Death of Officer Fredrick Portis Must Be Thoroughly Investigated; Constable Smith Believes Scene May Have Been Staged

On Thursday, May 11, 2023, at 4:00 p.m., which was two weeks before former HCC Police Officer Fredrick Portis was found dead in his (Waller County Constable Patrol Vehicle) in the passenger side seat, with his siren blaring, Aubrey R. Taylor Communications received a phone call from current HCC Police Officer Marcus McNeil. In his phone call, to Aubrey R. Taylor Communications, Officer McNeil, informed me that he and several other HCC Police Officers were about to come forward, with complaints, related to ongoing corruption, and illegal activities from within the HCC Police Department.

After receiving the very troubling message from Officer McNeil, I placed a phone call to him, during which, he told me that he would be filing a complaint against the HCC Police Department, the following morning.

On Friday, May 12, 2023, at 11:08 p.m., as promised in our phone conversation, the previous day, HCC Police Officer Marcus McNeil sent me proof that he had indeed filed complaints against the HCC Police Department with (TCOLE) Texas Commission on Law Enforcement and General Counsel for (HCC) Houston Community College.

Now, current HCC Police Officer Marcus McNeil, and former HCC Police Officer Fredrick Portis, along with several other HCC Police Officers had already broken ranks with the HCC Police Department and provided “SWORN AFFIDAVITS” related to corruption from within the HCC Police Department in regards to a $100 million racial discrimination lawsuit filed by attorney Benjamin Hall, III, on behalf of current and former HCC employees.

All of this being said, the untimely death of former HCC Police Officer Fredrick Portis, on Thursday, May 25, 2023, while in uniform, and sitting in the passenger seat of his patrol vehicle, with his siren blaring should be raising all sorts of red flags.

According to Harris County Sheriff Deputies, the body of Fredrick Portis was found on the evening of Thursday, May 25, 2023, on Enclave Vista Lane and West Little York Road, in Houston, Texas. “Investigators say witnesses reported seeing Portis’ patrol vehicle, which still had its sirens turned on, parked on the side of the street,” said a Channel 2 News report.

After discovering Officer Portis deceased sitting in the passenger side seat of his vehicle, according to news reports, the witnesses immediately called for help.

“I believe that foul play was involved with the death of my officer,” said Waller County Precinct 3 Constable Herschel Smith, in a phone conversation with Aubrey R. Taylor Communications. Constable Smith when on to say, “Someone outside of Harris County should be looking into the death of Officer Fredrick Portis, and the suspicious circumstances around it.”

According to Constable Herschel Smith, he’s already very concerned with the way that the investigation into his officer’s death is being handled by the Harris County Sheriff’s Department. “They aren’t even giving the family of Officer Portis any answers,” says Constable Smith.

“I don’t even know what’s going on, right now,” he explained. “The family should have been allowed to order an independent toxicology report and autopsy, and I’m not sure that’s even happened yet,” he says.

Constable Smith went on to proclaim, “I’m going to die on this hill.”

“I’m not sure about what happened to my officer, but I’m not going to rest until get satisfactory answers,” he said. “They’re going to have to kill me too!!!”

Constable Herschel Smith said, “He was all “fired up” at our meeting the day before he was found dead, on the side of the road in Harris County, Texas.”

“He was in great shape and good spirits,” said Smith. “And I feel in my spirit that foul play is involved with the death of my officer.”

Current HCC Officer McNeil, a close friend of former HCC Officer Fredrick Portis explained, “I talked to him a few days before he passed, and he was in good spirits.”

According to Officer Marcus McNeil, he and Officer Portis were both very excited about all the stuff that was coming out concerning the corruption at HCC and within the HCC Police Department. “I’ve read the articles you wrote and am keeping alert on everything around me,” explained Officer McNeil.

“PAUSE FOR CONCERN.”

