Judges in Jefferson County and Harris County Must Stand Strong Against Attacks from "Dr" Candice Matthews

Former FBI Investigative Specialist Charles "Chuck" Marler and Investigative Reporter Aubrey R. Taylor have thoroughly investigated Judge Joseph Laneth Guillory, II, and conclude that the attacks on his character, and the smearing of his judicial legacy by "Dr." Candice Matthews are nothing more than a desperate attempt to intimidate and bully Judge Joseph L. Guillory, II, and strike fear into the hearts of other judges across the state of Texas. Former Judge David Farr, a Republican judge, was intimidated by "Dr." Candice Matthews in 2016, when he served on the bench in Harris County, Texas, after she allegedly used a fake social media account on Facebook to send him a threatening message.

“INVESTIGATIVE SUMMARY.”

After reviewing his “COMPREHENSIVE REPORT,” related to Judge Joseph Guillory, II, on assignment for Aubrey R. Taylor Communications, the publisher of the Houston Business Connections Newspaper©, our private investigator acknowledged a few hiccups.

“Long before he became a judge, Joseph Guillory owned a vehicle transport business,” according to the former FBI Investigative Specialist assigned to investigate Judge Guillory.

Marler informed Aubrey R. Taylor Communications that, “In 2001, Joseph Guillory pleaded guilty in Slidell, Louisiana, for a minor issue having to do with his trucking records.”

“From everything I’m looking at, Joseph L. Guillory paid the fine that was imposed upon him by the court, and took corrective actions by correcting his records,” explained Marler.

After paying his fine and making immediate corrective measures, Joseph L. Guillory, II proceeded with operating his transport business in Katy, Texas, until the “GLOBAL 2008 FINANCIAL CRISIS” caused worldwide upheaval, which resulted in many Americans losing their dreams and livelihoods.

It was during the “GLOBAL 2008 FINANCIAL CRISIS” that Joseph L. Guillory, II, was forced to file for bankruptcy, and walk through a wilderness period, as he struggled to rebuild his life, and restore his livelihood. After navigating the financial wilderness and overcoming the hardships he and other hardworking Americans endured, Joseph L. Guillory, II, emerged with a renewed focus on succeeding and turning things around.

“In 2008, while dealing with a bankruptcy, an unfortunate incident occurred between Joseph L. Guillory, II, and another gentleman, where an argument ensued,” said our former FBI investigative Specialist, who did a complete investigation into documents related to the regretful incident.

According to our former FBI Investigative Specialist, he carefully reviewed the circumstances related to the incident that occurred on or about August 25, 2008, between Joseph Laneth Guillory, II, and the other gentleman."

“During the 2008 incident in question, Joseph L. Guillory, II, was accused of causing minor damage to the windshield of the other gentleman’s vehicle, but that case got dismissed,” explained Marler.

In his assessment of Judge Joseph L. Guillory’s character, background, and judicial temperament, our former FBI Investigative Specialist informed me that Judge Guillory was duly elected back in 2022 and has earned the right to continue to serve the people of Jefferson County, Texas.

"INTIMIDATING JUDGES."

Is Threatening a Judge a Crime in Texas? The answer to this question is Yes! Threatening a judge or member of the judiciary is a severe crime in Texas. According to Texas law, this offense falls under the category of "retaliation" in the PENAL CODE. It is illegal to harm or threaten a public servant, including a judge, in retaliation for them dutifully performing their official duties.

The law I am referring to does not require proof that the person making the threat intended to carry it out — merely making the threat can lead to criminal charges. Threatening a judge is a third-degree felony, which comes with serious consequences:

Prison time: Two to 10 years in prison

Fines: Up to $10,000

Permanent criminal record: A felony conviction will follow you for the rest of your life, making it harder to get a job, rent a home, or attend certain schools.

"OBSTRUCTING JUSTICE."

Sec. 36.06. OBSTRUCTION OR RETALIATION. (a) A person commits an offense if the person intentionally or knowingly harms or threatens to harm another by an unlawful act:

(1) in retaliation for or on account of the service or status of another as a:

(A) public servant, witness, prospective witness, or informant; or

(B) person who has reported or who the actor knows intends to report the occurrence of a crime; or

(2) to prevent or delay the service of another as a:

(A) public servant, witness, prospective witness, or informant; or

(B) A person who has reported or whom the actor knows intends to report the occurrence of a crime.

(a-1) A person commits an offense if the person posts on a publicly accessible website the residence address or telephone number of an individual the actor knows is a public servant or a member of a public servant's family or household with the intent to cause harm or a threat of damage to the individual or a member of the individual's family or household in retaliation for or on account of the service or status of the individual as a public servant.

In the image above, the woman, who goes by the name "Dr." Candice Matthews, was pretending to be a woman named Jae Thomas. For the record, when Candice allegedly created this Facebook post, she was involved in a fierce custody battle that was being played out in the 312th Family District Court, which was presided over by Judge David D. Farr at the time. Now, if you're wondering whether "Dr." Candice Matthews is a bad actor, just take a look at her comment, 'I'll drink to that smoke to that I'll do what ever the fuck I want to cause I'm that bitch who's going to stop me certainly not a Judge nor a kid attorney you all have me confused. I can pay who ever to say and do what everrr I want them to. QUESTION: Does this sound like an educated, law-abiding woman or a criminal-minded woman?

