Terrence Shanks Has A Very Serious Problem Now that TEC Has Accepted Jurisdiction Over Sworn Complaint -- SC-32107163


AUBREY R. TAYLOR: "I can't believe that Terrence Shanks, president of the Texas Coalition of Black Democrats -- Harris County Chapter would involve state Rep. Ron E. Reynolds in their illegal activities. Heck, state Rep. Reynolds already owes the Texas Ethics Commission $65,209.00 dollars in fines -- which is more than any other candidate in the entire state of Texas -- but I digress. Hell, I don't even believe that state Rep. Reynolds even knew that the Texas Coalition of Black Democrats -- Harris County was "INACTIVE" during the years of 2014, 2015, 2016, 2017, 2018, 2019, 2020, and 2021 -- but he certainly will know after he reads this report. As, you can see below, the Texas Ethics Commission has accepted jurisdiction of the "SWORN COMPLAINT" against Terrence Shanks, president of the Texas Coalition of Black Democrats -- Harris County Chapter."




AUBREY R. TAYLOR: "Can I make myself any clearer? Look, every candidate who donated to the Texas Coalition of Black Democrats -- Harris County Chapter during 2014, 2015, 2016, 2017, 2018, 2019, 2020, and 2021 donated their campaign funds to this defunct PAC. And every person who paid dues and gave donations during the aforementioned years paid dues to an organization that was "NOT ELIGIBLE" to even be collecting money, issuing endorsements, or doing business in any way, shape, or form."


AUBREY R. TAYLOR: "Many candidates like state Rep. Ron Reynolds (HD- TX 27) weren't even aware that the Texas Coalition of Black Democrats -- Harris County Chapter should not have been doing business during 2014, 2015, 2016, 2017, 2018, 2019, 2020, and 2021 when they paid their membership dues in the forms of donations. And beyond that, I don't think that state Rep. Reynolds -- who already owes the Texas Ethics Commission more money in "DELINQUENT FINES" than any other "ELECTED OFFICIAL" or "CANDIDATE" would have ever donated money to a defunct organization like the Texas Coalition of Black Democrats -- Harris County Chapter."


AUBREY R. TAYLOR: "When state Rep. Ron Reynolds gave this $100.00 dollar donation to the Texas Coalition of Black Democrats -- Harris County Chapter, this defunct organization should not have been collecting monies in any manner, shape, or form."

I can vividly remember a story that was published inside the Texas Tribune several years ago about the vast sum of money state Rep. Ron E. Reynolds (TX-HD 27), owed the Texas Election Commission in fines because he had not filed personal or campaign finance reports over the course of a two-year period racking up more than $50,000.00 dollars in fines. So, nobody knows where this state Rep. was getting his money from during his period of non-filing. And since then, things have gotten a lot worse for state Rep. Reynolds. How? Well, as of as of July 27, 2021, I noticed that state Rep. Ron Reynolds owes more fines to the Texas Ethics Commission than any other candidate in the entire state of Texas. What am I talking about? Well, as of July 27th, state Rep. Ron Reynolds owes $65,209.00 dollars in fines. TERRENCE HAS PROBLEMS

In case you haven’t heard, a “SWORN COMPLAINT” has been filed against Terrence Shanks, president of the Texas Coalition of Black Democrats – Harris County Texas. So, for the record, The Texas Ethics Commission informed Terrence Shanks that complaint, SC-32107163 was filed against him on July 26, 2021. “The complaint meets the legal and technical form requirements for a complaint filed with the Texas Ethics Commission (Commission), and the executive director has determined that the Commission has jurisdiction over the matter alleged in the sworn complaint,” said Preston Tom, Assistant General Counsel at the Texas Ethics Commission.

The letter to Terrence Shanks also stated, “The sworn complain alleges that you accepted political contributions or made political expenditures on behalf of Texas Coalition of Black Democrats – Harris County, a political committee, at time when the committee did not have a campaign treasurer appointment in effect in violation of Section 253.031(b) of the Election Code. The Commission accepts jurisdiction over the allegation."

CATEGORY ONE VIOLATION

The letter Terrence Shanks received from the Texas Ethics Commission also stated, “The sworn complaint allegation will be processed as a Category One violation. Under the law you are required to respond to the allegation not later than 10 business days from the date you receive this notice. Failure to respond will constitute a separate violation for which a separate civil penalty may be assessed.

AUBREY R. However, this meeting should have never taken place because according to the Texas Elections Commission, the Texas Coalition of Black Democrats -- Harris County Chapter has been inactive since at least 2015, according to their records. Now, in the image you see below, Terrence Shanks claimed on a recent Facebook post that, 'African American Caucus is the name of our P.A.C. listed in the Texas Ethics Commission and we are in good standing.' But his statement was a blatant lie."


EXHIBIT A -- If you look at the red circle above you will clearly see that the Texas Coalition of Black Democrats -- Harris County is "INACTIVE" on the Texas Ethics Commission's website. And just for the record, the Texas Coalition of Black Democrats has been operating illegally since about 2015, according to Texas Ethics Commission records.

