All Missouri City Voters Should Vote "YES" on Charter Proposition G on Tuesday, November 7, 2017 Says Mayor Allen Owen



City of Missouri City, CHARTER PROPOSITION G

Shall Sections 9.01 and 9.03 of Article IX of the Charter of the City of Missouri City be amended to change the City of Missouri City's fiscal year from July 1 through June 30 to October 1 through September 30? MAYOR ALLEN OWEN is encouraging “ALL” registered voters in Missouri City, Texas to vote “YES” on CHARTER PROPOSITION G in the Tuesday, November 7, 2017, General Election. Mayor Owen told Houston Business Connections Magazine© recently that CHARTER PROPOSITION G will help Missouri City’s governing body to plan better for the budget if they’re afforded the opportunity to see what the CAD revenues are going to be (early on) rather than having to play the guessing game. According to Mayor Owen, Tax rolls aren’t actually available for review until later in the year, after the “ORIGINAL FISCAL” year.

MEET MAYOR ALLEN

Mayor Allen Owen is Missouri City's 10th mayor since Missouri City’s incorporation back in 1956. He and his family have lived in Missouri City for more than 36 years. Mayor Owen continues to dedicate much of his time and expertise towards the development of a community where he and his wife of 46 years, Jane, raised their three children. In case you don’t know, Mayor Allen Owen was first elected mayor of Missouri City back on Saturday, May 7, 1994. Prior to that time he was a member of the Planning and Zoning Commission for five years and a City Council member for eight years, including serving as mayor pro-tem. Mayor Allen Owen earned degrees from Southern Methodist University's Graduate School of Finance and Banking and from Stephen F. Austin State University.

Community Involvement

From the beginning of Mayor Owen's association with Missouri City, he has been highly visible in the community that now has grown to well over 68,000 residents and numerous businesses. He continues to play a major role in building a strong economy evidenced by Missouri City's attraction of quality residential and commercial development.

Mayor Owen combines his position as retired senior vice president and Texas government liaison for Wells Fargo Bank of Texas with assuring he is available to hear and work with the City's residents on their needs. He actively participates in numerous community activities, including tireless volunteer hours with the YMCA, United Way, March of Dimes, and many other organizations.

Additional Service

Mayor Owen serves on the boards of the Fort Bend Chamber of Commerce, Fort Bend Women's Center, Fort Bend Literacy Council, and the Fort Bend Community Justice Council. He is also a lifetime vice president and director of the Houston Livestock Show and Rodeo, a lifetime member of the Fort Bend Fair, past president of the Texas 4H Foundation, and president of the Asian American Family Services Center.


COUNCILMEMBER DISTRICT A

Mayor Allen Owen is not endorsing either candidate in the race for Missouri City Council, District A in the Tuesday, November 7, 2017, General Election. Councilmember Yolanda Ford is being challenged by Sonja Giddings in the race for Missouri City Council, District A. Councilmember Ford has been a resident of Missouri City for more than 35 years. She has a passion for public service, community development, design, and entrepreneurship. Professionally, Councilmember Yolanda Ford’s background is in urban planning, architecture, community development and government contract management. She currently holds a Masters of Architecture (M. Arch) from Prairie View A & M University and a Bachelor of Science (B.S) from the University of Houston. HER CHALLENGER: In case you don’t know, Sonja Giddings has been a resident of Missouri City for over 12 years. She’s a graduate of Grambling State University. Ms. Giddings is a member of Good Hope Missionary Baptist Church, Grambling State University National Alumni Association, DLW Chapter of Grambling State Alumni Chapter -- Houston, Texas, American Federation of Teachers, Former Board Member of The People’s Family Workshop of the Arts and Alpha Kappa Alpha Sorority Incorporated. Back on Saturday, May 7, 2016, Sonja Giddings ran for Fort Bend Independent School District Trustee for Position 7 under the name (Sonja Nelson Leonard) and finished last in a field of five candidates.

City of Missouri City, CHARTER PROPOSITION A

Shall Section 3.05 of Article III of the Charter of the City of Missouri City be amended to clarify that the mayor pro tem of the city council may be elected at the first regular city council meeting following a runoff election? MAYOR ALLEN OWEN is encouraging “ALL” registered voters in Missouri City, Texas to vote “YES” on CHARTER PROPOSITION A in the Tuesday, November 7, 2017 General Election. Mayor Owen told Houston Business Connections Magazine© recently that CHARTER PROPOSITION A needs to be approved because of the possibility of run-offs.