If you look closely, you will notice the photos of the woman who goes by the name "Dr." Candice Matthews inside the fake Facebook account of someone named Michelle Joseph. As you can see, the woman who goes by the name "Dr." Candice Matthews has no problem hiding behind the identities of other people on Facebook and other social media networks, which is a crime in Texas.

The judge you see above (Judge David Farr) was a Republican, presiding over the 312th Family District Court back in 2016. After the "DEMOCRAT OPERATIVE" who goes by the name of "Dr." Candice Matthews threatened Judge Farr using a fake Facebook account. After getting threatened, Judge Farr stepped away from presiding over Candice's child custody case, and it was moved to another court. However, for the record, Judge David G. Farr, a Republican, went on to lose his seat to his Democratic challenger, Clinton "Chip" Wells, during the 2018 Midterm Election in Harris County, Texas.

Do you see the lines circled in red above? Well, we all should thank Beverly Encenio (the wife of Candice Matthews' ex-husband), who alerted her attorney, who then notified Judge David D. Farr of the threat. But what happened next is the strangest part of all: once Judge David D. Farr learned that "Dr." Candice Matthews had threatened him, he recused himself from her Child Custody case. Now, I know this sounds crazy, but on July 11, 2016, a Proposed Order of Recusal and a Motion to recuse Judge Farr were entered into the court record. Then, get this: a little under a month later, on August 5, 2016, an order was signed recusing Judge David Farr, and Candice Matthews' custody case was transferred to another Harris County court, where she ultimately regained custody of her minor child. So, in the end, threatening Judge David D. Farr and having him recuse himself worked out just as Candice Matthews intended it to. But these sorts of "INIMIDATION TACTICS" should be denounced.

Judges in Jefferson County and Harris County Must Stand Strong Against Attacks from People Like "Dr" Candice Matthews

AUBREY R. TAYLOR REPORTS©

It is a crime to threaten a judge or anyone else in the state of Texas. I am going to say that again, for the people way in the back, “YOU CANNOT THREATEN JUDGES,” for doing their job, and not expect there to be repercussions and consequences.

For that matter, threatening any public servant, including judges, in retaliation for performing their official duties is a deliberate criminal act. In the case of the woman called “Dr.” Candice Matthews having a “ONE-YEAR PEACE BOND,” placed on her by the Honorable Judge Joseph L. Guillory, over in Jefferson County, Texas, that woman should be counting her blessings, because she’s lucky she hasn’t been thrown in jail already.

Listen. The person threatening a public servant does not have to carry out their threat to face a third-degree felony, punishable by a range of two to 10 years in prison, and a fine of up to $10,000.00, the last time I checked.

With that out of the way, I have been sitting back and watching too many judges in Harris County, Texas, and Jefferson County, Texas, shrink back in fear at the mention of the name of the woman known as “Dr.” Candice Matthews, who serves as the National Minister of Politics for Quanell X’s New Black Panther Nation – this must STOP!!!

Why? What power does this “Dr.” Candice Matthews woman wield that makes her this supreme ruler, with might, majesty, and power? Who does this woman think that she is?

“MINISTERS OF GOD.”

In the Book of Deuteronomy, in the 16th Chapter, of the Holy Bible (NKJV), the word of GOD states, “You shall appoint judges and officers in all your gates, which the LORD your God gives you, according to your tribes, and they shall judge the people with just judgement.”

The referenced 16th Chapter in Deuteronomy also states, “You shall not pervert justice; you shall not show partiality, or take a bribe, for a bribe binds the eyes of the wise and twists the words of the righteous.”

Since winning the 2022 Midterm race to become the Justice of the Peace for Precinct 2, Judge Joseph L. Guillory, II has been an exemplary judge. The notion that a cowboy-hat-wearing, wannabe “COMMUNITY ACTIVIST,” would try to tarnish Judge Guillory’s judicial legacy and prevent him from winning re-election in next year’s 2026 Midterm Election is blasphemous.

Judge Joseph L. Guillory, II, the presiding justice of the Peace for Precinct 2, in Jefferson County, Texas, and other judges serving on benches are “MINISTERS OF GOD,” and their robes must be respected when they are doing God’s work, and operating under his protection.

“INTIMIDATION TACTICS.”

A Republican judge named David G. Farr had “INTIMIDATION TACTICS” used against him by the woman called “Dr.” Candice Matthews years ago when she threatened him, and successfully forced him to step aside from a case she had in his courtroom.

Judge Farr presided over the 312th Family District Court in Harris County, Texas, in 2016. After “Dr.” Candice Matthews posted a threat against the Republican judge from what was believed to be a fake Facebook account.

After Judge Farr was threatened, he stepped away from presiding over Candice’s child custody case. After Judge Farr stepped away from Candice’s case, it was transferred to another court, which made “Dr.” Candice Matthews feel mighty.

