Meet Rick Perry, the 47th Governor of Texas

Governor Rick Perry has devoted his adult life to creating a more prosperous Texas. The Lone Star State’s 47th governor, he has defended Texans’ conservative values, fought for principled solutions to tough challenges and worked to implement a clear vision for better schools, more jobs, safer communities and a brighter future.

Thanks to his adherence to tough fiscal discipline, Governor Perry has helped shape a job creation environment unlike any other state’s. With low taxes & government spending, predictable regulations, a fair legal system and increasingly accountable schools, Texas has led the nation in job creation with more jobs gained than any other state in 2010 and over the past ten years.

As a result, Texas is consistently ranked as the nation’s best place to do business and create jobs.

To prepare young Texans to fill these jobs, Gov. Perry has led the fight for better schools, including a $2,000 teacher pay raise, a return to basic subjects like math, history and science, and ways to measure student success. He has consistently worked for higher standards and greater accountability. He ordered schools to spend 65% of tax dollars directly in the classroom—not bureaucracy—and required districts to open their financial books so taxpayers can see how their money is being spent. Texas now has the country’s largest teacher performance pay program and has been recognized as a leader in preparing students to graduate high school college- or career-ready. Today student test scores are rising, and a record number of young Texans are going to college.

Texans are safer because Gov. Perry has pursued an aggressive border security strategy that is putting more boots on the ground, more helicopters in the sky, and more resources into the hands of Texas peace officers standing between Texans and the exploding drug-related violence across the border.

Throughout his term in office, Gov. Perry has proven himself to be a leader who does what he believes is right, regardless of what critics may say.

He refused to raise taxes when Texas faced a record $10 billion budget shortfall in 2003. Instead, he was the first Texas governor since World War II to sign a budget that lowered state spending (and has now done it twice). As governor, Perry has used his line item veto to cut over $3 billion in proposed spending.

He led the battle to pass the country’s most sweeping lawsuit reforms, closing the door on junk lawsuits that had been making trial lawyers rich while driving countless doctors either out of the state or the profession all together. Since Texas voters approved these reforms, malpractice claims and premiums have fallen and access to healthcare is increasing across the state as doctors have applied in droves to practice in Texas.

In 2005, Perry signed a historic $15.7 billion property tax cut for homeowners and businesses that also included new taxpayer protections against appraisal increases. In 2009, Gov. Perry secured a tax cut for approximately 40,000 small businesses in Texas and protected the Rainy Day Fund for future challenges.

A fifth generation Texan, Perry grew up the son of tenant farmers in the tiny West Texas town of Paint Creek. The younger of Ray and Amelia Perry’s two children, he was active in scouting and earned distinction as an Eagle Scout. He is the author of a best-selling reflection on Boy Scout values titled “On My Honor: Why The American Values of the Boy Scouts Are Worth Fighting For.”

Perry was one of the first in his family to go to college, earning a degree in Animal Science at Texas A&M, where he was also a member of the Corps of Cadets and a Yell Leader.

Between 1972 and 1977, Perry served in the U.S. Air Force flying C-130 tactical airlift aircraft in Europe and the Middle East. He is a lifetime member of both the NRA and American Legion Post #75.

Prior to being elected Lieutenant Governor in 1998, he served two terms as Texas Commissioner of Agriculture and three terms in the Texas House of Representatives.

Perry married his childhood sweetheart, Anita Thigpen, in 1982. They have two children, Griffin (married to Meredith) and Sydney.

The link between Israel and Texas is as strong as ever, and I was honored to be in the Holy Land recently to witness critical new milestones in the deepening of our relationship.

Previous visits to Israel - a significant trading partner of our state - helped spur the creation of the Texas-Israel Chamber of Commerce, an organization based in Houston that facilitates further commerce between Texas and Israeli businesses.

This trip helped build upon those existing economic ties, and brought us closer together culturally as we announced plans for a Texas A&M international branch campus in Nazareth. The goal for this campus is admittedly lofty: To be a means to preserve peace and build understanding between cultures. We want to see students and instructors from a diverse array of nationalities, faiths and backgrounds within its classrooms, with each student learning more about the world and the bright possibilities that lie ahead for all of us.

Again, that's a tall order. But after speaking with Israeli Prime Minister Benjamin Netanyahu, President Shimon Peres, and people throughout the region about their vision, it's easy to see why these goals are achievable. I'm proud that Texas will play a part in it.

Additionally, trips like this one - which included a stop in London, as well - underscore our state's growing status as a global trade power. Many people aren't aware that Texas is the United States' top exporter. Fewer still know we've held that title for 11 years running.

In 2012, Texas exported nearly $265 billion in goods and services. That amount is larger than the entire GDP of countries like Chile, Nigeria, the Philippines and Portugal.

We've established ourselves as a global trade leader. And with the growing investment in Texas from worldwide innovators like Samsung, Toyota and Apple, that's certainly not going to change anytime soon.

While in Israel, I also met with Israeli Deputy Foreign Affairs Minister Zeev Elkin; Minister of Energy and Water Silvan Shalom; Minister of Finance Yair Lapid; Minister of Economy and Trade Naftali Bennett; Minister of Defense Moshe Ya'alon; as well as executives from a variety of Israeli industries.

While in the United Kingdom, I was honored to meet with officials such as Hugh Michael Robertson, Minister of State at the Foreign and Commonwealth Office; Edward Davey, Secretary of the State for Energy and Climate; and key leaders from the financial industry.

Among the themes that emerged consistently throughout these meetings were energy and water issues that countries around the world are facing - and they're certainly issues we're used to dealing with in Texas.

Energy has always played a key role in our economy. Not just oil and gas, but alternative or renewable sources, like wind and solar.

In terms of water, Israel and Texas share many of the same challenges. We both have an acute need to utilize the latest technology and strategies to make the most of the water supplies we have.

Israel provides an excellent example of how to maximize water supplies. The country already has a water reuse rate of more than 80 percent, with goals to push that past 90 percent in the near future. With voter approval next week, we'll have an opportunity to fund water projects in Texas for the next 50 years, many of them projects that will help us increase the reuse and recycling of our existing supplies. This is projected to push our water reuse to more than 10 percent.

Throughout the trip, I was reminded that the countries that are going to succeed in the future are the ones that embrace the concept of competition, the ones that understand the value of economic freedom, and the ones that make the most of the resources at their disposal. In that way, it's similar to what I've discussed on the state level in the United States. The states that truly "get it" about the importance of job creation are the ones that will prosper.

As I said consistently, the freedom to excel and make the most of our opportunities is what made the United States great, and embracing that has made Texas our nation's economic powerhouse over the past decade.

I'm always excited to tell that story to employers everywhere.

