GOP Chair Reince Priebus Calls for Earlier Conventions, Expanded Minority Outreach, Launches A New $10 million Initiative to Reach Out to Hispanic, African American, Asian Communities Across America

WASHINGTON — As the Republican Party tries to bounce back from its loss in November’s presidential election, Republican National Committee Chairman Reince Priebus today outlined some of the tactical changes he feels the party must make, including expanding outreach to minority voters and holding the Party’s convention earlier in the summer.

“I’m calling for a convention in June or July,” Priebus said during an appearance on CBS News’ “Face the Nation,” arguing that Republican presidential candidate Mitt Romney was a “sitting duck” in the months leading up to the Republican National Convention in August.

“We’re going to set up a commission that’s going to make that decision,” he said. “I’m going to be a part of that, I’m going to chair that commission, but no more August conventions.”

While Democrats benefited from well invested and expansive political operations in states across the country in 2012, Priebus acknowledged the Republicans faced a deficit in that area and said the GOP would combat shortfall by launching a $10 million initiative dedicated to outreach in minority communities.

“The Obama campaign lived in these communities for years. Their relationships were deep. They were authentic,” Priebus said. “We’re going to be announcing a $10 million initiative just this year which will include hundreds of people, paid, across the country, from coast to coast, in Hispanic, African American, Asian communities, talking about our party, talking about our brand, talking about what we believe in, going to community events, going to swearing-in ceremonies being a part of the community on an ongoing basis paid for by the Republican National Committee, to make the case for our party and our candidates.”

Priebus also said he hopes to reduce the number of primary debates to a more reasonable number like “seven or eight” per election cycle.

MISSOURI CITY, TEXAS: Watch Out for the Missouri City Council District A Race involving Bobby Marshall, Rodney Griffin and Yolanda Ford on Saturday, May 11, 2013

Back in the 2011 General Election face off in Missouri City for the District A City Council seat Rodney Griffin came within 33 votes of unseating the incumbent Bobby Marshall. However, a dismal 6.52% voter turnout in the (6) six precinct district largely made up of African-American voters proved a little too much for Griffin to overcome in his quest to unseat the incumbent. But Rodney L. Griffin is back on the ballot again in the 2013 General Election to be held on Saturday, May 11, 2013. However, he's not facing the incumbent alone this time around. Yolanda Ford, a local architectural designer and urban planner is also in the race seeking to unseat Councilman Bobby Marshall.

Businessman Rodney Griffin continues to campaign tirelessly for the revitalization of Texas Parkway. He has served the Missouri City community as the Presiding Election Judge for many terms. Presently he serve Precinct 2059 as the Democratic Chair and on the State Democratic Executive Committee in Austin. According to Griffin he was the first State (Texas) party official to endorse then candidate Obama for president (Feb, 22, 2007). During the de centennial census, he made sure that every person in the Missouri City community was counted. 


VOTER TURNOUT WILL BE KEY IN THE 2013 GENERAL ELECTION


This time around a low 6.52% voter turnout may be problematic in a race with two African-American candidates trying to unseat Councilman Marshall. There's a possibility that Ford and Griffin could cancel one another out in this race should the turnout be as dismal as it was back in the 2011 General Election. But in a three candidate race with a projected low voter turnout; a runoff is also a huge possibility should no candidate garner more than 50% of the vote.

A LOOK BACK AT THE 2011 GENERAL ELECTION

Bobby Marshall only defeated Rodney L. Griffin by 33 votes in the 2011 General Election. Griffin led Marshall after Early Voting by gaining 56.76% or 100 votes to Marshall's 43.24% or 80 votes. However, Election Day voting is where Marshall proved too much for Griffin to handle in 2011. On Election Day, Marshall garnered 58.79% or 194 votes to Griffin's 41.21% or 136 votes to win the election. This chart was created by Aubrey R. Taylor Communication. CHARTER AMENDMENTS COULD HELP VOTER TURNOUT

According to Mayor Allen Owen, the City of Missouri City had the Charter Review Commission look at changes that needed to be made and updated to the Missouri City Charter which the city is required to do from time to time. “In their review some minor changes need to be made and it takes voter approval to change the Charter. City Council unanimously approved the changes and are offering them to the voters on the ballot on Saturday, May 11, 2013. We would ask that the voters approve all of the changes," said Mayor Allen Owen in a statement he provided to us on this matter.