Along the way, “Dr.” Candice Matthews has verbally attacked and berated other local judges in Harris County, Texas, such as the Honorable Judge Lillian Henny Alexander, the presiding judge for the 507th Family District Court, who defeated a friend of “Dr.” Candice Matthews, named Judge Julia Maldonado, during the 2024 Presidential Election race.

It is unclear at this time whether Judge Maldonado is involved in the incident in which Judge Lillian Henny Alexander found herself being verbally attacked by the woman known as “Dr.” Candice Matthews. Still, we are keeping a watchful eye on that matter.

It is unclear if the cowboy-hat-wearing woman plans to attack Judge Kristen Hawkins, the presiding judge for the 11th Civil District Court, or Judge Damiene “Diane” Curvey, the presiding judge for the 280th “Family Protective Order Court,” like she’s attacking Judge Joseph L. Guillory, II, but time will tell, as cases involving “Dr.” Candice Matthews continue to work their way through the Harris County Judicial system in the coming months.

“PEACE BOND JUSTIFIED.”

A few days ago, I ordered my chief private investigator, who is a former FBI Investigative Specialist, named Charles “Chuck” Marler, to pull me a “COMPREHENSIVE REPORT” on Judge Joseph Laneth Guillory, II, the presiding Justice of the Peace for Precinct 2, in Jefferson County.

According to former FBI Investigative Specialist Charles “Chuck” Marler, “Big City politics of bullying the courts may work in Houston, Texas, but it doesn’t work in Jefferson County, Texas."

Marler’s comments come on the heels of the “RETALATORY CAMPAIGN,” launched against the Honorable Judge Joseph Laneth Guillory, II, after he placed a one-year “PEACE BOND” on the woman known as “Dr.” Candice Matthews, who is hell-bent on terrorizing citizens of the great State of Texas.

“Candice has reverted to Black on Black Crime to try and get her way,” explained Marler, who worked for the FBI for 16 years, learning all facets of the bureau’s complex operations, including evidence collection, radio communications, aviation surveillance, and Forward Looking Infra-Red (FLIR) technology.

Marler went on to state, “Candice didn’t get her way when she appeared before Judge Joseph Guillory, in this JP Court, and is now trying to smear a respected Black judge for not bowing to her whims and demands.”

He served as an Investigative Specialist for 12 years, a member of the Special Surveillance Group. He conducted, organized, and completed thousands of surveillances on Drug (as FLIR operator), Intelligence, and Terrorism targets.

“GLOBAL FINANCIAL CRISIS.”

After paying his fine and making immediate corrective measures, Joseph L. Guillory, II proceeded with operating his transport business in Katy, Texas, until the “GLOBAL 2008 FINANCIAL CRISIS” caused worldwide upheaval, and caused many Americans to lose their dreams and livelihoods.

It was during the “GLOBAL 2008 FINANCIAL CRISIS” that Joseph L. Guillory, II, was forced to file for bankruptcy, and walk through a wilderness period, as he struggled to rebuild his life, and restore his livelihood, after walking through the financial hardships he and other hardworking Americans endured.

“In 2008, during his bankruptcy, an unfortunate incident occurred between Joseph L. Guillory, II, and another gentleman, where an argument ensued,” said our former FBI investigative Specialist, who did a complete investigation into documents related to the incident.

According to our former FBI Investigative Specialist, he also reviewed the circumstances related to what happened on or about August 25, 2008, between Joseph Laneth Guillory, II, and another individual, which was unfortunate.

“During the incident in question, Joseph L. Guillory, II, was accused of causing minor damage to the windshield of the other gentleman’s vehicle, but that case got dismissed,” explained Marler.

In his assessment of Judge Joseph L. Guillory’s character, background, and judicial temperament, our former FBI Investigative Specialist informed me that he’s earned the right to continue to serve the people of Jefferson County, Texas.

“SOLID INVESTIGATOR.”

Former FBI Investigative Specialist Charles “Chuck” Marler participated in joint training operations with the DIA, DEA, JCTA, and CIA. He was an instructor and evaluator numerous times for the FBI’s surveillance training programs.

During his time with the bureau, Marler managed several FLIR System Operators while coordinating one of the FBI’s prominent FLIR programs. He also provided case guidance, became an expert in the operation and maintenance of FLIR equipment, and personally trained or supervised the training of his operators.

Under Charles’ leadership and guidance, the FLIR program conducted numerous successful operations against espionage subjects, suspected terrorism subjects, drug shipments, violent crime, and kidnapping searches.

Since 2008, Marler has been a co-owner of a private investigative firm based in Houston and has worked as a Private Investigator in Texas for the past four years, specializing in covert physical surveillance operations.

As a private investigator, he has performed complex criminal investigations and conducted surveillance operations involving workman’s compensation, child custody, drug use, theft, and the elusive but frequent cheating spouse.

“ACTIVIST OR TERRORIST?”

What do you think of when you hear the term community activist? Do you think of someone threatening to blow up schools with children inside?

Do you think of someone jumping in their car and driving from North Houston to the small town of Port Arthur, Texas, to rant, rave, cuss, and berate a law-abiding citizen when you think of a community activist?

What about driving to the home of a law-abiding citizen and threatening to blow up their car? Is that what you picture in your mind when you think of a community activist?

