THE RACE FOR DISTRICT 4

Back on February 7, 2017, the Sugar Land, Texas City Council approved Ordinance No. 2078 which ordered an election to be held on Saturday, May 6, 2017 to elect council members for Districts One, Two, Three, and Four. No candidate chose to oppose Council Member Stephen R. Porter, Single Member District One before the filing deadline. Nor did any potential candidates choose to oppose Council Member Bridget R. Yeiung, Single Member District Two; or Council Member Amy L. Mitchell, Single Member District Three. So the Sugar Land, Texas Single District Council Members representing Districts One, Two, and Three will have no opposition in the Saturday, May 6, 2017 General Election.

According to the City of Sugar Land’s website, Sean Burnett works as VP of Sales & Marketing at Covia Health – a healthcare services firm focused on early detection of breast cancer. He served as Chief Operating Officer at BrandExtract, Senior VP of Operations and Client Services at Freed Advertising and as Director of MBA Programs at Rice University. Burnett also served as Managing Partner of the Outback Steakhouse in Sugar Land.

Burnett volunteers as Vice Chairman on Sugar Land’s Planning & Zoning Commission, Vice President on the Board of Cornerstone Christian Academy and on the Alumni Board of Rice University’s Jones Graduate School of Business. Previously, Sean served on/with Sugar Land’s Zoning Board of Adjustments, the Board of Directors for the Ft. Bend Chamber of Commerce, the Board of the Ft. Bend Education Foundation and as a proud member of the Sugar Land Rotary Club.

Sean Burnett has been married to Nancy for 19 years and has one daughter, a Freshman at Trinity University. The Burnett’s have been members of the First Colony Church of Christ since 1998.

Sean earned a Bachelor of Science degree in Advertising from the University of Texas at Austin and a Masters of Business Administration (MBA) degree from Rice University. 

MEET CAROL K. McCUTCHEON


CAROL K. McCUTCHEON

According to the City of Sugar Land’s website, Carol McCutcheon is a 23-year resident and community leader of Sugar Land. Serving her 24th term as a First Colony Neighborhood Representative, she has a track record of helping the neighborhoods and representing citizen concerns to the City. She serves on Sugar Land's Land Use Advisory Committee and previously served on the Charter Review Commission. 

Carol has 20+ years of experience as an engineer in the oil and gas business. She led multi-disciplinary teams at Atlantic Richfield, Occidental Petroleum, and Santos. She earned a B.S. in Chemical Engineering from the University of Tennessee, M.S. in Chemical Engineering from the University of Texas, and MBA from the University of Houston.

She is a graduate of Sugar Land 101, Sugar Land Police Academy, Sugar Land Fire Academy, Sugar Land Airport Academy, Fort Bend Leadership Forum, Leadership Houston, Leadership Texas, and Leadership America. She was President of the Women's Energy Network Board of Directors and funds raised for Girls Inc. of Greater Houston, Women Helping Women, and Dress for Success Houston.

Carol and Joe have been married for 30 years. She states "I look forward to being the people's voice for District 4 and enhancing the quality of life we enjoy in Sugar Land."

MEET SADAR QAISAR IMAM

Qaisar “Q” Imam, Senior Project Manager at IBM has served a multitude of Fortune 500 clients during his career helping them establish strong program governance to realize technological innovation. Prior to IBM, Q served as a project manager with PriceWaterhouseCoopers (PWC) consulting for Public Utility conglomerates all over the United States. 

Q is active with the boards of the Exchange Club of Fort Bend, the Fort Bend Rainbow Room and was recently named Vice Chair of the Committee for Civilian Engagement for the Association of United States Army. Q has been involved with the Fort Bend Chamber of Commerce and South Asian Chamber of Commerce.

As the Volunteers Chair of the Toys for Tots/Santa’s Exchange, Q has been instrumental in engaging over 1,400 Fort Bend youth to volunteer. He also volunteers with the American Cancer Society and Hope-For-Three raising Autism awareness. 

Married to Bushra Cheema for 24 years, Q has three children attending University of Houston and FBISD schools.

Q attended The College of Wooster in Ohio where he was an Economics major and graduated with the prestigious William Galpin Award for the best graduate. He has served on his alma mater’s Alumni Board. 