It is unclear whether or not, the death of former HCC Officer Fredrick Portis, under the suspicious circumstances surrounding his death, was meant to send a message to other HCC Officers who are planning to come forward. However, according to Waller County Constable Herschel Smith, a veteran law enforcement officer, he believes that the scene where his officer’s body was found was staged. “I believe that the scene was staged,” said Constable Smith. But what’s even more concerning, is the fact that former HCC Police Officer Fredrick Portis was found dead, on Thursday, May 25, 2023, which was exactly two weeks after current HCC Officer Marcus McNeil filed several complaints against the HCC Police Department with the (TCOLE) Texas Commission on Law Enforcement and General Counsel for (HCC) Houston Community College.

“INVESTIGATION NEEDED.”

“This is Officer Marcus McNeil with the HCC Houston Community College Police Department. I’m calling to give you some information,” he explained in a voicemail left with Aubrey R. Taylor Communications at 4:00 p.m., back on Thursday, May 11, 2023. “I have first-hand knowledge of some major corruption they’ve got going on within the police department at 3100 Main,” he said.

According to Officer McNeil’s voicemail, “I have information of supervisors, captains, and chiefs signing off on fraudulent paperwork when it comes to (TCOLE) Training/Skill Training,” he explained.

“I have a couple of coworkers who are ready to come forward, on so major SB 212 VIOLATIONS, sexual harassment, botched investigations, and violations of Texas Public Information Act, also, with the database, and them not listing all of the internal affairs investigations and complaints against officers that are supposed to be listed, and I’m just calling to give my information on what going on,” said Officer McNeil.

Officer Marcus McNeil, also informed me that he was going to report the HCC Police Department to (TCOLE) Texas Commission on Law Enforcement, which he did the very next morning. For the record, UNDEWR SB 212, an employee who fails to report an incident of sexual harassment, sexual assault, dating violence, or stalking may be subject to criminal offense (misdemeanor) and, by a University’s disciplinary procedure in a policy violation of failing to report, the University is required to terminate the employee’s employment.

Jonathan Day Bought Charlene Ward Johnson's 2022 Campaign for the Vacant HCC District II Seat; HBEC Owns Charlene Now



Jonathan Day (left), the chairman of the Houston Business Education Coalition PAC, funded Charlene Ward Johnson's campaign for the HCC Board Trustee for District II seat. State Senator John Whitmire (right), was one of the key supporters of Charlene Ward Johnson's bid to win the vacant HCC Board seat that was left vacant when Rhonda Skillern-Jones resigned. So, why did HCC Trustee Charlene Ward Johnson wait until Wednesday, March 1, 2023, the day she voted to extend the contract of Dr. Cesar Maldonado, to correct her 2022 Campaign Finance Reports? For the record, at 10:22am, on Wednesday, March 1, 2023, she amended/corrected her report that covered the period of 3/29/2022 through 4/27/2022. And then, two minutes later at 10:24a.m., on Wednesday, March 1, 2023, she also amended/corrected her report that covered the period of 5/08/2022 through 6/30/2022. 

"CHARLENE'S BOUGHT."

It has now been discovered that the (four) trustees (Charlene Ward Johnson, Monica Flores Richart, Eva L. Loredo, and Dr. Adriana Tamez)who voted to extend the contract of Dr. Cesar Maldonado, received a combined $78,000.00 in campaign contributions from Jonathan Day, and the Houston Business Education Coalition PAC, according to the Houston Chronicle.


State Senator Borris Miles (Senate District 13), the owner of Miles Insurance Agency wrote Charlene Ward Johnson a check on 2/28/2022 directly to her campaign. This particular check was written to Charlene Ward Johnson while she was running for the HCC District II seat. That being said, it so unclear at this time if the check state Senator Borris Miles wrote to Charlene Ward Johnson from his insurance business was meant to influence her to vote to renew the contract of Dr. Cesar Maldonado when it came up for discussion.



State Senator John Whitmire (Senate District 15) wrote Charlene Ward Johnson a check back on 2/20/2022, directly to her campaign. This particular check was written to Charlene Ward Johnson while she was running for the HCC District II seat. That being said, it so unclear at this time if the check state Senator John Whitmire won't to Charlene was intended to influence her vote to renew the contract of Dr. Cesar Maldonado when it came up for discussion. 