I don’t know about you, but when I think of a true “COMMUNITY ACTIVIST,” I think of a member of a community who gives tirelessly of themselves, in a voluntary capacity.

By definition, a “COMMUNITY ACTIVIST” is a member of a community who voluntarily works with others from that community to achieve aims and goals that make the community a better place to live, work, and play.

When you have a so-called “COMMUNITY ACTIVIST” charging victims and traumatized family members of victims exorbitant fees to discuss their issues, something has gone desperately wrong. Furthermore, victims may be subjected to further victimization if someone doesn’t step in and do something.

So, is the cowboy-hat-wearing “Dr.” Candice Matthews an activist or a modern-day terrorist? Is she an activist or a loud-mouth bully? A dignified woman who holds a Doctor of Philosophy (PhD) from several different prestigious universities, or worthless sheets of paper?

No, I am not here to talk about “Dr.” Candice Matthews and the many lies she has told to obtain licenses to run her child placement agency – the ship has sailed on that issue..

Nope. I won’t discuss my lengthy investigation into “Dr.” Candice Matthews or her education, which I’m 100% sure is fraudulent.

I don’t care whether “Dr.” Candice sues me again, and drops the lawsuit with prejudice, again, as she did several years ago. However, in the spirit of public concern, we must do something to stop this cowboy-hat-wearing bully from terrorizing law-abiding citizens, including members of the judiciary in Harris County, Jefferson County, Fort Bend County, Waller County, and other Texas counties and jurisdictions.

For the record, “Dr.” Candice Matthews does not hold degrees from any of the prestigious American universities she claimed to have degrees from as part of a child custody court proceeding related to CAUSE NO.: 2010-06089, in Harris County, Texas, a few years ago.

I no longer have a beef with “Dr.” Candice Matthews regarding her fraudulent court filings and transcripts. We settled our issue, and I’m good with that, and have moved on with my life.

If you recall, “Dr.” Candice Matthews reported that she had received her Doctorate in Educational Leadership from the University of South Carolina in 2005, which turned out to be a bald-faced lie.

“Dr.” Candice Matthews also reported in the aforementioned court record that she had obtained a Master’s degree in Education from Temple University back in the year 2001, and a Bachelor’s degree in Sociology from Temple University back in the year 2000, which was also a bald-faced lie, submitted in court documents under penalty of perjury.

“ENTER RICKY JASON.”

The woman called “DR” Candice Matthews has allegedly been terrorizing the entire City of Port Arthur, Texas. She initially had a court date set to appear in a Port Arthur, Texas courtroom on Wednesday, October 16, 2024, at 1:30 p.m. to enter her plea of guilty or not guilty.

Community Activist Eligah “Ricky” Jason, a protégé of the late comedian, actor, writer, activist, and social critic Dick Gregory, has been living in fear for nearly a year.

Jason is still waiting to hear back from the Department of Justice (DOJ) regarding the complaint he filed on behalf of the victims of Quanell X and Candice Matthews, also known as “DR,” last year, after being threatened by Matthews.

The federal complaint filed by Jason stems from “DR” Candice Matthews allegedly threatening to bust the windows out of his car and blow up his home on Wednesday, August 21, 2024.

At the time of the Wednesday, August 21, 2024, incident, “Dr.” Candice Matthews proclaimed that the Police Chief of Port Arthur, Texas (Timothy Duriso) and the Mayor of Port Arthur at the time of the incident (Thurman Bartie), were both her blood relatives, and were turning a blind-eye to her criminal activities.

After a quick inquiry into the matter by our investigative team, we determined that neither Timothy Duriso nor Thurman Bartie was a blood relative of “Dr.” Candice Matthews when she was captured on video threatening, harassing, and bullying her Eligah “Ricky” Jason, on Wednesday, August 21, 2024, on the streets of Port Arthur, Texas.

“THE PEACE BOND.”

To keep the peace, Judge Joseph L. Guillory, II, placed a “PEACE BOND” on “Dr.” Candice Matthews inside his courtroom on Wednesday, June 17, 2025.

In his order, Judge Joseph L. Guillory, II, made Dr. Candice Matthews swear in open court that she will remain peaceful through Wednesday, June 17, 2026, when the “ONE-YEAR PEACE BOND” he placed against her will expire.

“I, CANDICE MATTHEWS, Respondent in this case, acknowledge that I have been ordered to post this Peace Bond. I swear that I will not commit the offense alleged in the attached Application, and that I will keep the peace toward Applicant, and toward any others named in this bond. I acknowledge that failure to follow these conditions may result in forfeiture of the bond, as well as punishment, including confinement in jail, for contempt of court,” stated the “PEACE BOND,” document that “Dr.” Candice Matthews signed.

Since getting placed on a “ONE-YEAR PEACE BOND,” the woman known as “Dr.” Candice Matthews has verbally attacked Judge Joseph L. Guillory, II, and used all sorts of intimidation tactics to bully, harass, and belittle this honorable member of the judiciary.

“RE-ELECTION BID.”

It would be in the best interest of the people of Port Arthur, Texas, to ignore the “BULLY-TACTICS” being used by “Dr.” Candice Matthews, going forward into the 2026 Democratic Party Primary Election, scheduled for Tuesday, March 3, 2026.