Texas Well-Positioned to Continue 
Powering America

When talking about what fuels Texas' economy, many people are surprised to find that oil and gas are only one part of our diverse and dynamic energy industry.

Texas has long been dedicated to pursuing an "all of the above" energy strategy, a topic discussed earlier this month at a powerhouse panel discussing the future of American energy at the George W. Bush Institute in Dallas.

While oil and gas remain a major part of the Texas economy - directly employing more than a quarter-million people and contributing more than $114 billion to our economy every year - Texas is also a national leader in alternative energy sources. Texas has already installed more wind power capacity than any other state ... and all but five countries.

In the second quarter of 2013, in fact, Texas ranked in the nation's top 8 in terms of creation of alternative energy jobs.

We've been able to reach such heights by opening markets up to competition and establishing stable, effective regulations. Combined with smart incentives, this approach does much more to promote affordable energy than imposing draconian mandates and crippling penalties.

Whether getting the most from "traditional" sources of power, or embracing the next generation of power production, Texas is well-positioned to remain the nation's energy source for many years to come.

Gov. Perry and Dr. Laffer Highlight Successful Policies to Create Jobs, Opportunity

Gov. Rick Perry and economist Dr. Arthur Laffer today contrasted the conservative fiscal principles that have helped Texas become a national leader in job creation with those that have burdened families and businesses in states like California. The governor spoke at the Texas Public Policy Foundation's Competition and the States: California vs. Texas luncheon, where Laffer unveiled a new study comparing the governments and economies of the two states.

"Texas vs. California is a pivotal contrast in a debate that really speaks to our nation's future," Gov. Perry said. "Just as we have in recent years, Texas continues to outperform California in terms of employment rate, growth in output and gross domestic product. We also continue to dominate in terms of population shift, which is about as clear a sign of quality of life as you can find. That's because it's the answer to the most basic question: Where would you rather live?"

According to Laffer's study, the bigger and more intrusive government becomes, the more it harms the economy. California is one of the highest taxed states, with the highest income and capital gains taxes in the nation. Texas, on the other hand, is one of the lowest taxed states, with zero income tax or capital gains tax. In addition, unlike California, Texas is a right-to-work state. This model of low taxes, smart and predictable regulations and fair courts has helped Texas become one of the strongest state economies in the country, and helped the Lone Star State gain seven Fortune 500 company headquarters from 2001-2012.

"The differences between California's and Texas' economic policies and performances couldn't be more stark," Laffer said. "Texas has a low-tax, business friendly environment. California has punitively high tax rates and seems to put up every possible barrier to entry for business. Texas is welcoming more and more companies, jobs and people each year, while California is desperately trying to build a wall to keep its companies, jobs and people from fleeing to greener pastures. The people have spoken."

Texas' population and economy are booming, as businesses and families from high-tax states move to low-tax states that have jobs available and that allow them to keep more of what they earn. As noted in Laffer's study, Texas has had a net adjusted gross income gain of $14.7 billion over the past six years, while California lost $19.2 billion. Additionally, California has the highest percentage of its population on welfare, while Texas has the fourth lowest. Texas also has significantly less poverty, and has maintained a significantly lower unemployment rate.

Texas' strong jobs climate continues to receive national recognition. Earlier this year, Texas was named the best business climate by Business Facilities Magazine, most competitive state by Site Selection Magazine, and best state for global trade by Global Trade Magazine. Chief Executive Magazine has also ranked Texas as the best state for business for nine years in a row through their annual survey of CEOs.

Texas Bolsters Career and 
College Readiness

Gov. Rick Perry today applauded efforts made this legislative session to set the bar even higher to ensure all Texas students are prepared for both college and career, bolstering our state's world-class, skilled workforce. Texas continues to be a national leader with regard to our school accountability system, curriculum standards, and expectations of rigor in our graduation requirements. The governor signed Senate Bill 441 and House bills 5, 809, 842, 2201 and 3662.

"This session, I emphasized the need to expand the opportunities for success available to all Texas students. The legislation I signed today strikes a balance between our need for rigorous academic standards and a student's need for flexibility, and between accountability and an appropriate level of testing in the classroom," Gov. Perry said. "We are improving workforce readiness and expanding and developing career and technical education courses to better guide students from the high school or college classroom into careers with the most job opportunities."

Students across Texas have diverse goals and unlimited opportunities, from community college, military service, university or a career. The governor understands the need for flexibility to provide accountable and rigorous options for our students, ensuring they are prepared for whatever goal they choose to pursue.

"I thank Gov. Perry for his leadership in emphasizing the importance of education for the future of Texas," Commissioner Williams said. "As a state, we should never apologize for striving to get more of our students into college. However, all students should finish high school in position to make a choice about the best course for their future. Legislation, no matter how well intentioned, does not educate one student. Ultimately, it is up to educators, parents, and students to do the work and make the gains we all hope to see."

Through initiatives like the Texas Fast Start Program, which uses competency based learning to allow students to more quickly receive degrees and certificates in high demand fields, and the Texas Workforce Innovation Needs Program, which allows school districts and institutions of higher education to establish innovative career programs that lead to a technical certificate or associate degree, Texas students will be better prepared for the demands of today's workforce.

"Ideally, HB 5 will open up an unprecedented era of cooperation between K-12 and higher education," Commissioner Paredes said. "In order for HB 5 to succeed, local school districts, community colleges and universities must work together to develop rigorous and relevant courses to prepare high school students for post-secondary education. And both sectors must cooperate to provide the academic counseling needed so that ninth-graders and their families can make informed decisions about their chosen academic pathways."

"It's well known that Texas has a strong economy, with 326,000 jobs added over the last year and growth across all major industries," Commissioner Alcantar said. "These bills offer additional opportunities for students to graduate ready for post-secondary success, while providing innovative approaches to equip our workforce with the skills needed in the dynamic occupations being created by Texas employers."

Texas has taken the top spot in another of Site Selection Magazine's annual rankings - this time in the magazine's ranking of the most competitive states in 2012. Earlier this year, Texas was awarded Site Selection's 2012 Governor's Cup for the most new and expanded corporate facilities announced over the year.

Gov. Perry Reappoints Seven to 
Texas Institute of Health Care Quality 
and Efficiency Board of Directors

Gov. Rick Perry reappointed seven members to the Texas Institute of Health Care Quality and Efficiency Board of Directors for terms to expire Jan. 31, 2017. The institute improves health care quality, accountability, education and cost to the state by encouraging health care provider collaboration, effective health care delivery models and coordination of health care services.

