Fort Bend County Voters Should Vote to Re-Elect Jim Rice
Jim Rice is currently serving as President of the Fort Bend ISD Board of Trustees. He was elected to Position 3 in 2010 and has previously served as Board Secretary. Jim has worked with the Board of Trustees and the administration to accomplish the following:

- Make FBISD a better steward of the taxpayer’s money by facilitation of
energy use and cost savings by over $3 million.
- Supported raises for our teachers and other employees to help retain and
support current FBISD employees.
- Have worked diligently with the administration to find and reduce waste
to reduce spending and make necessary budget cuts to put more
money in the classrooms, not the boardroom.
- Have been a staunch supporter of being fully transparent with the voting public
and being receptive to the input and concerns of the community.
- Have been essential with other board members in cutting waste out of our
maintenance program and establishing viable maintenance
schedules’ for all FBISD buildings.
- Seek common sense solutions to the challenges before the school
district and have the ability to “think outside the box”.
The Fort Bend ISD Board of Trustees unanimously approved Charles Dupre as the lone finalist for superintendent on March 20, 2013. This process began in late 2012 and was inclusive of many citizen groups, teachers and business leaders. The board worked many hours over and above our regular FBISD board business to find the best candidate for Fort Bend ISD students, teachers and the community.
Jim is the president of Rice & Gardner Consultants, a mechanical engineering and program management firm. In addition, Jim has served on the Fort Bend Chamber of Commerce Board of Directors since 2005 and is currently serving a fourth term as Vice Chair of the Chamber’s Education Division. Jim is also a 2005 graduate of the Fort Bend Chamber’s Leadership Forum Class. He is currently serving as the Region 4 Director of the Texas Association of School Boards.
He serves on the Board of Directors for the Literacy Council of Fort Bend County; and is co-founder and a current member of the Board of Directors of Fort Bend Cares - a 501 c(3) charitable foundation. Jim has been a volunteer with the Boy Scouts of America for 18 years and has extensive experience working directly with youth in the Boy Scouts and church, and all three of his sons are Eagle Scouts.
Jim has been a resident of Sugar Land since 1981 Jim and his wife Mary have raised three sons who graduated from Fort Bend ISD schools.

Back in the 2011 General Election face off in Missouri City for the District A City Council seat Rodney Griffin came within 33 votes of unseating the incumbent Bobby Marshall. However, a dismal 6.52% voter turnout in the (6) six precinct district largely made up of African-American voters proved a little too much for Griffin to overcome in his quest to unseat the incumbent. But Rodney L. Griffin is back on the ballot again in the 2013 General Election to be held on Saturday, May 11, 2013. However, he's not facing the incumbent alone this time around. Yolanda Ford, a local architectural designer and urban planner is also in the race seeking to unseat Councilman Bobby Marshall.

VOTER TURNOUT WILL BE KEY IN THE 2013 GENERAL ELECTION
This time around a low 6.52% voter turnout may be problematic in a race with two African-American candidates trying to unseat Councilman Marshall. There's a possibility that Ford and Griffin could cancel one another out in this race should the turnout be as dismal as it was back in the 2011 General Election. But in a three candidate race with a projected low voter turnout; a runoff is also a huge possibility should no candidate garner more than 50% of the vote.
CHARTER AMENDMENTS COULD HELP VOTER TURNOUT
According to Mayor Allen Owen, the City of Missouri City had the Charter Review Commission look at changes that needed to be made and updated to the Missouri City Charter which the city is required to do from time to time. “In their review some minor changes need to be made and it takes voter approval to change the Charter. City Council unanimously approved the changes and are offering them to the voters on the ballot on Saturday, May 11, 2013. We would ask that the voters approve all of the changes," said Mayor Allen Owen in a statement he provided to us on this matter.