Judge Joseph L. Guillory has done a fine job since being elected Justice of the Peace for Precinct 2 in the 2022 Midterm Election. That said, he will be running for re-election in the 2026 Midterms and has earned the right to serve a second term.

“I am Judge Joseph L. Guillory II, and I am honored to serve as your Justice of the Peace for Precinct 2 in Jefferson County,” his website states. “Serving in this role is not just a duty—it is a deep and abiding calling to uphold justice, equity, and service on behalf of the people I have the privilege to represent.”

Judge Guillory, II, is a lifelong resident of Port Arthur and a proud graduate of Abraham Lincoln High School, Class of 1986. “I am committed to the well-being of our community. My experience as a former law enforcement officer, businessman, minister, and family man has shaped me into the leader I am today—grounded in faith, driven by compassion, and focused on service,” his website states.

“CLOSING THOUGHTS.”

From what I can see, Judge Laneth Guillory, II, the presiding Justice of the Peace for Precinct 2, in Jefferson County, Texas, is a man of tremendous restraint, a courageous man when it comes to performing his duties.

His life story is a shining example and testament of how one man persevered through short-term setbacks, in his personal life, financial life, during the “GLOBAL 2008 FINANCIAL CRISIS,” to earn the distinction of being called a Minister of Justice for the LORD!

Harris County Commissioner Rodney Ellis, a local elected official, summoned "Dr." Candice Matthews for a meeting. On the way up to Commissioner Rodney Ellis' home, "Dr. Candice Matthews, the National Minister of Politics for Quanell X's New Black Panther Nation, turned on a secret recording device and captured Commissioner Ellis conducting an "ILLEGAL MEETING" during which county business was discussed at his residence. After "Dr." Candice recorded Commissioner Rodney Ellis breaking the law, she proceeded to allegedly extort Commissioner Ellis, and "BLACKMAIL," Bishop James Dixon, the president of the National Association for the Advancement of Colored People (NAACP), in an attempt to try to take over the presidency, of the NAACP, and seize control of local Criminal, Civil, and Justice of the Peace Courts, in Harris County, Texas.

"TERRORISTIC THREAT."

In the video above, Candice Matthews traveled from North Houston in Harris County, Texas, over to Port Arthur, Texas, in Jefferson County, Texas, to threaten, harass, intimidate, and bully a rival community activist named Ricky Jason, the protégé of the late comedian, actor, writer, activist and social critic Dick Gregory. According to the Port Arthur Community Activist (Ricky Jason), during the alleged incident, Candice Matthews threatened to blow up his car and do bodily harm to him if he continued to talk about her on the internet from his computer, from inside his home, which is a Federal Crime. Also, the Texas Penal Code - PENAL § 22.07 says that a person commits a "TERRORISTIC THREAT" if they place any person in fear of imminent serious bodily injury, which Candice Matthews clearly did in this video.

"DOMESTIC TERRORISM."

In the broadest sense, Terrorism is the use of violence, or the threat of violence, against non-combatants to achieve a political or ideological aim. This term is used in this regard primarily to refer to intentional violence or the threat thereof during peacetime or in the context of a war, or during a heated political battle or campaign to strike fear in the hearts of political rivals or opponents. In the video above, "Dr." Candice Matthews broke the law when she stated that she would cause serious bodily injury to her fellow rival community activist.

Quanell X, and "Dr." Candice Matthews have filed a $1 million "DEFAMATION LAWSUIT" aimed at infringing upon the First Amendment Rights of Ricky Jason, Shere Doore, Angela Johnson, Samantha Gordon, and Jerold "Critical" Evans, in the 11th Civil District Court, in Harris County, Texas, which is presided over by Judge Kristen Hawkins. In case you don't know, Judge Hawkins is a no-nonsense "DEMOCRATIC JUDGE," who is fair and above board.

- VIEW LAWSUIT -

Judge Kristen Hawkins is the presiding judge for the 11th Civil District Court in Harris County, Texas. Judge Hawkins was recently re-elected to her bench and will not be up for re-election until the 2028 Presidential Election. Judge Hawkins is an excellent judge who refrains from engaging in partisan political games within her courtroom. However, it is unclear at this time how Judge Kristen Hawkins will handle the "CIRCUS-LIKE" atmosphere and intimidation tactics she could be faced with if she rules against "Dr." Candice Matthews and Quanell X, in what appears to be a frivolous "DEFAMATION LAWSUIT," that has been filed to intimidate, harrass, and bully Ricky Jason, Angela Johnson, Shere Doore, Jerold "Critical" Evans, and Samantha Gordon.

In his order, Judge Joseph L. Guillory, II, made Dr. Candice Matthews swear in open court that she will remain peaceful through Wednesday, June 17, 2026, when the "ONE-YEAR PEACE BOND" he placed against her is set to expire. "I, CANDICE MATTHEWS, Respondent in this case, acknowledge that I have been ordered to post this Peace Bond. I swear that I will not commit the offense alleged in the attached Application, and that I will keep the peace toward Applicant, and toward any others named in this bond. I acknowledge that failure to follow these conditions may result in forfeiture of the bond, as well as punishment, including confinement in jail, for contempt of court," stated the "PEACE BOND," document that "Dr." Candice Matthews signed.