City of Missouri City, CHARTER PROPOSITION B

Shall Subsection 4.01.A of Article IV of the Charter of the City of Missouri City be amended to remove the requirement that the city manager must be bonded at city expense in an amount not less than twenty-five thousand dollars ($25,000)? MAYOR ALLEN OWEN is encouraging “ALL” registered voters in Missouri City, Texas to vote “YES” on CHARTER PROPOSITION B in the Tuesday, November 7, 2017, General Election. Mayor Owen told Houston Business Connections Magazine© recently that CHARTER PROPOSITION B needs to be approved because the city of Missouri City already has an “Umbrella Policy” that addresses this concern.

City of Missouri City, CHARTER PROPOSITION C

Shall Subsections 4.01.D and 4.01.F of Article IV of the Charter of the City of Missouri City be amended to provide that the city manager may appoint, suspend, and remove department directors and assistant city managers without the concurrence of the city council? MAYOR ALLEN OWEN is encouraging “ALL” registered voters in Missouri City, Texas to vote “YES” on CHARTER PROPOSITION C in the Tuesday, November 7, 2017, General Election. Mayor Owen told Houston Business Connections Magazine© recently that CHARTER PROPOSITION C needs to be approved because the City Manager should have this right. According to Mayor Owen, the City Manager should be able to simply present these actions to City Council in the form of information.

City of Missouri City, CHARTER PROPOSITION D

Shall Section 4.05 of Article IV of the Charter of the City of Missouri City be amended to allow the city manager to establish, combine, discontinue, redesignate, or combine city departments? MAYOR ALLEN OWEN is encouraging “ALL” registered voters in Missouri City, Texas to vote “YES” on CHARTER PROPOSITION D in the Tuesday, November 7, 2017, General Election. Mayor Owen told Houston Business Connections Magazine© recently that CHARTER PROPOSITION D needs to be approved because, along with other duties the City Manager should be afforded the opportunity to establish, combine, discontinue, redesignate or combine city departments.

City of Missouri City, CHARTER PROPOSITION E

Shall Sections 6.01 and 6.02 of Article VI of the Charter of the City of Missouri City be amended to make the Charter consistent with City of Missouri City Resolution No. R-16-32, adopted on October 17, 2016, changing the City's election date from May to November? MAYOR ALLEN OWEN voted against this measure when it was initially brought before Missouri City Council. He recently told Houston Business Connections Magazine© that he voted against this because all the other cities, school districts, and municipal utility districts “ALL” have their election in May and that he believes people should be able to vote on Missouri City issues without having to read through a lengthy ballot where Missouri City, Texas is at the bottom of the said ballot. So, Mayor Allen Owen is encouraging “ALL” registered voters in Missouri City to vote “NO” on CHARTER PROPOSITION E in the Tuesday, November 7, 2017, General Election.

City of Missouri City, CHARTER PROPOSITION F

Shall Section 7.01 of Article VII of the Charter of the City of Missouri City be amended to change the name of the city's finance department to the "financial services department?" MAYOR ALLEN OWEN is encouraging “ALL” registered voters in Missouri City, Texas to vote “YES” on CHARTER PROPOSITION F in the Tuesday, November 7, 2017, General Election. Mayor Owen told Houston Business Connections Magazine© recently that CHARTER PROPOSITION F is simply a name change to reflect the duties of that particular position consistent with other cities titles.

The 2017 General Elections for Missouri City, Texas Will Be Held on Tuesday, November 7, 2017


The 2017 General Elections for Missouri City, Texas Will Be Held on Tuesday, November 7, 2017 Instead of Saturday, May 6, 2017

During the October 17, 2016, Regular City Council meeting for Missouri City, Texas, sitting Council members voted 4-3 to approve a resolution that moved the general elections for Missouri City, Texas from Saturday, May 6, 2017 to Tuesday, November 7, 2017. 

Mayor Allen Owen will not be up for re-election in the upcoming election. He will not be up for re-election until November 2018. However, Yolanda Ford (top left), is the Council member for District A; Don Smith (top right), is the Council member for District B; Anthony Maroulis (bottom left), is the Council member for District C; and Floyd Emery (bottom right), is the Council member for District D will be up for re-election on Tuesday, November 7, 2017.

The approved resolution adjusts the terms of office for the Mayor and Council members to conform to the November election date as follows: 

The terms of the Mayor and Councilmember at-large, Positions 1 and 2, which currently expire in May 2018, shall be extended until the November 2018 uniform election date; 

The terms of the Councilmember, District A; Councilmember, District B; Councilmember, District C; and Councilmember, District D, which currently expire in May 2017, shall be extended until the November 2017 uniform election date. 

