Affidavits Filed in the Texas Supreme Court Early this Week, Allege State Senator Borris L. Miles is Connected to Ballot Harvesting


State Senator Borris Miles (Senate District 13) Vehemently Denies Having Any Involvement to the Absentee Ballot Harvesting Ring 

OFFICIAL STATEMENT 

“On Monday, a number of media outlets released materials containing false and unsubstantiated allegations that aim to damage my reputation, cause voter confusion, suppress and dissuade voters from participating in the upcoming election.

I unequivocally deny any and all allegations of participation in an organized vote-harvesting scheme.

As the representative of the largest single Democratic senate district in Texas (SD 13), I understand this is a deliberate political tactic spewed by Republicans at every level of government to create confusion amongst voters. These allegations are nothing more than Republican conjecture, a desperate attempt to suppress Democratic vote, and a continued effort amongst Republicans to do whatever it takes to mislead and defraud Texans.

This is not the first time I’ve been targeted by the Republican Party and surely will not be the last because SD 13 is one of the largest Democratic voting blocs in this state and the Republican party knows this is perhaps the most important Election in our lifetime.

I have one single message to SD 13 constituents, Texans and all Americans, vote, our lives depend on it, in whatever method works best for you; by mail, during early vote or on Election Day. We are fighting for our democracy. We are fighting for our freedom. I will continue to fight to ensure every Texan’s vote is counted and people’s voting rights are protected.” 


Both, State Senator Borris Miles and Commissioner Rodney Ellis Believe the Attacks Against them are Partisan

I’m sure by now you’ve heard that State Senator Borris Miles and Harris County Commissioner Rodney Ellis’ names were mentioned along with Political Consultant Dallas Jones, the Texas Political Director for Senator Joe Biden, the 2020 Democratic nominee for President of the United States, and Businessman Gerald Womack in two separate affidavits filed with the Texas Supreme Court on Monday, September 28, 2020. Yes, their names have now made it into the public record at the Texas Supreme Court level – it’s true! Also, in a Texas Tribune article published a few days ago, State Senator Borris Miles called the allegations false and ludicrous. He also told the Texas Tribune that he has never met either of the two men who claim to have inside knowledge of the alleged absentee mail harvesting plot. According to Senator Miles, he has always encouraged mail-in voting for senior citizens, according to the Texas Tribune article. He also proclaimed that he has never and would never engage in illegal ballot harvesting or any efforts to collect absentee ballots – he’s is quoted as saying in the article. According to Senator Miles, who will face off against a Republican opponent by the name of Milinda Morris in the race for State Senate for the 13th Senatorial District on Tuesday, November 3, 2020, in the general election, he believes, according to his comments in the Texas Tribune article, “… the allegation is ‘Republican opposition.” In response to the denials asserted by Commissioner Rodney Ellis and State Senator Borris Miles, in the Texas Tribune article published on Monday, September 28, 2020, the former FBI Agent Charles Marler has asserted, “Anyone who is open-minded and cares about the sanctity and the integrity of our elections process could look at the past absentee ballot returns in certain Harris County, Texas races and see that shenanigans are being played in Harris County. You can’t make this stuff up,” stated former FBI Agent Charles Marler. “The witness testimony in audio and video formats that I have collected so far is highly damaging and proof positive that there is a well-entrenched absentee ballot harvesting ring at work in Harris County – there’s no doubt about,” said Charles Marler worked for the FBI for 16 years learning all facets of the Bureau's complex operations from evidence collection, radio communications, aviation surveillance, and Forward-Looking Infra-Red (FLIR). What a lot of folks don't understand is that former FBI Agent Charles Marler was tipped off back in 2019 -- not in 2020. So, he was already paying attention when some of these most recent lopsided elections 2020 primary results occurred back on March 3rd. Also, what a lot of folks are missing in my opinion, is that Charles Marler was an Investigative Specialist for 12 years as a member of the Special Surveillance Group and conducted, organized, and completed thousands of surveillances on Drug (as FLIR operator), Intelligence and Terrorism targets. He also participated in joint training operations with the DIA, DEA, JCTA, and CIA. So, all of these small-time, wannabe gangsters running around Harris County posing as politicians aren't going to scare this Charles Marler guy off in my opinion.

