 “I’m excited about the fact that God positioned us to be able to go back to the mother land and offer training to the communities giving them tools they’ll have for life.”

Mr. Smith has a vision that involves him spreading wealth and education around the globe. He plans to explore another opportunity in Belize soon, he says. “We have been interested in Belize for a while; they are our beautiful brothers and sisters.”

Mr. Smith’s motto of getting the job done on time and under budget follows him around the World. “With God’s blessing we’ll go anyplace, any time.”

Mr. Smith has also ventured into the world of Finance by opening Porter Financial Group, and is now tackling renewable energy. “As long as I follow God's footsteps we will continue to prosper," he says.

Gov. Perry Reappoints Seven to Texas
Institute of Health Care Quality and Efficiency
Board of Directors

 Gov. Rick Perry reappointed seven members to the Texas Institute of Health Care Quality and Efficiency Board of Directors for terms to expire Jan. 31, 2017. The institute improves health care quality, accountability, education and cost to the state by encouraging health care provider collaboration, effective health care delivery models and coordination of health care services.

 Joel Allison of Dallas is president and CEO of Baylor Health Care System. He is a member of the American College of Healthcare Executives, American and Texas Hospital associations, Healthcare Leadership Council, and Texas Association of Voluntary Hospitals. He is also immediate past chair of the Healthcare Coalition of Texas and Dallas Citizens Council, and a board member of the Dallas Education Foundation and Joint Commission. He served in the U.S. Marine Reserve. Allison received a bachelor's degree from Baylor University and a master's degree in health administration from Trinity University, and is a graduate of the Harvard Business School Advanced Management Program.

 Robyn M. Jacobson is CEO and principal of the Entrust Family of Companies, and CEO of EnCore System Professionals Inc. She is past board chair of the National Society of Professional Benefit Administrators and past president of the Texas Association of Benefit Administrators. She is also a board member of the Texas Association of Business, and a member of the Society of Human Resource Management and Houston West Chamber of Commerce. Jacobson received a bachelor's degree from Michigan State University.

 John C. Joe of Houston is a physician and chief medical information officer at St. Luke's Episcopal Health System. He is past president of the Harris County Academy of Family Physicians, and a member of the American Academy of Family Physicians, American Medical Informatics Association, Federal Health Architecture Leadership Council, Health Information and Management Systems Society, Healthcare Information Technology Standards Panel, and Society of NASA Flight Surgeons. He is also a volunteer physician for the Houston Homeless Clinic, and chairman of the Harris County Medical Society's Health Information Technology Committee. Joe was a National Merit Scholar at Rice University, and received a medical degree from the Texas A&M University Health Science Center and a Master of Public Health from the University of Texas Health Science Center at Houston.

 Beverly Nuckols of New Braunfels is a board certified family physician. She is a member of the Texas Medical Association, Texas Academy of Family Physicians, Comal County Medical Association, and Texas Physicians Resource Council. She is a fellow of the American Academy of Family Physicians, and a board member and secretary of Texas Alliance for Life. She is a past volunteer medical director and a past board member of New Braunfels Hospice, a past member of the National Advisory Committee on Violence Against Women, a past volunteer for the Texas Association Against Sexual Assault, and past vice chair and past board member of the Comal County Women's Shelter. Nuckols received a bachelor's degree and medical degree from the University of Texas at Tyler, and completed her family practice residency at the University of Texas Health Science Center in San Antonio.

 Thomas Quirk of Dallas is CEO of United Healthcare for Texas and Oklahoma. He is a board member of the Texas Association of Business, member of the Texas Association of Health Underwriters, and a member and past board member of the Texas Association of Health Plans. He is also a member of the Texas Health Research and Education Institute Leadership Council and Texas Medical Home Initiative Advisory Committee, past president of the Plano Economic Development Board, and is a volunteer for the Children's Medical Center of Dallas. Quirk received a bachelor's degree from Union College and completed the University of Pennsylvania Wharton School of Business Executive Management Program.

