Cash Deposits and Donations from Alleged Boyfriend of Mayor Turner Could Be Evidence of $470 million Bid-Rigging Scheme


William-Paul Thomas and Mayor Sylvester Turner could eventually be facing a serious problem when all of the events surrounding that $470 million Hobby Airport Concessions Contract unfolds in court. “THE LAWSUIT” filed by attorney Rachel Hooper states, “On Monday, November 25, 2019, three days before Thanksgiving and during the “No Contact Period” clearly outlined in the Request for Proposal for Solicitation No. S83-T28909, William Paul-Thomas, employed at the time by the City in the Mayor’s Office as a Director of Council Relations, called Chris Pappas, CEO of Pappas, at his home. On June 30, 2022, William-Paul Thomas was charged with conspiracy to commit theft or bribery concerning programs receiving Federal funds. For the record, William-Paul Thomas pled guilty on July 25, 2022. William Paul-Thomas was employed at the time the photo above was taken, by the City in the Mayor’s Office as a Director of Council Relations.


Attorney Rachel Hooper filed this lawsuit against the City of Houston, Texas, and Areas HOV JV, LLC, on behalf of Chris Pappas, 4 Families of Hobby, LLC, and Pappas Restaurants, Inc., on April 11, 2023. William-Paul Thomas (left), has been a key fixture in local politics for decades. He is pictured above with Mayor Sylvester Turner, and state Senator Borris L. Miles, having a little discussion about something. In case you don't know, William-Paul Thomas has been dirty since way back during the days he served as the Houston Bureau Chief of the Rainbow/Push Coalition. Do you remember the Enron scandal that rocked America back in 2002, when Rev. Jesse Jackson came to town to pray and lay hands on Ken Lay, the former CEO at Enron's corporate headquarters? Well, William-Paul Thomas was right by Rev. Jesse Jackson's side. But a short time afterward, William-Paul Thomas had some issues that I don't wish to discuss at this time. To make a long story short, Rev. Jesse Jackson and William-Paul Thomas fell out, and his relationship with Rev. Jesse Jackson and the Rainbow/Push Coalition ended on nasty terms. Harris Commissioner Rodney Ellis is the person who stepped in to save William-Paul Thomas when Ellis was still a state Senator. Thomas has also worked for former Houston Mayor Annise Parker,  former Houston Mayor Bill White, and Mayor Sylvester Turner over the years.


Congresswoman Sheila Jackson Lee has been recruited to run for Mayor of Houston by local Black Pastors, and minions of Harris County Commissioner Rodney Ellis, and Mayor Sylvester Turner. Remember, back when William-Paul Thomas ran into a little situation with Rev. Jesse Jackson and the Rainbow/Push Coalition, it was then (state Senator Rodney Ellis who saved William-Paul Thomas's hide, according to several different sources. Now, don't forget that William-Paul Thomas worked inside the administrations of former Mayor Bill White, former Mayor Annice Parker, and current Mayor Sylvester Turner. That being said, Congresswoman Sheila Jackson Lee, if elected mayor on Tuesday, November 7, 2023, is expected to keep the cover on what's been happening with alleged criminal activities, and possible "BID-RIGGING" that's been happening for far too long. William-Paul Thomas was dirty long before he pleaded guilty to conspiracy charges. According to “THE LAWSUIT” William-Paul Thomas left a message that stated, “Oh, Mr. Pappas, this is William Paul-Thomas, Mayor Sylvester Turner’s Office. I wanted to visit with you regarding the upcoming airport concession at Hobby Airport. Um, I had a great meeting with a couple of folks and I’m going to share with you some of the thoughts that we had going forward. Attorney Darryl Carter (right) has been lurking around Houston City Hall for several decades. And he's also a man who has been credited with knowing the deepest darkest secret about Mayor Sylvester Turner's exploits that he would never want the public to know. On April 11, 2023, attorney Rachel Hooper filed a lawsuit on behalf of Chris Pappas, 4 Families of Hobby, LLC, and Pappas Restaurants, Inc., versus the City of Houston, Texas, and Areas HOU JV, LLC, in Houston, Texas. If you’re interested, the CASE NUMBER is 2023-22872.