Milinda Morris is challenging State Senator Borris Miles on Tuesday, November 3, 2020, in the race for Texas State Senate, District 13. Morris only received 4,377 total votes back on Tuesday, March 3, 2020, in the Democratic Party primary. Only 779 of her total votes came by way of absentee ballot voting. Comparatively speaking, State Senator Borris Miles received a total of 28,296 votes back on Tuesday, March 3, 2020, in the Democratic Party primary. Miles had two Democratic challengers, but the 4,508 absentee ballot votes he received was more than the total (4,377) number of votes received by Milinda Morris in her party's primary. But keep in mind that there are 344,271 registered voters living inside the boundaries of the 13th Senatorial District of Texas.

Even with the Allegations Being Levelled Against Him, State Sen. Miles Should Roll Still to Victory on Tuesday, November 3, 2020 

The 13th State Senatorial of District in Texas is widely considered to be a Democratic-leaning district and was once controlled by former state Senator Rodney Ellis. However, while Senator Borris Miles and his team are perhaps confident about his chances on Tuesday, November 3, 2020, his Republican opponent, Milinda Morris has a shot in this race. Believe it or not, Morris has several pathways to victory over Sen. Borris Miles – if she plays her cards right. “Yes, Miles is loved by a large contingent of his constituents, but the stark reality is that he’s also hated and vilified by some folks,” says Charles Marler. Is Marler right? Well, I recently went out and talked to a few registered voters who have support Sen. Miles in the past. And, some of the folks I talked to in the streets are only willing to talk about Sen. Miles off the record. Some say their reasoning is rooted in fear for their safety. But, whether they are being truthful or not – is beside the point. Nobody – and I do mean nobody should be afraid of elected officials. And the fact that people are afraid to talk openly about local politicians is a huge problem -- but that’s a story for another day. Another key issue that points directly to State Senator Borris Miles’ vulnerability is the paltry number of Democratic voters who turned out to cast their ballot for him back on Tuesday, March 3, 2020, in the Democratic Party primary. Get this, only 28,296 Democratic primary voters who live inside the 13th Senatorial District cast their ballot for State Senator Miles. Why is this significant? Well, the 13th State Senatorial District has more than 344,271 registered voters living within its boundaries. Comparatively speaking, the opponent he’s matched up against only received 4,377 over-all votes back on Tuesday, March 3, 2020, in the Republican primary – which isn’t nearly enough to even seriously challenge State Senator Miles. So, in my opinion, Milinda Morris faces a huge uphill battle in her quest to unseat Sen. Borris Miles – without a lot of help. Why? Well, what a lot of folks don’t understand about local politics is that some of these races are pretty much over, once the absentee ballots are received and tallied by the Harris County Clerk’s Office. So, in my opinion, that’s kind of why the fight to send out 2 million absentee ballot applications was fierce. And that’s kind of why we are now seeing the political cronies and hacks get enlisted by some of these local elected officials to hurl attacks at myself and Charles Marler, the former FBI Agent who is investigating this matter – but I digress. Look, here’s a fact you: Back on Tuesday, March 3, 2020, in the Democratic Party primary, State SenatorBorris Miles received more “ABSENTEE BALLOT VOTES” than Milinda Morris received in her overall vote tallie. So, at the very least, any reasonable political analyst, consultant, or elected official reading the report would have to agree that State Senator Borris Miles’ “ABSENTEE BALLOT GAME” is superior to his Republican rival – but why. “At some point very shortly we’re going to get our hands on absentee ballots from several past elections where we believe fraud has occurred,” says former FBI Agent Marler. Something else to pay attention to is the fact that, back on Tuesday, March 3, 2020, in the Republican Party primary Milinda Morris only received 779 absentee ballot votes, while State Senator Borris Miles received 4,508 absentee ballot votes. So, as I said, when all combined, the 779 absentee ballot votes received by Milinda Morris, is added to her 1,944 early votes, and 1,654 election day votes – she still didn’t receive enough votes to surpass the 4,508 absentee ballot vote total received by State Senator Borris Miles back on Tuesday, March 3, 2020, in his Democratic Party's primary race against two challengers. Richard R. Andrews, one of his challengers only received 601 absentee ballots, and his other challenger an African American female, Melissa Morris only managed to receive 1,536 absentee ballot votes. As for Harris County Commissioner Rodney Ellis, he doesn't have a Republican opponent standing in his way. Early voting will begin on Tuesday, October 13, 2020, and end on Friday, October 30, 2020. And if you for some strange reason you can't vote early, you can still vote on Election Day -- which is Tuesday, November 3, 2020.