Joel Allison of Dallas is president and CEO of Baylor Health Care System. He is a member of the American College of Healthcare Executives, American and Texas Hospital associations, Healthcare Leadership Council, and Texas Association of Voluntary Hospitals. He is also immediate past chair of the Healthcare Coalition of Texas and Dallas Citizens Council, and a board member of the Dallas Education Foundation and Joint Commission. He served in the U.S. Marine Reserve. Allison received a bachelor's degree from Baylor University and a master's degree in health administration from Trinity University, and is a graduate of the Harvard Business School Advanced Management Program.

Robyn M. Jacobson is CEO and principal of the Entrust Family of Companies, and CEO of EnCore System Professionals Inc. She is past board chair of the National Society of Professional Benefit Administrators and past president of the Texas Association of Benefit Administrators. She is also a board member of the Texas Association of Business, and a member of the Society of Human Resource Management and Houston West Chamber of Commerce. Jacobson received a bachelor's degree from Michigan State University.

John C. Joe of Houston is a physician and chief medical information officer at St. Luke's Episcopal Health System. He is past president of the Harris County Academy of Family Physicians, and a member of the American Academy of Family Physicians, American Medical Informatics Association, Federal Health Architecture Leadership Council, Health Information and Management Systems Society, Healthcare Information Technology Standards Panel, and Society of NASA Flight Surgeons. He is also a volunteer physician for the Houston Homeless Clinic, and chairman of the Harris County Medical Society's Health Information Technology Committee. Joe was a National Merit Scholar at Rice University, and received a medical degree from the Texas A&M University Health Science Center and a Master of Public Health from the University of Texas Health Science Center at Houston.

Beverly Nuckols of New Braunfels is a board certified family physician. She is a member of the Texas Medical Association, Texas Academy of Family Physicians, Comal County Medical Association, and Texas Physicians Resource Council. She is a fellow of the American Academy of Family Physicians, and a board member and secretary of Texas Alliance for Life. She is a past volunteer medical director and a past board member of New Braunfels Hospice, a past member of the National Advisory Committee on Violence Against Women, a past volunteer for the Texas Association Against Sexual Assault, and past vice chair and past board member of the Comal County Women's Shelter. Nuckols received a bachelor's degree and medical degree from the University of Texas at Tyler, and completed her family practice residency at the University of Texas Health Science Center in San Antonio.

Thomas Quirk of Dallas is CEO of United Healthcare for Texas and Oklahoma. He is a board member of the Texas Association of Business, member of the Texas Association of Health Underwriters, and a member and past board member of the Texas Association of Health Plans. He is also a member of the Texas Health Research and Education Institute Leadership Council and Texas Medical Home Initiative Advisory Committee, past president of the Plano Economic Development Board, and is a volunteer for the Children's Medical Center of Dallas. Quirk received a bachelor's degree from Union College and completed the University of Pennsylvania Wharton School of Business Executive Management Program.

Ben Raimer of Galveston is a board certified pediatrician, and senior vice president and professor at the University of Texas Medical Branch at Galveston. He is a member of the American Academy of Pediatrics, Texas Medical Association, Texas Pediatric Society and Texas Rural Health Association. He is also a member and past president of the Galveston County Medical Society, a public representative for the Texas Health and Human Services Commission Task Force on Local Health Care Initiatives, and past chairman of the Texas Statewide Health Coordinating Council and Health Disparities Task Force. Raimer received a bachelor's degree from East Texas Baptist University, a master's degree in genetics from the University of Texas, and a medical degree from the University of Texas Medical Branch at Galveston. He will continue to serve as chair of the board for a term to expire at the pleasure of the governor.

Shannon Stansbury of Dallas is a certified health insurance executive and vice president of health care delivery for BlueCross BlueShield of Texas. He is a fellow of the American College of Healthcare Executives, and a member and past president of the St. Thomas Holy Name Society. He is also a past board member of the Mental Health Association of Greater Dallas and Bishop Lynch High School Board of Directors. Stansbury received a bachelor's degree from Texas A&M University and a Master of Business Administration from Texas Christian University.

Gov. Perry Appoints Welborn as
District Attorney of 36th Judicial District

Gov. Rick Perry appointed Michael Welborn of Aransas Pass as district attorney of the 36th Judicial District in Aransas and San Patricio counties for a term to expire at the next general election.

Welborn is judge of the 36th Judicial District Court. He is a member of the State Bar of Texas, a past member of the Aransas Pass Independent School District Board of Trustees, and past president of the Sinton Rotary Club. He is a volunteer for Aransas Pass Toys for Tots, Corpus Christi's Habitat for Humanity, and Aransas Pass Fourth of July Celebration and Boat Parade. Welborn served in the U.S. Navy.

He received a bachelor's degree from Texas A&M University at Kingsville and a law degree from South Texas College of Law.

Gov. Perry Reappoints Four to Texas
Bioenergy Policy Council

Gov. Rick Perry has reappointed four members to the Texas Bioenergy Policy Council for terms to expire Jan. 1, 2015. The council fosters development within the bioenergy industry, and creates next-generation biofuels energy research and economic development.

Bruce Bagelman of Dallas is of counsel at Lackey Hershman LLP and former president of Green Spot Market and Fuels which was founded in 2008. He is a member of the State Bar of Texas, Dallas Bar Association and National Association of Convenience Stores. He is also a founder and board member of the White Rock Local Market. Bagelman received a bachelor's degree from the University of Texas and a law degree from the University of Houston Law Center.

Michael Doguet of Nome is president of Doguet Turf Farms and Doguet's Diamond D Ranch, and general manager of Doguet's Rice Milling Company. He is a member of the U.S. Rice Millers Association, Turfgrass Producers of Texas, Texas Brangus Breeders Association, Southeast Texas Bioenergy Alliance, and Jefferson County Agricultural Committee. He is also past president of the Texas Rice Improvement Association, and a past member of the Texas Organic Agricultural Independent Advisory Board and Texas Agricultural Wildlife Research and Management Advisory Board. Doguet received an associate degree from Lamar University.

Michael Kerby Jr. of Houston is manager of global chemical research at ExxonMobil Chemical Co. He is a member of the National Academies Board on Chemical Sciences and Technology, Chemical Heritage Foundation, Council for Chemical Research, and American Chemical Society. He is a past recipient of the American Chemical Society's 2008 Heroes of Chemistry Award, and holds more than 30 U.S. patents. He is also a volunteer with United Way of Baytown and the American Cancer Society. Kerby received a bachelor's degree from the University of Dayton and a doctorate of inorganic chemistry from the University of Texas.

Jeffrey Trucksess of Austin is a founder of Green Earth Fuels. He is a board member of Sustainable Oils and Tellus Technology, and is president of the Biodiesel Coalition of Texas. Trucksess received a bachelor's degree from the University of Michigan and a Master of Business Administration from the University of Texas.