The Plaintiffs’ Original Verified Petition included a declaratory judgment and their application for a temporary restraining order, temporary injunction, and permanent injunction.

On April 14, 2023, Judge Beau Miller, denied Pappas Restaurants’ request to remain in Hobby Airport while its lawsuit against the City of Houston works its way through the courts. However, that doesn’t mean that things are going to work out in the favor of the City as things continue to unfold.

Judge Beau Miller, is an excellent judge, and from everything I know about Judge Miller, he’s fair, impartial, and a seeker of the truth. As it stands now, Judge Miller has ordered Pappas Restaurants and the City of Houston into mediation and has set a hearing date of April 26, for the two sides to come back before him in the courtroom.

As for Chris Pappas, he doesn’t have a problem with being ordered into mediation. “We think it was a unique solution on the part of the judge to order the parties to mediation,” he said in a published report.

Yesterday, was interesting, but going forward, some ugly truths are going to come out related to how the procurement process works at the City of Houston.

It appears that Pappas Restaurants is looking to make the procurement process more transparent, and is alleging that the city treated them unfairly during the procurement process. Pappas is alleging that the city applied unstated evaluation criteria when they were reviewing the proposals. And Pappas is also alleging that a misapplication of other criteria took place along the way.

In a mistake that could come back to haunt the city, the lawsuit claims that William-Paul Thomas, a mayoral aid, and city council liaison, placed a call to Pappas in November 2019 to discuss the contract, which is a violation of a City of Houston rule against discussions between bidders and city officials during a period when a city contract is working its way through the procurement process.

According to a published report, in a voicemail left by William-Paul Thomas, on Chris Pappas’s phone, he stated, “had a great meeting with a couple of folks and I’m going to share with you some of the thoughts we had going forward.”

From what I understand, Chris Pappas did not return William-Paul Thomas’s phone call that was placed to Pappas during the first round of the bidding process for the Hobby Contract.

In case you don’t know, “THE LAWSUIT” filed by Pappas Restaurant contains a damning timeline that appears to show what attorney Rachel Hooper has labeled as a flawed solicitation process.

On September 27, 2019, the First solicitation was issued by the City of Houston, according to (PAGE- 8) of the lawsuit.

On November 25, 2019, William-Paul Thomas calls Chris Pappas about the airport concessions during the “No Contact Period” which means what it says.

On September 16, 2022, the Second solicitation got canceled by the City of Houston, which can be reviewed on (PAGE-8) of the lawsuit.

On September 30, 2022, the “Third solicitation was issued by the City of Houston.

On March 8, 2023, Areas was awarded the $475 million Hobby Airport concessions contract.

Now, remember, “THE LAWSUIT” filed by attorney Rachel Hooper states, “On Monday, November 25, 2019, three days before Thanksgiving and during the “No Contact Period” clearly outlined in the Request for Proposal for Solicitation No. S83-T28909, William Paul-Thomas, employed at the time by the City in the Mayor’s Office as a Director of Council Relations, called Chris Pappas, CEO of Pappas, at his home. According to “THE LAWSUIT” William-Paul Thomas left a message that stated, “Oh, Mr. Pappas, this is William Paul-Thomas, Mayor Sylvester Turner’s Office. As you should know already, around the same time William-Paul Thomas placed his phone call to Chris Pappas, he was engaging in some illegal activities with city of Houston vendors which he pleaded guilty to in federal court.

Anyways, if we fast forward, “On June 30, 2022, Mr. Thomas was charged by criminal information in the Southern District of Texas with conspiracy to commit theft or bribery concerning programs receiving Federal funds.” And for the record, William-Paul Thomas pled guilty on July 25, 2022.