The woman, identified as "Dr." Candice Matthews, claims to have relationships with influential people. Still, she's using an attorney named Adjua Umoja-Justice to appeal Judge Joseph L. Guillory's decision to place her on a "ONE-YEAR PEACE BOND," which will not expire until Wednesday, June 17, 2025.

Dr. Candice Matthews was summoned to the home of Harris County Commissioner Rodney Ellis, along with Jacqueline Aluotto, for a private meeting. While at Harris County Commissioner Rodney Ellis's house, "THE GOOD DOCTOR" used a recording device to secretly capture the meeting, and used the secretly secured audio as part of an alleged scheme to "EXTORT AND BLACKMAIL" Commissioner Rodney Ellis and Bishop James Dixon.

"Dr." Candice Matthews used a recording device to secretly capture the meeting, and used the secretly secured audio as part of an alleged scheme to "EXTORT AND BLACKMAIL" Commissioner Rodney Ellis and Bishop James Dixon.

"EXTORTION PLOT."

The private meeting between Harris County Commissioner Rodney Ellis, Jacquelyn Aluotto, and “DR” Candice Matthews took place on Tuesday, October 3, 2023, at Commissioner Ellis's Home, located at 2102 Sunset Boulevard, Houston, Texas 77005.

"COPY TO QUANELL."

On Wednesday, October 4, 2023, at 2:19 p.m., “DR” Candice Matthews emailed a copy of her “SECRETLY RECORDED AUDIO TAPE” she captured at Harris County Commissioner Rodney Ellis’ home located at 2102 Sunset Boulevard, in Houston, Texas to her buddy “QUANELL X” and labeled it, “Meeting with Rodney Ellis and Jackie Aluotto about James Dixon Part 1.”

"COPY TO JAMES."

On Wednesday, October 4, 2023, at 3:28 p.m., “DR” Candice Matthews emailed a copy of her “SECRETLY RECORDED AUDIO TAPE” to her buddy “JAMES DUNN JR” who is a convicted felon who pleaded guilty to defrauding the Department of Education out of $300,000.00 and served three years in prison for his crime.

HUSH MONEY — Commissioner Rodney Ellis's 72-year-old sister, Melody Genneane Ellis, facilitated the alleged $50,000.00 "HUSH MONEY" ransom payment to James Dunn, Jr., at the direction, urging, or demand of Harris County Commissioner Rodney Ellis. James Dunn, Jr., convicted of defrauding the Department of Education out of $300,000.00, pled guilty and served nearly 3 years in prison a few years ago.

EXTORTIONIST -- James Earl Dunn, Jr., is a convicted felon who pled guilty to defrauding the Department of Education out of more than $300,000.00, may have conspired with 'DR' Candice Matthews and others to extort $50,000.00 from Harris County Commissioner Rodney Ellis in connection to Ellis's "HUSH MONEY PLOT" that was aimed at shielding and protecting Bishop James Dixon and keeping revelations of his "PREDATORY BEHAVIOR" and abuse of women from the media, and therefore from the general public. Extortion is the act of obtaining something, especially money, through force or threats.

PRELIMINARY STATEMENT

Under the supervision of Constable Alan Rosen at the Harris County Constable’s Office, Precinct One, young female deputies were handpicked for “undercover operations” under the guise of legitimate police work and were molested and traumatized by their intoxicated male commanding officers for their own sexual gratification. What began as an idea for “bachelor party” prostitution stings soon grew into a booze-fueled playground for sexual exploitation in which young, untrained deputies were subject to disgusting abuse. Both Constable Rosen and the Harris County District Attorney’s Office have been aware of this abuse for months, but they have refused to take any action and have rebuffed anyone who has complained. Constable Alan Rosen attended at least one of these ‘parties’ personally. Three of the young deputies spoke up about their abuse by their supervisors at the Constable’s Office, including Constable Rosen’s chief of staff. Still, they were ridiculed by their commanders, retaliated against by their abusers, and quietly reassigned to less prestigious duties. ***Ultimately, Constable Alan Rosen was dropped from the Federal Lawsuit.

You can (CLICK HERE) to view a copy of the "FEDERAL LAWSUIT" that was filed in the United States District Court for the Southern District of Texas Houston Division by Liz Gomez, Marissa Sanchez, Felecia McKinney, and Jacquelyn Aluotto against (HARRIS COUNTY), Alan Rosen, Chris Gore, and Shane Rigdon, in their individual capacities.

PUBLIC CORRUPTION – Jacquelyn Aluotto explains to Harris County Commissioner Rodney Ellis that her lawyers are Republicans and happen to be the same lawyers that Wayne Dolcefino employs, and that’s why she separated her case – to make sure Wayne Dolcefino didn’t find out what was unfolding.

ENTERING -- The segment above will substantiate the fact that "DR" Candice Matthews, the Chairman of the Texas Coalition of Black Democrats and National Minister of Politics for the New Black Panther Party, entered the home of Harris County Commissioner Rodney Ellis located at 2102 Sunset Boulevard, Houston, Texas, and bravely captured Commissioner Ellis "ABUSING HIS POWER" as the Harris County Commissioner for Precinct One.