Gov. Perry Appoints Rainey to 
Texas State Board of Social Worker Examiners

Gov. Rick Perry appointed Carol "Missy" Rainey of Keller to the Texas State Board of Social Worker Examiners for a term to expire Feb. 1, 2017. The board regulates the profession of social work in Texas.

Rainey is a licensed baccalaureate social worker and assistant court investigator for the Denton County Probate Court. She is a member of the National and Texas Guardianship associations, Parent Association for the Retarded of Texas Inc., Arc of Denton County, and the Texoma Branch of the National Association of Social Workers, and a member and past board member of the Texas Association of Social Workers. She is also a member of the University of North Texas and Texas Woman's University advisory boards and Denton County Mental Health Mental Retardation Center Community Support Advisory Committee, a mentor for Communities in Schools of North Texas, and a member and past board member of Leadership Denton Alumni.

Rainey received a bachelor's degree from Texas Woman's University.

Gov. Perry Appoints Flow to Texas
Skill Standards Board

Gov. Rick Perry appointed Terri Flow of Austin to the Texas Skill Standards Board for a term to expire at the pleasure of the governor. The board facilitates and promotes the use of industry-developed skill standards for major skilled occupations, such as machinists, database administrators and air conditioning technicians.

Flow is a government relations manager at BancVue. She is past director of BancVue's Freedom Bar Camp, past president of West Austin I Toastmasters Club, a past consultant for Junior Achievement in Michigan and Oklahoma, and a past member of the American Society of Training and Development. She is also a past volunteer for Keep Austin Beautiful, Brighton Gardens Assisted Living Center and Ann Arbor Veterans Administration Hospital in Michigan, and a past coach for Upward Sports Youth Basketball League.

Flow received a bachelor's degree from Oral Roberts University and a certificate of nonprofit management from Texas A&M University Bush School of Government and Public Service.

Judge of 230th Judicial District Court

Gov. Rick Perry appointed Bradley S. Hart of Humble as judge of the 230th Judicial District Court in Harris County for a term to expire at the next general election.

Hart is an assistant district attorney for Harris County. He is a member of the State Bar of Texas, Houston Bar Association and Texas District and County Attorneys Association, an administrative board member of First Methodist Houston Downtown, and a volunteer for the Sam Houston Area Council Boy Scouts of America. He is also a past administrator for Henderson County Teen Court and a past volunteer for Child Advocates Inc.

Hart received a bachelor's degree from Baylor University and a law degree from South Texas College of Law.

Gov. Perry Appoints Five
to Texas Juvenile Justice Board

Gov. Rick Perry appointed five members to the Texas Juvenile Justice Board. The board oversees the Texas Juvenile Justice Department, a state agency that works in coordination with other state and county offices to produce positive outcomes for youths, their families and communities.

Carol Bush of Waxahachie is the Ellis County judge, and a former Ellis County court at law judge. She is a member of the State Bar of Texas and Ellis County Bar Association, a founding and current member of the Gingerbread House Children's Advocacy Center Board of Directors, and an advisory board member of the Waxahachie and Midlothian chambers of Commerce. She is also a past member of the Waxahachie Education Foundation Board of Directors, Waxahachie Independent School District Long Range Planning Committee and Global High Administrative Planning Team. Bush received a bachelor's degree from Trinity University and a law degree from St. Mary's University School of Law. She is reappointed for a term to expire Feb. 1, 2019.

Scott Fisher of Bedford is senior pastor at Metroplex Chapel of Euless. He is a member of Texas Hospital Trustees, a board member of the Mid-Cities Pregnancy Center and One Heart Project, and chairman of the Tarrant County Hospital District Board of Managers and Metroplex Chapel Academy Board of Trustees. He is also chaplain of the City of Euless Police Department, a past member of the Texas Ethics Commission, and past chair of the Texas Youth Commission. Gov. Rick Perry appointed Esperanza "Hope" Andrade of San Antonio to the Texas Workforce Commission for a term to expire Feb. 1, 2015. She will serve as commissioner representing employers, replacing Commissioner Tom Pauken who resigned. The commission oversees and provides workforce development services to employers and job seekers throughout the state.

Andrade is a private consultant and former Texas Secretary of State. She is a board member of the Masters Leadership Program of San Antonio and Texans for Education Reform, and an advisory board member of Prime Eco Group Inc., MotorWise Inc., and Energy Future Holdings Sustainable Energy Advisory Board. She is former Texas Border Commerce coordinator, and a past board member of the Texas Transportation Commission and Texas Turnpike Authority Board of Directors. She is a recipient of the San Antonio Hispanic Chamber of Commerce Lifetime Achievement Award, Hope for Children Esperanza Award and San Antonio Leadership Hall of Fame Award, and was named Woman of the Year by the Houston Chapter of the Women's Transportation Seminar and Small Business Advocate of the Year by the Small Business Administration.

Andrade attended Our Lady of the Lake University and The University of Texas at San Antonio entrepreneurship program.

Gov. Perry Appoints Three to 
Texas Woman’s University Board of Regents

Gov. Rick Perry appointed three members to the Texas Woman's University Board of Regents for terms to expire Feb. 1, 2019.

Anna Maria Farias of Brownsville is an attorney and consultant in private practice. She is also former director of the Department of Housing and Urban Development Center for Faith-Based and Community Initiatives. She is a board member of the OneStar Foundation, a past board member of MANA, a National Latina Organization, and past vice chair of the Philadelphia Phi Alpha Delta Law Fraternity. She is also past president of the Crystal City Lions Club and Crystal City Little League, and a past board member of the Winter Garden Women's Shelter. Farias received a bachelor's degree from Boston University and a law degree from Temple Law School, and is a fellow of the Harvard John F. Kennedy School of Government.

Nancy P. Paup of Fort Worth is a fundraising consultant, and former corporate relations and membership manager of the Amon Carter Museum of American Art. She is a board member of the Texas Woman's University Foundation and Schreiner University Board of Trustees, and campaign vice-chair of the Texas State Historical Association "A Future for Our Past" fundraising campaign. She is also a member of Certified Fund Raising Executives International and the Association of Fundraising Professionals, and a graduate of Leadership Texas. Paup received a bachelor's degree and master's degree in education from Texas Woman's University.

George Schrader of Dallas is principal of Schrader and Cline LLC, and owner of Schrader Investment Company. He is also former executive vice president of LDB Corp., and past city manager of the cities of Dallas, Mesquite and Ennis. He is past president and a life member of the International City Management Association, past president and a board member of the Texas City Management Association, board member of the Methodist Health System, and a fellow of the National Academy of Public Administration. He is also an advisory board member of Life Information Inc., a past board member of Baker University, and an honorary lifetime member of the Boy Scouts of America. Gov. Perry Appoints Philibert and 
Oakley to Texas Municipal Retirement System

Gov. Rick Perry appointed Bill Philibert of Pasadena and reappointed Julie Oakley of Spicewood to the Texas Municipal Retirement System for terms to expire Feb. 1, 2019. The board oversees the Texas Municipal Retirement System, which is responsible for providing a secure retirement benefit plan for more than 800 cities.