You can still vote in the Saturday, May 11, 2013 General Election if you’re registered to vote. The deadline to register to vote in the Saturday, May 11, General Election is Thursday, April 11, 2013. Voters in Fort Bend ISD will go to the polls on Saturday, May 11, if they plan to vote on Election Day. The Early Voting period for the General Election is Monday, April 29th through Tuesday, May 7th.

About The Mayor of Missouri City

Mayor Allen Owen is Missouri City’s 10th mayor since the city’s incorporation in 1956. Mayor Owen and his family have lived in Missouri City more than 36 years. Mayor Owen continues to dedicate much of his time and expertise towards the development of a community where he and his wife of 46 years, Jane, raised their three children.

Owen has served as mayor since his election to that position in 1994. Prior to that time he was a member of the Planning and Zoning Commission for five years and a City Council member for eight years, including serving as mayor pro-tem.

Mayor Owen earned degrees from Southern Methodist University’s Graduate School of Finance and Banking and from Stephen F. Austin State University.

Community Involvement

From the beginning of Mayor Owen’s association with Missouri City, he has been highly visible in the community that now has grown to 68,000 residents and numerous businesses. He continues to play a major role in building a strong economy evidenced by Missouri City’s attraction of quality residential and commercial development.

Mayor Owen combines his former position, before retiring as senior vice president and Texas government liaison for Wells Fargo Bank of Texas with assuring he is available to hear and work with the City’s residents on their needs. He actively participates in numerous community activities, including tireless volunteer hours with the YMCA, United Way, March of Dimes, and many other organizations.

Additional Service

He serves on the boards for the Fort Bend Chamber of Commerce, Fort Bend Women’s Center, Fort Bend Literacy Council, and the Fort Bend Community Justice Council. Mayor Owen is also a lifetime vice president and director of the Houston Livestock Show and Rodeo, a lifetime member of the Fort Bend Fair, past president of the Texas 4H Foundation, and president of the Asian American Family Counseling Center.



About The 2013 General Election

In accordance with the Texas Election Code, the City of Missouri City will hold a General Election on Saturday, May 11, 2013. The races for the General Election are for the four district A, B, C, & D, Missouri City Council members. However, only Districts A and B are being contested on Saturday, May 11, 2013 in the General Election.

The term of office for these positions is two years from May 2013 to May 2015. The filing deadline to be added to the ballot has passed.

The District A Incumbent Bobby Marshall is being challenged by Yolanda Ford and Rodney Griffin. The District B Incumbent Don Smith is being challenged by Henderson Hunter, Jr. The District C Incumbent Robin Elackatt is running unopposed. The District D Incumbent Floyd Emery is also running unopposed in the Saturday, May 11, 2013 General Election for Missouri City Texas.









About The Candidates On The 2013 General Election Ballot

THE DISTRICT A CANDIDATES:

District A - Bobby Marshall is a 19-year resident of Colony Crossing in Missouri City. In addition to his duties as City Council member, he also serves as a Board member of the Colony Crossing Homeowners Association. Marshall owns an office supply and printing business in the community. He has been a precinct alternate election judge for 27 years and a Little League volunteer for 36 years, including serving as a Little League World Series umpire in 2005.

He has been married to Vanessa for 28 years, and they have two children, Robert and Kristin.

Community Involvement: Prior to his election, Council member Marshall served as commissioner of the Missouri City Planning and Zoning Commission, served as chair of the Missouri City Comprehensive Plan Advisory Committee, served as vice chair of the Missouri City Community Development Block Grant (CDBG) Committee, treasurer of the Missouri City Police and Fire Auxiliary, and board member of Municipal Utility District (MUD) 122.