Thereafter, in accordance with Section 6.01 of the City Charter, the mayor and each councilmember shall serve for two-year terms.

MEET THE MISSOURI CITY, TEXAS COUNCIL MEMBERS UP FOR RE-ELECTION ON TUESDAY, NOVEMBER 7, 2017


Council member Yolanda Ford is a 35 year resident of Missouri City and she has a passion for public service, community development, design and entrepreneurship. Professionally, Ford’s background is in urban planning, architecture, community development and government contract management. Ford holds a Masters of Architecture (M. Arch) from Prairie View A & M University and a Bachelor of Science (B.S) from the University of Houston. 

Ford is an associate member of the American Institute of Architects (AIA) and the American Planning Association (APA). She has served on the Colony Crossing Homeowners Association (CCHOA) board and is currently a member of the Texas Parkway Alliance (TPA) and A. Phillip Randolph Institute (APRI). 

Yolanda Ford was elected as the District A City Councilmember on June 15, 2013.


Council member Don Smith and family have owned a home in Hunters Glen III for 31 years. He is the current president of the Hunters Glen-III Homeowners' Association and has served on that board in many capacities over the years. Don and his wife Etta have been married for 33 years and have five boys and one girl. Their seven grandchildren and one great-grandchild complete the family.

Council member Smith is a veteran of the U.S. Air Force and since retiring as the southwestern divisional marketing director for Pitney Bowes, Don primarily has focused on community service.

Councilmember Smith has recently resurrected the Texas Parkway Alliance; was a board member of the City’s Tax Increment Reinvestment Zone 1, and was secretary of the Texas Association of Black Council Members. He is chairman of the Missouri City Juneteenth Celebration Foundation; is a life time member of the NAACP and the A. Phillip Randolph Institute, a member of the Missouri City YMCA Century Club, the Black Heritage Committee – Houston Livestock Show and Rodeo, and the Covenant Glen United Methodist Church Male Chorus.

Don Smith was first elected as the District B City Councilmember on May 5, 2001 and continued to serve in this capacity until June 16, 2007. Then, on May 17, 2010, Don Smith was appointed to fill a vacancy in District B and he continued to win re-election to that position. On May 18, 2015, Don Smith was elected by City Council to serve as Mayor Pro Tem.


Anthony G. Maroulis has been a resident of Missouri City since 1997. Anthony is married and has two kids. He and his family live in First Colony and his kids attend FBISD schools. Anthony is a graduate of the University of Houston, where he studied Electrical Engineering. He also has a degree in Biomedical Electronics Technology. Anthony is a second generation “Greek –American” and one of three sons to Efstathios Maroulis and Ourania Maroulis. Anthony attends the Annunciation Greek Orthodox Church.

Anthony has been very active at all levels in the Community; City, School, and HOA. Anthony has served on the Missouri City Parks Board, Bond Committee, Police Chief Selection committee, Missouri City Police TCLEOSE Advisory Board and is a graduate of Citizens Police and Fire Academy. In addition, he is a very active volunteer in FBISD where he is a FBISD mentor at Dulles Middle School, the Communications Chair at Dulles Middle School, has served as PTO- Publicity Chair at Lexington Creek Elementary and founded Dad’s Club at Lexington Creek Elementary. Finally he has served on the YMCA board and on the First Colony Association as Board Member and continues to serve on the covenants committee. He is committed to being an advocate for all the citizens of Missouri City, supporting the Police and Fire Departments so that the City maintains the safest place to live and is focused on economic prosperity. 

Anthony Maroulis was declared as the District C unopposed candidate on March 16, 2015 and sworn into office on May 18, 2015 as City Councilmember.


Councilmember Floyd Emery has been married 52 years to his wife, Linda. They have been homeowners in Quail Valley for more than 35 years, where they raised their two sons, Brian and Dennis.

Councilmember Emery retired from Halliburton in 1999 and was employed by Baroid/Dresser/Halliburton for 47 years of service prior to his early retirement. During his tenure, he achieved a successful business career excelling in the management and directorship of Information Technology, Finance and Human Resources. 

Councilmember Emery continues to have extensive involvement in various Missouri City and Quail Valley community service organizations. This includes QV Proud as its current president, Citizens for Missouri City’s Future as its president, an active member of the QV Exchange Club, and as chair of the Missouri City Police Officers Association annual benefit golf tournament. 

Floyd Emery was elected as the District D City Councilmember on May 14, 2011.