Do you think that William-Paul Thomas called Chris Pappas at his home to request a meeting to just last and talk? Well, if so, you’re sadly mistaken. How can I say this? Well, remember William-Paul Thomas was employed by the City of Houston and acting as the Director of Council Relations, and the right-hand man for Mayor Sylvester when he place his phone call to Chris Pappas at his home on Monday, November 2019, which was during the “NO CONTACT PERIOD” and was a criminal act.

Attorney Rachel Hooper is requesting that 4 Families and Pappas be awarded a judgment declaring that the award is void because the City:

*Failed to comply with the statutory procedures for competitive sealed proposals;

*Failed to consider the criteria to determine the best value for the City as required by state and municipal laws; and

*Failed to conduct the Solicitation in accordance with the City’s administrative policy for requests and proposals; and

*Failed to follow the Open Meeting Act requirements.

*Violated globally accepted public procurement standards, fraud, lack of procurement integrity and responsibility, and under general principles of fairness.

An investigation has been opened into the more than $27,000 cash donations that were “IMPROPERLY REPORTED” on by Tiffany Thomas “CAMPAIGN FINANCE REPORTS” between July 31, 2019, and December 16, 2019, during the period in which she was running for the vacant Houston City Council District F seat against Jesus Zachary Zamora, G. “John” Nguyen, Richard Nguyen, Anthony Nelson, Van Huynh, and Adekunle “Kay” Elegbede, a write-in candidate back on Tuesday, November 5, 2019, in the general election.

William Paul Thomas, the right-hand man for Mayor Sylvester Turner was first supposed to be sentenced back on November 28, 2022. However, that sentencing date was pushed back to February 21, 2023. A month before his February 21, 2023 sentencing date, that one got forward to March 27, 2023, and not the March 27, 2023 sentencing date is being pushed back to June 20, 2023. Councilwoman Tiffany D. Thomas could be just as crooked as Mayor Sylvester Turner. First, she took an illegal campaign contribution from Darryl Carter, during a time when she should not have been talking to vendors. And on top of that, Darryl Carter hosted a fundraiser for her campaign and wrote her a check for $5,000 that she had to give back to him.

On July 5, 2022, Councilwoman Tiffany Thomas received a $5,000 check from attorney Darryl B. Carter, who also acts as a lobbyist.

On August 14, 2022, Councilwoman Tiffany Thomas gave the entire $5,000 back to attorney Darryl B. Carter that she had received from him at the illegal fundraiser he had hosted for her campaign.

Both of the transactions as mentioned earlier can be found on Councilwoman Tiffany Thomas’s “CAMPAIGN FINANCE REPORT” that’s dated 1/17/2023 and were filed under penalty of perjury.

On February 1, 2022, Councilwoman Tiffany Thomas received a check from Thomas Jones, a strong ally of Mayor Sylvester Turner’s, who was mentioned in “THE AFFIDAVIT” that was signed off on by Mayor Sylvester Turner’s wife at the time (Cheryl Gillum Turner), under penalty of perjury.

“DIRTY COUNCILWOMAN.”

An investigation has been opened into the more than $27,000 cash donations that were “IMPROPERLY REPORTED” on by Tiffany Thomas “CAMPAIGN FINANCE REPORTS” between July 31, 2019, and December 16, 2019, during the period in which she was running for the vacant Houston City Council District F seat against Jesus Zachary Zamora, G. “John” Nguyen, Richard Nguyen, Anthony Nelson, Van Huynh, and Adekunle “Kay” Elegbede, a write-in candidate back on Tuesday, November 5, 2019, in the general election.

Tiffany Thomas finished first in the Tuesday, November 8, 2019, general election, but since no candidate received a majority (50+1%) of the vote, she and the second-place finisher, Van Huynh, had to face off on a Saturday, December 14, 2019, runoff election, which Thomas won by garnering 4,519 votes, for 55.96% of the vote. Comparatively speaking, Van Huynh received 3,556 votes, for 44.04% of the vote.




