Did Tarsha Jackson Steal the Houston City Council District B Council Seat from Cynthia Bailey By Running Illegally Running?


Did Cynthia Bailey (right), get robbed when she ran for the Houston City Council District B seat a few years ago? Back in 2020 Mayor Sylvester Turner and other local Democratic leaders like "Democrat" County Attorney (Christian Menefee), and "Democrat" District Attorney (Kim Ogg) appear to have turned a blind eye and allowed Tarsha Jackson to illegally run for the Houston City Council District B seat? What am I talking about? Well, Councilwoman Tarsha Jackson wasn't even eligible to run for the Houston City Council District B seat, when she was allowed to illegally appear on the ballot back on Saturday, December 12, 2020, in Houston, Texas. So, just for the record, Section 43.130 of the Texas Local Government Code says, “A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.”


On top of being allowed to illegally run for the Houston City Council District B seat back on Saturday, December 12, 2020, Tarsha Jackson may have also gained an unfair advantage by using known "ABSENTEE MAIL BALLOT HARVESTERS" to help her defeat Cynthia Bailey. Candidates like Cynthia Bailey, under the newly-formed "ELIGIBILITY REQUIREMENTS" may not be allowed to run for public office in the City of Houston on Tuesday, November 7, 2023. Why? Well, pursuant to Election Code section 141.031(a-1), a person who has been finally convicted of a felony must include in the application proof that the person is eligible for public office. Release from or successful completion of probation or parole does not make a convicted felon eligible for a place on the ballot or able to hold elected office. Tarsha Jackson has been illegally serving as the Houston City Council District B councilwoman since the very first day she took office. Why? Well, in case you don't know, Section 43.130 of the Texas Local Government Code says, “A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.”

From what I can see, we've got some very corrupt politicians occupying elected offices and helping one another to cover up their wrongdoing in Houston, Texas. In case you don't remember, back on Saturday, January 30, 2021, while Councilwoman Tarsha Jackson was at Bethany Baptist Church taking pictures with Congresswoman Sheila Jackson Lee, her sister Joanna Jackson-Arinza was over in Spring, Texas loading up a UHAUL rental truck preparing to move all of her furniture and other belongings into Councilwoman Tarsha Jackson's old house that she had just abandoned to try and get me off her trail.

However, while Councilwoman Tarsha Jackson was across town with Congresswoman Sheila Lee, her sister, Joanna Jackson-Arinza was across town moving from Spring, Texas into the home on 922 Sawgrass Ridge Lane that Councilwoman Jackson recently fled from in what looks like an attempt to cover her tracks.

The home "CROOKED TARSHA JACKSON" abandoned back on Saturday, January 30, 2021, is located at 922 Sawgrass Ridge Lane. Now, most Houstonians don’t even know that Mayor Sylvester Turner was involved in this clear-cut case of ELECTION FRAUD and voter disenfranchisement, that took place in the City of Houston, Texas under his watch.

Yes, it saddens me to say this, but most "BLACK HOUSTONIANS" don’t even realize that Mayor Sylvester Turner and his regime are the ones who have been suppressing the votes of “BLACK PEOPLE" in Harris County, Texas for decades -- not Republicans.

I know, tell me about it – its’ sad -- RIGHT? But unfortunately -- it’s true!!! However, that’s neither here, nor there at this point. 

All I can say right now is that we must push back against dirty politicians like Councilwoman Tarsha Jackson, and her allies on Tuesday, November 7, 2023, in the City of Houston General Election, the (HISD) School Board Election, and the (HCC) School Board Election.

Dirty politicians like Mayor Sylvester Turner and Congresswoman Sheila Jackson Lee have lulled "BLACK HOUSTONIANS" to sleep with their fiery rhetoric and straight-up lies for decades. I know, it’s hard to believe that Mayor Sylvester Turner would straight up lie and deceive his own people – but that’s exactly what he's become a master at doing over the years.