Philibert is director of human resources and risk management for the City of Deer Park. He is a member of the International Public Management Association for Human Resources, Texas Municipal Human Resources Association, Bay Area Human Resources Association, and Society of Human Resources Management. He is also president of the Vista Villas Homeowners Association and Bay Area A&M Club. Philibert received a bachelor's degree from Texas A&M University and a Master of Business Administration from the University of Houston.

Oakley is a certified public accountant, certified investment officer and finance director for the City of Lakeway. She is a member of the Texas Society of Certified Public Accountants and the Government Finance Officers Association of Texas, and past secretary/treasurer of the Texas Association of County Auditors. She is also a volunteer coach for the Marble Falls Youth Baseball and Softball Association. Oakley received a bachelor's degree from The University of Texas of the Permian Basin.

Gov. Perry Names Wong Chair of 
Texas Board of Professional Engineers

Also appoints two members to board

Gov. Rick Perry named Daniel Wong of Missouri City chair of the Texas Board of Professional Engineers, and has also appointed two members to the board. The board licenses qualified engineers, enforces the Texas Engineering Practice Act and regulates the practice of professional engineering in Texas.

Wong is CEO of Tolunay-Wong Engineers. He is a member of American Society of Civil Engineers, Texas Society of Professional Engineers and University of Houston Civil Engineering Advisory Board, past president of the Asian American Architects and Engineers Association, and a past board member of the Houston Council of Engineering Companies. He is also a trustee of the Fort Bend Economic Development Council, past member of the Sugar Land City Council, and past board member of the Fort Bend Chamber of Commerce, Houston-Galveston Area Council, and University of Houston Alumni Association. Wong received a bachelor's degree, a master's degree in civil engineering and a doctorate of civil engineering from the University of Houston. Sina Nejad of Beaumont is president of Sigma Engineers Inc. He is a member of the National and Texas societies of Professional Engineers, American Society of Civil Engineers and American Concrete Institute, a charter member of the Structural Engineering Institute, a founding member of the Architectural Engineering Institute, and president of the Sabine Chapter of the Texas Society of Professional Engineers. He is chairman of the Lamar University Civil Engineering Advisory Council, and City of Beaumont Planning and Zoning Commission and Building Code Board of Adjustment and Appeals, and a board member of the Lamar University Foundation Board of Directors and CHRISTUS St. Elizabeth Hospital Advisory Board. Texas Diabetes Council

Gov. Rick Perry appointed four members to the Texas Diabetes Council for terms to expire Feb. 1, 2019. The council assists in the development and implementation of a public awareness strategy focusing on diabetes and its complications.

Carley Gomez-Meade of Austin is a pediatrician and pediatric endocrinologist, and owner of Little Leaves Clothing Co. She is a member of the American Academy of Pediatrics, Texas Pediatric Society, the Endocrine Society, the Pediatric Endocrine Society and International Society for Pediatric and Adolescent Diabetes. She is also a former volunteer physician for the Jackson Charity Care Program, author of several peer-reviewed endocrinological journals and text books, and a frequent presenter at national diabetes and endocrine conferences. Gomez-Meade received a bachelor's degree from the University of North Texas (UNT) and a doctor of osteopathic medicine from the UNT Health Science Center.

Alicia Gracia of Brownsville is an independent grant writer. She is past executive director of CASA of Cameron and Willacy Counties Inc., board secretary of HOPE 4 Kids Living with Diabetes, and a member of the Cameron County Juvenile Diabetes Association. She is also a volunteer with the Boy Scouts of America Rio Grande Valley Council and Girl Scouts of Greater South Texas. Jason Michael Ryan of Houston is an attorney and assistant general counsel at CenterPoint Energy. He is a member of the State Bar of Texas and Pro Bono College of the State Bar of Texas, a fellow of the Texas Bar Foundation, a member and immediate past president of the Houston Young Lawyers Association, and a past member of the Houston Bar Association and the Energy Bar Association. Curtis Triplitt of San Antonio is a clinical assistant professor at the University of Texas Health Science Center at San Antonio and a pharmacist at the Texas Diabetes Institute. Triplitt received a bachelor's degree from the University of Iowa College of Pharmacy and a doctor of pharmacy from the University of Texas Health Science Center at San Antonio and the University of Texas at Austin. Cynthia Tays of Austin is president and owner of Austin Chiropractic Associates P.A. She is a member of the American Chiropractic Association (ACA), ACA Sports Council and ACA Physical Therapy Council. She is also a member of the Texas Chiropractic Association and American College of Chiropractic Orthopedists, and is the chiropractic consultant for Ballet Austin and Tapestry Dance Company. Tays received a bachelor's degree from St. Cloud State University and a doctor of chiropractic degree from Texas Chiropractic College. She is being reappointed and will continue to serve as chair of the board for a term to expire at the pleasure of the governor.

John H. Riggs III of Midland is owner and clinic director of Alternative Chiropractic Solutions. He is a member of the American Chiropractic Association (ACA) and ACA Council Chiropractic Orthopedics, Texas Chiropractic Association and Texas Council of Chiropractic Orthopedists, and a member and board certified chiropractic orthopedist through the Academy of Chiropractic Orthopedists. John Steinberg of Marion is director of safety and security for Little Caesars of San Antonio Inc. He is former mayor of the City of Converse and a past Converse city councilman. He is a member and past president of the Alamo Area Mediators Association, and a board member and past chairman of the Bexar County Dispute Resolution Center. Steinberg is past chairman of the American Society for Industrial Security and San Antonio Safety Council, and a past board member of the Texas State Board of Public Accountancy. Steinberg served 28 years in the U.S. Air Force. Texas Lottery Commission

Gov. Rick Perry appointed Veronica Edwards of San Antonio to the Texas Lottery Commission for a term to expire Feb. 1, 2017. The commission oversees the Texas Lottery, and ensures lottery and bingo games are conducted in a legal and fair manner.

Edwards is founder and CEO of InGenesis Inc. She is a member of the University of the Incarnate Word Board of Trustees, corporate recruitment chair for the San Antonio Chapter of the American Diabetes Association, and a board member of the Texas Women's Forum and the World Affairs Council of San Antonio. She was named by Inc. Magazine as a Top 10 Female CEO in 2012, and named the nation's top Latina Businesswoman by the U.S. Hispanic Chamber of Commerce in 2011.

