Dr. Darnella Wilkerson, the lady you see pictured with Gilberto Hinojosa, the chair of the Texas Democratic Party started a GPAC named African American Caucus back on Monday, September 9, 2019. Now, that dude you see on the right goes by the name of Terrence Shanks, and he's been "ILLEGALLY SERVING" as the president of the Texas Coalition of Black Democrats' -- Harris County Chapter. Why do I say that he's been serving illegally? Well, I can say this with bold assurance because, according to the Texas Ethics Commission, the Texas Coalition of Black Democrats -- Harris County Chapter operated illegally in 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, and 2022, right under the nose of the Harris County District Attorney Kim Ogg, and Harris County Attorney Christian Menefee, without any fear of being prosecuted. Dirty Blacks Like Terrence Shanks and Dr. Darnella Wilkerson Must Be Stopped to Clean Up Local Politics

Terrence Shanks, the president of the Texas Coalition of Black Democrats (Harris County Chapter) is joined at the hip to "Democrat" Harris County District Attorney Kim Ogg. In case you don't know, Terrence Shanks has been continuing to collect dues, sign up new members, and collect money from Democratic candidates even though his GPAC has been declared "INACTIVE" by the Texas Ethics Commission. What's the problem with that? Well, according to the Texas Ethics Commission, the GPAC (Texas Coalition of Black Democrats - Harris County Chapter) has been "INACTIVE" since at least 2014. So, Terrence Shanks and his organization have been "OPERATING ILLEGALLY" from 2014 to right now. However, all of that could change on February 15, 2023, when Terrence Shanks and Dr. Darnella Wilkerson must appear before the Texas Ethics Commission to answer complaints SC-32107157 and SC-3210763 inside the State Capitol Extension, Room E1.014, in Austin, Texas.
According to the Texas Ethics Commission, "Sworn complaint SC-32107157 alleges that, as the campaign treasurer of the African American Caucus political committee, respondent Darnella Wilkerson failed to properly disclose political contributions, loans, and/or political expenditures on the committee’s January 2020, July 2020, January 2021, and/or July 2021 semiannual campaign finance reports, in violation of Section 254.031 of the Election Code."
According to the Texas Ethics Commission, "Sworn complaint SC-32107157 alleges that, as the campaign treasurer of the African American Caucus political committee, respondent Darnella Wilkerson failed to properly disclose political contributions, loans, and/or political expenditures on the committee’s January 2020, July 2020, January 2021, and/or July 2021 semiannual campaign finance reports, in violation of Section 254.031 of the Election Code."
According to a letter that was sent to Colleen M. Vera, the person who filed the complaints, "Sworn complaint SC-32107163 alleges that respondent Terrence Shanks accepted political contributions or made political expenditures on behalf of Texas Coalition of Black Democrats – Harris County, a political committee, at a time when the committee did not have a campaign treasurer appointment in effect, in violation of Section 253.031(b) of the Election Code."
At the hearings, the Texas Ethics Commission may also consider whether Terrence Shanks and Dr. Darnella Wilkerson also failed to respond to Commission staff’s written questions, in violation of Section 12.83(a) of the Ethics Commission Rules.

You guessed it -- The Texas Coalition of Black Democrats -- Harris County Chapter. This photo was taken last week, on Tuesday, July 6, 2021, at their first in-person meeting since the start of the COVID pandemic."
How stupid is Terrence Shanks? If you look up at the area circled in red you can clearly see that Terrence Shanks, the president of the Texas Coalition of Black Democrats (Harris County Chapter) tried to pull a fast one on everybody last year. Terrence Shanks stated, "Brief Statement: African American Caucus is the name of our P.A.C. listed in the Texas Ethics Commission and we are in good standing, but he was lying through his teeth. Yes, the African American Caucus is in good standing, but that GPAC belongs to Dr. Darnella Wilkerson -- not the Texas Coalition of Black Democrats (Harris County Chapter) like Terrence Shanks claimed.
According to several different sources, Rachel Palmer Hooper, the wife of Don Hooper, and best friend of Harris County District Attorney Kim Ogg may have already put into play their scheme to have Rachel Palmer Hooper, who currently serves as general counsel for the Texas Republican Party, to run for office and become the next Harris County District Attorney in the 2024 Presidential Election in Harris County, Texas.
Don Hooper (Republican) is best friends with C.O. Bradford (Democrat) who currently works for Harris County District Attorney Kim Ogg as her special prosecutor and law enforcement liaison. Don Hooper is also the Republican Precinct Chair for "PRECINCT OO16" who has developed some sort of stranglehold on many local Conservatives that needs to be explored.
Harris County District Attorney Kim Ogg appears to be compromised, and unable to go after Terrence Shanks, president of the Texas Coalition of Black Democrats (Harris County Chapter), and Darnella Wilkerson, president of the African American Caucus, for their "alleged" illegal activities. Why? Well, because Harris County District Attorney Kim Ogg, paid the Texas Coalition of Black Democrats (Harris County Chapter), $3,000 back on February 20, 2020, at a time when the Texas Coalition of Black Democrats (Harris County Chapter) was "DEFUNCT" and should not have been collecting any money, in any way, shape, or form.
Back on 2/20/2020, Harris County District Attorney Kim Ogg sent a check in the amount of 3,000.00 to the Texas Coalition of Black Democrats - Harris County for some type of "VOTER CONTACT, GOTV PROGRAM" according to her Campaign Finance Report. As you can see, The Texas Coalition of Black Democrats (Harris County Chapter) is "INACTIVE" as of today (6/27/2022) according to the Texas Ethics Commission. Why is this significant? Well, this means that the Texas Coalition of Black Democrats has been defunct from 2014 through 2022, and was "INACTIVE" at the time Harris County District Attorney Kim Ogg paid them $3,000.00 dollars back on 2/20/2020 and accepted their endorsement.
Every candidate who donated money to the Texas Coalition of Black Democrats -- Harris County Chapter during 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, and 2022 has been donating their campaign funds to a defunct GPAC. And every member who paid membership dues and gave donations during the aforementioned years, paid their dues to an organization that was "NOT ELIGIBLE" to even be collecting dues, donations, issuing endorsements, or doing business in any way, shape, or form.