Mayor Sylvester Turner and many other local "BLACK ELECTED OFFICIALS" have been accusing Republicans of trying to stop Black folks from voting, for decades. But in all actuality, these corrupt "BLACK POLITICIANS" like Mayor Turner and Congresswoman Sheila Jackson Lee are the ones who may have disenfranchised thousands upon thousands of "BLACK VOTERS" who live within the boundaries of Houston City Council District B – when they allowed Tarsha Jackson to illegally run for the coveted District B City Council seat.

And not only did these dirty politicians allow “CROOKED TARSHA JACKSON” to steal the District B seat, but they also allowed her to cover up her crime after the fact. 

Now, did you know that Tarsha Jackson (by her own admission) worked on the transition teams for Mayor Sylvester Turner and Harris County District Attorney Kim Ogg? 

Do you think that’s why “CROOKED TARSHA JACKSON” was allowed to break the law and get away with doing so when she illegally ran for the Houston City Council District B seat? 

Do you think that’s why Mayor Sylvester Turner is quick to point his finger at Republicans but turned a blind eye to Tarsha Jackson’s lawlessness? 

Look, I'm not joking, Mayor Sylvester Turner sat back and allowed “CROOKED TARSHA JACKSON” to get away with a criminal act when he allowed her to illegally run for the Houston City Council District B seat.

Make no mistake about it “CROOKED COUNCILWOMAN TARSHA JACKSON” stole the Houston City Council District B seat along with the help of locally elected Democratic politicians. 

So, in effect, these crooked politicians appear conspired together and got away with hijacking the Houston City Council District B seat, as they robbed Cynthia Bailey of the opportunity to serve the people.

Listen up!!! Ignorance of the law is no excuse!!! 

Once Tarsha Jackson’s illegal criminal act was brought to the attention of local officials like "Democratic" Mayor Sylvester Turner, "Democratic" County Attorney Christian D. Menefee, and "Democratic District Attorney Kim Ogg, rather than taking corrective action, they collectively decided that it was okay for a fellow member of their regime to break the law. And not only have these crooked politicians turned a blind eye to Tarsha Jackson’s transgression of the law – several of them have assisted her in covering up her crime.

Councilmember Tarsha Jackson's voter registration card clearly showed that she was "INELIGIBLE" to run for the Houston City Council District B council seat -- that's why she has moved from 922 Sawgrass Ridge Lane to another home located in Fifth Ward -- which is deep in the heart of the District B City Council District. So, Tarsha moved from 922 Sawgrass Ridge Lane to 321 Cage Street, Houston, Texas to cover her tracks.


You can clearly see in the portion of her voter registration card above that Councilwoman Tarsha Jackson has already changed her voter registration information. But keep in mind, that at the time Councilwoman Tarsha Jackson ran for office back on Tuesday, November 5, 2019, she lived at 922 Sawgrass Ridge Lane which made her ineligible to run for the Houston City Council District B seat. By doing so anyway, she violated, Section 43.130 of the Texas Local Government Code which states, “A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.”


The photo above is a picture of the home where Councilwoman Tarsha Jackson's sister, Joanna Jackson-Arinza lived in Spring, Texas prior to moving out of it, to move into Councilwoman Tarsha Jackson's homestead that she abandoned in an apparent attempt to try and cover up her tracks. So, to be clear, Joanna Jackson-Arinza, moved from 2355 Turnbury Elm Court in Spring Texas, into Councilwoman Tarsha Jackson’s homestead that she’s vacated (922 Sawgrass Ridge Lane) sometime after my initial reports about her being ineligible to serve as the Houston City Council District B representative based on Section 43.130 of the Texas Local Government Code which says, “A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.

This is the home located that Tarsha Jackson abandoned at 922 Sawgrass Ridge Lane after Tarsha Jackson had used this address to illegally run for the Houston City Council B seat. So, Councilwoman Tarsha Jackson’s homestead was vacated (922 Sawgrass Ridge Lane) after my initial reports about her being ineligible to serve as the Houston City Council District B Councilwoman based on Section 43.130 of the Texas Local Government Code which says, “A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.