 Ben Raimer of Galveston is a board certified pediatrician, and senior vice president and professor at the University of Texas Medical Branch at Galveston. He is a member of the American Academy of Pediatrics, Texas Medical Association, Texas Pediatric Society and Texas Rural Health Association. He is also a member and past president of the Galveston County Medical Society, a public representative for the Texas Health and Human Services Commission Task Force on Local Health Care Initiatives, and past chairman of the Texas Statewide Health Coordinating Council and Health Disparities Task Force. Raimer received a bachelor's degree from East Texas Baptist University, a master's degree in genetics from the University of Texas, and a medical degree from the University of Texas Medical Branch at Galveston. He will continue to serve as chair of the board for a term to expire at the pleasure of the governor.

 Shannon Stansbury of Dallas is a certified health insurance executive and vice president of health care delivery for BlueCross BlueShield of Texas. He is a fellow of the American College of Healthcare Executives, and a member and past president of the St. Thomas Holy Name Society. He is also a past board member of the Mental Health Association of Greater Dallas and Bishop Lynch High School Board of Directors. Stansbury received a bachelor's degree from Texas A&M University and a Master of Business Administration from Texas Christian University.

Gov. Perry Appoints Welborn as
District Attorney of 36th Judicial District

 Gov. Rick Perry has appointed Michael Welborn of Aransas Pass as district attorney of the 36th Judicial District in Aransas and San Patricio counties for a term to expire at the next general election.

 Welborn is judge of the 36th Judicial District Court. He is a member of the State Bar of Texas, a past member of the Aransas Pass Independent School District Board of Trustees, and past president of the Sinton Rotary Club. He is a volunteer for Aransas Pass Toys for Tots, Corpus Christi's Habitat for Humanity, and Aransas Pass Fourth of July Celebration and Boat Parade. Welborn served in the U.S. Navy.

 He received a bachelor's degree from Texas A&M University at Kingsville and a law degree from South Texas College of Law.

Gov. Perry Reappoints Four to
Texas Bioenergy Policy Council

 Gov. Rick Perry reappointed four members to the Texas Bioenergy Policy Council for terms to expire Jan. 1, 2015. The council fosters development within the bioenergy industry, and creates next-generation biofuels energy research and economic development.

 Bruce Bagelman of Dallas is of counsel at Lackey Hershman LLP and former president of Green Spot Market and Fuels which was founded in 2008. He is a member of the State Bar of Texas, Dallas Bar Association and National Association of Convenience Stores. He is also a founder and board member of the White Rock Local Market. Bagelman received a bachelor's degree from the University of Texas and a law degree from the University of Houston Law Center.

 Michael Doguet of Nome is president of Doguet Turf Farms and Doguet's Diamond D Ranch, and general manager of Doguet's Rice Milling Company. He is a member of the U.S. Rice Millers Association, Turfgrass Producers of Texas, Texas Brangus Breeders Association, Southeast Texas Bioenergy Alliance, and Jefferson County Agricultural Committee. He is also past president of the Texas Rice Improvement Association, and a past member of the Texas Organic Agricultural Independent Advisory Board and Texas Agricultural Wildlife Research and Management Advisory Board. Doguet received an associate degree from Lamar University.

 Michael Kerby Jr. of Houston is manager of global chemical research at ExxonMobil Chemical Co. He is a member of the National Academies Board on Chemical Sciences and Technology, Chemical Heritage Foundation, Council for Chemical Research, and American Chemical Society. He is a past recipient of the American Chemical Society's 2008 Heroes of Chemistry Award, and holds more than 30 U.S. patents. He is also a volunteer with United Way of Baytown and the American Cancer Society. Kerby received a bachelor's degree from the University of Dayton and a doctorate of inorganic chemistry from the University of Texas.

 Jeffrey Trucksess of Austin is a founder of Green Earth Fuels. He is a board member of Sustainable Oils and Tellus Technology, and is president of the Biodiesel Coalition of Texas. Trucksess received a bachelor's degree from the University of Michigan and a Master of Business Administration from the University of Texas.