LOOKING AHEAD TO MISSOURI CITY ON TUESDAY, NOVEMBER 7, 2017

The 2017 General Elections for Missouri City, Texas Will Be Held on Tuesday, November 7, 2017 Instead of Saturday, May 6, 2017

During the October 17, 2016, Regular City Council meeting for Missouri City, Texas, sitting Council members voted 4-3 to approve a resolution that moved the general elections for Missouri City, Texas from Saturday, May 6, 2017 to Tuesday, November 7, 2017. 

Mayor Allen Owen will not be up for re-election in the upcoming election. He will not be up for re-election until November 2018. However, Yolanda Ford (top left), is the Council member for District A; Don Smith (top right), is the Council member for District B; Anthony Maroulis (bottom left), is the Council member for District C; and Floyd Emery (bottom right), is the Council member for District D will be up for re-election on Tuesday, November 7, 2017.

The approved resolution adjusts the terms of office for the Mayor and Council members to conform to the November election date as follows: 

The terms of the Mayor and Councilmember at-large, Positions 1 and 2, which currently expire in May 2018, shall be extended until the November 2018 uniform election date; 

The terms of the Councilmember, District A; Councilmember, District B; Councilmember, District C; and Councilmember, District D, which currently expire in May 2017, shall be extended until the November 2017 uniform election date. 

Thereafter, in accordance with Section 6.01 of the City Charter, the mayor and each councilmember shall serve for two-year terms.

MEET THE MISSOURI CITY, TEXAS COUNCIL MEMBERS UP FOR RE-ELECTION ON TUESDAY, NOVEMBER 7, 2017




Council member Yolanda Ford is a 35 year resident of Missouri City and she has a passion for public service, community development, design and entrepreneurship. Professionally, Ford’s background is in urban planning, architecture, community development and government contract management. Ford holds a Masters of Architecture (M. Arch) from Prairie View A & M University and a Bachelor of Science (B.S) from the University of Houston. 

Ford is an associate member of the American Institute of Architects (AIA) and the American Planning Association (APA). She has served on the Colony Crossing Homeowners Association (CCHOA) board and is currently a member of the Texas Parkway Alliance (TPA) and A. Phillip Randolph Institute (APRI). 

Yolanda Ford was elected as the District A City Councilmember on June 15, 2013.



Council member Don Smith and family have owned a home in Hunters Glen III for 31 years. He is the current president of the Hunters Glen-III Homeowners' Association and has served on that board in many capacities over the years. Don and his wife Etta have been married for 33 years and have five boys and one girl. Their seven grandchildren and one great-grandchild complete the family.

Council member Smith is a veteran of the U.S. Air Force and since retiring as the southwestern divisional marketing director for Pitney Bowes, Don primarily has focused on community service.

Councilmember Smith has recently resurrected the Texas Parkway Alliance; was a board member of the City’s Tax Increment Reinvestment Zone 1, and was secretary of the Texas Association of Black Council Members. He is chairman of the Missouri City Juneteenth Celebration Foundation; is a life time member of the NAACP and the A. Phillip Randolph Institute, a member of the Missouri City YMCA Century Club, the Black Heritage Committee – Houston Livestock Show and Rodeo, and the Covenant Glen United Methodist Church Male Chorus.

Don Smith was first elected as the District B City Councilmember on May 5, 2001 and continued to serve in this capacity until June 16, 2007. Then, on May 17, 2010, Don Smith was appointed to fill a vacancy in District B and he continued to win re-election to that position. On May 18, 2015, Don Smith was elected by City Council to serve as Mayor Pro Tem.



Anthony G. Maroulis has been a resident of Missouri City since 1997. Anthony is married and has two kids. He and his family live in First Colony and his kids attend FBISD schools. Anthony is a graduate of the University of Houston, where he studied Electrical Engineering. He also has a degree in Biomedical Electronics Technology. Anthony is a second generation “Greek –American” and one of three sons to Efstathios Maroulis and Ourania Maroulis. Anthony attends the Annunciation Greek Orthodox Church.

Anthony has been very active at all levels in the Community; City, School, and HOA. Anthony has served on the Missouri City Parks Board, Bond Committee, Police Chief Selection committee, Missouri City Police TCLEOSE Advisory Board and is a graduate of Citizens Police and Fire Academy. In addition, he is a very active volunteer in FBISD where he is a FBISD mentor at Dulles Middle School, the Communications Chair at Dulles Middle School, has served as PTO- Publicity Chair at Lexington Creek Elementary and founded Dad’s Club at Lexington Creek Elementary. Finally he has served on the YMCA board and on the First Colony Association as Board Member and continues to serve on the covenants committee. He is committed to being an advocate for all the citizens of Missouri City, supporting the Police and Fire Departments so that the City maintains the safest place to live and is focused on economic prosperity. 