AUBREY R. TAYLOR: "What we just witnessed at Houston Community College on Wednesday, March 1, 2023, was a perfect example of how bipartisanship works. You have (3) three Democratic female trustees (Dr. Cynthia Lenton Gary, Dr. Pretta VanDible Stallworth, and Dr. Reagan Flowers), join forces with two white male HCC Trustees (Dave Wilson and Robert Glaser), to cancel the contract of a "racist" Hispanic Chancellor (Dr. Cesar Maldonado) who had been discriminating against Black employees since he arrived at HCC back in 2014."

Bribery refers to the offering, giving, soliciting, or receiving of any item of value as a means of influencing the actions of an individual holding a public or legal duty, according to the definition I recently found on Cornell University's website. 

“People who donated to my campaign, donated because they believed in my vision and my qualifications,” said HCC Trustee Charlene Ward Johnson, in a published report by the Houston Chronicle. The lying woman went on to explain to the Houston Chronicle report, “I’m insulted by the implication that a donation from anyone can influence me to not vote for what is best for HCC and its students.”

Now, the constituents of HCC District II are the ones who should be insulted. HCC Trustee Charlene Ward Johnson must think that we’re all crazy. She has to be losing her 'ever-loving' mind or something.

Over the weekend, the investigative team for Aubrey R. Taylor Communications dug deeper into why current HCC Board Trustee Charlene Ward Johnson, “SOLD OUT THE BLACK COMMUNITY” by casting her vote to extend the contract of HCC Chancellor Dr. Cesar Maldonado, even though she was aware of the “allegations” levied against Dr. Maldonado, in the $100 million racial discrimination lawsuit that has been filed against HCC, and Dr. Cesar Maldonado, by attorney Benjamin Hall, III, in federal court.

What our investigative team discovered over the weekend is that Trustee Charlene Ward Johnson may have been placed on the “HCC BOARD” by the Houston Business Education Coalition PAC, and others, for the specific purpose of making sure that Dr. Cesar Maldonado’s contract was renewed.

If you remember, Charlene Ward Johnson, Kathy “Lynch” Gunter, Terrance Hall, and Y. Jane “Baby Jane” McCullough, were the (4) four candidates who ran for the HCC District II seat, back on Saturday, May 7, 2022, in Special Election.

On Saturday, May 7, 2022, Charlene Ward Johnson received 1,674 votes, for 39.05% of the vote to finish first, Kathy “Lynch” Gunter received 1,534 votes, for 35.78% of the vote to finish second, Terrance Hall finished third with 569 votes, and Y. Jayne McCullough finished fourth with 510 votes.

Since no candidate received a majority of the vote on Saturday, May 7, 2022, Charlene Ward Johnson and Kathy “Lynch” Gunter faced off against one another in a Saturday, June 18, 2022, “RUNOFF ELECTION” where Charlene Ward Johnson received 1,297 votes, for 53.48% of the vote, and Kathy “Lynch” Gunter received 1,128 votes, for 46.52% of the vote.




“CHARLENE IS LYING.”

It has now been discovered that the (four) trustees (Charline Ward Johnson, Monica Flores Richart, Eva L. Loredo, and Dr. Adriana Tamez)who voted to extend the contract of Dr. Cesar Maldonado, received a combined $78,000.00 in campaign contributions from Jonathan Day, and the Houston Business Education Coalition PAC, according to the Houston Chronicle. However, the $19,000 received by Trustee Charlene Ward Johnson can’t be lumped in with the money received by the other three trustees. Why not? Well, because Charlene Ward Johnson’s entire campaign appears to have been funded by Jonathan Day, and the Houston Business Education Coalition PAC, which means that this “POLITICAL ACTION COMMITTEE” is the primary reason that Charlene Ward Johnson is even sitting on the board of trustees right now.

So in essence, it’s highly likely that Johnathan Day wields a tremendous amount of influence over Trustee Charlene Ward Johnson, and could actually own her. Now, that being said, all you have to do is look at the timeline below to see exactly what I’m talking about.

At 10:22a.m. on Wednesday, March 1, 2023, (the day Trustee Charlene Ward Johnson voted to extend the contract of Dr. Cesar Maldonado) HCC Trustee Charlene Ward Johnson “AMENDED AND CORRECTED” her campaign finance report to reflect that she had received (2) two payments from Houston Business Education Coalition PAC (HBEC) back during 2022, while she was a candidate running for the HCC District II seat.