If you look up at the area circled in red you can clearly see that Terrence Shanks, the president of the Texas Coalition of Black Democrats -- Harris County is trying to pull a fast one on everybody. He stated, "Brief Statement: African American Caucus is the name of our P.A.C. listed in the Texas Ethics Commission and we are in good standing. But he's lying. Yes, the African American Caucus is in good standing, but that GPAC belongs to Dr. Darnella Wilkerson -- not the Texas Coalition of Black Democrats -- Harris County."


Back on February 20, 2020, during the Presidential Election cycle, Terrance Shanks, and the Texas Coalition of Black Democrats -- Harris County, took in money illegally from several unsuspecting Democratic candidates like Kim Ogg, the Harris County District Attorney (left), Judge Julia Maldonado (right), the presiding Judge for the 507th Family District Court, and many others.

Democratic Candidates like Harris County District Attorney Kim, Judge Julia Maldonado, and many others have gotten taken for a ride for that dude you see standing in the middle. That joker right there is Terrence Shanks, president of the Texas Coalition of Black Democrats -- Harris County. You're not going to believe this, but, when Harris County District Attorney Kim Ogg paid the Texas Coalition of Black Democrats -- Harris County the sum of $3,000.00 dollars back on February 20, 2020, out of her campaign account, the Texas Coalition of Black Democrats -- Harris County took in her money illegally. How? Well, according to the Texas Ethics Commission, that Black "GPAC" has been inactive since at least 2015. That being said, the Texas Coalition of Black Democrats -- Harris County took in money illegally during 2015, 2016, 2017, 2018, 2019, 2020, and 2021. So, for those of you who do not know, during the aforementioned years, the Texas Coalition of Black Democrats -- Harris County should not have been taking adding new members, accepting donations, endorsing political candidates, or charging membership dues. This "GPAC" should not have been doing business in any manner, shape, or form."

Why is this dude spelling his name differently on Facebook? Well, he's doing this because he is trying to conceal the fact that he has a criminal record."

AUBREY R. TAYLOR: "So, back on 12/12/2019, Judge Ravi K. Sandill sent a check in the amount of $200.00 dollars for sponsorship to the state convention directly to Terrance Shanks at his apartment that's located at 9111 Lakes of 610, in Houston, Texas."


AUBREY R. TAYLOR: "So, back on 10/20/2019, Act Blue Texas sent the amount of $24.01 dollars as a political contribution directly to Terrance Shanks at his apartment that's located at 9111 Lakes of 610, in Houston, Texas."


AUBREY R. TAYLOR: "So, as you can see above, Judge Julia Maldonado sent several payments for membership dues in the amount of $50.00 dollars directly to Terrance Shanks at his apartment that's located at 9111 Lakes of 610, in Houston, Texas."



AUBREY R. TAYLOR: "So, back on 8/6/2019, Judge Julia Maldonado sent a check in the amount of $20.00 dollars for membership dues directly to Terrance Shanks at his apartment that's located at 9111 Lakes of 610, in Houston, Texas."


AUBREY R. TAYLOR: "So, back on 1/31/2021, Judge Julia Maldonado sent a check in the amount of $50.00 dollars for membership dues directly to Terrance Shanks at his apartment that's located at 9111 Lakes of 610, in Houston, Texas."

Now do you see that woman in the red jacket standing at the podium? Do you know her? Well, in case you don't know her, that's the woman who is listed as the campaign treasurer for the African American Caucus PAC, the Political Action Committee that Terrence Shanks threw under the bus when he stated, 'African American Caucus is the name of our P.A.C. listed in the Texas Ethics Commission and we are in good standing.' As promised, a complaint was filed with the Texas Ethics Commission on Dr. Darnella Wilkerson, and her African American Caucus PAC last week. As result, I am pleased to inform you that the Texas Ethics Commission as stated that the complaint filed against Dr. Darnella Wilkerson meets the legal and technical form requirements for a complaint filed with the agency. And according to "NOTICE OF COMPLAINT" SC-32107157, the executive director of the Texas Ethics Commission has determined that the Commission has jurisdiction over the matter alleged in the sworn complaint.

THE ALLEGATIONS

The sworn complaint that has been filed against Dr. Darnella Wilkerson alleges that she failed to properly disclose political contributions, loans, and/or political expenditures on the committee's January 2020, July 2020, January 2021, and/or July 2021 semiannual campaign finance reports, in violation of Section 254.031 of the Election Code. And just for the record, the Texas Ethics Commission plans to process this specific complaint as a Category One violation. Thus, under the law Darnella Wilkerson is required to respond to the allegation not later than 10 business days from the dat she received her notice. And just for the record, failure to respond will constitute a separate violation for which a separate civil penalty may be assessed.

A person has the freedom to do things that will not, in theory, or in practice, be prevented by other forces. Outside of the human realm, freedom generally does not have this political or psychological dimension. Freedom means African Americans not being murdered unjustly by law enforcement. Freedom is quality education for every person. Freedom is when Black America is paid reparations. When that is done Blacks will enjoy financial freedom in my opinion.”
