProjects, LLC, has been a leader in the Houston region’s business and policy communities for more than two decades. She began her career as a city and regional planner for numerous entities then served as a gubernatorial appointee on water and wastewater issues and most recently served as an elected official.

Ms. Baly founded BalyProjects in 1999 with the objective of providing public affairs, public policy, and planning services to individuals, institutions, small businesses, government and corporations. Ms. Baly is also a co-host of FOX 26 KRIV’s The RoundUp which airs every Sunday morning 6 AM – 8 AM.

Ms. Baly has been featured on KUHF, KTRH, KTRK, and several radio stations discussing policy matters. She also lectured on public policy and urban politics at the University of Houston for over 8 years.

Over the years, Baly has received many awards including: ABC/13 Woman of Distinction, Outstanding Young American, U of H “Rising Star” Alumnus of the Year, U of H “Black Alumnus” of the Year, Dynamic Woman of Houston, Most Influential Woman in Houston, Top 25 Women of Houston, Fort Bend Entrepreneur of the Year, Outstanding Young Texan, Outstanding Young Houstonian, (Texas Executive Women’s) Woman on the Move, and Outstanding (Fort Bend) Business Executive. Before forming BalyProjects, Baly was Vice President at the Greater Houston Partnership. She has also worked as the director of Planning and Community Development for the cities of Seabrook and Sugar Land.

Baly has served on several boards, including: Texas Lyceum, Houston City Hall Fellow, Parks Youth Ranch Advisory Board, Texas Dragon Boat Association, Alley Theatre Advisory Board, Fort Bend Chamber of Commerce-Infrastructure division chair, Texas CASA-Director, Fort Bend Boys’ Choir-President, YMCA-Past President, The Chinquapin School’s Board of Trustees-Past Vice President, Fort Bend Education Foundation-Gala Chair and Board Member, Sugar Land Economic Development 4-B Corporation-Director & Vice President, Sugar Land’s Intergovernmental Relations subcommittee (legislative liaison).

She is also a member of the Greater Houston Partnership’s Transportation Infrastructure Advisory Committee, the Transportation Policy Council, Fort Bend County Mobility Planning Committee, The Center for Houston’s Future Business Leadership Forum; Leadership Houston, Class XVIII; Rotary International and the Sugar Land Exchange Club.

A native of St. Croix, U.S. Virgin Islands, Baly holds a Bachelor of Science degree in political science and a master’s degree in City Planning specializing in Public Policy. She is also a classically trained flutist. She is the proud mother of two phenomenal sons, Raphael and Alexandre.

The runoff race for Mayor of Missouri City, Texas is a nonpartisan race, which means this election is much different from Presidential and Midterm Elections -- and rightfully so! Being the Mayor of a city as diverse as Missouri City, Texas isn't an easy job. But in the words of Political Analyst Jacquie Baly, "Mayor Allen Owen has done an excellent job representing Missouri City, Texas." 


MAYOR ALLEN OWEN IS A GOOD MAYOR

In case you don't know, the mayor is the highest ranking municipal officer for the city they're elected to represent. In most cities mayors have significant powers, in others, the mayor is simply a figurehead. But, in Missouri City, a city bustling with new growth, and vitality, the Mayor must be someone committed to representing all citizens -- regardless of their ethnicity. The person elected on today, Saturday, December 8, 2018, between Yolanda Ford and Mayor Allen Owen must also be committed to bringing the "Show Me City" together in these turbulent political times.

In case you don't know, Missouri City, Texas is a diverse city sitting inside one of the most diverse regions of America. According to recently published information prepared by Esri on the demographic breakdown of Missouri City, Texas, there’s somewhere in the neighborhood of about 32,619 African Americans currently living in Missouri City. There’s somewhere in the neighborhood of about 21,560 Whites living in Missouri City. About 15,399 Asians live in Missouri City. At this time, somewhere in the neighborhood of 13,729 Hispanics live inside the boundaries of Missouri City. But why am I talking about the racial composition of Missouri City, Texas today? Well, these numbers are important because a city that’s 27.9 percent White, 42.2 percent African American, 0.4 percent Indian American, 19.9 percent Pacific Islander, 17.8 percent Hispanic can ill afford to allow itself to be divided along racial lines by outside forces. The color of a person's skin "SHOULD NOT BE A DECIDING FACTOR" in political contests. Let me be even clearer, "THE SKIN COLOR OF THE CANDIDATES RUNNING FOR MAYOR OF MISSOURI CITY, TEXAS SHOULD NOT BE A DECIDING FACTOR" in whether you cast your vote for a particular candidate today!