Gov. Perry Appoints Rainey to
Texas State Board of Social Worker Examiners
 Monday, January 14, 2013 • Austin, Texas • Appointment

 Gov. Rick Perry appointed Carol "Missy" Rainey of Keller to the Texas State Board of Social Worker Examiners for a term to expire Feb. 1, 2017. The board regulates the profession of social work in Texas.

Rainey is a licensed baccalaureate social worker and assistant court investigator for the Denton County Probate Court. She is a member of the National and Texas Guardianship associations, Parent Association for the Retarded of Texas Inc., Arc of Denton County, and the Texoma Branch of the National Association of Social Workers, and a member and past board member of the Texas Association of Social Workers. She is also a member of the University of North Texas and Texas Woman's University advisory boards and Denton County Mental Health Mental Retardation Center Community Support Advisory Committee, a mentor for Communities in Schools of North Texas, and a member and past board member of Leadership Denton Alumni.

 Rainey received a bachelor's degree from Texas Woman's University.

 Gov. Perry Appoints Flow to Texas 
Skill Standards Board

 Gov. Rick Perry has appointed Terri Flow of Austin to the Texas Skill Standards Board for a term to expire at the pleasure of the governor. The board facilitates and promotes the use of industry-developed skill standards for major skilled occupations, such as machinists, database administrators and air conditioning technicians.

 Flow is a government relations manager at BancVue. She is past director of BancVue's Freedom Bar Camp, past president of West Austin I Toastmasters Club, a past consultant for Junior Achievement in Michigan and Oklahoma, and a past member of the American Society of Training and Development. She is also a past volunteer for Keep Austin Beautiful, Brighton Gardens Assisted Living Center and Ann Arbor Veterans Administration Hospital in Michigan, and a past coach for Upward Sports Youth Basketball League.

 Flow received a bachelor's degree from Oral Roberts University and a certificate of nonprofit management from Texas A&M University Bush School of Government and Public Service.

Gov. Perry Appoints Hart as Judge of
230th Judicial District Court

 Gov. Rick Perry appointed Bradley S. Hart of Humble as judge of the 230th Judicial District Court in Harris County for a term to expire at the next general election.

 Hart is an assistant district attorney for Harris County. He is a member of the State Bar of Texas, Houston Bar Association and Texas District and County Attorneys Association, an administrative board member of First Methodist Houston Downtown, and a volunteer for the Sam Houston Area Council Boy Scouts of America. He is also a past administrator for Henderson County Teen Court and a past volunteer for Child Advocates Inc.

 Hart received a bachelor's degree from Baylor University and a law degree from South Texas College of Law.

CONTRACTS AWARDED ON JANUARY 31, 2013

NAVY

Rolls-Royce Corp., Indianapolis, Ind., was awarded an $83,730,834 modification to a previously awarded firm-fixed-price contract (N00019-12-C-0007) to exercise an option for the procurement of 38 V-22 AE1107C turboshaft production engines (34 for the U.S. Navy and four for the U.S. Air Force). Work will be performed in Indianapolis, Ind., and is expected to be completed in December 2014. Contract funds in the amount of $83,730,834 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The applicable contract funds are fiscal year 2012 -- Aircraft Procurement, Navy and fiscal year 2013 -- Aircraft Procurement, Air Force. This contract combines purchases for the U.S. Navy ($74,917,062), and the U.S. Air Force ($8,813,772). The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

The cumulative, estimated value of the base year is $49,918,000. Fiscal year 2013 contract funds in the amount of $15,000 will be obligated at the time of award. These contracts include options which, if exercised, would bring the cumulative value of these contracts to an estimated $249,590,000. Work will be performed worldwide. Work is expected to be completed by January 2014. If all options are exercised, work could continue until January 2018. Contract funds will not expire at the end of the current fiscal year. The multiple award contracts were competitively procured by full and open competition after exclusion of sources under small business set-aside provisions (10 U.S.C. 2304 (b) (2)) via the Space and Naval Warfare Systems Center e-Commerce Central website and the Federal Business Opportunities website, with 27 offers received. Space and Naval Warfare Systems Center Atlantic, Charleston, S.C., is the contracting activity.