Charles Marler, a former FBI Agent says that he and his team are updating Attorney General Ken Paxton on what they believe is an Organized Voter Fraud Ring operating in Harris County, Texas. According to Marler, he believes that the Organized Voter Fraud Ring in Harris County, Texas has an organizational setup that involves State Senator Borris Miles and Harris County Commissioner Rodney Ellis at the top followed under them by local Political Consultant, Dallas Jones, and businessman Gerald Womack. The information Charles Marler is going on is based on direct witness interviews that he's conducted. According to Marler, his list of underbosses includes over 30 names at this point in his investigation – including the current City of Houston Councilwoman Martha Castex Tatum who won a Tuesday, May 5, 2018, Special Election against eight opponents without a runoff. In the race in question, Councilwoman Castex Tatum in a political campaign to fill the vacancy left by the untimely death of the late Councilman Larry Green, received more “ABSENTEE BALLOT VOTES” than all of her opponents combined. In case you don't remember, her campaign was managed by Dallas Jones, the political consultant who is now running the Texas operation for 2020 Democratic Presidential nominee Sen. Joe Biden. This is significant because earlier this week, the Gregg County, Commissioner Shannon Brown, 49, a Democrat, Charlie Burns, 84, DeWayne Ward, 58, and Marlena Jackson 50, were all arrested and are now facing very serious charges. In case you haven’t heard, Attorney General Ken Paxton has leveled charges against this foursome, accusing them of engaging in organized election fraud, illegal voting, fraudulent use of an application for a mail-in ballot, unlawful possession of a mail-in ballot, tampering with a governmental record, and election fraud. All total, the penalties for these offenses range from six months in state jail to 99 years in prison. A total of 134 felony counts were handed down.

Back in 2018, there were only 67,628 registered voters in Gregg County – where the arrests took place earlier this week. Comparatively speaking, back in 2018, Harris County had 2,307,654 registered voters. So, while the 134 felony charges filed against Gregg County Commissioner for Precinct 4, Shannon Brown, 49, a Democrat, and his three other co-conspirators, Charlie Burns, 84, DeWayne Ward, 58, and Marlena Jackson 50, sounds like a lot – it pales in comparison to the number of indictments that could be handed down in a county the size of Harris County, Texas. The folks over in Gregg County, after a two-year investigation are accused of engaging in organized election fraud, illegal voting, fraudulent use of an application for a mail-in ballot, unlawful possession of a mail-in ballot, tampering with a governmental record, and election fraud. All total, the penalties for these offenses range from six months in state jail to 99 years in prison. Does this sound familiar? Now, according to former FBI Agent, Charles Marler, he says, “Every illegal ballot that the Harris County ring has fraudulently submitted during past election cycles is a felony. And from what I’ve gathered so far, I believe the ring here was engaged in possibly 40 thousand illegal votes on the low end, in the past and now they foolishly think they can quadruple that number in the coming weeks in the upcoming Tuesday, November 3, 2020, general election,” he went on to say. According to Marler, almost every witness he’s spoken to so far has provided information that connects the dots to what he believes is the organizational structure of the Harris County Ring. According to former FBI Agent Charles Marler, “It involves Borris Miles and Rodney Ellis at the top followed under them by Dallas Jones and Gerald Womack.” Who is Charles Marler? Well, he has participated in joint training operations with the DIA, DEA, JCTA, and CIA. He’s also managed several FLIR System Operators while coordinating one of the FBI’s prominent FLIR programs – according to his website. He provided case guidance and became an expert in the operation and maintenance of FLIR equipment and has personally trained or provided training for his operators. Under his leadership and guidance, the FLIR program conducted numerous successful operations against espionage subjects, suspected terrorism subjects, drug shipments, violent crime, and kidnap searches. “No doubt about it, what we’re looking at here in Harris County is BIG! I am certain that there’s a criminal enterprise at work in Harris County, that must be uprooted and dismantled,” he says.