Cynthia Gary is Endorsed by Mayor Allen Owen, Council Member Jerry Wyatt, and Council Member Floyd Emery in the June 11th Runoff


SATURDAY, JUNE 11, 2016 - CYNTHIA GARY LOOKS TO MAKE HISTORY AGAIN

On Saturday, June 11, 2016 our friend and supporter Cynthia Gary will be looking to make history again in Missouri City, Texas when she faces off against Council Member Chris Preston in the runoff election. A victory by Cynthia Gary in the runoff race for Missouri City Council At-Large Position #2 would make Cynthia the first African American woman to represent Missouri City as an at-large councilwoman. However, a victory over the incumbent (Chris Preston) would not be the first time that she's had her name written in the history books in the "Show Me City". Back in 2007 Cynthia defeated (District B) incumbent Missouri City Councilman Don Smith in a landslide victory en route to becoming the first African American woman to hold a city council seat in the city’s fifty-year history. 

KEY ENDORSEMENTS

Cynthia Gary made the runoff by finishing second behind Councilman Chris Preston back in the Saturday, May 7, 2016 General Election. Susan Soto was also in the race and finished third. Since, no candidate received a majority of the vote, Cynthia and councilman Preston must now face off in the Saturday, June 11, 2016 runoff election. IMPORTANT ANNOUNCEMENT: Cynthia has been endorsed by Mayor Allen Owen (Mayor of Missouri City, Texas), Councilman Jerry Wyatt (the At-Large Position #1 Council Member), and Councilman Floyd Emery (the District D Council Member), and many other leaders.

MEET CYNTHIA GARY

A Community Advocate

Cynthia is deeply involved in and passionate about her community and her city. Cynthia created a Youth Council which prepares youth for their future in academics and employment; because of the formation of this council, she was instrumental in placing young people on summer jobs. She mentors at the elementary school level and chaperones on high school field trips. She took a group of student volunteers to New Orleans to participate in the Katrina relief efforts. She also helped establish a central command station as a point of distribution for victims of hurricane Ike. Over 3000 community residents were assisted in that effort. Cynthia is an active member of the Fountain of Praise Church where she and her husband Everette are ordained Deacon/Deaconess and Stewardship Coordinators, responsible for raising spiritual awareness and focusing on the time, talent and treasure in each member. Cynthia serves on many boards and community organizations and is a member of the Alpha Kappa Alpha Sorority, Incorporated and received the “Women That Have Made Change” award.

A Mother, Wife and Sister

Cynthia is a loving mother of three wonderful sons, one of whom is an active Houston police officer. She and husband Everette met at the age of 14 and have been married for 34 years. Everette is a retired Sr. Special Agent for the Department of Justice. Cynthia is proud of her sister, a veteran of the Houston Police Department. Her sister’s triumph over breast cancer, heart disease and stroke encouraged Cynthia to become an ambassador for the American Heart Association. Her dedication and commitment to family is the source of her strength.

A Civic Leader

As a former Missouri City Councilmember and FBISD Board Trustee public servant, Cynthia has served her community well. A strong leader in city affairs, she fights to keeps taxes low and to increase public safety. She pushes for community revitalization and raises awareness concerning those issues that affect the well being of the city. She is very involved in her community and serves as the "Neighborhood Representative" in the Plantation Trails subdivision.

An Educator

Academic excellence is very important to Cynthia. She is an educator who holds a Doctorate of Ministry (Christian Counseling), Master of Arts in Sociology, a Bachelor of Science in Chemistry with a double minor in Mathematics and Biology.

A Law Enforcement Professional

As a Forensic Scientist, Cynthia has seen firsthand the effect of crime in our region. Her Criminalist background has allowed her to analyze circumstances from a nuts and bolts perspective. Her family is deeply rooted in Law Enforcement from the local to the federal level. Cynthia understands how to “connect the dots” to reveal the cause and effect of circumstance. Consequently, she is able to determine effective solutions for challenging issues.

Please be reminded that there's a very important election about to take place in Missouri City, Texas. The 2015 General Election is not a Mayoral Election. So no, Mayor Allen Owen is not on the ballot. He will not be running for re-election until May of 2016. However, in accordance with the Texas Election Code, the City of Missouri City, Texas will be holding a General Election on Saturday, May 9, 2015 for certain council seats. The races for the General Election are for the Missouri City Council: District A, District B, District C, and District D seats.

District A City Council Member

The Missouri City, Texas (City Council) District A council seat is currently being held by Council Member Yolanda Ford. Council Member Ford was elected as the District A City Council Member on June 15, 2013.

District B City Council Member

The Missouri City, Texas (City Council) District B council seat is currently being held by Council Member Don Smith. Councilman Don Smith was first elected as the District B City Council Member on May 5, 2001 and continued to serve in this capacity until June 16, 2007. Then, on May 17, 2010, Don Smith was appointed to fill a vacancy in District B, and he has continued to be the candidate of choice for District B voters.