Gov. Perry Names Atkinson Chair of 
Texas Public Finance Authority

Gov. Rick Perry named Billy Atkinson, Jr. of Sugar Land as chair of the Texas Public Finance Authority, and has also appointed three members to the board for terms to expire Feb. 1, 2019. The authority issues and sells bonds for designated state agencies to finance the acquisition or construction of buildings.

Atkinson is a certified public accountant (CPA) and recently retired partner at PricewaterhouseCoopers, LLP. He is chair or the Private Company Council and a board member of the Atkinson Candy Company in Lufkin. He is past board chairman of the National Association of State Boards of Accountancy, past presiding officer of the Texas State Board of Public Accountancy, and past president of the Houston Society of CPAs. He is also past executive board member of the Texas Society of CPAs, a past member of the American Institute of CPAs Governing Council, and past board chairman of the Texas Gulf Coast Make a Wish Foundation. Brazos River Authority Board of Directors

Gov. Rick Perry appointed seven members to the Brazos River Authority Board of Directors for terms to expire Feb. 1, 2019. The authority develops and conserves surface water resources of the Brazos River Basin.

Richard L. Ball of Mineral Wells is owner and president of Wes-Tex Vending Co. He is president of the Palo Pinto General Hospital Area Foundation and Mineral Wells Industrial Foundation, chairman of the Mineral Wells Planning and Zoning Commission, and a member of the Mineral Wells Lions Club. He is also a past board member of the Texas Merchandising Vending Association and National Automated Merchandising Association. Ball is being reappointed.

F. LeRoy Bell of Tuscola is president and CEO of Compass Financial Strategies. He is past president of the Texas Leaders Roundtable, Texas Association of Life Underwriters and Boys Scouts of America Chisholm Trail Council. He is also a volunteer pilot for Angel Flight. Bell served in the U.S. Navy Reserve. He attended Texas Tech University. He is being reappointed.

Peter G. Bennis of Fort Worth is president and CEO of Pinnacle Bank Texas. He is a founder and past trustee of the Johnson County Education Foundation, a founder and past president of the Keene Chamber of Commerce, and past chairman of the Keene Economic Foundation and Johnson County Economic Development Corp. George "Dave" Scott III of Richmond is a rancher and retired executive vice president of Port City Stockyard Company. He is a life member of the Fort Bend County Fair Association and Houston Livestock Show and Rodeo, a member of the Texas Cattle Feeders Association and Texas Farm and Ranch Lands Conservation Council, and past president of the Texas and Southwestern Cattle Raisers Association. Raleigh White IV of Temple is a retired plastic surgeon. He is past president of the Texas Surgical Society and Texas Chapter of the American College of Surgeons, and a past member of the Texas Medical Association, American Association of Plastic Surgeons, American Society of Plastic Surgery, and Southern Surgical Association. He is also a participant in the Texas Parks and Wildlife Department's Managed Land Deer Permits and Natural Resources Conservation Service. White served in the U.S. Army Medical Corps. He received a bachelor's degree from Southern Methodist University and a medical degree from the University of Pennsylvania.

Salvatore Zaccagnino of Caldwell is an investment associate with LPL Financial Services. He is a life member of the U.S. Naval Academy Alumni Association, U.S. Air Force Association, Veterans of Foreign Wars, and American Legion. He is secretary/treasurer of the Burleson County Economic Development Council, and a member and past president of the Caldwell Lions Club and Burleson County Chamber of Commerce. Judge of the 113th Judicial District Court

Gov. Rick Perry appointed Michael Landrum of Houston as judge of the 113th Judicial District Court in Harris County for a term to expire at the next general election.

Landrum is an attorney and of counsel to O'Donnell, Ferebee, Medley, and Keiser PC. He is board certified in civil trial and appellate law, and admitted to practice law before the Supreme Court of Texas, U.S. District Court for the Southern District of Texas, and . U.S. Fifth Circuit Court of Appeals. to Finance Commission of Texas

Gov. Rick Perry appointed William Lucas of Center to the Finance Commission of Texas for a term to expire Feb. 1, 2018. The commission ensures banks, savings institutions, consumer credit grantors and other state-regulated financial entities operate responsibly to enhance the financial well-being of Texans.

Lucas is president and chief operating officer of Shelby Savings Bank. He is a member of the Texas Bankers Association (TBA) and TBA Community Bankers Council, and chairman of the Texas Bankers Foundation. He is also board secretary of the Boone Hill Foundation and the Solomon Zane Allen Foundation, and a member of the Center Rotary Club

Credit Union Commission

Gov. Rick Perry named Manuel "Manny" Cavazos IV of Austin chair of the Credit Union Commission, and has also appointed three members to the commission for terms to expire Feb. 15, 2019. The commission supervises the Credit Union Department, which regulates all credit unions organized and chartered under the laws of the state of Texas.

Cavazos is an attorney, certified public accountant (CPA) in private practice and rancher. He is a member of the Texas Society of CPAs, American Bar Association, American Immigration Lawyers Association, California State Bar, and National Association of Consumer Bankruptcy Attorneys. He is also a past member of the American Institute of CPAs, past board member of the Travis County Hispanic Chamber of Commerce, and past board member and treasurer of the Texas Society to Prevent Blindness. Cavazos received a bachelor's degree from The University of Texas and a law degree from the William Howard Taft University Law School. Allyson "Missy" Morrow of San Benito is CEO of the Harlingen Area Teachers' Credit Union. Texas School Safety Center Board

Gov. Rick Perry appointed five members to the Texas School Safety Center Board for terms to expire Feb. 1, 2015. The board promotes safety throughout the state and advises the Texas School Safety Center in San Marcos, which provides school safety information and resources for the prevention of youth violence.

Barbara Beto of Round Rock is a substitute teacher for the Round Rock Independent School District (ISD). She is a member of the Texas Parent Teacher Association (PTA) Board of Directors and Walsh Middle School and Round Rock High School PTA Site Based Evaluation committees. She is also a past member of the Round Rock ISD Council of PTAs and Round Rock ISD Citizens Bond Committee. Beto received a bachelor's degree.

Daniel F. Gilliam of Victoria is judge of County Court at Law #2 in Victoria County. He is a former adjunct professor at Victoria College and former assistant criminal district attorney for the Victoria County Criminal District Attorney's Office. Gov. Rick Perry named Darrell D. Dávila Director of Governmental Appointments effective September 1. He will replace Bech Bruun, who was recently named a new full-time member to the Texas Water Development Board.

"Darrell is a trusted advisor in my appointments office and his extensive legal and policy expertise makes him ideally suited to lead this division. His leadership will help ensure we continue to appoint the best and most qualified people to build a stronger Texas," said Gov. Perry. 