About The Candidates On The 2013 General Election Ballot
THE DISTRICT A CANDIDATES:
District A - Bobby Marshall is a 19-year resident of Colony Crossing in Missouri City. In addition to his duties as City Council member, he also serves as a Board member of the Colony Crossing Homeowners Association. Marshall owns an office supply and printing business in the community. He has been a precinct alternate election judge for 27 years and a Little League volunteer for 36 years, including serving as a Little League World Series umpire in 2005.
He has been married to Vanessa for 28 years, and they have two children, Robert and Kristin.
Community Involvement: Prior to his election, Council member Marshall served as commissioner of the Missouri City Planning and Zoning Commission, served as chair of the Missouri City Comprehensive Plan Advisory Committee, served as vice chair of the Missouri City Community Development Block Grant (CDBG) Committee, treasurer of the Missouri City Police and Fire Auxiliary, and board member of Municipal Utility District (MUD) 122.
In addition, Marshall has been a member of the Quail Valley Acquisition Feasibility Committee and the Public Safety Subcommittee.
* Incumbent Bobby Marshall is being challenged on the 2013 General Election ballot by Yolanda Ford an Architecural Designer and Urban Planner and Rodney Griffin a retired Real Estate Excutive. Griffin continues to campaign tirelessly for the revitalization of Texas Parkway. He has served the Missouri City community as the Presiding Election Judge for many terms. Presently he serves Precinct 2059 as the Democratic Chair and on the State Democratic Executive Committee in Austin, Texas. Griffin is #1 on the ballot. Yolanda Ford and Bobby Marshall are also in the race.
THE DISTRICT B CANDIDATES
District B - Don Smith and family have owned a home in Hunters Glen III for 31 years. He is the current president of the Hunters Glen-III Homeowners’ Association and has served on that board in many capacities over the years. Don and his wife Etta have been married for 33 years and have five boys and one girl. Their seven grandchildren and one great-grandchild complete the family.
Council member Smith is a veteran of the U.S. Air Force and since retiring as the southwestern divisional marketing director for Pitney Bowes, Don primarily has focused on community service.
Community Involvement - Council member Smith has recently resurrected the Texas Parkway Alliance; was a board member of the City’s Tax Increment Reinvestment Zone 1, and was secretary of the Texas Association of Black Council Members. He is chairman of the Missouri City Juneteenth Celebration Foundation; is a life time member of the NAACP and the A. Phillip Randolph Institute, a member of the Missouri City YMCA Century Club, the Black Heritage Committee – Houston Livestock Show and Rodeo, and the Covenant Glen United Methodist Church Male Chorus.

District C - Robin Elackatt was elected to office on May 9, 2009, as the District C Council member. He and his wife Tina have been residents of Colony Lakes Subdivision since 2006. They have two daughters and are members of St. Laurence Catholic Church. Currently, Council member Elackatt works for Methodist Sugar Land Hospital.
Community Involvement - Prior to being a Council member, Elackatt served as the vice chairman and board member of the Parks Board. Currently, he serves on the Colony Lakes Homeowners’ Association Board and was the past president of the Homeowner’s Association Board.

About The Mayor of Missouri City
Mayor Allen Owen is Missouri City’s 10th mayor since the city’s incorporation in 1956. Mayor Owen and his family have lived in Missouri City more than 36 years. Mayor Owen continues to dedicate much of his time and expertise towards the development of a community where he and his wife of 46 years, Jane, raised their three children.

He actively participates in numerous community activities, including tireless volunteer hours with the YMCA, United Way, March of Dimes, and many other organizations.

He is the current president of the Hunters Glen-III Homeowners’ Association and has served on that board in many capacities over the years. Don and his wife Etta have been married for 33 years and have five boys and one girl. Their seven grandchildren and one great-grandchild complete the family.
Council member Smith is a veteran of the U.S. Air Force and since retiring as the southwestern divisional marketing director for Pitney Bowes, Don primarily has focused on community service.
Community Involvement - Council member Smith has recently resurrected the Texas Parkway Alliance; was a board member of the City’s Tax Increment Reinvestment Zone 1, and was secretary of the Texas Association of Black Council Members. He is chairman of the Missouri City Juneteenth Celebration Foundation; is a life time member of the NAACP and the A. Phillip Randolph Institute, a member of the Missouri City YMCA Century Club, the Black Heritage Committee – Houston Livestock Show and Rodeo, and the Covenant Glen United Methodist Church Male Chorus.

District C - Robin Elackatt was elected to office on May 9, 2009, as the District C Council member. He and his wife Tina have been residents of Colony Lakes Subdivision since 2006. They have two daughters and are members of St. Laurence Catholic Church. Currently, Council member Elackatt works for Methodist Sugar Land Hospital.
Community Involvement - Prior to being a Council member, Elackatt served as the vice chairman and board member of the Parks Board. Currently, he serves on the Colony Lakes Homeowners’ Association Board and was the past president of the Homeowner’s Association Board.

District D - Floyd Emery was elected to his office on May 14, 2011. He has been married 52 years to his wife, Linda. They have been homeowners in Quail Valley for more than 35 years, where they raised their two sons, Brian and Dennis.
Councilmember Emery retired from Halliburton in 1999 and was employed by Baroid/Dresser/Halliburton for 47 years of service prior to his early retirement. During his tenure, he achieved a successful business career excelling in the management and directorship of Information Technology, Finance and Human Resources.
Community Involvement - Council member Emery continues to have extensive involvement in various Missouri City and Quail Valley community service organizations. This includes QV Proud as its current president, Citizens for Missouri City’s Future as its president, an active member of the QV Exchange Club, and as chair of the Missouri City Police Officers Association annual benefit golf tournament.