What you see in the photo above is the UHAUL moving truck that arrived at the 922 Sawgrass Ridge Lane location carrying the furniture and other household items that were placed on the truck at the 2355 Turnbury Elm Court location in Spring, Texas. So, Councilwoman Tarsha Jackson’s homestead was vacated (922 Sawgrass Ridge Lane) after my initial reports about her being ineligible to serve as the Houston City Council District B Councilwoman based on Section 43.130 of the Texas Local Government Code which says, “A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.


Harris County District Attorney Kim Ogg is one of the local elected officials who had the power to file the Quo Warranto Lawsuit to have Councilwoman Tarsha Jackson removed from office. Do you see Kim Ogg back there standing behind Tarsha Jackson smiling? Well, back in 2016, (TOP) The Texas Organizing Project endorsed Kim Ogg and played a major role in helping her win the 2016 race for Harris County District Attorney. Back then, Tarsha Jackson was the Harris County director of TOP. And not only that, Tarsha Jackson, according to her own admission served on the transition team for Harris County District Attorney Kim Ogg, and Mayor Sylvester as well.


Harris County Attorney Christian D. Menefee ran on a platform that he would be a fighter for the people. However, he decided to not file a "QUO WARRANTO LAWSUIT" to have Councilwoman Tarsha Jackson removed from office for violating, Section 43.130 of the Texas Local Government Code which states, “A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.”


Harris County District Attorney Kim Ogg didn't have the courage to stand up for the people of District B and file the Quo Warranto Lawsuit to have Councilwoman Tarsha Jackson removed from office. So, it's pretty obvious right now that many people in the Black community are starting to look at Harris County District Attorney Kim Ogg sideways. Why didn't Kim Ogg do about the fact that Councilwoman Tarsha Jackson violated, Section 43.130 of the Texas Local Government Code that states, “A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.”



Gerry Wayne Monroe, the "5 STAR GENERAL" formally requested that the Harris County District Attorney (Kim Ogg), or the Harris County Attorney (Christian Menefee) fully investigate the matter related to CouncilwomanTarsha Jackson violating, Section 43.130 of the Texas Local Government Code that states, “A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.”

Please File a Quo Warranto Lawsuit to Have Tarsha Jackson Removed From City Council

Dear County Officials, 

Kim Ogg, Harris County District Attorney, and Christian D. Menifee, Harris County Attorney for the City of Houston, I am Mr. Gerry Monroe, and this document shall serve as a formal request for an immediate investigation into the eligibility of Ms. Tarsha Jackson, to serve as a representative on City Council for District B. 

This issue stems from the reading of the Texas Local Government Code with the applicable portions being as follows: 


(b) A resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office. 

It has been determined by Tarsha Jackson’s admittance on her application to run for elected office within the City of Houston, that her address of 922 Sawgrass Ridge Ln, Houston, Texas 77073, which matches her homestead address, is located in an annexed part of the City of Houston. According to the Texas Election Code, her residency status makes her “ineligible” to be run and certainly to be elected to a municipal office, particularly the one where she now sits. 

Further, as a resident of a city’s “limited purpose” jurisdiction, although residents of her area are allowed the privilege to vote in our local elections, they, including Ms. Jackson, do not pay city taxes according to Sec 43 of the Texas Local Government Code, and as indicated with the Harris County Appraisal District. 

Myself, as well as citizens of District B, are concerned that someone who will be in charge of making decisions concerning how our city taxes are being spent, and allocated, should be someone who equally shares that responsibility and as the other council members do. 

My personal concern is how this same scenario can disqualify someone from participating in running for a city council seat and be disqualified from the seat even after her name has been placed on the ballot such as what happened with Michelle Bonton, who was disqualified for the same reasons of living in an annexed area for limited purposes. So why is Tarsha Jackson who is similarly situated is now qualified? 