ENTERING -- The segment above will substantiate that Harris County Commissioner Rodney Ellis entered a room in his home located at 2102 Sunset Boulevard, Houston, Texas 77005, and confiscated the cell phones of "DR" Candice Matthews and Jacquelyn Aluotto, but did not realize that "DR" Candice Matthews had bravely and courageously came to the meeting armed with a secret recording device to catch Commissioner Rodney Ellis red-handed abusing his power.

LEAVING -- The segment above will substantiate the fact that "DR" Candice Matthews, the Chairman of the Texas Coalition of Black Democrats and National Minister of Politics for the New Black Panther Party, safely left the home of Harris County Commissioner Rodney Ellis, located at 2102 Sunset Boulevard, Houston, Texas, after she successfully captured Commissioner Ellis "ABUSING HIS POWER" as the Harris County Commissioner for Precinct One.

SEGMENT 1 – Candice Matthews walks up to the door of Harris County Commissioner Rodney Ellis’s home at 2102 Sunset Boulevard, in Houston, Texas 77005, with a recording device already turned on as she approaches the front door.

SEGMENT 2 – Harris County Commissioner Rodney Ellis enters a room at his home at 2102 Sunset Boulevard, in Houston, Texas 77005, and greets “DR” Candice Matthews and Jacquelyn Aluotto. According to multiple sources, he confiscates their cell phones, but does not know that Matthews has a recording device attached to her keychain.

SEGMENT 3 – Candice Matthews tells Jacquelyn Aluotto why Commissioner Rodney Ellis had them meet him at his home at 2102 Sunset Boulevard, in Houston, Texas 77005. According to “DR” Candice Matthews, she and Jacquelyn Aluotto were asked to meet Commissioner Ellis at his home because he had a meeting with Bishop James Dixon scheduled and did not want Bishop Dixon to know that he was meeting with the two of them.

SEGMENT 4 – Jacquelyn Aluotto explains to Harris County Commissioner Rodney Ellis and “DR” Candice Matthews that she fears for her life. As far as we know, Commissioner Rodney Ellis did not contact any law enforcement agency to alert them about what was happening between Jacquelyn Aluotto and her co-founder of the “NO TRAFFICKING ZONE,” Bishop James Dixon.

SEGMENT 5 – Jacquelyn Aluotto explains why she kept her mouth shut and did not tell her lawyers, 30-time Emmy Award-winning Reporter Wayne Dolcefino, or Republicans. She also told Harris, Commissioner Rodney Ellis, and “DR” Candice Matthews that her child was off limits.

SEGMENT 6 – Jacquelyn Aluotto explains how she brought “HUMAN TRAFFICKING VICTIMS” to Bishop James Dixon’s Church (Community of Faith) because she felt she was doing God’s work. Still, Bishop Dixon started sleeping with the women and then never called them again. According to Aluotto, two professional women she brought to Bishop Dixon were from the Governor’s Office and the Harris County District Attorney’s Office, who fell into Bishop Dixon’s hands.

SEGMENT 7 – Harris County Commissioner Rodney Ellis asks to see the pictures and videos Jacquelyn Aloutto had of Bishop James Dixon with the “SEX TRAFFICKING VICTIMS” and the time he was in Florida representing NRG and threatened to kill himself. Matthews explains to Commissioner Ellis that Bishop Dixon needed to knock it off because she has Johnny Binder protecting Aluotto.

SEGMENT 8 – Jacquelyn Aluotto explains to Harris County Commissioner Rodney Ellis why she came to him for help. Commissioner Rodney Ellis agrees to intervene and call Bishop James Dixon, the Chairman of the Board for the Harris County Sports & Convention Corporation.

SEGMENT 9 – Jacquelyn Aluotto begins to cry and explains to Commissioner Ellis and Candice Matthews that she needs to pause for a moment. It is unclear if Commissioner Rodney Ellis contacted any local law enforcement agency after learning about Bishop James Dixon’s predatory behavior.

SEGMENT 10 – Jacquelyn Aluotto explains to Harris County Commissioner Rodney Ellis that her lawyers are Republicans and happen to be the same lawyers that Wayne Dolcefino employs, and that’s why she separated her case – to make sure Wayne Dolcefino didn’t find out what was unfolding.

SEGMENT 11 – Candice Matthews tells Commissioner Rodney Ellis to remove Bishop James Dixon from several things. However, it is unclear whether Commissioner Ellis reported Jacquelyn Aluotto’s fear for her life to any law enforcement agency.

SEGMENT 12 – Candice Matthews told Commissioner Rodney Ellis that Bishop James Dixon could be a liability. However, it is unclear if Commissioner Rodney Ellis has compelled Bishop James Dixon to seek professional help.

SEGMENT 13 – Commissioner Rodney Ellis talks about sex and money as Candice Matthews compels Ellis to go and talk to Bishop James Dixon about his alleged retaliatory behavior. It is unclear if Commissioner Ellis went to local law enforcement authorities or to the Harris County District Attorney’s Office to explain to them that Jacquelyn Aluotto came to him out of fear for her life.