On July 31, 2019, Councilwoman Tiffany Thomas made a substantial “CASH DEPOSIT” inter her campaign account for $3,775.00 and did not detail where she obtained the money.



On August 15, 2019, Councilwoman Tiffany Thomas made a substantial “CASH DEPOSIT” inter her campaign account for $2,575.00 and did not detail where she obtained the money.

On September 3, 2019, Councilwoman Tiffany Thomas made a substantial “CASH DEPOSIT” inter her campaign account for $3,270.00 and did not detail where she obtained the money.

On November 10, 2019, Councilwoman Tiffany Thomas made a small “CHECK DEPOSIT” into her campaign account for $200 and did not detail where she obtained the cash.

On November 12, 2019, Councilwoman Tiffany Thomas made a “CASH DEPOSIT” into her campaign account for $500 and did not detail where she obtained the cash.



On November 25, 2019, Councilwoman Tiffany Thomas made a large “CASH DEPOSIT” into her campaign account for $12,500 and did not detail where the money came from, or disclose the name of the person who gave her the money.



On December 16, 2019, Councilwoman Tiffany Thomas made a substantial “CASH DEPOSIT” into her campaign account for $4,300 with no explanation of where she obtained the money, or who donated the money to her campaign.

“THE DARK SIDE.”

Believe it or not, Mayor Sylvester Turner is a deeply disturbed human being, with deep dark secrets that he’s been protecting for decades. “I also am aware of certain unprofessional acts of Sylvester about approaching people and inviting them to sexual orgies,” explained Cheryl Gillum Turner, in her “SWORN AFFIDAVIT” of facts.

On (PAGE 5) of her “SWORN AFFIDAVIT” Cheryl went on to name names, stating, “Also, I have heard comments made about Don Aaron, Darryl Carter, Dwight Thomas and others relating to sexual involvement with Sylvester.

“In fact, there have been suggestions made to me personally by Carter that he had control of Sylvester because Carter knows Sylvester’s “deepest, darkest secrets,” she explained.

“Those allegations can be substantiated because Sylvester secured a loan from Bank Plus and paid cash for a 1991 Explorer for Darryl Carter,” according to Cheryl Gillum Turner. “Carter is also employed by Sylvester and I suspect that Sylvester is also paying part of Carter’s tuition, if not all, to attend the University of Houston Law School,” she said on (PAGE 5) of her “SWORN AFFIDAVIT” of facts.

Another powerful Black businessman who has turned his life around with the help of Sylvester Turner is Thomas Jones, who served as Sylvester Turner’s campaign manager back during the 1990s.

“Carter and Thomas Jones, who is Sylvester’s campaign manager, had a disagreement and Jones fired Carter,” explained Sylvester’s wife.

When Sylvester Turner confronted Jones about firing Darryl Carter, according to Cheryl Gillum Turner, her husband rehired Darryl Carter, and place him inside his law firm.

“Carter informed me that he has the receipt of Jones’ drug rehabilitation program and he has a copy of the police investigation into Jones transporting drugs,” she explained.

“I also have heard that Don Aaron is a photography buff and has implied that he has unbecoming photographs of Sylvester,” Cheryl Gillum Turner on (PAGE 6) of her “SWORN AFFIDAVIT” of facts.

“FEARFUL OF SYLVESTER.”

On (PAGE 8) of her “SWORN AFFIDAVIT” Cheryl Gillum Turner expressed her fears about Sylvester Turner and how he might try to destroy her life. “I suspect that Sylvester has some type of master plan in which he plans to divorce me, gain custody of my daughter, and public destroy me,” she explained.

“As I have attempted to participate in this campaign, Sylvester has been instrumental in making sure that I am not publicly seen, nor actively participate in different activities concerning the campaign,” she said, speaking of his failed bid to become Mayor of Houston, back in November of 1991.