Attorneys, there appears to be a “strong” necessity for a “Quo Warranto” lawsuit to be filed in this matter and should be done so immediately. According to the Texas Civil Practices and Remedies Code at Title 3. Extraordinary Remedies Chapter 66, reads as follows: 

CHAPTER 66. QUO WARRANTO 

Sec. 66.001. GROUNDS. An action in the nature of quo warranto is available if: 

(1) a person usurps, intrudes into, or unlawfully holds or executes a franchise or an office, including an office in a corporation created by the authority of this state; 

(2) a public officer does an act or allows an act that by law causes a forfeiture of his office; 

Sec. 66.002. INITIATION OF SUIT. (a) If grounds for the remedy exist, the attorney general or the county or district attorney of the proper county may petition the district court of the proper county or a district judge if the court is on vacation for leave to file information in the nature of quo warranto. 

(b) The petition must state that the information is sought in the name of the State of Texas. 

(c) The attorney general or county or district attorney may file the petition on his own motion or at the request of an individual relator. 

(d) If there is probable ground for the proceeding, the judge shall grant leave to file the information, order the information to be filed, and order the process to be issued. 

Sec. 66.003. JUDGMENT. If the person against whom the information is filed is found guilty as charged, the court: 

(1) shall enter judgment “ removing” the person from the office or franchise; 

(2) shall enter judgment for the costs of prosecution in favor of the relator; and 

(3) may fine the person for usurping, intruding into, or unlawfully holding and executing the office or franchise. 

I am addressing this letter directly to you as the statute “clearly” states that either of you has the responsibility to file this suit on behalf of the citizens of this county. If you choose not to do so, you must inform the citizens on why you will not as you are in a position to protect them from such situations. 

To date, there have been articles in the media, Houston Chronicle, Houston Business Connections, etc., putting forth this issue and as of this date, nothing appears to be getting done about it. This notice shall formally place yourselves, as an appropriate party who is in the utmost position to take action to remedy this situation, on notice. If appropriate actions are not taken, letters to the Justice Department shall ensue after the attorney general’s office is apprised of this horrendous matter. 

It is time that the City of Houston politicians behave fairly and just, and stop doing whichever way they please and in disregard its citizens, especially the most vulnerable. 

We are watching this matter very closely and expect swift action. It does not matter how many times this is done only that it is done properly. We are therefore asking that this matter be addressed swiftly and that the process of her removal from this seat if the judge so determined, be done quickly, and expeditiously to minimize further embarrassment to the City of Houston and citizens of District B.

One of the first things everyone planning for office needs to be made aware of, is that you don't have to kiss anyone's ring to run for public office on Tuesday, November 7, 2023. Did you hear me? You don't have to kiss anyone's ring to run for Mayor, City Controller, or City Council in the upcoming City of Houston General Election.

FILING FEES TO RUN MAYOR, CONTROLLER, AND CITY COUNCIL

If you plan to run for Mayor of Houston, your filing fee is $1,250 and must be paid in cash, by cashier’s check, or by certified check payable to the City of Houston. The fee to run for Controller is $750, and the fee to run for one of the City Council positions is only $500 dollars.

Also, please note that “FILING FEES” are non-refundable, and, no personal checks or money orders are accepted as forms of payment.

ELIGIBILITY REQUIREMENTS TO RUN FOR MAYOR, CONTROLLER, AND CITY COUNCIL

Pursuant to Texas Election Code section 141.001 and Article V, section 4 of the City of Houston Charter, to be eligible for public elective office, a candidate for City elective office:

MUST BE a United States citizen;

MUST BE 18 years of age or older on or before the first day of the term to be filled at the election;

MUST NOT have been determined by a final judgment of a court to be 1) totally mentally incapacitated or 2) partially mentally incapacitated without the right to vote;

MUST NOT have been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities;

Please note that pursuant to Election Code section 141.031(a-1), a person who has been finally convicted of a felony must include in the application proof that the person is eligible for public office.

Release from or successful completion of probation or parole does not make a convicted felon eligible for a place on the ballot or able to hold elected office.