General Dynamics Electric Boat Corp., Groton, Conn., was awarded a $41,581,130 firm-fixed-priced modification to the previously awarded contract (N00024-12-C-4301) to exercise the option for the execution work necessary to prepare and accomplish maintenance and modernization work of the fiscal year 2013 dry-docking selected restricted availability of the USS Hartford (SSN 768). This scope of work encompasses required maintenance activities necessary to maintain full unrestricted operation of the submarine, as well as upgrades and modernization efforts required to ensure the submarine is operating at full technical capacity. Work will be performed in Groton, Conn. (95 percent), and Quonset Point, R.I. (5 percent), and is expected to be completed by July 2013. Funding in the amount of a $41,581,130 will be obligated at time of award, and will expire at the end of the current fiscal year. The applicable funds are fiscal year 2013 Operations and Maintenance, Navy. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Raytheon Missile Systems, Tucson, Ariz., was awarded a $33,315,972 cost only contract for procurement of long lead material in support of fiscal 2013 Standard Missile-6 (SM-6) Block I all up rounds. Work will be performed in Camden, Ark. (72.6 percent), Andover, Mass. (11.5 percent), Wolverhampton, United Kingdom (9.8 percent), Tucson, Ariz. (2 percent), San Carlos, Calif. (1.1 percent), San Diego, Calif. (.9 percent), Anniston, Ala. (.7 percent), Middletown, Conn. (.6 percent), Joplin, Mo. (.5 percent), and Milwaukie, Ore. (.3 percent), and is expected to be completed by February 2015. Funding the amount of $33,315,972 will be obligated at time of award. Contract funds will not expire at the end of the current fiscal year. The applicable funds are fiscal 2012 Operations and Maintenance, Navy. This contract was not competitively procured in accordance with 10 U.S.C. 2304 (c) (1), as implemented in FAR 6.302-1: The supplies or services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-13-C-5407).

The Boeing Co., Seattle, Wash., was awarded a $19,735,503 modification to a previously awarded firm-fixed-price contract (N00019-09-C-0022) for the procurement of additional equipment adaptors, support equipment, and technical publications for the P-8A aircraft. Work will be performed in Dallas, Texas (70.8 percent); Seattle, Wash. (15.7 percent); St. Peters, Mo. (10.7 percent); Falls Church, Va. (1.2 percent); Chatsworth, Calif. (.6 percent); Anaheim, Calif. (.2 percent); El Dorado Hills, Calif. (.2 percent); and Berwyn, Pa. (.2 percent); Camden, N.J. (.2 percent); and New York, N.Y. (.2 percent); and is expected to be completed in April 2015. Contract funds in the amount of $19,735,503 are being obligated on this award, all of which will expire at the end of the current fiscal year. The applicable contract funds are fiscal 2011 Aircraft Procurement, Navy. The Naval Air System Command, Patuxent River, Md., is the contracting activity.

Energy Solutions Services Inc., Oak Ridge, Tenn., was awarded a $14,396,539 firm-fixed-priced, indefinite-delivery requirements contract for recycling of various heavy metal bearing equipment, lead scrap, ferrous and non-ferrous metals contaminated with radiation and the volume reduction of radioactive waste produced at various Navy Nuclear Propulsion Program facilities throughout the United States. This contract contains two option years, which if exercised, will bring the contract value to $44,222,300. Work will be performed in Oak Ridge, Tenn., and the expected completion date is Jan. 31, 2014. If the options are exercised, work will continue through Jan. 31, 2016. Funding for this contract will be individual task orders. No funds will be obligated at time of award and therefore, will not expire before the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S.C. 2304 (c) (1). NAVSUP Fleet Logistics Center Norfolk, Va., is the contracting activity (N00189-13-D-E001).