District C City Council Member

The Missouri City, Texas (City Council) District C council seat is currently being held by Council Member Robin Elackatt. Councilman Robin Elackatt was elected as the District C City Councilmember on May 9, 2009. On May 19, 2014, he was appointed as mayor pro tem.

District D City Council Member

The Missouri City, Texas (City Council) District D Council seat is currently being held by Council Member Floyd Emery. Support from Council Member Floyd Emery has made it possible for the publishing of this announcement to inspire Missouri City, Texas registered voters in the city of Missouri City to actively participate in the Saturday, May 9, 2015 City of Missouri City General Election.

In May 2011, I was elected to this position by a substantial majority of District D voters. I was re-elected in May 2013 without opposition. I appreciate your support and confidence.

In the election of 2011, I ran on a platform of "Ensuring Public Safety", "Protecting Property Values" and "Attracting New Business". I'm proud of the awards, recognition and business success Missouri City has experienced during my tenure. Our City being recognized as one of the safest cities in the US, most diverse city in the Houston area, best place to live and most affordable for homebuyers gives me satisfaction, knowing I have worked hard to keep those campaign pledges. The completion of the City Centre at Quail Valley, Recreation and Tennis Center at Cypress Point and the $50 million Water Treatment Plant at Steep Bank exemplifies our success. Missouri City has worked hard to develop and foster a business-friendly environment. As a result, our commercial tax base reflects a substantial increase as a percent of City revenue and our retail sales tax revenue reflects steady growth. I'm pleased to state that Missouri City is viewed by many as the best place to live, work, shop and play.

With the experience I have gained, I am positioned to continue the work with my colleagues on City Council and our City Staff to move Missouri City forward. We must maintain our current path of growth and look for new opportunities to build our business base. Funding of our Public Safety sectors and addressing our infrastructure and water needs while continuing to improve our alliances with our HOAs must be our priorities as we build an environment that meets the expectations of our residents.

Personal History

Councilmember Floyd Emery has been married 52 years to his wife, Linda. They have been homeowners in Quail Valley for more than 35 years, where they raised their two sons, Brian and Dennis.

Councilmember Emery retired from Halliburton in 1999 and was employed by Baroid/Dresser/Halliburton for 47 years of service prior to his early retirement. During his tenure, he achieved a successful business career excelling in the management and directorship of Information Technology, Finance and Human Resources.

Community Involvement

Councilmember Emery continues to have extensive involvement in various Missouri City and Quail Valley community service organizations. This includes QV Proud as its current president, Citizens for Missouri City’s Future as its president, an active member of the QV Exchange Club, and as chair of the Missouri City Police Officers Association annual benefit golf tournament.

Floyd Emery was elected as the District D City Councilmember on May 14, 2011.

Council Member Floyd Emery currently serves as the Long Range Planning Committee (chair); on the International & Domestic Economic Development Committee; and on the Budget & Finance Committee as well.

BULLETIN: Missouri City Texas Mayor Allen Owen has announced his plans to file for re-election for Mayor of Missouri City Texas.

Mayor Owen has made his home in Missouri City for nearly 40 years, and is passionately proud of his city. “I love this city. I have dedicated my life as a committed husband, father, business leader and civic volunteer to making Missouri City the best city imaginable.”

After recently retiring from the banking industry, he has become increasingly involved in improving the quality of life in Missouri City. “For the last 2 years, we have worked hard with our City Council, the economic development team and the local business community to attract over $500,000,000 in new business, leading to hundreds of new jobs.”

According to Forbes Magazine, Missouri City continues to be one of the safest, most affordable, and best places to live in the country. And according to a recent Rice University study, Missouri City was named “…the most ethnically diverse city in the region.”

“I am particularly pleased by the continuing emphasis by our City Council on improving our public safety. We recently opened our first Mini-Police Station, and started construction of Fire Station Number 5. We approved pay increases for our Police and Fire Forces, and hired 5 new Motorcycle Police Officers.” And in spite of struggling economic conditions in other areas, “Missouri City home values have continued to rise but still remain one of the best buys in the region, because of its proximity to Houston and the Texas Medical Center.”

Mayor Owen serves on numerous boards, committees and volunteer organizations, all focused on making Missouri City and the surrounding area a great place to live, work, open a business and raise a family.

Owen and his wife of 45 years are members of First United Methodist Church. Mayor Owen graduated from Stephen F. Austin State University, and Southern Methodist University – Graduate School of Finance and Banking.