SEGMENT 14 – Jacquelyn Aluotto explains to Commissioner Ellis that Bishop James Dixon had gotten into trouble. Candice Matthews compels Aluotto to tell Commissioner Ellis everything. Matthews appears to be trying to protect Commissioner Ellis and Aluotto in her quest to get Aluotto to tell Ellis every detail of her ordeal with Bishop Dixon in case the information becomes public. According to Jacquelyn Aluotto, she didn’t tell her lawyer everything about her traumatizing ordeal with Bishop Dixon.

SEGMENT 15 – Commissioner Rodney Ellis acknowledges that Bishop James Dixon’s alleged “PREDATORY BEHAVIOR” could lead to people getting killed after Jacquelyn Aluotto told him that Bishop James Dixon was having sex with a few of the wives of some of his male friends. However, it is unclear whether Commissioner Ellis went to any local law enforcement agency or the District Attorney’s Office to report that Jacquelyn Aluotto was in fear for her life.

SEGMENT 16 – Jacquelyn Aluotto tells Commissioner Rodney Ellis that Bishop James Dixon’s sister and father are the only two people who have copies of the pictures of Bishop James Dixon and the “SEX TRAFFICKING” victims, to her knowledge.

SEGMENT 17 – Candice Matthews explains to Jacquelyn Aluotto that she needs to tell Commissioner Rodney Ellis what she wants. It is unclear at this time whether Commissioner Rodney Ellis compelled Bishop James Dixon to stop his “RETALIATORY BEHAVIOR” or to discontinue his alleged “PREDATORIAL BEHAVIOR” in his capacity as the Chairman of the Board for the Harris County Sports & Convention Corporation.

SEGMENT 18 – Jacquelyn Aluotto and “DR” Candice Matthews were escorted out of the front door of Harris County Commissioner Rodney Ellis’s home at 2102 Sunset Boulevard, in Houston, Texas 77005. If you listen closely, the rustling sound you hear is “THE RECORDING DEVICE,” continuing to record as Commissioner Rodney Ellis and Candice Matthews exchange pleasantries as she walks away from Commissioner Ellis’s house to her vehicle parked on the street.

Bishop James Dixon appears to be a deranged and out-of-control "SEXUAL PREDATOR" if you believe the "SECRETLY RECORDED" audio recording bravely and courageously captured by 'DR' Candice Matthews when she boldly entered the home of Harris County Commissioner Rodney Ellis, located at 2102 Sunset Boulevard, in Houston, Texas.

The mere mention of the name "DR" Candice Matthews strikes fear into the hearts of many women and men across Texas. However, "THE GOOD DOCTOR," whom my late friend Gerry Wayne Monroe, "THE 5-STAR GENERAL," went to his deathbed fighting to expose, for her alleged fraudulent ways, appears to have met her match in a battle playing out between her and Angela Johnson, a one-time ally and close friend of hers. To get the full scoop on these two, tune in to www.1230kcoh.com on Juneteenth at 1:00 p.m. and you'll get the whole story.

The beef between "DR" Candice Matthews and her former ally and compadre, Angela Johnson, has spilled over into the streets of Houston and has prompted Angela Johnson to seek legal action against "THE GOOD DOCTOR" in a local Harris County District courtroom. On Friday, June 27, 2025, Angela Johnson will appear in the 280th Family District Court in Harris County, Texas, which is presided over by Judge Damiene "Dianne" Curvey, an African American female Democrat. According to Angela Johnson, she is seeking a "PROTECTIVE ORDER" against Candice Matthews. She prays that Judge Curvey, who is up for re-election in next year's 2026 Democratic Party Primary race for the 280th Family District Court, in Harris County, Texas, will do the right thing and protect her from Candice Matthews, whom Angela Johnson believes is dangerous.

Former prizefighter turned businessman Eric Carr has been the talk of the town since he announced that he would not be supporting his former brother-in-law, George Foreman IV, in the upcoming Tuesday, November 4, 2025, "SPECIAL ELECTION" race for the coveted 18th Congressional District of Texas seat, that was formerly held by Carr's dear friend, and mentor, the late Congresswoman Sheila Jackson Lee, who was succeeded by Sylvester Turner. Carr plans to throw his support behind his close friend, State Rep. Jolanda "Jo" Jones, who entered the race last week and announced that she's running as a Democrat. It is unclear if George Foreman IV plans to run as a Republican, Democrat, or Independent because George Foreman IV still hasn't officially entered the CD-18 race by filing his "STATEMENT OF CANDIDACY" with the Federal Election Commission (FEC) as of today. Listen to www.1230kcoh.com on Thursday, June 19, 2025, for the latest information about the upcoming race for CD-18, the candidates vying for the coveted seat, and more.

T.J. Baker is running for the 18th Congressional District of Texas on Tuesday, November 4, 2025. Early voting will begin on Monday, October 20, 2025, and end on Friday, October 31, 2025. Election day voting will take place on Tuesday, November 4, 2025. The deadline for candidates to enter the race is on Wednesday, September 3, 2025.
