On the other hand, 30-time Emmy Award Winning Investigative Reporter Wayne Dolcefino (bottom center) echoed the sentiment of Attorney Ben Hall by explaining to me that there may have been a romance or relationship between Bishop James Dixon and Jacquelyn Aluotto, the woman who went to Commissioner Rodney Ellis's home along with "DR" Candice Matthews and told Commissioner Ellis a bunch of horror stories about Bishop James Dixon. EXTORTION AND BLACKMAIL... Instead of Bishop James Dixon being a "SEXUAL PREDATOR," what we could have on our hands is a situation where his alleged jilted lover, "DR" Candice Matthews, conspired to trick Commissioner Rodney Ellis into distancing himself from Dixon based on half-truths and outright lies in an effort to gain a benefit.
James Dunn, Jr., an ally of "DR" Candice Matthews, was convicted a few years ago of defrauding the United States Department of Education of $300,000.00. "DR" Candice Matthews currently serves as the President of the Texas Coalition of Black Democrats, and she also serves as the National Minister of Politics for Quanell X's New Black Panther Party. However, according to multiple sources, "DR" Candice Matthews set her sights on becoming President of the local branch of the National Association for the Advancement of Colored People (NAACP) and has allegedly been calling members to see if they would support her candidacy if Bishop James Dixon, the current president was forced to resign.
After “DR” Candice Matthews had safely gained the trust of Harris County Commissioner Rodney Ellis, she quickly betrayed his trust by infiltrating Commissioner Ellis’s home and secretly recording him privately meeting with Jacquelyn Aluotto, who was a “WHISTLEBLOWER” in a federal lawsuit against Harris County, Texas.
The private meeting between Harris County Commissioner Rodney Ellis, Jacquelyn Aluotto, and “DR” Candice Matthews occurred on Tuesday, October 3, 2023, inside Commissioner Ellis's Home, located at 2102 Sunset Boulevard, Houston, Texas 77005.
On Wednesday, October 4, 2023, at 2:19 p.m., “DR” Candice Matthews emailed a copy of her “SECRETLY RECORDED AUDIO TAPE” she captured at Harris County Commissioner Rodney Ellis’ home located at 2102 Sunset Boulevard, in Houston, Texas to her buddy “QUANELL X” and labeled it, “Meeting with Rodney Ellis and Jackie Aluotto about James Dixon Part 1.”
On Wednesday, October 4, 2023, at 3:28 p.m., “DR” Candice Matthews emailed a copy of her “SECRETLY RECORDED AUDIO TAPE” to her buddy “JAMES DUNN JR” who is a convicted felon who pleaded guilty to defrauding the Department of Education out of $300,000.00 and served three years in prison for his crime.
It is unclear at this time how much Quanell X knows about the scheme that appears to have been hatched in the minds of "DR" Candice Matthews and James Dunn, Jr., which the Texas Rangers should investigate.
Harris County Commissioner Rodney Ellis should not have met with "DR" Candice Matthews or Jacquelyn Aluotto at home. However, obtaining something, especially money, through force or threats is a crime in Texas. And from how things are beginning to look, "DR" Candice Matthews and James Dunn, Jr., could have some severe questions to ask if the Harris County District Attorney Kim Ogg or the Texas Rangers decide to take up the case.
In the matter involving Bishop James Dixon, the president of the Houston Branch of the NAACP, he should stand firm and not yield to the alleged demands of "DR" Candice Matthews and give up his position out of fear of being publicly embarrassed or humiliated by the troubling allegations made against him by Jacquelyn Aluotto, his alleged jilted lover.
From the outside looking in, "DR" Candice Matthews and her sidekick, James Dunn, Jr., appear to have developed a scheme against Commissioner Rodney Ellis and Bishop James Dixon.
Blackmail is a criminal offense when someone like "DR" Candice Matthews tries to use compromising or damaging information against someone like Bishop James Dixon to demand payment or another benefit.
The benefit in the alleged "BLACKMAIL PLOT" against Bishop James Dixon pertains to his status as President of the Houston Branch of the NAACP, which "DR" Candice Matthews has set her sights on.
In the state of Texas, "BLACKMAIL" is a felony and may be punishable by up to 20 years in prison. A person found guilty of blackmailing a person can also face additional penalties such as fines, restitution, or community service hours.

The crimes of "EXTORTION" and "BLACKMAIL" are grave and cannot be overlooked. I have had my differences with County Commissioner Rodney Ellis and Bishop James Dixon in the past, but that does not cloud my judgment regarding them not getting extorted or blackmailed. That said, I am instructing my investigative team to look into the matter of whether "DR" Candice Matthews and her sidekick, James Earl Dunn, Jr., have tried to use their "SECRET AUDIO TAPE" as leverage to gain money or some other sort of benefit from Commissioner Rodney Ellis and Bishop James Dixton.