We’ve hired Missouri City Motorcycle Police Officers.” In spite of struggling economic conditions in other areas, “Missouri City home values have jumped many times and are one of the best buys in the area, because of our proximity to Houston, the Texas Medical Center, Energy Corridor and the Port of Houston.”

Owen serves on many boards, committees, and civic organizations throughout Missouri City. “Engagement is critical to me. I served the City as a Planning & Zoning Commissioner for five years, served on City Council for eight years, and have served as Mayor the past 24 years. Early Voting Period Over in Missouri City; Only 5,754 People Voted in Person; 1,217 by Absentee Ballot; Election Day is this Saturday



Mayor Allen Owen and his wife Jane are encouraging all registered Missouri City, Texas voters to vote on Saturday, December 8, 2018, in the runoff election for Mayor of Missouri City, Texas. Missouri City, Texas voters will have (10) ten polling places where they can cast their ballot on election day! Elkins High School, Hightower High School, Hunters Glen Elementary School, Lake Olympia Marina Clubhouse, Lantern Lane Elementary School, Lexington Creek Elementary School, Missouri City Community Center, Quail Valley Elementary School, Quail Valley Fund Office, and Fondren Park Community Center. The polls will open at 7:00 AM and Close at 7:00 PM on Election Day!

The early voting period has ended for the historic 2018 Mayoral Election. And all that's left now is the Election Day voting which will take place on Saturday, December 8, 2018. So, if you are a (registered) Missouri City, Texas resident who cares about Mayor Allen Owen you are strongly encouraged to remind all of your neighbors that Mayor Allen Owen values their vote, prayers, and support. And above all else, please don't forget that Mayor Allen Owen finished second with 8,428 votes, for 34.97 percent of the vote back on Tuesday, November 6, 2018, to Council Member Yolanda Ford. So her historic first-place finish has left Council Member Yolanda Ford emboldened and feeling very good about herself, and her chances to pull off a victory on Saturday, December 8, 2018 -- especially after her historic 8,600 vote showing, for 35.68 percent of the vote to emerge as the front-runner.

THE ABSENTEE BALLOT WATCH

According to the Fort Bend County Clerk’s Office, only 1,217 of the 2,311 Absentee Ballots requested by Missouri City, Texas voters for the “RUNOFF ELECTION” were mailed back during the early voting period.

EARLY VOTING BY THE NUMBERS

According to the Fort Bend County Clerk’s Office, only 5,754 in-person ballots were cast during the early voting period which ended on yesterday, Tuesday. December 4, 2018. In case you’re wondering, 2,449 in-person voters, cast ballots early by personal appearance at The Missouri City Community Center. And only 3,305 in-person voters, cast their ballot early at The Quail Valley Fund Office.

THE 506TH VOTER PRECINCT

As you study this "EARLY VOTING REPORT" for the Saturday, December 8, 2018, Mayoral Runoff election for Missouri City, Texas, please keep in mind that "PRECINCT 506" which heavily favors Councilwoman Yolanda Ford did not have an early voting location. Many of the voters who live in this precinct cast their early in-person ballots at The Missouri City Community Center located at 1522 Texas Parkway in Missouri City, Texas 77489. PRECINCT 506 (HARRIS COUNTY) was won by Yolanda Ford with 714 votes back on Tuesday, November 6, 2018. Fred Taylor received 537 votes to finish second. And Allen Owen received 292 votes to finish third. All total, 1,543 voters turned out to vote from this particular voter precinct. However, there are 3,600 registered voters currently living in the 506TH voter precinct.




THE 11O9TH VOTER PRECINCT

PRECINCT 1109 ABSENTEE BALLOT COUNT: There was (1) one absentee ballot requested from this voter precinct for the runoff election. And according to the Fort Bend County Clerk's Office (1), one ballot has been returned. PRECINCT 1109 was won by Yolanda Ford with 28 votes back on Tuesday, November 6, 2018. Fred Taylor received 11 votes to finish second. And Allen Owen received two votes to finish third. All total, 41 voters turned out to vote from this particular voter precinct. However, there are 74 registered voters currently living in the 1109TH voter precinct.