Back On 4/18/2022 – Charlene Ward Johnson received a payment in the amount of $7,000.00 from the Houston Business Education Coalition PAC (HBEC), while she was running for the HCC Board Trustee for District II seat.

NOTE: Early voting was set to begin on Monday, April 25, 2022, for the HCC District II, seat. So, Jonathan Day (Houston Business Education Coalition PAC) gave Charlene Ward Johnson her first donation of $7,000.00 on 4/18/2022, which was only one week before the start of early voting, which began on Monday, April 25, 2022, for the “SPECIAL ELECTION” for the HCC District II seat.

Back On 4/27/2022 – Charlene Ward Johnson received a payment in the amount of $3,000.00, which was only two days after the start of “EARLY VOTING” which began on Monday, April 25, 2022, for the “SPECIAL ELECTION” for the HCC District II seat.

At 10:24a.m. on Wednesday, March 1, 2023, (the day Trustee Charlene Ward Johnson voted to extend the contract of Dr. Cesar Maldonado) HCC Trustee Charlene Ward Johnson “AMENDED AND CORRECTED” her campaign finance report to reflect that she had received (2) two more payments from Houston Business Education Coalition PAC (HBEC) back during 2022, while she was a candidate running for the HCC District II seat.

Back on 5/25/2022 – Charlene Ward Johnson received a payment in the amount of $7,500.00 from the Houston Business Education Coalition PAC (HBEC), while she was preparing to face off against Kathy “Lynch” Gunter on Saturday, June 18, 2022, in the runoff election for the HCC District II seat.

Back on 6/03/2022 – Charlene Ward Johnson received a payment in the amount of $1,500.00.00 from the Houston Business Education Coalition PAC (HBEC), as the start of “EARLY VOTING” for her Saturday, June 18, 2022, runoff election with Kathy “Lynch” Gunter was approaching.

NOTE: The date of Friday, June 3, 2022, that Charlene Ward Johnson received the payment in the amount of $1,500.00 from the Houston Business Education Coalition PAC (HBEC) is very significant. Why? Well, because she received the $1,500.00 on Friday, right before “EARLY VOTING” was set to begin on Monday, June 6, 2022, for the “RUNOFF ELECTION” for the HCC District seat between Charlene Ward Johnson and Kathy “Lynch” Gunter.

“CHARLENE’S OBLIGATED.”

By having her campaign financed by Jonathan Day, the chairman of the Houston Business Education Coalition, with (4) four timely payments right before “EARLY VOTING” for the Saturday, May 7, 2022, special election, and Saturday, June 18, 2022, runoff election, Trustee Charlene Ward Johnson was more than likely obligated to side with the Hispanic Board Members (Monica Flores Richart, Eva L. Loredo, and Dr. Adriana Tamez) to extend Dr. Cesar Maldonado’s contract on Wednesday, March 1, 2022.

From what I can see, HCC Trustee Charlene Ward Johnson is lying through her teeth. Remember, all of the checks that Jonathan Day and the Houston Business Education Coalition PAC wrote to Charlene Ward Johnson (4/18/2022, 4/27/2022, 5/25/2022, and 6/03/2022) were written to help her defeat Kathy “Lynch” Gunter, and vote exactly the way she voted to extend the contract of Dr. Cesar Maldonado on Wednesday, March 1, 2022, along with the (3) three Hispanic HCC Board Members.

“DEVELOPING STORY.”

In closing, what we could possibly have here is a “QUID PRO QUO” that needs to be investigated by the proper authorities. My investigative team and I have already pieced everything together. That being said, I found it very interesting that Chris Hollins, the former Harris County Clerk, Attorney Michael Harris, State Rep. Jarvis Johnson, State Senator Borris L Miles, the owner of Miles Insurance Agency, and State Senator John Whitmire were all behind the scenes playing ball, trying to influence the outcome of the race in favor (with donations) in favor of Charlene Ward Johnson, the eventual of the HCC District II seat that was left vacant after Trustee Rhonda Skillern-Jones resigned.