Arrests in Gregg County is Child’s Play Compared to What’s Going to Happen in Harris County, Texas According to Former FBI Agent

Straight out of the gate, I am just the reporter! Got that? Please do not call me talking smack. All crooked politicians and their cronies who don’t like this report should harass Attorney General Ken Paxton or Charles Marler – the former FBI Agent who is working his azz off to tie together what he believes is the organizational structure of the alleged criminal enterprise that's working out of Harris County, Texas. And those are not my words, they’re the words of Charles Marler. On yesterday, Friday, September 25, 2020, I received an email from Charles Marler updating me on a few things that I would like to share. But before I go there, I think some of the folks that have taken it upon themselves to continue to question and try to intimidate me are a little confused. Look, the people you need to be concerned about is Attorney General Ken Paxton, and Charles Marler, who worked for the FBI for 16 years learning all facets of the Bureau’s complex operations from evidence collection, radio communications, aviation surveillance, and Forward-Looking Infra-Red (FLIR). Back on May 5, 2018, Councilwoman Martha Castex Tatum won a special election that was managed by Political Consultant Dallas Jones, which raises all sorts of red-flags according to former FBI Agent Charles Marler. "Her victory over her eight opponents back in 2018 is suspect," says former Marler.

“I'm sure you've recently seen the arrest made in Gregg County of a County Commissioner and several other officials,” said Charles Marler. “They were arrested for Organized Voter Fraud and indicted on 134 counts. The Texas Attorney General's Office investigated the fraud that occurred in 2018,” he said. “I am aware that the Attorney General's Office is also investigating the low hanging fruit of the fraud involved in the Harold Dutton race from 2018,” he went on to say. “We are also updating Texas Attorney General Paxton on our ongoing investigation into the Organized Voter Fraud Ring in Harris County. We have had several witnesses come forward since we last spoke,” said Marler. “They have informed us of crimes committed by Gerald Womack, Dallas Jones, and Borris Miles,” he said naming the names of a few people who he believes are ring-leaders in what’s going down in Harris County, Texas. “Almost every witness connects the dots to the organizational structure of the Ring,” he stated. “It involves Borris Miles and Rodney Ellis at the top followed under them by Dallas Jones and Gerald Womack,” according to Charles Marler, the former FBI Agent. “Another 2018 race that they alerted us to is the Special Election for Houston City Council District K which took place after the passing of Council Member Larry Green,” he stated. “The information we were provided with entails the alleged illegal ballot harvesting conducted by Dallas Jones for (candidate and now) council member Martha Castex-Tatum,” stated Charles Marler in the email alluding to the Tuesday, May 5, 2018, Special Election to fill the vacancy left by the untimely death of Councilman Larry Green. As a refresher, in the aforementioned race, Council Member Martha Castex Tatum received more “ABSENTEE BALLOTS VOTES” than all of the other candidates in the race combined. She received, 901, “ABSENTEE BALLOTS,” while her eight opponents only received a combined total of, 810 “ABSENTEE BALLOTS,” as a group. In case you don’t remember, Larry Blackmon received, 152 absentee ballots; Patricia “Pat” Frazier received 344 absentee ballots; Gerry Vander-Lyn received 75 absentee ballots; Lawrence J. McGaffie received 42 absentee ballots; Carl David Evans received 66 absentee ballots; Elizabeth E. Johnson received 70 absentee ballots; Anthony Freddie received 21 absentee ballots, and Aisha Savoy received 40 absentee ballots according to the Harris County Clerk’s Office. Now, if for some reason, you weren’t following this race, Martha Castex Tatum’s campaign, that was managed by Dallas Jones, the founder, and CEO of Elite Change, Inc. received more “ABSENTEE BALLOTS VOTES” than either of the other candidates in the race received in total votes back on March 5, 2018, in the Special Election race for Houston City Council District K – which left a lot of folks scratching their heads in disbelief. And as a side note, she did it without a runoff. For the record, Martha Castex Tatum received 3,315 votes, for 65.08% of the vote. The second-place finisher, Patricia “Pat” Frazier (now deceased) only received 720 votes, for 14.13% of the vote. The third-place finisher, Larry Blackmon only received 345 votes, for 6.77% of the vote. The fourth-place finisher, Gerry Vander-Lyn only received 262 votes, for 5.14% of the vote. The fifth-place finisher, Carl David Evans only received 159 votes, for 3.12% of the vote. The sixth-place finisher, Elizabeth E. Johnson only received 99 votes, for 1.94% of the vote. The seventh-place finisher, Lawrence J. McGaffie only received 69 votes, for 1.35% of the vote. The eighth-place finisher, Anthony Freddie only received 64 votes, for 1.26% of the vote. And the ninth-place finisher Aisha Savoy only received 61 votes, for 1.20% of the vote. According to Charles Marler, several things bother him about the outcome of the Special Election for Houston City Council District K, which took place back on Tuesday, May 5, 2018. “The illegal ballot harvesting in this 2018 race appears to be another instance of low hanging fruit,” he says. “I’ve been given several names of people who impacted the lopsided absentee mail-ballot returns at what we believe (at this point) to be the direction of Dallas Jones,” says Charles Marler. 