In addition, Marshall has been a member of the Quail Valley Acquisition Feasibility Committee and the Public Safety Subcommittee.

Incumbent Bobby Marshall is being challenged on the 2013 General Election ballot by Yolanda Ford an Architecural Designer and Urban Planner and Rodney Griffin a retired Real Estate Excutive. Griffin continues to campaign tirelessly for the revitalization of Texas Parkway. He has served the Missouri City community as the Presiding Election Judge for many terms. Presently he serves Precinct 2059 as the Democratic Chair and on the State Democratic Executive Committee in Austin, Texas. Griffin is #1 on the ballot. Yolanda Ford and Bobby Marshall are also in the race.



THE DISTRICT B CANDIDATES

District B - Don Smith and family have owned a home in Hunters Glen III for 31 years. He is the current president of the Hunters Glen-III Homeowners’ Association and has served on that board in many capacities over the years. Don and his wife Etta have been married for 33 years and have five boys and one girl. Their seven grandchildren and one great-grandchild complete the family.

Council member Smith is a veteran of the U.S. Air Force and since retiring as the southwestern divisional marketing director for Pitney Bowes, Don primarily has focused on community service.

Community Involvement - Council member Smith has recently resurrected the Texas Parkway Alliance; was a board member of the City’s Tax Increment Reinvestment Zone 1, and was secretary of the Texas Association of Black Council Members. He is chairman of the Missouri City Juneteenth Celebration Foundation; is a life time member of the NAACP and the A. Phillip Randolph Institute, a member of the Missouri City YMCA Century Club, the Black Heritage Committee – Houston Livestock Show and Rodeo, and the Covenant Glen United Methodist Church Male Chorus.

Incumbent Don Smith is being challenged on the 2013 General Election ballot in Missouri City by Henderson James Hunter, Jr. who is a chauffer and has served on the Missouri City Parks Board for 11 years.



DISTRICT C IS NON-CONTESTED

District C - Robin Elackatt was elected to office on May 9, 2009, as the District C Council member. He and his wife Tina have been residents of Colony Lakes Subdivision since 2006. They have two daughters and are members of St. Laurence Catholic Church. Currently, Council member Elackatt works for Methodist Sugar Land Hospital.

Community Involvement - Prior to being a Council member, Elackatt served as the vice chairman and board member of the Parks Board. Currently, he serves on the Colony Lakes Homeowners’ Association Board and was the past president of the Homeowner’s Association Board.

Incumbent Council member Robn Elackatt is running unopposed in the Saturday, May 11, 2013 General Election in Missouri City.



DISTRICT D IS NON-CONTESTED


District D - Floyd Emery was elected to his office on May 14, 2011. He has been married 52 years to his wife, Linda. They have been homeowners in Quail Valley for more than 35 years, where they raised their two sons, Brian and Dennis.

Councilmember Emery retired from Halliburton in 1999 and was employed by Baroid/Dresser/Halliburton for 47 years of service prior to his early retirement. During his tenure, he achieved a successful business career excelling in the management and directorship of Information Technology, Finance and Human Resources.

Community Involvement - Council member Emery continues to have extensive involvement in various Missouri City and Quail Valley community service organizations. This includes QV Proud as its current president, Citizens for Missouri City’s Future as its president, an active member of the QV Exchange Club, and as chair of the Missouri City Police Officers Association annual benefit golf tournament.

Incumbent Council member Floyd Emery is running unopposed in the Saturday, May 11, 2013 General Election in Missouri City.

Shall Section 4.01 of Article IV of the Charter of the City of Missouri City be amended to provide that the city manager may appoint one or more assistant city managers with the concurrence of the city council, to provide that the city manager set the compensation of such assistant city managers, and to provide that, if designated as the acting city manager, an assistant city manager shall act in the absence or disability of the city manager?