Dávila, a native of Corpus Christi, most recently served as appointments manager for legal and judicial appointments for the Office of the Governor. Prior to that, he was an assistant district attorney and legislative/governmental affairs liaison for the Tarrant County District Attorney's Office in Fort Worth. He previously worked as a civil litigation attorney in Dallas and served as an assistant in the policy office of Gov. George W. Bush. He is a member of the State Bar of Texas, a past member of the Tarrant County Bar Association, the College of the State Bar of Texas, the Texas District and County Attorneys' Association, and a former Tarrant County Young Lawyers volunteer Teen Court judge.

Gov. Rick Perry appointed Brandy Marty of Austin to the Public Utility Commission (PUC), effective immediately. The three-member PUC encourages competition and customer choice in Texas, and ensures electric and telephone operations, services and rates are fair and reasonable.

"Brandy is a passionate public servant with a deep knowledge of state government and the issues critical to Texas' continued success," Gov. Perry said. "She is well respected by her colleagues and officials across state government and is known as a capable and effective leader. Her experience and skills will be a major asset to the PUC as they continue their important work for our state."

Marty most recently served as chief of staff for the Office of the Governor. She has also served as the governor's deputy chief of staff, director of the Budget, Planning and Policy Division, and as deputy legislative director as House liaison. Marty was also policy director for the governor's 2010 primary campaign. She has previously served in several capacities working for elected officials within the House of Representatives.

Gov. Rick Perry appointed Jeff Brown of Houston as a justice of the Supreme Court of Texas for a term to expire at the next general election.

"Jeff is an outstanding and accomplished jurist whose highest priority on the bench is preservation of the rule of law," Gov. Perry said. "Jeff is a staunch defender of the constitutional freedoms our state and our nation are founded upon and he will uphold these values with honor, dignity and integrity as a Supreme Court justice. Brown is currently justice of the 14th Court of Appeals, a position he has held since his appointment in December 2007. He is also presiding judge of Harris County Success Through Addiction Recovery Drug Court No. 1. He is a former judge of the 55th Judicial District Court in Harris County, and a former associate attorney at Baker Botts LLP. Brown served as law clerk to Texas Supreme Court Justices Jack Hightower and Greg Abbott. He is vice chair and past president of the Houston Law Review Board of Directors, treasurer of the Texas Supreme Court Historical Society, and past president of the Texas Association of Civil Trial and Appellate Specialists. He is a member of the American Law Institute, Federalist Society, State Bar of Texas Pattern Jury Charges Committee, LifeHouse Advisory Board, and Supreme Court of Texas Multidistrict Litigation Panel. Gerry Geistweidt of Mason is an attorney in private practice, and is admitted to practice law before the Texas Supreme Court, U.S. District Court for the Western District of Texas and U.S. Tax Court. Keta Dickerson of Richardson is a program manager for Dallas County Divert Court. Gov. Perry Names Hecht as Chief Justice 
of Texas Supreme Court

Gov. Rick Perry has appointed Justice Nathan L. Hecht of Austin as chief justice of the Supreme Court of Texas. Justice Hecht's term will be effective Oct. 1, 2013, and is set to expire at the next general election. He will serve as the 27th chief justice of the Supreme Court of Texas.

"I am proud to appoint Justice Hecht as chief justice of the highest court in the state," Gov. Perry said. "I know Justice Hecht to be a man of the most upstanding character and integrity, with an uncompromising commitment to protecting the interests of the citizens of Texas. As the most senior justice on the Court, his dedication to the rule of law and wealth of knowledge and judicial experience will be invaluable as he serves in this new role."

Justice Hecht was first elected to the Supreme Court of Texas in 1988 and is the senior justice on the Court. Justice Hecht has won re-election four times. During his time on the Court, Justice Hecht has authored more than 350 opinions. He is also responsible for the Supreme Court's efforts to assure that all Texans, including those living below the poverty level, have access to basic civil legal services.

Prior to his service on the Supreme Court of Texas, he served as a justice of the Texas 5th Court of Appeals and as judge of the 95th Judicial District Court in Dallas County. He is also a former associate attorney and shareholder of Locke, Purnell, Boren, Laney and Neely, PC, now known as Locke, Lord, Bissell and Liddell, LLP, and is a former law clerk to Judge Roger Robb of the US Court of Appeals for the District of Columbia Circuit. Justice Hecht is a member of the State Bar of Texas, the District of Columbia Bar, and the American, Dallas, and Austin Bar associations. He is a commissioner of the Texas Access to Justice Commission, a life fellow of the American Law Institute, a fellow of the American, Texas, and Dallas Bar foundations, and a past member of the US Judicial Conference Advisory Committee on Rules of Civil Procedure. He served as a lieutenant in the US Navy Reserve Judge Advocate General's Corps (JAGC).

Gov. Perry Appoints Lewis to the 
Sabine River Compact Administration

Gov. Rick Perry appointed Mike Lewis of Newton to the Sabine River Compact Administration for a term to expire July 12, 2019. The commission is divided between two representatives each from Texas and Louisiana, and one representative from the greater U.S. The commission oversees water rights from the Sabine River, and ensures both states receive an equitable share of water from the river and its tributaries and that the provisions of the compact are adhered to.

Lewis is a retired former deputy director of the Jasper County Community Supervision and Corrections Department. He is a member and past president of the Newton County Fair Association, a member and former county ambassador of the Houston Area Go Texan Scholarship Program, and past president of the Jasper/Newton County Jaycees and Newton County Aviation Association. He is also a past member of the Texas Probation Association. Lewis served in the U.S. Naval Reserve. He received a bachelor's degree from Sam Houston State University.

North Texas Tollway Authority Board of Directors

Gov. Rick Perry reappointed William "Bill" Elliott of Ravenna to the North Texas Tollway Authority Board of Directors for a term to expire Aug. 31, 2015. The board oversees the building, maintenance and operations of turnpike projects in North Texas.

Elliott is a tax attorney in private practice. He is a member of the American and Dallas Bar associations, and a member and past board chairman of the State Bar of Texas. He is also a past member of the Trinity River Authority Board of Directors and Texas State Depository Board.

Elliott received a bachelor's degree from Southeastern State College, now Southeastern Oklahoma State University, a law degree from the Southern Methodist University Dedman School of Law, and a Master of Laws specializing in tax law from the New York University School of Law.

District Retirement System Board of Trustees

Gov. Rick Perry appointed Mary Louise Garcia of Fort Worth and Deborah Hunt of Georgetown to the Texas County and District Retirement System Board of Trustees. The board is responsible for the administration of the retirement system.