CHARLES MARLER: “On a side note, I know that I’m over the target when someone mysteriously breaks the window of my vehicle to steal my laptop bag hidden under my backseat floor mat. The robber did not rifle through the front console of my vehicle which had cash inside, they only targeted the bag. Unfortunately for the robbers, I didn't have my laptop in the bag -- only personal items and unrelated criminal casework. These Organized Criminals will not stop my investigation! The criminals should instead be reflecting on the Gregg County case. Every illegal ballot that they are involved in is a felony. I understand the ring here was engaged in possibly 40 thousand illegal votes in the past and they foolishly think they will quadruple that in the coming weeks." 



AG Paxton Announces Joint Prosecution of Gregg County; Organized Election Fraud in Mail-In Balloting Scheme 

AUSTIN – Attorney General Ken Paxton today announced that authorities arrested Gregg County Commissioner Shannon Brown, Marlena Jackson, Charlie Burns, and DeWayne Ward on charges in connection with an organized vote harvesting scheme during the 2018 Democratic primary election. To increase the pool of ballots needed to swing the race in Brown’s favor, the group targeted young, able-bodied voters to cast ballots by mail by fraudulently claiming the voters were “disabled,” in most cases without the voters’ knowledge or consent. Under Texas election law, mail ballots based on disability are specifically reserved for those who are physically ill and cannot vote in-person as a result. 

In total, the state filed 134 felony charges against the four defendants, including engaging in organized election fraud, illegal voting, fraudulent use of an application for a mail-in ballot, unlawful possession of a mail-in ballot, tampering with a governmental record, and election fraud. Penalties for these offenses range from six months in state jail to 99 years in prison. 

“It is an unfortunate reality that elections can be stolen outright by mail ballot fraud. Election fraud, particularly an organized mail ballot fraud scheme orchestrated by political operatives, is an affront to democracy and results in voter disenfranchisement and corruption at the highest level,” said Attorney General Paxton. “Mail ballots are vulnerable to diversion, coercion, and influence by organized vote harvesting schemes. This case demonstrates my commitment to ensuring Texas has the most secure elections in the country, and I thank the Gregg County Sheriff and District Attorney for their continued partnership. Those who try to manipulate the outcome of elections in Texas must be held accountable.” 

A grand jury returned indictments on 23 felony counts against Commissioner Brown, 97 felony counts against Marlena Jackson, eight felony counts against Charlie Burns, and six felony counts against DeWayne Ward. The Office of the Attorney General was assisted by the Gregg County Sheriff’s Office during the investigation. The Texas Attorney General will prosecute this case alongside the Gregg County District Attorney.