MUST have resided continuously in Texas for 12 months immediately preceding the filing deadline for a candidate’s application for a place on the ballot (or for write-in candidates, the date of the election at which the candidate’s name is written in);

Candidates for Mayor, City Controller, or At-Large Council Member, MUST have resided continuously in the City for 12 months immediately preceding election day;

Candidates for District Council Member MUST have resided continuously in the territory encompassed by the City Council District to be served for 12 months immediately preceding election day; and

Per Local Government Code Section 43.130, a resident of an area annexed for limited purposes is not eligible to be a candidate for or to be elected to a municipal office.


MUST be registered to vote in the territory from which the office is elected on or before the date of the filing deadline for a candidate’s application for a place on the ballot (or for write-in candidates, the date of the election at which the candidate’s name is written in).

Sunday, January 1, 2023,* – First Day to apply for a ballot by mail using Application for a Ballot by Mail (ABBM) or Federal Post Card Application (FPCA). *First day to file does not move because of New Year’s Day holiday. An “Annual ABBM” or FPCA for a January or February 2023 election may be filed earlier, but not earlier than the 60th day before the date of the January or February election.

Saturday, July 22, 2023 – First Day to File for Place on the General Election Ballot if you plan to run for City of Houston Mayor, Houston City Controller, Houston City Council, HISD School Board, or HCC School Board in the Bayou City.

Monday, August 21, 2023 – Last Day to File for a Place on the General Election Ballot if you plan to run for City of Houston Mayor, Houston City Controller, Houston City Council, HISD School Board, or HCC School Board in the Bayou City.

Monday, October 23, 2023 – First Day of Early Voting by Personal Appearance if you plan on casting your ballot in person at one of the Early Voting locations.

I’m thankful to God for His goodness, mercy, and grace today! In case you don’t know, I wasn’t born into the greatest of situations. However, throughout it all, I’ve persevered through every challenge, and can proudly say that I’ve cleared every obstacle that’s been placed in front of me, with God’s help.

As I look back over the last election season, it pleases me greatly to inform you that my “2022 MIDTERM ENDORSEMENT CARD” outperformed every other non-partisan card in the entire state of Texas. And just for the record, three out of the four awesome “GOP JUDICIAL CANDIDATES” who won their races in Harris County, Texas were all endorsed on my “2022 MIDTERM ENDORSEMENT CARD” on Tuesday, November 8, 2022, in Harris County, Texas.

As I prepare to press forward into the “2024 PRESIDENTIAL ELECTION CYCLE” I would like to inform everyone that my courage is unwavering. Judge Sandra Peake (Democrat), was a bonified, seasoned attorney before she ever ran for a judicial position. That being said, she also ran for local judicial positions several times before winning. If you ask me, Judge Sandra J. Peake is the embodiment of what it means never give up. And on Tuesday, November 8, 2022, I am proud to say that I endorsed Judge Sandra Peake, as I've always done, and she won her bid for re-election, over Leonel Leo Farias, II, by a wide margin. Comparatively speaking, Judge Sandra received 548,215 votes, for 51.90% of the vote, and her opponent, Leonel Leo Farias II, only received 507,991 votes, for 48.10% of the vote.

Paula Goodhart (Republican), was endorsed by me over Judge Ronnisha Bowman (Democrat), in the race for Judge, County Criminal Court at Law No. 2, in Harris County, Texas, and she emerged victorious by a slim margin of 4,889 votes with 1,058,707 votes cast in their race.

Leslie Johnson (Republican), was endorsed by me over Porscha Natasha Brown (Democrat), in the race for Judge, County Criminal Court at Law No. 3, in Harris County, Texas, and she emerged victorious by a very slim margin of 267 votes with 1,059,382 votes cast in their race.

Jessica N. Padilla (Republican), was endorsed by me over Je’Rell A. Rogers (Democrat), in the race for Judge, County Criminal Court at Law No. 14, in Harris County, Texas, and she emerged victorious by a slim margin of 14,290 votes with 1,053 votes cast in their race.