THE 2033RD VOTER PRECINCT

PRECINCT 2033 ABSENTEE BALLOT COUNT: There were (41) forty-one absentee ballots requested from this voter precinct for the runoff election. And according to the Fort Bend County Clerk's Office (25), twenty-five ballots have been returned. PRECINCT 2033 was won by Allen Owen with 226 votes back on Tuesday, November 6, 2018. Yolanda Ford received 204 votes to finish second. And Fred Taylor received 149 votes to finish third. All total, 579 voters turned out to vote from this particular voter precinct. However, there are 1,138 registered voters currently living in the 2033RD voter precinct.


THE 2050TH VOTER PRECINCT

PRECINCT 2050 ABSENTEE BALLOT COUNT: There were (153) one hundred fifty-three absentee ballots requested from this voter precinct for the runoff election. And according to the Fort Bend County Clerk's Office (80), eighty ballots have been returned. PRECINCT 2050 was won by Yolanda Ford with 742 votes back on Tuesday, November 6, 2018. Fred Taylor received 639 votes to finish second. And Allen Owen received 206 votes to finish third. All total, 1,587 voters turned out to vote from this particular voter precinct. However, there are 3,126 registered voters currently living in the 2050TH voter precinct.



THE 2059TH VOTER PRECINCT

PRECINCT 2059 ABSENTEE BALLOT COUNT: There were (119) one hundred nineteen absentee ballots requested from this voter precinct for the runoff election. And according to the Fort Bend County Clerk's Office (67), sixty-seven ballots have been returned. PRECINCT 2059 was won by Yolanda Ford with 568 votes back on Tuesday, November 6, 2018. Fred Taylor received 429 votes to finish second. And Allen Owen received 155 votes to finish third. All total, 1,152 voters turned out to vote from this particular voter precinct. However, there are 2,383 registered voters currently living in the 2059TH voter precinct.



THE 2061ST VOTER PRECINCT

PRECINCT 2061 ABSENTEE BALLOT COUNT: There were (11) eleven absentee ballots requested from this voter precinct for the runoff election. And according to the Fort Bend County Clerk's Office (7), seven ballots have been returned. PRECINCT 2061 was won by Allen Owen with 30 votes back on Tuesday, November 6, 2018. Fred Taylor received 25 votes to finish second. And Yolanda Ford received 14 votes to finish third. All total, 69 voters turned out to vote from this particular voter precinct. However, there are 153 registered voters currently living in the 2061ST voter precinct.



THE 2075TH VOTER PRECINCT

PRECINCT 2075 ABSENTEE BALLOT COUNT: There were (70) seventy absentee ballots requested from this voter precinct for the runoff election. And according to the Fort Bend County Clerk's Office (31), thirty-one ballots have been returned. PRECINCT 2075 was won by Yolanda Ford with 437 votes back on Tuesday, November 6, 2018. Fred Taylor received 358 votes to finish second. And Allen Owen received 114 votes to finish third. All total, 909 voters turned out to vote from this particular voter precinct. However, there are 2,001 registered voters currently living in the 2075TH voter precinct.



THE 2077TH VOTER PRECINCT

PRECINCT 2077 ABSENTEE BALLOT COUNT: There were (82) eighty-two absentee ballots requested from this voter precinct for the runoff election. And according to the Fort Bend County Clerk's Office (49), forty-nine ballots have been returned. PRECINCT 2077 was won by Fred Taylor with 417 votes back on Tuesday, November 6, 2018. Yolanda Ford received 406 votes to finish second. And Allen Owen received 175 votes to finish third. All total, 998 voters turned out to vote from this particular voter precinct. However, there are 1,856 registered voters currently living in the 2077TH voter precinct.



THE 2078TH VOTER PRECINCT

PRECINCT 2078 ABSENTEE BALLOT COUNT: There were (11) eleven absentee ballots requested from this voter precinct for the runoff election. And according to the Fort Bend County Clerk's Office (7), seven ballots have been returned. PRECINCT 2078 was won by Yolanda Ford with 78 votes back on Tuesday, November 6, 2018. Fred Taylor received 73 votes to finish second. And Allen Owen received 47 votes to finish third. All total, 198 voters turned out to vote from this particular voter precinct. However, there are 648 registered voters currently living in the 2078TH voter precinct.



THE 2081ST VOTER PRECINCT