Robertson Fuel Systems L.L.C., Tempe, Ariz., was awarded a $7,073,997 modification to a previously awarded firm-fixed-price contract (N00019-12-C-0097) to exercise the option for the procurement of 15 CV-22 Mission Auxiliary Fuel Tank Systems (MATS) and associated equipment required to support squadron stand-ups. Work will be performed in Tempe, Ariz., and is expected to be completed in April 2014. Contract funds in the amount of $7,073,997 are being obligated on this award, all of which will expire at the end of the current fiscal year. The applicable contract funds are fiscal year 2011 Aircraft Procurement, Air Force. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

AIR FORCE

Lockheed Martin Corp., Newton, Pa., (FA8823-13-C-0001) was awarded a $68,856,746 fixed-price, incentive-firm contract for Global Positioning Systems On-Orbit support. The location of the performance is Colorado Springs, Colo. Work is expected to be completed by July 31, 2018. The contracting activity is SMC/PKP, Peterson Air Force Base. Colo. This award is the result of a sole source acquisition. Type of appropriation is fiscal 2013 through fiscal 2018.

The total obligated amount of this action is $3,200,000, funded by fiscal 2012 and fiscal 2013 procurement funds and fiscal 2012 research, development, testing and evaluation (RDT&E) funds. BAE Systems Norfolk Ship Repair, Norfolk, Va., was awarded on Dec. 28, 2012, a $50,180,546 undefinitized contract action as a modification to a previously awarded cost-plus-incentive-fee contract (N00024-10-C-4308) for the USS Mitscher (DDG 57) fiscal year 2013 extended drydocking selected restricted availability. Extended drydocking selected restricted availability includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship’s military and technical capabilities. Work will be performed in Norfolk, Va., and is expected to be completed by August 2013. Funding in the amount of $10,000,000 will be obligated at time of award. Contract funds in the amount of $10,000,000 will expire at the end of the current fiscal year. Norfolk Ship Support Activity, Norfolk, Va., is the contracting activity.

Raytheon Co., Tucson, Ariz., was awarded a $49,841,643 modification to previously awarded cost-plus-fixed-fee contract (N00024-12-C-5405) to exercise an option for Design Agent Engineering and technical support services for Phalanx, SeaRAM, and Land-based Phalanx Weapon Systems. Phalanx Close-In Weapon System is a fast-reaction terminal defense against low and high-flying, high-speed maneuvering anti-ship missile threats that have penetrated all other defenses. Work will be performed in Tucson, Ariz., and is expected to be completed by January 2014. Funding in the amount of $5,889,407 will be obligated at time of award. Contract funds in the amount of $250,000 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, D.C, is the contracting activity.

BAE Systems Information and Electronic Systems Integration, Greenlawn, N.Y., was awarded a $24,186,962 modification to a previously awarded firm-fixed-price contract (N00019-12-C-2011) to exercise an option for the procurement of Common (Identification Friend or Foe) Digital Transponder (CXP) hardware for the U.S. Army, U.S. Navy, U.S. Coast Guard, and the governments of Saudi Arabia, Australia, the Netherlands, and the United Arab Emirates (UAE), including transponders, mounts, modification kits, Remote Control Unit modes. Work will be performed in Greenlawn, N.Y., and is expected to be completed in August 2015. Contract funds in the amount of $24,186,962 are being obligated on this award, $490,883 of which will expire at the end of the current fiscal year. This contract combines purchases for the U.S. Navy ($13,045,499; 53.9 percent); U.S. Army ($9,170,817; 38 percent); and the Governments of Saudi Arabia ($1,083,863; 4.5 percent); the Netherlands ($472,901; 1.9 percent); Australia ($297,590; 1.2 percent); and UAE ($116,292; 0.5 percent) under the Foreign Military Sales Program.