Anthony Maroulis was declared as the District C unopposed candidate on March 16, 2015 and sworn into office on May 18, 2015 as City Councilmember.



Councilmember Floyd Emery has been married 52 years to his wife, Linda. They have been homeowners in Quail Valley for more than 35 years, where they raised their two sons, Brian and Dennis.

Councilmember Emery retired from Halliburton in 1999 and was employed by Baroid/Dresser/Halliburton for 47 years of service prior to his early retirement. During his tenure, he achieved a successful business career excelling in the management and directorship of Information Technology, Finance and Human Resources. 

Councilmember Emery continues to have extensive involvement in various Missouri City and Quail Valley community service organizations. This includes QV Proud as its current president, Citizens for Missouri City’s Future as its president, an active member of the QV Exchange Club, and as chair of the Missouri City Police Officers Association annual benefit golf tournament. 

Floyd Emery was elected as the District D City Councilmember on May 14, 2011.

MEET MAYOR TOM REID



ABOUT MAYOR TOM REID

Born in Houston, Mayor Reid acquired his conservative philosophy growing up in the farming and ranching country of Central Texas. He moved with his family to Pearland in 1965 and both his son and daughter graduated from Pearland schools. Mayor Reid became active in Pearland and served as Scout Troop Committee Chairman, City Planning Commissioner, City Councilman, Chairman of the Pearland Library Board, Chairman of Brazoria Drainage District #4, and as Mayor.

His professional career includes scientific writing, underwater defense research for the Navy Department, and as a Junior Design Engineer with WKM Valve Manufacturing Company. He was hired by Rockwell International and worked at Johnson Space Center from 1965 to 1997. He supervised and managed complex projects with sizeable staffs and tight budgets on Gemini, Apollo, Apollo-Soyuz, Skylab, and Space Shuttle Programs, and spent the last 10 years at JSC in the Space Shuttle Program Office.

Mayor Reid is highly visible in community activities. He is a Board Member of Pearland Arts League, PISD District Education Improvement Committee, and Adult Reading Center. He is a member of the Gideon Society, Chamber of Commerce, C. F. Spencer Lodge, and many other community organizations. He is an Eagle Scout, Ordained Elder in the First Presbyterian Church, and is a 32 Degree Mason and a Shriner.

He has a history of regional participation and currently represents Pearland as a Board Member and Past President of the Houston-Galveston Area Council and the Texas Association of Regional Councils, and is Secretary of the H-GAC Transportation Policy Council. He is on the Executive Board of Bay Area Transportation Partnership and is a Vice President of the Economic Alliance of the Houston Port Region. He is also Chairman of the Pearland Development Authority, and the Pearland Area Citizens Corps.

Mayor Reid believes that regional partnerships on transportation, surface water, and air quality are essential to economic growth and quality of life for both Pearland and the Houston Gulf Coast area. He is working with local, regional, and state organizations and officials to make Pearland a quality city that will make us all proud to say we live in Pearland.

Traffic and Roadway Projects


We should all be proud that Pearland is one of the fastest growing cities in the nation – but growth brings challenges. We must strengthen our city for the future by continuing multiple transportation solutions for Pearland commuters such as Park and Ride, light rail, and support the toll lanes for SH-288. We must also complete our city roadway and street construction plans to provide mobility and other major capital improvements for our citizens.

Public Safety and City Services


We must continue Pearland’s recognized quality of life by managing our growth and continue to provide quality Police, Fire, EMS, and City Services. We must maintain our small town atmosphere, and brand Pearland as a Destination City with museums, cultural amenities and shopping and dining opportunities expected of the Gulf Coast’s 3rd largest city by population.

Quality of Life and Growth


Rapid growth is not the same as quality growth.I feel we are fortunate to have a dedicated Council and professional staff that have worked in partnership with other community organizations to make Pearland a special place to live, work, and play. I promise to continue to provide proven leadership and experience in city government and will work to continue the progress that has been made.