Garcia is the Tarrant County clerk. She is a board member of the Property Records Industry Association and Rotary Club of Fort Worth, and a member of the National Association of County Recorders, Election Officials and Clerks, County and District Clerks' Association of Texas, Northeast Leadership Forum and Fort Worth Hispanic Women's Network of Texas. She is also a past board member of the Fort Worth Hispanic Chamber of Commerce and All Church Home for Children. Garcia received a bachelor's degree from the University of Texas at Arlington. She is appointed for a term to expire Dec. 31, 2017.

Hunt is the Williamson County tax assessor-collector. She is a member of the Tax Assessor-Collectors Association of Texas, International and Texas associations of Assessing Officers, Texas Association of Appraisal Districts, Williamson County Investment Committee, and Texas Department of Motor Vehicles Registration and Titling Advisory Committee. She is also a board member of the Williamson Central Appraisal District, and a past member of the Texas Comptroller of Public Accounts Property Tax Advisory Committee and North Austin Woman's Club. Hunt attended Trenton State College, now The College of New Jersey. She is appointed for a term to expire Dec. 31, 2015.

OneStar Foundation

Gov. Rick Perry appointed Helen Soto Knaggs of Austin to the OneStar Foundation for a term to expire March 15, 2014. The foundation furthers volunteerism and community service in Texas.

Knaggs is owner of Knaggs and Associates, and former director of external affairs for Verizon Communications and the Verizon Foundation. She is vice chair of the Senate Hispanic Research Council, a member of Las Comadres Para Las Americas, and a board member of the Our Lady Guadalupe Church Finance Committee. She is past chair and past corporate partner representative of the Texas Association of Mexican American Chambers of Commerce, past chair of the Our Lady Guadalupe Church Pastoral Council, and a former board member of the Governor's Commission for Women under Governor Bill Clements. She is also a volunteer for Saint Louise House, the Our Lady Guadalupe Food Bank and the Texas Association of Mexican American Chambers of Commerce.

Texas State Board of Pharmacy

Gov. Rick Perry appointed five members to the Texas State Board of Pharmacy. The board oversees the licensing and discipline of Texas pharmacists and pharmacies.

Buford T. Abeldt Sr. of Lufkin is a pharmacist and owner of Abeldt's Gaslight Pharmacy. He is a member of the Texas Pharmacy Association, National Community Pharmacists Association, American College of Apothecaries and Deep East Texas Pharmacy Association. He is also past president of Kiwanis of Lufkin and chairman of the deacons of First Baptist Church of Lufkin. Abeldt served in the U.S. Navy. He received a bachelor's degree in pharmacy from Southwestern State College, now Southwestern Oklahoma State University. He is reappointed to the board for a term to expire Aug. 31, 2019.

L. Suzan Kedron of Dallas is a land use attorney for Jackson Walker LLP. She is past chair of the Executive Council of Physical Therapy and Occupational Therapy Examiners. She is also a member of the Real Estate Council, Dallas Regional Chamber of Commerce and State Bar of Texas. Kedron received a bachelor's degree from Columbia College. She is reappointed to the board for a term to expire Aug. 31, 2019.

Christopher Dembny of Richardson is a pharmacist and president of Dembny Pharmacy Consultants. He is a member of the Texas Ambulatory Surgery Center Society and Texas Independent ER Association, a member and past vice president of the Texas Pharmacy Association, and a member and past president of the Dallas Area Pharmacy Association. He is also a member of the Plano East Senior High School Band Booster Club and former volunteer pharmacist for the Collin County Adult Clinic. Dembny received a bachelor's degree in pharmacy from the University of Kansas. He is appointed for a term to expire Aug. 31, 2017.

Bradley Miller of Austin is a registered pharmacy technician and the pharmacy technician manager at University Medical Center Brackenridge. He is a member of the Texas and Austin Area societies of Health-System Pharmacists, American Society of Health-System Pharmacists Technician Advisory Panel, Capital Area Public Health and Medical Committee, Texas and Capital Area Pharmacy associations, and Virginia College Pharmacy Program Advisory Board. He is also a past board member of the Texas Pharmacy Association and PharmPAC, and a past member of the Austin Community College Pharmacy Program Advisory Board. Miller attended Austin Community College and Southwest Texas State University, now Texas State University. He is appointed for a term to expire Aug. 31, 2019.

Dennis F. Wiesner of Austin is senior director of privacy, pharmacy and government affairs for H-E-B. He is a member of the Texas Pharmacy Association, International Association of Privacy Professionals, National Council for Prescription Drug Programs and National Association of Drug Diversion Investigators. He is also a member of the American Society for Pharmacy Law, Food Marketing Institute Pharmacy Advisory Council, Texas Department of State Health Services Pandemic Subcommittee, Texas Blue Ribbon Task Force on Emergency Preparedness, and National Association of Chain Drug Stores Policy Council. He is a past board member of the Texas Pharmacy Foundation, a member and past president of the Texas Federation of Chain Drug Stores, and a past representative to the Texas Pharmacy Congress. Gov. Rick Perry appointed Phil Worley of Hebbronville to the Texas State Board of Public Accountancy for a term to expire Jan. 31, 2017. The board regulates public accountants and administers the certified public accountant exam in Texas.

Worley is a former dean of arts and humanities at Laredo Community College, and a former teacher and coach in the Webb and Jim Hogg County Independent School districts. He is a board member of the Texas Medical Board District Four Review Committee, a past board member of the Texas Guaranteed Student Loan Corporation and past president of the Bruni Lions Club. Worley received a bachelor's degree from Texas State University and a master's degree in sociology and political science from Laredo State University.

Gov. Rick Perry appointed Monica Hamby of Amarillo to the Texas Board of Nursing for a term to expire Jan. 31, 2019. The board ensures licensed nurses in Texas meet the necessary requirements to practice, and oversees accreditation of schools of nursing.

Hamby is a licensed vocational nurse at the Baptist St. Anthony's Health System in Amarillo, and a former surgical nurse for the Amarillo Heart Group. She is a volunteer for Women for Orphans Worldwide. Hamby is a graduate of the Cisco Junior College Vocational Nursing Program.

Gov. Perry Appoints Burns to 
Continuing Advisory Committee 
for Special Education

Gov. Rick Perry appointed Jana Burns of Saginaw to the Continuing Advisory Committee for Special Education for a term to expire Feb. 1, 2017. The committee provides policy guidance on special education and related services for children with disabilities in Texas.

Burns is an assistant director at the Region 10 Education Service Center in Richardson, and leads the Special Populations Department within the Division of Instruction. She is a member of the Texas Council of Administrators of Special Education and Alpha Delta Kappa International Honorary Organization for Women Educators. She is also a past member of the Texas Association of Secondary School Principals and the Association for Supervision and Curriculum Development.

Burns received a bachelor's degree from the University of North Texas and a master's degree in education administration from Texas Woman's University, and completed her superintendent certification from Tarleton State University.
